CIRCULAR 3/2019: DELIMITATION OF WARDS 2019-2020 IN PREPARATION
FOR THE 2021 LOCAL GOVERNMENT ELECTIONS – PUBLIC CONSULTATIONS
PURPOSE
1. To share information in preparation for the upcoming ward delimitation public
consultation process; and
2. To provide feedback on the finalisation of first draft set of wards.
Preparation of draft wards
3. Following the publication of the number of councillors by the MECs responsible
for local government, the MDB calculated the number of wards, norms and
variances for each municipality.
4. Thereafter, the MDB conducted technical consultation sessions with GIS and
Planning officials in local and metropolitan municipalities between September
and October 2019. These sessions sought to attain optimal configuration of the
draft wards and to address any geographic challenges experienced by
municipalities since the finalisation of wards in the previous round of ward
delimitations in 2016.
5. Draft wards for all metropolitan and local municipalities have been finalised for
public consultations between February and April 2020.
6. Draft wards are meant to facilitate and guide inputs during the forth-coming public
consultation sessions. Draft wards have no legal status, therefore members of
the public and stakeholders are encouraged to engage with them and, if
necessary, provide inputs on how the final wards should be configured.
7. Draft wards have been sent to all municipal managers and are also available
on the MDB website and on request by contacting provincial coordinators
(Details attached hereto).
Preparations for the public consultation process.
8. As noted above, the next phase in the ward delimitation process will involve
public consultations. Members of the public will be given an opportunity to make
inputs on how final wards should be configured. In this regard, the MDB will visit
all local and metropolitan municipalities between February and April 2020. A
schedule of those public meetings is attached hereto as Annexure A.
9. The MDB is currently in contact with all municipalities to assist with the process
to identify and secure venues for public consultations and provide feedback to
the MDB before 30 November 2019, as recently communicated to all municipal
managers. Confirmed venues must be submitted urgently to the MDB.
10. At the public consultation sessions, members of the public and stakeholders will
be given an opportunity to make inputs or submit proposals. The closing date for
submission of inputs and proposals is 30 April 2020.
11. The MDB will provide draft ward maps and a schedule which indicates all voting
districts per ward per municipality in the whole country. As indicated in paragraph
7 above, this information can be obtained from municipalities and the MDB.

CONCLUSION
13. The period between 2019 until the next local government elections will not
include demarcation or re-determination of municipal boundaries but only
delimitation of wards.
14. The MDB would like to thank municipalities for the continued support during the
technical consultation process and hope that this will continue for the rest of the
ward delimitation process. The support of MDB stakeholders, especially
municipalities is critical in order to make this process successful.
