• For the upcoming years, tribal area should be given priority considering low voltagepocket, low Power Factor, long distribution lines, reliability issues, etc and revenueearning will not be the basis for the construction of substations in those areas.

• DGVCLhas agreed with transmission network plan and given their consent to GITCO forthe investment.
2. Freezing the list of 66 kV Network
• GITCO shared DISCOMswise list of total 405 nos of substations that has been receivedtill date (DISCOMwise list attached as annexure - I). Further, GITCO requested to allDISCOMsto give the priority list of the substations and if they needed additionalsubstations, it could be intimated within 10 days.

• PGVCLrequested to expedite the work of 66 kV transmission line associated to 66 kVKalyanpur substation, GITCOexplained that there is severe RoWissue and cCJllldnot becompleted in desired time. Further, GITCOhas also requested to PGVCLto help in thismatter as they have better control and liaison.

• GITCO requested to all DISCOMsto help in the acquisition of land and further requestedthat if land is not available in the desired area, DISCOMsshould suggest substations innearby area in place of those substations.

•. MD, MGVCL suggested GETCO to go for the private land acquisition, After detaildiscussion it was finalize that a committee could be formed consisting of MD, GETCO,MD of concerned DISCOM, Dir. (Admin) GUVNL, and one person from Revenuedepartment after panel approval for open tendering process.

3. Short Term Open Access
Short Term Open Accesswas discussed in length from procedures to the role of DISCOMs.
GETCOhas asked the feedback from all DISCOMsabout the letter written to all DISCOMs
from GETCOfor short term open access and following feedback were given:
• MGVCL
a. One consumer, AIMs, Savali was given notice for drawing less than 1 MWof load
round the clock (RTC).
b. Two consumers namely Jp cement and Ashahi Soungwu have violated the 12%.
criteria so the notice by MGVCLhas been given .
• PGVCL
a. No consumers have violated the 12%criteria as well as 1 MW criteria .
• UGVCL
a. No analysis was done by UGVCLofficials so it was asked to provide the data to
GETCOby next Monday i.e. on April 14, 2014.
• DGVCL
a. STOAhas been curtailed due to grid constraint in upstream network. However,
DGVCLwas requested to identify consumers from past data who were drawing
less than 1 MW RTCor below 12%of NoCcapacity in 12 blocks (3 hours).
Based on above thorough d~liberation, following conclusions were drawn for adoption. with
immediate effect:
• NoCby DISCOMshall be issued by adding the loss percentage to OA quantum of power.
• .NoC by DISCOMshall not be issued for those who been drawing less than 1 MW RTC or
below 12%of NoCcapacity in 12 blocks (3 hours) continuously.
• NoCshall not be given beyond CDquantum, both for 11KVand 66KV consumers.

consumer is constantly drawing more than CD quantum (like M/s.L&T in DGVCL). It istrue for 11KVconsumer also.
• STOAis given upto CD and all those who has OA drawl more than CD in actual shall be
penalized. We are told, it is not being done correctly.
• All DISCOMsto scrutinize the list of consumers who have increased their CDabove 1 MW
in last 1 year only for the purpose of OA. Their drawl records to be verified and if
found that it is actually less than 1MWRTC, then NoCshall not be issued.
• Any consumer demanding increase in CD above 1 MW must be verified at location ofconsumer before approval.

• All DISCOMs are requested to give consent for STOA as per modified format, to be
issued by SLOe.
4. HT and EHT Consumer Connections

Releaseof consumer connections were discussed in coordination with DISCOMs:.
~ DGVCL: DGVCLhas requested to provide TFR for Mis. GRPLimited & Megha innovative
crops Pvt Ltd. (1410 KVAAdditional). They can be released after the completion of 66
kV Kosamba . Panoli line.
(Action by: CE, TR, GETCO)~ MGVCL:There are no pending cases of HT & EHTconnection at GETCOend.
~ UGVCL: Total 7 nos of HT connections recently registered are pending, it requires
augmentation of 400 kV Vadavi and 220 kV Chhatral. GETCOhas given the target of 30th
June 2014 to complete the augmentation work. Further, it was informed to UGVCLthat
,long term consumers have to be given priority for release of connection and STOAshall
be curtailed.(Action by CEoproject, GETCO8: UGVCL)
