D. PUBLIC CONVENIENCE AND NECESSITY EVALUATION
The City of Los Angeles is very concerned if a new request to sell alcohol is subject to one of the conditions below. There is a strong likelihood that the City will deny your "public convenience or necessity" application if one of the above listed conditions apply to your site. (It is strongly suggested that you contact your Council Office and discuss your project). If the Council Office does not oppose your project, you should then check with your local area police vice unit as well as the Planning Department Public Counter at (213) 977-6083 for the determination of whether the proposed site is within a Specific Plan area, and the Community Redevelopment Agency (CRA) project staff at (213) 977-1682 or 977-1665, to determine if your site is in a CRA Project Area. lf any of the five conditions listed below apply to your site, you should carefully consider if you want to file for a Public Convenience or Necessity finding.
1. The proposed site is in an area with a long-term level of undue concentration of alcoholic beverage outlets.
2. The geographic area is the target of special law enforcement activity. i.e., police task force is working on reducing vice in the area, or eliminating juvenile crime (such as cruising or graffiti) or gang activity. 4
3. The proposed site is in close proximity to sensitive uses, including schools, parks, churches, youth activities, homeless shelters, mental health or alcohol or drug treatment centers.
4. The geographic area has elevated levels of alcohol-related crimes, including but not limited to: public intoxication, driving under the influence, assault, vandalism, prostitution, drug violations, loitering.
5. The proposed site is located in a Specific Plan or Community Redevelopment Agency Project area which specifically includes a policy to control future alcoholic beverage sales.
E. If the project site is not subject to one of the above criteria, your project will be evaluated by the City Council with consideration given to the following possible benefits and detriments to the community:

The subject property is a level, rectangular-shaped, parcel of land, consisting of 16,000 sq. ft., having a frontage of approximately 100 feet on the west side of San Fernando Rd. and a uniform depth of 160 feet (PT WM. C. B. Richardson 671.60ACS, Block None, Tract Rancho San Rafael and La Canada, ARB 137, Map Reference DCC 1621 CF 61). It is developed with a one-story commercial building housing two tenants. The subject site is a 4,000 sq. ft. space. There are 11 on-site parking spaces provided.
SURROUNDING PROPERTIES
Adjacent properties to the east ofthe subject site across San Fernando Rd. are zoned [Q] Ml-1-CDO and are developed with one and two-story commercial buildings.
Adjoining properties to the south are zoned [Q]Ml-1-CDO and are developed with one and two multistory commercial/office/warehouse buildings.
Adjacent properties to the north are zoned [Q]M1-l-CDO and are developed with one and two-story commercial buildings/office buildings.

The existing billiard and card room occupies a portion of a 16,000 sq ft parcel ofland. The commercial building was constructed in 1951 and comprises 4,000 sq ft At present there are no alcohol licenses issued at this establishment. The proposed uses will cater to employees of businesses in the area and residents in the community desirous of playing billiards or cards ..
B] Why does the applicant believe the location of the project will be desirable to the public convenience. The subject premise is located on San Fernando Rd. in a limited manufacturing zone. The businesses in the area are composed of a variety of uses which include but are not limited to warehouses, auto repair, offices, retail spaces, medical supply, etc. An LAPD community station is located a block away from the subject property.
The proposed use will bring to the area a first class entertainment enterprise to residents and workers in the area. The applicant is providing a venue for workers and residents in the area that will generate revenue to the Northeast Los Angeles community.
The applicant is seeking a CUP approval for beer and wine only to the amenities provided by the existing billiard and card room. The ongoing patronage to the subject premise would suggest that the public convenience will be served.

C] Describe how the proposed project will not be detrimental to the character of development in the immediate neighborhood and wiU be in harmony with the various elements and objectives of the General Plan. The subject property is located on a major retail commercial street in an area accessible to the neighboring communities of Los Angeles and Glendale. The premise is located within an area that has a multitude of office/commercial/retail/limited manufacturing developments. An entertainment establishment of this type is welcomed in the community. This location will not cause any potential adverse impacts to the surrounding neighborhood. The subject property is zoned [Q]M-1-1-CDO limited manufacturing zone that allows these types of establishments by right
The overall goal of the Community Plan is to promote an arrangement of land uses, circulation and services which will encourage and contribute to the economic, social, physical health, safety, welfare and convenience of the people who live and work in the plan area and to guide the development of the district to meet existing and anticipated needs and conditions.
The primary objective of the Plan is rehabilitate and strengthen the area and to return it to its rightful place as the Community's civic, economic and social center. Approval of the proposed use will enhance the viability of the local area without creating significant adverse impacts to any surrounding properties, and as such, is consistent with the spirit, intent and objectives of the General Plan.
D] Will the approval of the Conditional Use at this location adversely affect the economic welfare of the community ? Why?
No. The proposed use will actually bring clientele into the area thereby patronizing nearby businesses. The approval of the Conditional Use will benefit the community through the generation of additional business dollars, as well as, tax revenue for the City of Los Angele~
The addition of beer and wine to the billiard and card room and its ancillary uses can only benefit the economic welfare of the community by ensuring a diversity of uses and the full occupancy of an under-utilized commercial building. Therefore, the proposed use will not adversely affect the economic welfare of the community.
E] Will the approval of the Conditional Use result in or contribute to an undue concentration of such establishments ? Why '! No. There are no other facilities of this type within close proximity to the subject property that have been granted this type of license, The subject premise, if approved, would be the only on-site licensed facility within the region. According to ABC census tract licensing statistics 6 on-sale licenses are allowed and only 5 licenses presently exist
F] Will the approval of the Conditional Use detrimentally affect nearby residentially zoned properties ? Why ? No. The proposed use will only be incorporated into the existing amenities of the billiard and card club. The area is primarily industrial and commercial. The premise is not located in clos,e proximity to residential uses. The applicant's premise is located within and adjacent to a commercial/retail region that serves workers and visitors in the area and residents from the surrounding communities. The billiard and card room has sufficient on-site parking. The proposed use will not detrimentally affect the area since it is well buffered from residential properties.
