PROCEEDINGS:In the Board’s Proceedings cited, orders were issued constituting a Wage Revision
Committee to negotiate with the Unions. A fresh settlement with Unions for revisionof scale of pay and Revision of Workload is due from 01.12.2015, could not bearrived at because the Revision of Work Load could not be finalized.
2. The Unions have represented for payment of Interim Relief due to the delayin revision of pay scales to the employees of the TANGEDCO.
3. The request has been considered and it has been decided to sanction asInterim Relief at the rate of Rs.2,500/- (Rupees two thousand five hundred only) tothe regular employees every month and the same will be paid from October 2017onwards till revision of scales of pay, pending implementation of the Settlement isreached between the Board and the Unions. The above Interim Relief will be applicableto all employees of TANGEDCO, who are on regular time scales of pay and are inservice on 01.10.2017. The employees retired on Superannuation/VoluntaryRetirement after 01.10.2017 will be paid at the rate of Rs.1,250/- as interim Relieffrom the date of their Retirement. A consolidated lumpsum arrears of Rs.10,000/-from October 2017 to January 2018 to regular employees of TANGEDCO will be paidon 02.02.2018.
4. The payment of Consolidated lumpsum Interim arrear as onetime paymentand Interim Relief ordered in para 3 above shall be fully adjusted against the benefitthat may become admissible in the revision of pay and allowances, etc.,
5. The orders in para 3 above, shall not be applicable to those employees onre-appointment.
6. The Consolidated lumpsum Interim arrear as onetime payment ordered inpara 3 above be paid to the eligible employees of the TANGEDCO in one lumpsumimmediately, after obtaining an undertaking in the form annexed to this Board’sProceedings.
7. The expenditure shall be debitable to Tamil Nadu Electricity Board Funds -Revenue Expenses - Account Group Code No.75 - Employees 75.4 - Other allowances- Account Code No.75.404 Consolidated lumpsum Interim arrear payment.

8. The TANGEDCO also directs that the payment of Consolidated lumpsumInterim arrear as onetime payment should be disbursed to all the eligible employeeson 02.02.2018 through Electronic Clearance System.

due to the delay in revision of pension/family pension to the pensioners/familypensioners of Tamil Nadu Generation and Distribution Corporation.
2. Considering the representations of the Pensioners’ Associations, Tamil NaduGeneration and Distribution Corporation direct that the pensioners/family pensionersas on 01.10.2017 be paid an interim relief of Rs.1,250/- (Rupees One Thousand,Two Hundred and Fifty only) per month and the arrears of Rs.5,000/- from October2017 to January, 2018 be paid in one lumpsum on 03.02.2018.

PROCEEDINGS:Following the orders of the Government in the Government Order first read
above, orders have been issued that an officer/employees of TANGEDCO whoseincrement falls due on the day following superannuation, on completion of one fullyear of service which are countable for increment under regulation 36 (a) of TamilNadu Electricity Board Service Regulations, be sanctioned with one notional incrementat the rate as described under regulation 6 of TANGEDCO Revised Pay (Workmen)and (officers) Regulations, 2011, purely for the purpose of pensionary benefits andnot for any other purpose - vide the proceedings second read above. Now, theGovernment in Government Order third read above, have issued amendment to rule26 of Fundamental Rules. Regulation 36 of Tamil Nadu Electricity Board ServiceRegulations is corresponding to rule 26 of Fundamental Rules of Tamil Nadu. Therefore,the proposal for making amendments to the said regulations based on the ordersissued by the Government in its Government Order third read above, has beenconsidered and approved by the Board of TANGEDCO .

Accordingly, in exercise of the powers conferred by Section 79 (C) of theElectricity (Supply) Act, 1948 (Central Act 54 of 1948), read with Section 185 of theElectricity (Supply) Act, 2003 and G.O.Ms.No.100 Energy (B2) Department, dated19.10.2010, the Tamil Nadu Generation and Distribution Corporation Limited (FormerlyTamil Nadu Electricity Board) makes the following amendments to the Tamil NaduElectricity Board Service Regulations:-

In the said Regulations, after regulation 36, the following regulation shall beinserted:

As, the ExecutiveEngineer/General-cum-MRT in Dharmapuri EDC is looking after both General and MRTrelated works, it is cumbersome to perform different type of duties, by a singleExecutive Engineer, which leads to delay in effective performance of both administrativeand technical related works. Hence, the Chief Engineer/Distribution/Vellore Regionhas proposed for creation of one post of Executive Engineer/Electrical with designationas Executive Engineer/MRT in the Office of the Superintending Engineer/DharmapuriEDC in order to ensure smooth and efficient functioning of the circle. The Chairman-cum-Managing Director/TANGEDCO has approved the above proposal.
2. Accordingly, sanction is hereby accorded for creation of one post of ExecutiveEngineer/Electrical in the pay band of Rs.15,700-39,100+Rs.7,000/- Grade Pay andbe designated as Executive Engineer/MRT in the Office of the Superintending Engineer/

The Director/Printing Press is instructed to print the required number of mainand additional answer sheets for the ensuing departmental tests depending upon theintend received from the General Manager/Human Resources Development Wing.ix) Transportation of Question Papers and Answer Sheets:
The methods ordered in (Per) CMD TANGEDCO Proceedings No.147 (SB) dated10.08.2016 be followed for transportation of question papers and Answer Sheetsfrom Headquarters to the 8 (eight) centres and back, i.e. engaging the departmentalvehicles as was followed during the previous departmental tests.x) Evaluation of Answer Papers:
On receipt of answer sheets from the 8 centres, the probable number ofevaluators and verifiers be decided and arranged in co-ordination with the ExaminationCommittee Members for evaluation of answer sheets at the Head Quarters (PykaraAuditorium) during the 3rd week of June, 2018.
The remuneration for correcting each paper shall be Rs.15/- and for verificationand totaling shall be Rs.7/- as ordered in (Per) CMD TANGEDCO Proceedings No.513(SB) dated 11.12.2013. The payment will be credited to the individuals’ bank accountthrough NEFT transfer.xi) Fees:
The fees for the Departmental Tests to be held in May, 2018 will be Rs.250/-.The candidates are instructed to pay the fees in the nearby Canara Bank/IndianBank/ Indian Overseas Bank directly by using the “System generated payment Challan”along with the applicable GST (18%) and Bank Charges.
The SMS facility for the benefit of the candidates to convey the information inaddition to sending of emails, be continued as was done in the previous DepartmentalTests at the approved rate of 10 paise per SMS and subject to approval if there ischange in rate, per SMS.
xiii) Syllabus:The Goods and Service Tax (GST) topic be included along with the existing
syllabus of Departmental Test for Accounts Officers Paper-I.
xiv) Instructions to Question Paper Setters:The Question Paper Setters are directed to complete the preparation of the
question papers in the prescribed format and submit in time.
xv) Instructions to Invigilators:The invigilators in the exam center are directed to sign both in the fly slip of

3. The answer sheets in respect of May, 2017 Departmental Tests shall bedestroyed.
4. The rejection clause hitherto followed in the earlier department tests will becontinued.
5. The conduct of Departmental Test for Internal Audit Officer Paper I & II isdispensed with during May, 2018.
6. The status of Pass, Fail, Absentees and Disqualification be published in thewebsites (TANGEDCO & Examination web portal) against the Application No., Name,Designation and Exam Center.
7. The Chief Engineer/IC, R&D is instructed to sanction the expenditure towardsconducting the departmental tests once in six months. The expenditure is chargeableto TANGEDCO‘s - Revenue Expenditure - A/c. Code No.76-167.

In the proceedings first and second read above, orders were issued creatingone post of Office Helper-cum-Driver and one post of Helper in the Office of theSecretariat Branch on contract basis and Tvl.Rajender Nigam, and C. Prakash, arebeing utilized in the said posts on consolidated wages, to attend to certain works inthe Office of the Resident Manager/TNEB Ltd. Guest House/New Delhi. The continuanceof the above said posts are being accorded every year on contract basis and theconsolidated pay of the said individuals are being enhanced from time-to-time.
2. The Resident Manager/New Delhi has now requested to regularize the servicesof the above individuals on permanent basis, since they are working on consolidatedwages for more than 7 to 10 years in the said Office. The proposal was carefullyexamined and placed before the Board for creation of one post of Driver and onepost of Assistant Cook-cum-Mate Helper to accommodate the above individuals byrelaxing the age, qualification and method of appointment for the said posts containedin the Service Regulations, by invoking the Regulation 111 of the TNEB ServiceRegulations. The Board has approved the proposal with the condition that they willwork only in TNEB Guest House in New Delhi and will not be eligible to seek transferout of New Delhi.

Rajender Nigam, Office Helper-cum-Driver and C.Prakash, Helperwho are engaged on contract basis in the said office on consolidated wages beappointed regularly in the newly created posts of Helper and Assistant Cook-cum-Mate Helper respectively with effect from the date of appointment in the said postsby duly relaxing the age, qualification and method of appointment of the said postscontained in the Service Regulations, by invoking the regulation 111 of the TNEBService Regulations, subject to the condition that they should work only in TNEBGuest House in New Delhi and they are not eligible to seek transfer out of New Delhi.
4. Consequent to the orders issued in para-3 above, it is also hereby orderedthat one post of Office Helper-cum-Driver and one post of Helper (on contract basis)in the Office of the Resident Manager/TNEB Ltd. Guest House/New Delhi last continuedin the reference third read above shall be abolished with effect from the date utilizationof the created posts.
5. The Chief Engineer/Civil/Transmission Chennai has stated that in order to meetthe ever increasing demand for power supply, a number of schemes to strengthenthe Transmission network is being carried out. The General Construction Circle, Trichyunder the control of Chief Engineer/Transmission Projects-II/Trichy is responsible forthe execution of civil works of 765/400 KV SS at Ariyalur and its associated works tofacilitate Uninterrupted Power supply in Villupuram District at a cost of Rs.2,44,061.50lakhs. These works are currently being looked after by an Executive Engineer/TLC/Cuddalore and one Assistant Engineer/TLC along with lot of other works. As theabove works are time bound, an Executive Engineer/Civil is required exclusively tospeed up the works related to 765/400 KV at Ariyalur. Therefore, he has proposed tocreate a new post of Executive Engineer/Civil/Transmission Project/765 KV atSankarapuram. The Chairman/TANTRANSCO has approved the same.
2. Accordingly, sanction is hereby accorded for creation of one post of ExecutiveEngineer/Civil in the Pay Band of Rs.15,700-39,100+Rs.7000/- Grade Pay and bedesignated as Executive Engineer/Civil/Transmission Project/765 KV at Sankarapuramunder the control of Superintending Engineer/General Construction Circle/Trichy for aperiod of one year from the date of utilization of the post. The newly created post ofExecutive Engineer/Civil will be entrusted with the civil works related to execution of765 KV transmission line alongwith associated lines, civil works of 765/400 KV Sub-Station/Ariyalur in General Construction Circle/Trichy for speedy establishment of765/400KV Sub-Station at Ariyalur.
3. The Executive Engineer/Civil/765 KV at Sankarapuram shall be responsiblefor the following works:-
i) Execution and monitoring the progress of both 765/400 KV Sub-Stationworks at Ariyalur and the associated line works.
ii) Monitoring the progress of all 765 KV line works and SS Civil works.iii) To ensure the quality of work both SS and line by continuous monitoring of
works as per IS and other relevant standards.iv) To assist the Superintending Engineer/General Construction Circle/Trichy
and the Chief Engineer/Transmission Projects-II/Trichy in connection with 765/400KV SS and associated line work.

In the Board’s Proceedings first cited, detailed guidelines were issued for deductionof Annual Union Subscription and Donation from the salary of the willing employees.Further clarifications were issued reiterating the detailed guidelines already issued inthe references cited.
2. As per the Board’s Proceedings cited, deduction of Union subscription ordonation can be effected from a person for one Union only. If written authorizationfrom any employee is received in favour of more than one Union/Association, therequest shall be summarily rejected and no deduction shall be made from the salaryof that employee. Further, once authorization letter is received from an employeefor reduction of subscription/donation the recovery from his salary will be continuedunless the employee himself gives in writing within the time limit to stop recovery theamount, clearly expressing his unwillingness. The authorization shall continue to be inforce until it is withdrawn or any change is proposed by the employees. Such,withdrawal/change can be made once in a year i.e., from 1st May to 15th May of eachyear.

In the proceedings first to third read above, orders were issued delegatingmonetary powers for sanction of estimate and purchase powers exclusively forcomputer consumable/spares to the Superintending Engineers/Chief Engineers (whereserver and nodes are available) and Director/Computers (Now Superintending Engineer/Computer Centre) upto Rs.15,000/- at a time, with an annual value not exceedingRs.1,50,000/- Subsequently, in the proceedings fourth read above, orders were issuedenhancing the powers of the Superintending Engineer/Computer Centre and respectiveChief Engineers from Rs.15,000/- to Rs.25,000/- at a time, with no change in theexisting annual limit of Rs.1,50,000/-.

The Chief Engineer/Information Technology has stated that the works relatingto procurement of computer consumables for the top level offices, computer spares(not covered under AMC/Warranty) for the entire users of Headquarters Offices arebeing looked after by the Computer Centre. As the cost of procurement of Computer,Network Printers, Laptops have increased manifold in the present Scenario, the existingmonetary powers of the Chief Engineer/Information Technology and SuperintendingEngineer/Computer Centre is insufficient to meet the requirement of the users ofHeadquarters Offices. Hence, the Chief Engineer/Information Technology has proposedto enhance the existing annual limit for sanctioning estimate and purchase powersrelating to procurement of consumables/spares of the Chief Engineer/InformationTechnology and Superintending Engineer/Computer Centre from Rs.1,50,000/- toRs.4,00,000/- and Rs.3,00,000/- respectively, with no change in the existing onetime sanction of Rs.25,000/-. The Chairman-cum-Managing Director/TANGEDCO hasapproved the same.
3. Accordingly, it is hereby ordered that sanction of estimate and purchasepowers of the Chief Engineer/Information Technology, Chennai and SuperintendingEngineer/Computer Centre, Chennai for procurement of computer consumables/spares be enhanced from Rs.1,50,000/- to Rs.4,00,000/- (Rupees four lakhs only)and Rs.3,00,000/- (Rupees three lakhs only) respectively, with no change in the

In the Proceedings first cited, orders have been issued to the effect that thePensioners who have retired between 01.06.1988 and 31.12.1995 and alive shall bepermitted to opt to compute average emoluments notionally for the calculation ofpension based on the scale of pay introduced with effect from 01.12.1984 upto thedate of retirement (duly ignoring the 01.12.1988 and 01.12.1992 wage revisions)and with reference to the Dearness Allowance and Additional Dearness Allowanceunder the Government pattern in the pre-revised scale of pay sanctioned from timeto time as Dearness Pay for the entire ten months preceding retirement or to retainthe current pension, whichever is advantageous to them. It has also been orderedtherein, that if the option exercised is for the pre-revised scale to calculate the pension,the excess pay and allowance and terminal benefits, if any drawn by them in therevised scale of pay prior to their retirement shall be waived as a special case. Theconsequential arrears in extending the aforesaid benefit was ordered to be paid intwo annual instalments. In the reference second cited, instructions have also beencommunicated for revision of pension in respect of the pensioners whose ServiceBooks are not available.
2. It is brought to the notice that, inspite of the orders issued in the referencethird cited the action has not been completed by most of the Pension SanctioningAuthorities. The Pensioners’ Associations have also been insisting upon for paymentof arrears to the pensioners those who retired from 01.06.1988 to 31.12.1995. Thesaid request has been examined.
3. All the Pension Sanctioning Authorities are hereby instructed to complete theprocess of revision of the pensionary benefits ordered in the reference first cited andpayment of arrears to the pensioners on or before 31.03.2018 and send a compliancereport to this office.

2. TERMS AND CONDITIONS:
PFC Ltd., has sanctioned the financial assistance of Rs.604.17 Crore (RupeesSix Hundred and Four Crore and Seventeen lakh only) for laying of 230 kv UnderGround (UG) cable from Kalivanthapattu 400 kv ss to Taramani 230/110 kv ss andSriperumbudur 400 kv ss to Taramani 230/110 kv ss in Chennai GCC of Tamil Nadu,as mentioned in their sanction letter Dt.30.08.2017 as in para-1 with same Termsand Conditions and the following Special Terms & Conditions.
Amount : Rs.604.17 Crore (Rupees Six Hundred and Four Crore andSeventeen lakh only)
Rate of interest : A floor rate of 10.25% p.a. (net effective of timelyrepayment rebate)# with 3 year reset i.e. a rebate of 100bps at current notified rate by Corporation (presently it is11.25% per annum with 3 year reset rate as state sectorCategory “B” borrower). The interest rates as prevailingon each disbursement shall be fixed till reset. At the time ofReset

a. If PFC’s notified rate for TANTRANSCO falls below10.25% p.a., the applicable interest rate shall bePFC’s notified rate for TANTRANSCO, without anyrebate;
b. If PFC’s notified rate for TANTRANSCO is between10.25% p.a. and 11.25% p.a., the applicableinterest rate shall be 10.25% p.a.,
c. If PFC’s notified rate for TANTRANSCO goes above11.25% p.a., a rebate of 100 bps shall be applicableon PFC’s notified rate for TANTRANSCO.
# Effective interest rate after rebate/incentive of 0.25%(presently applicable) for timely payment of dues. TheCorporation shall recover interest from the Borrowerconsidering the rates without rebate. The rebate, whereverapplicable, shall be refunded to the Borrowers immediatelyin the cases where the total amount due on a due date hasreached the Corporation by the due date.
Repayment : The loan shall be repaid by the TANTRANSCO in 60 (Sixty)equal quarterly installments on 15th day of April, 15th dayof July, 15th day of October & 15th day of January (each a“repayment date”) of each year commencing on the firstrepayment date falling 6 months after scheduled Date ofCommencement of CommercialOperation (DCCO) ofMarch 31,2022”. (*Could be reviewed and changed at thetime of execution of loan documents).
Validity of sanction : Within 6 months from the date of sanction.Security : Mortgage/Hypothecation of future assets so c r e a t e d(TANTRANSCO out of loan amount sanctioned for the project subject toOPTION) the value being 110% of the loan amount so sanctioned.
The security by way of creation of charge on FUTUREASSETS ONLY shall be accepted subject to the loan amountbeing restricted to 90% of the project cost.
3. After careful examinations, the Borrowing Committee of TANTRANSCO onbehalf of the Board of Directors have approved on 31.01.2018 the proposal ofavailment of the Financial assistance of Rs.604.17 Crore (Rupees Six Hundred andFour Crore and Seventeen lakh only) from the Power Finance Corporation Limitedalong with their Terms and Conditions on the sanction letter mentioned thereon.Borrowing Committee of TANTRANSCO has also passed the following Resolutions.

II. The proposal of the Chief Engineer, Transmission has been examined and aRevolving Fund of Rs.2 lakhs (Rupees Two lakhs only) is recommended tomeet out the payments like Transit Insurance, Transport of equipments andTemporary Advance for emergency works only since for other expenditureslike payments to Railways for railway crossing, Forest Department for ForestClearance and Corporation and Highways for Road Cut Charges funds areallotted on priority basis as and when the fund indents are received.
Similarly for insurance bills, advertisement bills, Consultancy Charges and LegalFee funds are allotted when included in monthly indent or on receipt of separateindents depending upon the urgency of the bills without insisting for priorityapproval from the competent authority.
III. The Chairman TANTRANSCO has approved the recommendation of providinga Revolving Fund of Rs.2 lakhs (Rupees Two lakhs only) to the SuperintendingEngineers of General Construction Circle and to the Superintending Engineersof Chennai Development Circles of TANTRANSCO functioning under the ChiefEngineer Transmission Project-I Chennai and Chief Engineer TransmissionProject-II Trichy for meeting the nature of Expenditure like Transit Insurance,Transport of equipments and for Temporary Advance for Emergency Worksonly.
IV. Hence it is hereby ordered to provide a Revolving Fund of Rs.2 lakhs (RupeesTwo lakhs only) to the Superintending Engineers and for the purposes asmentioned in para III above only.
The Superintending Engineers concerned shall submit the details of Expendituremet out from the said fund while seeking recoupment from the Headquarters.The Temporary Advance opened shall be closed within the timeframe as perthe existing rules.

(1.0) TANGEDCO has launched Bharat Bill Payment System (BBPS) throughIndian Overseas Bank with effect from 26.02.2018 so as to provide additionalalternative mode of payment to its LT Consumers. TANGEDCO is already providingvarious alternative modes viz., Net Banking, Payment Gateway: Debit/Credit Card,mobile Banking, Bank Counter Collection, ATM Collection, Mobile App, PoS (Point ofSales) Machine Collection at Collection Counters, TNeGA’s E.Sewa Centres & PostOffice Collection to its LT consumers for making payment of CC Charges in a moreconvenient means. In addition to the above, TANGEDCO is providing online paymentfacilities under BBPS.
(2.0) It is stated that the Bharat BillPay transaction can be initiated throughmultiple payment channels like other online modes. The TANGEDCO bill payments canbe done across all banks which are LIVE on Bharat BillPay through any of the abovemodes. For all these payments Indian Overseas Bank will act as the Biller bank, whichcollects payments on behalf of TANGEDCO. Any consumer of TANGEDCO shall loginto any bank’s BBPS payment system which shall display TANGEDCO as a biller. Theconsumer shall fetch the bill amount and make payment.
(3.0) This facility is offered FREE of Charge for the consumers.
(4.0) The Press Release dt.25.02.2018 regarding online payment of LT CCCharges through BBPS is available in TANGEDCO website. In this connection, it isrequested that necessary arrangements may be arranged for displaying in all thecollection counters, TANGEDCO offices etc., regarding additional online payment facilitiesunder BBPS through IOB, which are being provided to the benefit of the LT consumers.

2. NEED2.1 The proposal for establishment of a 400/230-110 KV SS at Ottapidaram in
Tirunelveli Operation circle of Tirunelveli Region was envisaged as a systemstrengthening measure and to evacuate power from Udangudi Stage - I (2x660 MW)power project, 2x150 MW thermal power plant of M/s.Ind Bharath Ltd. and thefuture solar/wind power generation.
2.2 Approval was accorded for the establishment of Ottapidaram 400/230-110 kV substation with 2x315 MVA, 400/230 kV ICTs and 2x200MVA, 400/110kVICTs in the 37th meeting of the standing committee on Power System Planning ofSouthern Region (PSPSR) conducted by CEA on 31.07.2014.
2.3 Subsequently, it was proposed to evacuate power from the 1x525 MWIndependent power plant of M/s. SPIC Electric Power Corporation private limited(SEPC) through Ottapidaram 400/230-110kV SS which was agreed in prima-facie bythe CEA during 38th Standing Committee Meeting for PSPSR on 07.03.2015.
2.4 Ottapidaram 400/230-110 kV SS has also been included in the proposedChennai-Kanyakumari Industrial corridor project which is to be funded by ADB. Further,400 kV DC line between Ottapidaram and Thennampatty 400 kV substations hasbeen proposed for reliability purpose.
2.5 During the 41st Standing Committee Meeting conducted by CEA on22-09-2017, it was suggested in general to propose 500 MVA, 400/230 kv ICTinstead of 315 MVA, 400/230kV ICT. Hence 2x500 MVA 400/230kV ICTs are proposedat Ottapidaram 400/230-110kV SS.
3. ASSOCIATED TRANSMISSION SCHEMESThe following connectivity has been proposed for the Ottapidaram 400/
110kV substation:
400KV Lines:400KV DC quad line from Udangudi switchyard for a distance of 70Km.
400KV DC quad line to the Kamuthi 400/230-110KV SS for a distance of75kms.
iii) 400KV DC twin moose line to Thennampatty 400kV SS for a distance of25Km.
iv) 400KV DC twin moose line to SEPC IPP for a distance of 25Km.
230 KV Lines;i) LILO of 230 KV TSipcot-Kavanoor SC line with the LILO distance of 16kms.
ii) Making LILO of 230KV TSipcot-savasapuram SC feeder with the LILO distanceof 11 kms.

iii) 230KV DC line for a distance of 5 kms from M/s.Ind Bharath generationswichyard of 2x150MW capacity which is to be erected by the generator as persection 10 (1) of EA 2003.
iv) Four number of 230kV bays for accommodating wind/solar power plants tobe developed in future.
110kV Lines:i) LILO of existing 110KV Ottapidaram - Eppothumvendran feeder with LILO
distance of 5 kms.
ii) Single circuit line to the Vijayapuri 110KV SS for a distance of 40kms.
iii) LILO of existing 110 KV TTNAuto - TSipcot feeder with LILO distance of17kms.
iv) 110KV Bay provision at Vijayapuri 110 KV substation.
v) Four number of 110kV for bays future solar/wind power plants.
4. Transmission schemes of the Independent Power Project (IPP)4.1 It has been planned to have the connectivity of M/s.SEPC 1x525 MW plant
to Ottapidaram SS through 400 kV DC line. SEPC has requested TANGEDCO to providestart up power for its power project by April 2018. In this connection, it has beenstated by the Private Power Projects (PPP) wing that start up power and powerevacuation commitment dates of TANGEDCO will be known only after adjudication ofthe petition on Financial closure date by the Hon’ble Tamil Nadu Electricity RegulatoryCommission (TNERC). Hence erection of 400kV DC twin moose line from Ottapidaram400kV SS to M/s.SEPC shall be taken up for execution on receipt of formalcommunication from the PPP Wing.
4.2 The cost of power evacuation scheme of M/s.SEPC has been included inthe estimated cost chargeable to TANTRANSCO as per the Power Purchase Agreement.
5. DCW scheme of M/s. Ind.Barath Ltd.5.1 2x150 MW thermal power plant of M/s.Ind.Barath Ltd. is to be connected
to Ottapidaram SS by erecting 230 KV DC line. This line erection work shall be doneby M/s.Ind.barath Ltd. as per section 10 (1) of EA 2003. Hence only 2 nos.230kVbay provision at Ottapidaram SS under DCW scheme has been included in this estimate.
5.2 The DCW estimate works out to Rs.10.51 Crores (Rupees Ten Crores andFifty one Lakhs only) which is chargeable to M/s.Ind Bharath Ltd. for providing 2no.230 kV bays at Ottapidaram SS for connecting their 2x150MW thermal powerplant.
6. LAND AVAILABILITYOut of total requirement of land for the establishment of 400/230-110 KV SS
at Ottapidaram, 60.91 acres has been registered and the balance 12.33 cents isunder the process of registration.

Moreover, thesoil condition requires additional work and saline nature of atmosphere necessitatesanti-corrosion paints and hence civil works rates are higher. The estimated cost worksout to Rs.1038.90 Crores (Gross & Nett) chargeable to TANTRANSCO and Rs.10.51Crores chargeable to M/s.Ind Bharath thermal power plant Ltd. on DCW basis (Detailedestimate is annexed).

The scope of Coal Handling System for2x600 MW NCTPS Stage-II executed by M/s.BHEL is a separate coal handling systemfrom Junction Tower-1A (JNT-1A) of NCTPS Stage-I upto coal bunkers of both theunits of NCTPS Stage-II.
M/s.BHEL have to complete some sub-systems like Dust Suppression &Extraction System, some civil & structural and Electrical works. Some of the materialsare supplied and un-erected & commissioned. Some rectification works are alsopending to be completed.
M/s.BHEL have to carry out the balance works by TANGEDCO and recover theamount from them. Coal based Uppur Thermal Power Project in Ramanthapuram District for a value ofINR 3308,27,64,855 plus USD 5,00,00,000 inclusive of all taxes & duties, equivalentto a total value of INR 3647,47,64,855 considering exchange rate of Rs.67.84 perUSD as on the date of techno-commercial bid opening, taking into consideration theerstwhile rates of taxes and duties before implementation of GST.
2. The Board directed to issue two separate Letters of Intent (LOI), one for theSupply portion and the other for the Erection portion and to examine the implicationof GST on the Contract Price so as to arrive at the contract price for which PurchaseOrder has to be issued and accordingly award contract taking into consideration theinput tax credit benefits available as per the provisions of law in the CGST Act, 2017.
3. As per GST Act, when there is transfer of property in goods during executionof any works contract (whether as goods or in some other form), such contract shallbe classified as supply of services and entire value shall be taxed accordingly. Nobifurcation of such contract shall be made. Works contract shall be treated as serviceand tax should be charged accordingly. Hence, it is proposed to issue single LOI toM/s. Reliance Infrastructure Limited, Mumbai, for the entire scope of work covered inthe Specification No.SE/E/T&H(P)/O.T.No.01/2016-2017, as against two separateLetters of Intent (LOI), one for the Supply portion and the other for the Erectionportion, approved by TANGEDCO Board in vide B.P.No.61 dated 28.08.2017.
4. The Post GST contract price break up furnished by M/s.Reliance InfrastructureLimited, Mumbai, was referred to Thiru.P.R.Aruloli, Chartered Accountant of M.R.Aruloli&Associates, Chennai, study and analyze the legal and financial issues on the same.The opinion furnished by them is being studied.
5. The works of 2x800MW Supercritical Coal based Uppur Themal Power Projecthas already been commenced. The contract for Boiler, Turbine, Generator (BTG)Package has been awarded and the work is in progress. As both BTG and BOPpackages have to be executed in tandem, it is proposed to issue LOI for the BOPpackage instantly at the Pre-GST rates already approved by TANGEDCO Board.
6. It is proposed to finalize the Post GST rates based on the decision to betaken by TANGEDCO on Post GST rates for similar contracts for other projects.
7. After careful consideration, Chairman cum Managing Director has approvedthe following:
