Master Track updateWe had a great Mastertrack weekend with Dr. Lance Kisby in October. Eighteen attendees, two Canadian members, One Michigan, one Texas, 1 Iowa, 2 Kentucky, one nonmember and of course our Tn members. Friday's lecture concentrated on diagnosis, prevention and treatment of decay in the primary dentition. Pulp treatments, indications for and against, materials and techniques. Why sometimes the best treatment is no treatment. Why in many cases you should put away your explorer and prophy cup. Silver Diamine Fluoride when and how. Saturday's topic was pediatric interceptive orthodontics. Remember those primary molars that were extracted from yesterday's lecture. Now how are you going to maintain that space? Why unilateral space maintainers are not indicated. Remember your eruption sequence from Dental School? Legislative UpdateLICENSING:Licensees who took the WREB prior to changes on 12 August 2019 will be exempt over the next five years, if they apply for a TN license and did not take certain portions of the exam that are now required as they had completed the exam prior to the new law taking effect.Count: 4,037 dentists, 5,095 dental hygienists, 10,355 dental assistants

TELEDENTISTRY:BeamReaders is an out of state (WA) company that reads CBCT for a fee.  They asked to have a blanket acceptance for any provider there to read the scans.  This was rejected as it doesn’t meet the statutes of TN for teledentistry/telemedicine to read the CBCT or MRI as they are not licensed/approved in TN and did not read the licensure exception thoroughly.  This could have implications for oral pathology and sleep studies as well.  

SPECIALTY:There is a need to include dental anesthesiology as a specialty (March 2019) as our laws state that we recognize ADA approved specialties but it is not listed.  Task force agrees to incorporate it.  Rulemaking hearing approved (and needed before looking into addition of a dental anesthesiologist to BOD’s Anesthesia Committee.  They met on 23 September and they do not wish to drop an OMFS slot to add such a dentist.  They might rotate a specialist slot to keep the number odd by adding two dentists to the committee.

RDH:1 July 2020 is when Public Chapter 319 for RDH prescribing fluoride, non-systemic oral antimicrobials, topical anesthetics is in effect.  Task force met for % of fluoride, CE requirements, etc.  It is being drafted for a 4 November task force meeting and may be ready to present at January meeting to expedite rulemaking. 

EFDA:Tennessee (49.4/100k) is below the national average (61/100k) of dentists to patients.  We are predicted for #10 for growth and #5 for growth in millennials.  EFDAs can make taking TNCare actually profitable which could increase the number of providers (29.6% currently) enrolled to increase the access to care.UT’s Dr. McKinney reports their EFDA expansions are doing well.  They were thankful to TNAGD and TDA for support.  They have booked into 2021 having filled 2020 courses.  They are looking into doing things with government services and possibly offering CE to EFDA educators.

Meharry’s Dr. Gray reports that their first EFDA program has 21/25 slots filled and that most are coming from Middle (16) and East (5) TN.  They are taking application for Spring 2020 course.  They were thankful to the TNBOD, TNAGD and TDA as well.

DENTAL FACILITY INSPECTIONS:Inspectors may report obvious issues outside of the focused inspection.  Inspectors will be monitored by the BOD for excessive pass/fail rates.  They will use a checklist of drugs, equipment which may also contain ACLS/PALS and CE or may not.  The form is forthcoming.  “No” responses will need explanations like a national shortage, etc.The dentist will get to choose their inspector from either the AAOMS or the TNBOD approved lists and schedule for when both parties can agree on an appointment.  The dentist will pay the inspector for their time/mileage/etc. but declined to set a fee in case the inspector does not wish to charge.  Initial sedation permit applicants need inspection.  Dentists who are renewing their licenses/ sedation permits will also need to be inspected once every five years and should get a notice 120 days before expiration.  There is no records review required by TNBOD.  There is no technique observation of a sedation by TNBOD.  There is no TNBOD application fee for the facility.Two of our own were approved: Keith Gilmore and Anthony Carroccia.

AGD House of Delegates November 8-10, 2019

What an event!  Does one vote count at the Academy of General Dentistry House of Delegates?  Yes it does!  When the votes were counted, there was a tie for the position of Vice President because one person abstained and four did not vote.  There was a second ballot for a true democratic process.Elections results are: Gerry Botko, DMD, MS, MAGD is the Vice President.  Abe Dyzenhaus, DDS, FAGD is the new Secretary.  Bryan Edgar, DDS, MAGD remains the Speaker of the House.

Some of the changes that were voted on:There was some language tweaking or wordsmithing of AGD governance documents that was passed on consent calendar.There will be development of a tiered system of membership for a future vote by the HOD.Dental students will not be typical delegates.Resident dues will be the same as student dues for those in a one or two-year AEGD or GPR beginning in 2021.Trustees are allowed to advise their state(s) of officer candidates' information they may know.The idea of a Fellowship Exam discount to recent graduates was referred back for more study and to answer potential legal issues.The AGD lent support to educated dentists on the topic of sleep related breathing disorders.Specialists should refer patients back to the dentist who referred them first unless that patient expresses otherwise per the dental home model.

The big topic was the GERC.  That stands for Governance Evaluation and Review Committee.  Basically, the GERC is tasked with looking at the ways we can save money.  Many ideas have been floated like trimming the Executive Committee, less Board of Trustees meetings, different days for the meetings, different start times, cutting parties, changing venues, recombining meetings, etc.  More will be known in the future as they continue to find ways to cut the fat to make us more nimble for today's needs as we continue into the future.

Meharry Medical College sent a dental student with President Carroccia, President-Elect Woodall and Vice President Gilmore.  Future doctor Asia-Bryanne Greenleaf got a look at the process and was helpful in reminding the HOD of where students' priorities are by giving testimony to the fact.  She fit right in with the group from Region 6 (WV, KY, MO, TN) as she's also from West Virginia.  She was impressed and wished that other students could see how important organized dentistry is firsthand like she did.

Tennessee won the 2019 Public Information Award and was the Honorable Mention for Constituent of the Year.Region 6 leadership is evident as Connie White, DDS, FAGD (MO) is the President and the President Elect is Bruce Cassis, DDS, MAGD (WV).Region 6 Regional Director, Samantha Shaver, DMD, FAGD (KY) won the 2019 Spring Member Retention Campaign for the highest percentage of renewals.
