1. Introduction The following procedure contains details of the licensing/authorisation status of RailCorp signalling personnel and non-RailCorp signalling personnel (when engaged by RailCorp from time to time) to certify signalling infrastructure and systems fit for purpose, in the testing, commissioning, de-commissioning and or maintenance phases of its life-cycle. Also included is the list of Authorised Officers approved to conduct Signal Licensing Board assessment/examination for the signalling discipline.
Furthermore, this document lists relevant signalling personnel accreditation in terms of the initial set-up, test and certification of track circuits & the programming, test and commissioning of Cerberus level crossing monitors.
This document is to be considered an active document that will be updated regularly as a person’s status changes or new personnel are added or others removed from the various lists.

1.1 Signalling Personnel Listings The listings detailed below indicate the status for the following levels of signalling classification:
1.1.1 Signal Engineer Field (ADI01) RailCorp Signalling Engineering Authority: Identifies the incumbent Chief Engineer Signals & Control Systems.
RailCorp Licensed Signal Engineer: The list details the Signal Engineer’s currency regarding their signalling licence status. Any restriction relating to the use of their licence is shown in the comments field. Also shown is their full locking certificate accreditation status.
Non RailCorp Licensed Signal Engineer: The list details the Non-RailCorp Signal Engineer’s currency regarding their signalling licence status. Any restriction relating to the use of their licence is shown in the comments field. Also shown is their full locking certificate accreditation status.

1.1.2 Signal Electrical (ASI01) RailCorp Licensed Signal Electrician: The list details the RailCorp Signal Electrician person’s currency regarding their signalling licence status. Any restriction or testing accreditation relating to the use of their licence is shown in the comments field.
Non-RailCorp Licensed Signalling Electrician: The list details the Non-RailCorp Signal Electrician person’s currency regarding their signalling licence status. Any restriction or specific accreditation relating to the use of their licence is shown in the comments field.
1.1.3 Signals Mechanical (ASI05) RailCorp Licensed Signal Mechanical: The list details the RailCorp Signal Mechanical person’s currency regarding their signalling licence status for Assistant Sectioner, Sectioner, Ganger, and Interlocking Fitter.
Non-RailCorp Licensed Signal Mechanical: The list details the Non-RailCorp Signal Mechanical person’s authorisation and currency regarding their signalling licence status for Assistant Sectioner, Sectioner, Ganger, and Interlocking Fitter.
1.1.4 Signals Ancillary (ASI06) RailCorp Licensed Signal Ancillary: The list details the Signal Ancillary person's authorisation and currency regarding their signalling licence status for Air Line Fitter, Rail Bond Welder, Locksmith and Cable Jointer.
1.1.5 Signals Authorised Person (ASI07) RailCorp Authorised Signalling Personnel: The list shows details of RailCorp signalling persons who are not licensed, but are authorised to perform limited signalling work in live signalling locations (determined by their certificate of competency) or perform limited testing or assist in testing (in accordance with their letter of accreditation issued by a Licensing Board), as directed by an suitably licensed person.
Non-RailCorp Authorised Signalling Personnel: The list shows details of Non-RailCorp signalling personnel who are not licensed, but are authorised to perform limited signalling work in live signal locations, or perform limited testing or assist in testing (determined by their certificate of competency), as directed by the designated RailCorp Commissioning Engineer, in accordance with TMG A1417 or the process described in TMG A1412.
Approved Signalling Personnel accredited for Set to Work, Test and Certification of Track Circuits: The list shows details of approved signalling personnel accredited to undertake initial set-up, test and certification of track circuits – limited to track circuit types as identified.
Approved Signalling Personnel accredited for Programming, Test and Commissioning of Cerberus Level Crossing Monitors: The list shows details of approved signalling personnel accredited to undertake programming, test and commissioning of Cerberus level crossing monitors.
Signal Engineers – Control Systems: Details of competency and engineering authority are shown on the particular engineers ‘Certificate of Competency’ issued by the Chief Engineer, Signals.

Signal Engineers – Design and Technical: Details of competency and engineering authority are shown on the particular engineers ‘Certificate of Competency’ issued by the Chief Engineer, Signals and as detailed in the Signal Design Quality procedures.
1.2 RailCorp Signal Engineer - Authorised Officers (Licensing Board) RailCorp Signal Engineer - Authorised Officers (Licensing Board): The list details the Signal Engineer's Licensing Board level status to conduct signalling licensing examination/assessment for the discipline.
1.3 Currency Current Signalling Licence or Authorisation is valid for three (3) years from the date shown in this document or to the next scheduled general reaccreditation.
1.4 Inclusion and Amendments to Approved Lists Licensed Signal Engineers, Signal Electricians, Signal Mechanical, Signal Ancillary, or Signals Authorised Persons, including non-RailCorp signalling personnel, are included in the appropriate list as they become eligible through obtaining the relevant signalling safeworking licence/authorisation and maintaining that licence through re-assessment and engagement or continued employment with RailCorp.
A person holding a current RailCorp licence for Signal Engineer, Signal Electrical, Signal Mechanical, Signal Ancillary or Signals Authorised Person, not listed, and wishing to be included on the Approved Listings or a licensed Signal Engineer wishing to be elevated in RailCorp’s Authorised Officers List for Licensing Boards, may make written application to the Principal Engineer Signalling Competency. Consideration will be given to the applicant's currency, merits and experience, and if satisfactory, the amendment shall be approved.
Suitable persons wishing to be included or updated on the listings for initial set-up, test and certification of track circuits, may make written application to the Principal Engineer Signalling Equipment and Interfaces.
Suitable persons wishing to be included or updated on the listings for programming, test and commissioning of Cerberus level crossing monitors may make written application to the Principal Engineer Signalling Electronic Systems.
Where applicable the application must include the recommendations of the required authorised officers as stipulated in TMG A1412.
