What is a Highly Qualified Teacher?
The No Child Left Behind Act of 2001 (NCLB) requires that all teachers who teach core academic subjects meet the federal requirements for Highly Qualified Teachers

Only Teachers Assigned as the Teacher of Record for Core Content class(es) ◦ See slide #5
Teachers who do NOT teach a Core Content class do NOT need to meet HQT requirements◦ PE, Music, Computer, Librarian, Counselor, etc.

*SPED teachers must be licensed in SPED & HQ in every content area assigned.teachers who teach TESOL, ELL, Alternative Education, etc. must be HQ in every core content assigned.

All teachers must be highly qualified if teaching any of the following core content areas:
A bachelor’s degree and Full Hawaii state licensure and Assignment match to grade level of license and Demonstrated Content expertise through one of the
following:A. Passing scores on the PRAXIS II in each core academic
subject area taught, orB. Be National Board certified, orC. For secondary teachers only, a major or the equivalent
in the content area Or:◦ Meet HOUSSE requirements for those teachers with
ONE or more years of teaching experience

Documenting Hiring of NHQT

Federal Law requires that all teachers hired after the first day of the 2002-2003 school year must be Highly Qualified◦ This was a FINDING in a USDOE Audit in 2009
Title I Schools Must hire only HQT for content area.

May hire NHQT only if ◦ No HQ Applicants applied ◦ All HQ Applicants declined or ◦ other unavoidable circumstance occurred
3 Step Process to Ensure HQT within one year
1. Must Document why NHQT was hired2. Must Ensure that teacher has an approved PDP that
clearly describes how they will become HQT at the end of the year.
3. Ensure that plans are completed, provide funding assistance, and monitor throughout the year for progress

Use form 700-007 and provide copy of P.O. to vendor
Technology Based Exemption

Contract must be with College or University for class to be exempt
Documentation to be sent to HQT Section by deadline for exemption

Complete HQ Documentation Forms Teacher signs Principal verifies and signs Principal makes 2 copies of all documents

documentation to HQT Section Check eHR for HQ after 30 days for

Complete a Online Professional Development Plan via PDE3◦ https://pde3.k12.hi.us
Send Letter home to Parents ◦ Notification of Student being taught by NHQT

For Teachers Who Do Not Meet HQT Requirements
Available after Official NHQT List is made available
Needs to be completed within 30 days of Official list (Federal Requirement)
Site will remain open through March 31 All PDP will be closed down on April 1 NEW for SY2013
◦ Ability to make a modification to an approved Plan (still requires Principal Approval)
◦ Requires teacher to update completion status at end of school year
