• Process by which programs identify and address needs or gaps between current and desired conditions

• Should guide development of a comprehensive plan and help establish benchmarks for evaluating a program

• SEAs and SAs should assess the educational needs of children and youth being served under Title I, Part D:– When developing the State plan – When developing the SA application– When implementing an institution-wide project– At any time by any agency or facility for program

planning and improvement purposes (not limited to Subpart 1)

1. Identify assessment scope and develop a team

2. Develop questions and summarize data for program overview

Goals and Objectives

• Goal: Aim or desired result

– Example: To improve the transition of children and youth from the juvenile justice system to locally operated programs in their communities

• Objective: More specific, realistic, and measurable than the goal; includes timeframes

– Example: By SY 2017–18, some 75 percent of students will have their academic credits transferred when they are released from a facility.

– What are your priorities (long-term/short-term)?

• Quantifiable indicators to assess how well you are achieving your outcomes

– What was achieved?

– Are you meeting your goals?

– Are improvements necessary?

Performance Measures

• Consolidated State Performance Report (CSPR) – Transition data and services– Number of students who earned high school course

credits, enrolled in GED program, earned GED, and obtained high school diploma

– Number of students who accepted/enrolled in postsecondary education, enrolled in job training, and obtained employment

– Pretests/posttests for long-term students (reading/math)

• GPRAMA– High school course credits; high school diploma or GED– Improvement in reading and math

Performance Measures

• Current leading indicators (ED)– Percent of long-term students* with pretest/posttest scores

in reading

– Percent of long-term students* with pretest/posttest scores in mathematics

– Percent of students who enrolled in a school after exit

– Percent of students who earned HS course credits

• Future potential leading indicators (ED)– Average attendance rate

– Calculation of your own annual targets and measures or performance on GPRAMA measures

*Served for more than 90 consecutive calendar days

Provisions and Assurances

• “Each such State plan shall…provide that, to the extent feasible, such children will have the same opportunities to achieve as such children would have if such children were in the schools of local educational agencies in the State”

Provisions and Assurances

• “Each such State plan shall… contain an assurance that the [SEA] will:i. ensure that programs assisted under this subpart will be

carried out in accordance with the State plan described in this subsection;

ii. carry out the evaluation requirements of section 1431;

iii. ensure that [SAs] receiving subgrants under this subpart comply with all applicable statutory and regulatory requirements; and

iv. provide such other information as the Secretary may reasonably require.”
