The meeting expressed grave concern over the attitude of Central Government for ignoring and depriving the Kashmiri Pandit migrants of all basic amenities during past five years. Shadi Lal Pandita, while addressing the participants said that BJP Government in Centre has totally failed to redress the sufferings of the Kashmiri Pandit migrants as none of the commitments made by the leaders of BJP during past elections has been fulfilled which led to the sufferings of the community. He demanded safe return of Kashmiri Pandit migrants to Valley for their permanent rehabilitation by bringing up three townships one each in district Anantnag, Srinagar and Baramulla. Approximately loss of Rs. 4.00 lacs is being suffered by each and every migrant family due to damages to their proper- ties in Kashmir Valley every year as such a demand has been made for ensuring one time compensation of Rs. 1.00 crore in favour of each migrant family to meet the losses. The meeting also demanded imple- mentation of 6000 PM's job package in letter and spirit. Excelsior Correspondent KATHUA Feb 6: Police Station Kathua in a prompt and decisive action under the super- vision of Shridhar Patil , SSP Kathua solved blind murder case within three days. Police said in the early morning of February 3, one person namely Pappu Ram, S/o Kishan Chand of Nadooliyan, tehsil Nagri reported at Police Post Nagri that one of his fam- ily members spotted a dead body of his brother namely Bittu Ram in Nullah near fields who has been brutally murdered by some unknown persons on the intervening night of February 2 and 3. Police after receiving the information registered FIR No. 38/2019 U/S 302 RPC and a police team headed by Nikhil Rasgotra, Dy SP, HQ along with Inspector Arvind Sambyal, SHO, P/S Kathua and IC PP, Nagri, Vikas Jasrotia rushed to the spot. Police team based on evidences collected from spot and information gathered from local sources, rounded up one suspect namely Munish Kumar S/o Yashpaul R/o Nadooliyan, Tehsil Nagri who after sustained questioning confessed the crime. Further investigation is going on to ascertain involve- ment of any other persons in commission of this crime, police said. Excelsior Correspondent SAMBA, Feb 6: District police Samba under the overall supervision of Dr. Koshal Sharma, SSP Samba foiled two bovine smuggling attempts in the jurisdiction of P/S Ghagwal by rescuing 22 bovines. Acting on reliable informa- tion received at P/S Ghagwal that bovine animals are being smuggled towards Srinagar, a Police Party of P/S Ghagwal headed by Inspector, Rajeev Kumar, SHO P/S Ghagwal under the supervision of Deepak Digra, Dy.SP Hqrs Samba during vehicle checking naka at NHW Tapyal, signalled a truck bearing Registration No. JK02AV-9681 to stop that was coming from Kathua side. During checking of the vehi- cle, 17 cattle were found laden in it. All the cattle were rescued and shifted to safer place, police said. The vehicle which was being illegally transporting the bovines was also seized on the spot. In this regard, a case FIR No. 10/2019 U/S 188/RPC, 2/3 PCA Act has been registered at P/S Ghagwal and investigation started, police informed. Similarly, later in the night, five bovines, which were also being smuggled towards Kashmir in a Mahindra vehicle bearing Registration No. JK08G-7693 coming from Kathua side, were rescued and the vehicle involved was also seized. Massive recruitment drive to fill over 76,500 vacancies in paramilitary forces: Govt NEW DELHI, Feb 6: The Union Home Ministry has launched a massive recruit- ment drive to fill 76,578 vacan- cies, including 7,646 posts for women, in Central Armed Police Forces (CAPFs). In a statement, the home ministry said out of these vacancies, 54,953 posts are for the constable cadre and they will be hired through the Staff Selection Commission (SSC). Out of the 54,953 posts of constables, the CRPF has the maximum 21,566 vacancies, followed by the BSF (16,984 posts), the SSB (8,546 posts), the ITBP (4,126 posts) and the Assam Rifles (3,076 posts) and the remaining being in the CISF and other CAPFs. For the entire exercise, the SSC will start a computer- based written examination from this month itself, the statement said. There are 1,073 vacancies in various CAPFs at the level of Sub-Inspector, out of which 38 posts are reserved for women. The BSF has the maxi- mum 508 vacancies of SI, fol- lowed by the CRPF (274), the SSB (206) and the ITBP (85). Direct Recruitment for these posts also will be made by the SSC through a written examination between February-March. At the level of the Assistant Commandant, there exist 466 vacancies for which direct recruitment is being made through the UPSC. The result of the written examination to fill these posts has been declared on January 1. The shortlisted candidates will appear for physical and medical examination to be conducted by the Sashatra Seema Bal (SSB), the nodal force, from February 25 onwards. In addition, 20,086 vacan- cies pertain to promotional posts and in other cadres such as tradesman, ministerial, medical, paramedical, commu- nication and engineering and these are also being filled by the CAPFs. Thus, in all 76,578 vacan- cies are getting filled up, the statement added. Yogi demanded blacktop- ping of camp roads, construction of eight to 10 tube wells and water pumps for drinking water purposes to solve the water cri- sis in the camps, providing of fool proof security in camps, early tendering for renovation works and opening of examina- tion centers in camp schools etc. Yogi also demanded early start up of the work on Jagti Stadium for which funds have been already released. He said this will help in promotion of sports activities among youth and children in the camp. Raina informed the delega- tion that in some cases action has already been initiated while the other problems will also be taken into consideration for set- tlement soon. Bal Krishan Bhat, Amit Koul, Naveen Gosani, Rajinder Dhar, Ashish, Mukesh and oth- ers were also present in the meeting. 10KW FM transmitters to be set up along J&K border NEW DELHI, Feb 6: In a significant boost to Prasar Bharati, the Union Cabinet on Wednesday approved a scheme under which the public broadcaster will be provided over Rs 1,054 crore for a three year period till 2020 for strengthening broadcast infra- structure and network develop- ment. The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, gave its approval to the proposal of the Ministry of Information and Broadcasting regarding Prasar Bharati's 'Broadcasting Infrastructure and Network Development' scheme at a cost of Rs 1,054.52 crore for 3 years from 2017-18 to 2019-20. Out of Rs 1,054.52 crore, an amount of Rs 435.04 crore has been approved for the continu- ing schemes of All India Radio, while an amount of Rs 619.48 crore approved for the schemes of Doordarshan, an official statement said. The continuing schemes of AIR and Doordarshan are at dif- ferent stages of implementation and are scheduled to be complet- ed in phases. Provisions have also been made for modernisation of exist- ing equipment and facilities in studios which are essential to sustain the ongoing activities and also for High Definition Television (HDTV) transmitters at Delhi, Mumbai, Chennai and Kolkata. Setting up of Digital Terrestrial Transmitters (DTTs) at 19 locations and digitization of studios at 39 locations, DSNG (Digital Satellite News Gathering) Vans at 15 locations and upgradation of earth stations at 12 locations, have also been approved under the scheme. The Cabinet also approved the launch of DD ArunPrabha Channel from Itanagar, Arunachal Pradesh, to fulfil the aspirations of people of North East Region. In addition to this, 1,50,000 DTH sets have been approved for distribution in different states in the country which will help people in the border, remote, tribal and Left Wing Extremism-affected areas to watch Doordarshan's DTH pro- grammes. For AIR, the scheme pro- vides for FM expansion at 206 places and digitalisation of stu- dios at 127 places. FM expansion programme will benefit 13 per cent addition- al population of the country to listen the AIR programmes, the statement said. Besides, 10 KW FM trans- mitters would be set up along the Indo-Nepal border while 10KW FM transmitters would be set up along the Jammu and Kashmir border. These will sig- nificantly improve the Radio and TV coverage along the bor- der areas, it said. (PTI) Linkage of PAN with Aadhaar mandatory for filing IT returns: SC NEW DELHI, Feb 6: The Supreme Court has said that linkage of PAN with Aadhaar is mandatory for filing of Income Tax returns. A bench comprising Justices A K Sikri and S Abdul Nazeer said the top court has already decided the matter and upheld the section 139AA of the Income Tax Act. The court's direction came on an appeal filed by the Centre against a Delhi High Court order allowing two persons, Shreya Sen and Jayshree Satpute, to file Income Tax returns for 2018-19 without linking their Aadhaar and PAN numbers. "The aforesaid order was passed by the High Court having regard to the fact that the matter was pending consideration in this Court. Thereafter, this Court has decided the matter and upheld the vires of section 139AA of the Income Tax Act. In view thereof, linkage of PAN with Aadhaar is mandatory," the bench said. The top court noted that with regard to Assessment Year 2018- 19, it has been informed that the two petitioners had filed the Income Tax returns in terms of the orders of the High Court and the assessment has also been completed. "We therefore make it clear that for the assessment year 2019-20, the income tax return shall be filed in terms of the judgment passed by this court. The special leave petition is dis- posed of in the above terms," the bench said in an order on Monday. The petitioners had told the High Court that "despite orders, and multiple attempts they have not been able to file their ITR, since there is no available option to opt-out of providing an Aadhaar or Aadhaar Enrolment number during e-filing, on the website". The apex court on September 26 last year had declared the Centre's flagship Aadhaar scheme as constitu- tionally valid but struck down some of its provisions including its linking with bank accounts, mobile phones and school admissions. A five-judge constitution bench had held that while Aadhaar would remain manda- tory for filing of I-T returns and allotment of Permanent Account Number (PAN), it would not be mandatory to link Aadhaar to bank accounts and telecom service providers cannot seek its linking for mobile connections. As per police sources, on specific information, a team from Ramban Police Station during patrolling intercepted a person near Jaswal bridge. During checking, police recovered 250 grams of cannabis from the possession of the person and arrested him. The arrested person has been identified as Balveer Chand, son of Prem Chand of Swani, Chanderkote, District Ramban. A case under FIR Number 28/19 under Section 8/20 NDPS Act has been registered against the person at Police Station Ramban and investigation start- ed to ascertain the source and other persons involved in smug- gling the contraband. In a statement issued here, today he said that anti-corrup- tion crusader, Anna Hazare has ended his hunger strike today only after seven-day assurances give by the representative of BJP Government Maharashtra Chief Minister, Devendra Fadnavis on the Lokpal and Lokayukta issues. "Fadnavis assured the activist that the Lokpal Search Committee would meet on February 13," Uppal said. "Besides, Anna also demand- ed that 'Krushi Mulya Aayog' should become autonomous and C2+50 formulas should be applied for produce price of farmers along with several other demands," he said. POJK Sharnarthi Forum’s plea to PM Excelsior Correspondent JAMMU, Feb 6: All J&K POJK 1947 Sharnarthi Intellectuals Forum in a meet- ing here, today held under the chairmanship of Paramjit Singh, its vice president has made an appeal to Prime Minister, Narendra Modi urg- ing him to issue directives to State Government to expedite the process of releasing com- pensation in favour of refugee families from POJK. The meeting while appreci- ating the concern shown by PM for welfare of the people of the State by launching vari- ous developmental projects during his recent visit said that this all will prove meaningless in case the burning issues of refugees of 1947 who laid their lives and saved Kashmir are not settled. The meeting said that the refugees have left huge proper- ty in POJK and for the same they were not compensated till date. It said that the State Government had submitted a package of Rs 30 lakh per refugee family for approval and sanctioning of funds to Central Government in the year 2013 and the same be sanctioned as Rs 5.50 lakh sanctioned by Government at present is not sufficient in view of the huge losses suffered by these refugees in the shape of their immovable properties left in POJK. The meeting said that even the refugees have been denied their basic rights. The meeting said that 13 lakh refugees are putting up in Jammu province and their vote is a deciding fac- tor in 17 Assembly segments. Blind murder case solved Bovines smuggling bids foiled; 31 cattle rescued, 2 arrested Excelsior Correspondent JAMMU, Feb 6: Sidhra and Pacca Danga police foiled bovines smuggling bids by res- cuing 31 cattle and arresting two persons. As per police sources, on specific information, a team from Sidhra Police Post laid a naka and intercepted a truck bearing registration number JK02W-3317. During checking, police res- cued 15 bovine animals from the vehicle and arrested one smug- gler, who has been identified as Mohammad Fazail, son of Mohammad Aslam, a resident of Gursai, Tehsil Mendhar, District Poonch. A case under FIR Number 62/19 under section 188 RPC and 3/5 PCA Act has been regis- tered at Nagrota Police Station and investigation started. Set up 3-tier PR system in J&K before elections: AAP Excelsior Correspondent JAMMU, Feb 6: The J&K unit of Aam Aadmi Party has appealed Governor SP Malik to set up three tier Panchayati Raj (PR) systems in the State, before Lok Sabha and Assembly elec- tions on the analogy of other States of the country. In a party meeting held here today, the AAP leaders said that the election to Block Development Councils (Block Samitis) and District Planning & Development Boards (Zilla Parishads) has not been held yet despite announcement by the Governor about two and half months ago before Panchayat elections. Setting up three tier Panchayati Raj systems in the State is need of the hour to give a death blow to corruption, nepotism and unemployment, the leaders said. They also asserted for suitable amend- ments in the Panchayati Raj Act, removing ban on the nomination to the office of Chairman Block Development Council from only Panches or Sarpanches of the Block. The party also stressed upon the need to put in place District Planning & Development Boards by electing its chairman amongst the chairpersons of var- ious Blocks in the District.
