1. BackgroundThe City of Port Adelaide Enfield is preparing a Master Plan for the site. (Refer Figure 1). The intent is that the Master Plan will help guide future upgrades, enhance connections within and through the site and provide residents, sports groups and visitors with a high quality park to recreate and spend time.

The SiteThomas Turner Reserve (TTR) is a large open space and established recreation reserve located on the corner of Nelson and Grand Junction Roads in Valley View. Situated within the City of Port Adelaide Enfield, the Reserve is located adjacent to the borders of the City of Tea Tree Gully and the City of Salisbury and is highly valued by the local and regional communities.

The Dry Creek corridor is a key feature of the Reserve, featuring large Eucalyptus trees and a shared linear path. The site’s topography presents both a constraint and opportunity.

The Reserve includes three playing fields that are licensed by Council to sporting clubs for soccer and cricket. One of the fields has flood lighting. There are two small buildings that provide basic change room facilities.

The Reserve also features a par-three golf course, driving range and a heritage listed house, all of which are held under commercial leases from Council.

In addition to organied sport, there is significant passive usage of the Reserve by people who are walking, exercising dogs and using the playground and other facilities.

1.1 Role of this ReportTo inform the preparation of a Master Plan for future upgrades, a number of engagement activities were undertaken with stakeholders and the broader community. This report summarises this engagement process and the feedback gathered. It also identifies key considerations for the design direction of the Master Plan.

1.2 What engagement activities were undertakenThe following engagement activities were undertaken to gather input from stakeholders and the community to inform the preparation of the Master Plan:1. A Community ‘Park Day’ at the reserve 2. Face to face meetings with key stakeholders and user groups of the site 3. A community survey (‘mail out’ and online versions)4. Project webpage5. Signage at five key locations around the reserve6. Promotion on Council’s social media7. Advertisements in local Messenger newspapers

1.3 Key Findings Summary of the key findings from online and hard-copy surveys were as follows:• The majority of respondents were from the City of Port Adelaide Enfield (50%), then City of Tea Tree Gully (34%), City of Salisbury (13%) and

other (3%) (Question 1).• Most respondents describe their interest in the reserve as a ‘local resident’ (Question 2)• The majority of respondents indicated they access the reserve by walking. This likely reflects that the survey responses were mostly from

local residents (Question 3)• The majority of respondents liked the existing open space and natural setting of the reserve with walking areas, golf club and sporting

grounds also popular (Question 4).• A number of respondents indicated desire to improve toilet facilities, playspace and traffic/car parking (Question 5) as well as providing new

park furniture (shade/seating/water fountains) (Question 6).• Of the individual elements (refer Question 7) the majority of respondents desired an upgrade playspace, clubrooms/toilets and seating, and

thought the sports fields, creek environment, golf course, driving range, car parking, pathways and access were all good/great. However, residents of Geraldine Street and Derwent Terrace raised concerns regarding traffic, vehicle speeds and suggested possible alternate routes to access the main car park.

• Additionally, respondents indicated a preference for more trees on the vacant land adjacent to Nelson Road and to maintain the natural setting of the reserve.

Stakeholder:

Enfield United Community Cricket Club

Key Points of Discussion Consideration for the Master Plan• The club uses the Central and West ovals.• It has a licence over TTR for summer Saturdays from 1-5pm.• Ovals currently meet their needs.• Majority of the clubs members (approx 65%) come from the Gepps Cross area.• The club is experiencing growth and now has 6 senior teams with the Gepps

Cross Reserve being its home base.• It is not interested at this stage in relocating its ‘home’ clubroom to TTR however

does support a centralised facility at the site and would welcome the opportunity to share with other user groups.

• The club has a small storage area in the existing clubroom but players and spectators tend to sit around the oval.

• The existing ‘clubroom’ is only a toilet and storage area for the club.• Cricket balls regularly get hit into the creek & are often lost (western oval in

particular).• The club noted that the kids’ play area is a bit detached from the ovals.

1. Consider fencing or some form of barrier to prevent cricket balls entering the creek from the western oval .

2. Investigate options for playspace and family area to be located closer to the ovals.

3. Look at potential for expanding storage capacity.

2. Stakeholder MeetingsFace-to-face meetings were held with the following sporting stakeholder groups that currently use Thomas Turner Reserve:

• Enfield United Community Cricket Club• Adelaide Puma’s Soccer Club• Valley View Soccer Club• Valley View Par 3 Golf Course operators• Valley View Driving Range operators

The following are comments and discussions with these key user groups and should not be taken verbatim, but rather as a summary of key points raised by these groups.

Stakeholder:

Adelaide Pumas Soccer Club

Key Points of Discussion Consideration for the Master Plan• The club has three teams with first and second playing in Division 1 of the

Saturday Amateur League and its third team in Division 5 (approx 54 members).Majority of members live within a 10km radius of the TTR and come from diverse cultural backgrounds.

• Has a good working relationship with the Valley View Juniors.• The club plays their matches on the Eastern pitch and trains on the western pitch

(the only pitch with lighting). During interchange of seasons, the club reverts to training on the Eastern pitch due to cricket being played on the Western oval.

• Both clubs train on that pitch due to it being floodlit but the Pumas us the Eastern pitch as its main venue.

• The club needs access to three full size pitches and would like additional floodlighting to take pressure off the Western pitch. Extra space is also needed to cater for a large number of players for Pumas & Valley View Juniors.

• The club does not have a home clubroom and is always looking for venues for social functions.

• The club has use of the change facilities on the eastern side of TTR but these are very inadequate and probably the worst in the league.

• The club noted areas of the Eastern and Western pitches are subject to flooding and poor drainage particularly at the north western corners where there are steep banks/slopes.

• The club brings its own food van on site on match days and uses this to fund raise. Indicated powered bollard would be desirable.

• There have been positive talks with the Valley View Soccer Club about merging into one club.

• Should a shared facility be built, the club suggests that the best location would be adjacent to the Central pitch/oval.

• Club would like new coaches boxes with shade.

Stakeholder:

Valley View Soccer Club

Key Points of Discussion Consideration for the Master Plan• The club has approximately 170 children in 11 teams and are affiliated to the

Elizabeth and Districts Junior Soccer Association (EDJSA).• Teams start at under-6 and go through to under-16.• The club is in talks with the Adelaide Pumas (a senior club) so that juniors have a

clear pathway progress into senior teams.• The club is at capacity.• The club has use of the western pitch during the winter season and uses the

central pitches for modified soccer (north – south orientation).• Capacity for training is an issue as the only lit pitch is the main western pitch and

over use causes increased wear and tear.• There is also an overlap with training whereby two different age groups train from

5.30-6.30 and 6.30 – 8.30.• The juniors train on Tuesday and Thursday and the Pumas on Monday and

Wednesday .• The club’s number one priority is for floodlighting to the central pitch.• Carpark closing time creates issues for training capacity. Also car park capactity

issues on Saturday’s when all teams are playing at home.• An upgraded clubroom would be desirable but not essential however, should the

soccer clubs merge, this would be a sensible proposition .• More shelters are needed for spectators.• More storage and an improved canteen is also desirable.

Valley View Par 3 Golf Course

Key Points of Discussion Consideration for the Master Plan• Meeting held with Casa Leisure who are the course operators for Council.• The lease expires in 2017 & noted PAEC’s golf facility review.• Council maintains the whole site and has a maintenance depot.• Rounds per year peaked at around 25,000 in 2007/08 but now sits at

approximately 22,500 in the 15/16 FY. Biggest drop off is numbers was in the 10/11 year when it bottomed out at 21,000.

• The club has approximately 60 members which has grown from 45 in previous years.

• Local schools access the course for curriculum based golf as well VAC care activities. During these periods, other activities are introduced such as Frisbee / soccer / rugby golf.

• The car park is too big and is almost never full even in peak times.• Members tend to play and leave. A licenced area has been considered in the past.• A centralised facility would be welcomed as would closer links and ties with the

driving range operators.• There is community confusion as to who owns and manages both golf facilities.• The priority facility improvement is for upgraded tee-off areas

Valley View Driving Range

Key Points of Discussion Consideration for the Master Plan• Discussed the upcoming Council-wide golf review.• The Driving Range operators outlined a number of site issues/desired upgrades:

- Old gates and eastern fence.- Old building and very small.- Need for net along south/east boundary near shared path to keep balls in.- Shade shelter over new tee areas.

• The estimated use is about 30 persons / day when good weather.• Doing improvements. • The facility is maintained by the Driving Range operators.

3. Park DayA Park Day was held at the Thomas Turner Reserve on Saturday 19th November 2016 from 1pm – 3pm. The day was very warm and busy with a constant flow of people attending. The aim of the Park Day was to provide the opportunity for the members of the community to provide input into the development of the Master Plan in an informal manner. It is estimated approximately 100 people attended and the information gathered is summarised below. The table below is a verbatim record (grouped under common topics) of the ‘sticky notes’ prepared on the Park Day.

Commentary: The majority of respondents indicated they access the reserve by walking. This likely reflects that the survey responses were mostly from local residents.

Connections to the surrounding areas are important and these linkages will need to be maintained and enhanced.

Commentary: The majority of responses affirm the open natural character and setting of the reserve. It is important that the Master Plan proposals reinforce and enhance the existing site qualities highlighted above.

Commentary: The responses indicate that an upgraded play space(s) should be considered in the Master Plan.

7(b) Sports fields / Oval

Commentary: In addition to a venue for structured sport, the ovals are an important element in the landscape amenity of the site and also contribute significantly to passive recreational use of the park. Retention and embellishment of the ovals should be a part of the Master Plan.

7(c) Clubrooms and toilets

Commentary: General consensus from the respondents is that for both structured sporting activities and also general park users upgraded clubrooms and specifically toilet facilities are required. Additionally, if the existing play spaces are upgraded and / or increased in size this may put more pressure on the need to undertake works to these facilities.

7(d) Creek environment

Commentary: The existing creek appears to be a focus of the site for visitors particularly with the walking trails along it as well as being an informal play resource. Whilst the Master Plan should provide directions on ameliorating specific drainage issues related to the playing fields. Any changes should be structured so that they embellish the creek experience.

7(g) Vacant sloping land (adjacent Nelson Road)

Commentary: One of the few undeveloped areas of the park, the lack of elements in this parcel of land offers the most flexibility in terms of upgrading. Future uses of this location however will be limited by the site’s topography and this must be taken into account to ensure any proposals are feasible and provide value for money. The majority of responses in regards to the future use of this space align with the wider park amenity and focus on “natural” elements.

7(h) Car parking

Commentary: The responses indicate that most respondents are comfortable with the level of existing car parking on the site however this may reflect more the mode of transport to and from the site for most of them – walking (Refer Question 3).

7(h) Access

Commentary: The consultation findings indicate that most respondents are comfortable with the existing access arrangements. However, residents of Geraldine Street and Derwent Terrace in particular raised concerns regarding traffic and vehicle speeds in these streets from vehicles accessing the main car park. Careful consideration will also need to be given to any potential infrastructure upgrades and the potential impact this may have on vehicle numbers and traffic movements. Consideration to also be given to opportunities for access from Nelson Road.

Commentary: An upgrade of the existing furniture both in terms of distribution and integration with existing facilities should be considered the Master Plan.

Commentary: As evidenced by the responses to individual questions, the community highly values the park and especially it’s natural setting. Any subsequent Master Plan for the reserve should be of a design that responds to and respects these characteristics. Whilst this will need to be balanced with potential infrastructure upgrades, the overarching aim should be to preserve and embellish the current landscape and recreational amenity rather than look at wholesale rearrangement and / or expansion of the park’s facilities.

• Suggestions for a sculpture park, nature walk and water play area • Design plan for stages so as to be budget conscious• Wider pathways to provide linkages• Need for shade • Plant low height native gardens • Keep distance between backs of properties and any trees planted. • Need to be mindful of designs impact on grass cutting / general maintenance of area• Additional parking to accommodate increased users• Additional seating• Improved drainage• The playground - consideration be given to a vastly expanded playground• Improved Toilets• Clubroom revitalisation• Additional floodlights• More drinking fountains• More accessible vehicular access• Utilisation of land off Nelson Rd• More barbeques, shelters and associated elements• Erosion control on top of northern hill• Maintain open space • Free barbeques and associated amenities are an asset for gatherings• Maintain natural condition of creek environment

What is the purpose of the Master Plan? The purpose is to hear from the community about their ideas for Thomas Turner Reserve and use these to inform the Master Plan. The Master Plan will provide a clear vision and direction for the future of the Reserve and ensure that any new works are carried out in a planned and coordinated manner. While there have been earlier master planning processes this is a great opportunity for everyone to put forward their ideas and take a fresh look at the future of the reserve. This will include an opportunity to put forward your ideas for design solutions that respond to previously highlighted issues including noise, vehicle access and community amenity. What area does will the Master Plan include? The Master Plan will consider the whole Reserve including the golf course, ovals, creek and driving range. What is the process for the Master Plan? The Master Plan will be undertaken in three stages: Stage 1: Background + Community and Stakeholder Consultation

Review background information and preliminary issues identified. Undertake Community and Stakeholder Consultation. Prepare a Consultation Summary report.

Stage 2: Draft Master Plans (including further consultation)

Prepare draft Master Plans. Undertake Community and Stakeholder Consultation on the draft Plans. Prepare a Consultation Summary Report.

Stage 3: Final Master Plans

Finalise the Master Plan. Adoption by Council.

Council has engaged Aspect Studios to assist in preparing the Master Plan. How can I have my say? We would love to have your input into the Master Plan. You can have your say by:

This round of Public Consultation closes 2 December 2016 Who else is Council consulting with? In addition to local residents Council is also consulting with a number of local sporting clubs and community groups associated with the site. Council is also liaising with the adjoining Councils, namely the City of Salisbury and City of Tea Tree Gully. What will happen to the information that people provide? The information gathered from the community will be captured in a Consultation Summary Report and used to inform the Master Plan and help Council make decisions on the future of the site.


When was the last Master Plan prepared? The last full Master Plan was prepared in 2006. In the following years many of the master plan proposals were implemented including:

New major playspace integrated with the reserve/creek landscape New footbridge across Dry Creek New walking path from Penelope Ave and other pedestrian and cycle link upgrades New half-court basketball/minor skate area Tree planting and landscaping Bollards around carpark area Creek stabalisation, weed removal and native planting.

Was there a proposal for additional soccer pitches? In 2011 Council started to revisit the 2006 Master Plan. Some preliminary ideas for the Reserve such as additional soccer pitches were presented to Elected Members. A deputation was made to Council from some residents outlining a number of concerns including opposing additional soccer pitches. The revised plan did not proceed any further. Has Council already made a decision about what is going to happen at the Reserve? No decisions have been made about what will be included in the Master Plan. Council is committed taking a ‘fresh’ look at the Reserve and to hearing from the community about their ideas to help inform the best future for the Reserve. Once a Master Plan is agreed for the Reserve what are the next steps? Following initial community consultation, a draft master plan will be prepared and presented back to the community for input and comment before being finalised. Following this Council will consider budgets for any proposed works as part of its annual budget review process and also seek external grant funding opportunities. Depending on the proposed works further investigations and detailed design drawings may also be required. What is happening with Council’s golf courses? As leases on both the Valley View Par 3 Golf Course and Glanville Par 3 Golf Course are expiring next year, Council will be conducting a review of all its golf operations. Of relevance to the Thomas Turner Reserve Master Plan the review includes the Valley View Par 3 golf course and the Valley View Driving Range. Council owns 3 golf courses (Glanville Par 3, Regency Park, and Valley View) and 1 driving range (Valley View). Glanville Par 3, Valley View, and the driving range are all leased to private operators. Regency Park Golf Course is operated by Council directly via a management agreement. Council maintains the grounds of all golf facilities at Council’s expense. The leases on Glanville Par 3 and Valley View both expire (with no further rights of renewal) on 30 November 2017. The management agreement of Regency Park Golf Course expires on 30 June 2019. The lease of the driving range expires on 31 January 2022. The upcoming expiry of 2 leases, and the near future expiry of the remaining relevant agreements, gives the opportunity to Council to review its golf operations in totality. The purpose of the review is to explore options for improving the commerciality of golf operations and to ascertain the community need for those facilities within the wider sporting context. All golf facilities are sited on Community Land as defined by the Local Government Act, 1999. Proposed review of golf facilities Council Administration has identified two key components to the review:



1. A review of Council’s overall commercial operations around golf, including making recommendations for potential future actions to deliver the best commercial outcomes for the portfolio. That may involve options such as consolidation of facilities, re-structuring management agreements, further investment, and so on.

2. Considering the outcomes of the commercial/operational review outlined in item 1 above,

the second component of the review would involve a holistic strategic review of the golf portfolio in relation to the overall plan for sport and recreation, and other City Plan objectives such as Community, Environment, Placemaking, and Leadership. The goal will be to provide options around Council’s sport and recreation spending that will give the best overall community outcome and the best use of the facilities and open space currently allocated to the golf portfolio.

Options would be brought back to a workshop for Council to consider long term strategic options for the sites. It may be that several different options are chosen for public consultation before a final decision is made depending on the nature of the options presented to Council. The purpose of the review is to investigate what options might be reasonably available to Council to deal with the portfolio of golf assets. Public consultation would take place as necessary based on the options (if any) that are endorsed by Council as worth exploring further. Is Council considering selling the Valley View golf course or the Valley View driving range? No Council will not be selling the golf course or driving range. The golf review will assess the commercial viability of golf and how effective the services are to meeting community recreational needs. Even if golf was not seen as the preferred use for this site, the land would be maintained for community recreation and open space. Who was Thomas Turner? Mr Thomas Turner became Mayor of the City of Enfield in 1955, after serving as a Councillor since 1944. Thomas followed a family tradition. His grandfather (also Thomas Turner), was a Council Chairman in 1867. Thomas Turner Snr was a blacksmith and Thomas Turner Jnr was a farrier. Information Source: Lewis, John H.
