The scope of services includes detail design and contract administration with respect to a) providing new gas storage facilities, gas dehydration appurtenances and process control changes to cogeneration engines at WPCC and b) gas conveyance to the Allandale Train Station. The design is to consider the results of a pre-design report. In addition, the Consultant shall follow the requirements of the MEA Class Environmental Assessment for the entire project and a Public Information Centre (PIC) is to be arranged and conducted by the Consultant. The City will provide a venue for the PIC. "Lots" of Free Parking Downtown in December Residents are reminded that from November 1 to April 15 each year, parking of a vehicle on any street or part of a street within the City of Barrie between the hours of 12 midnight and 7 a.m. is prohibited and subject to a $20.00 fine. Within the Downtown Business Improvement Area, on street parking is prohibited between the hours of 3 a.m. and 6 a.m. Any vehicle found parked in contravention of By-law 2007-209 may be ticketed and/or towed. By keeping the City streets clear of vehicles during this period, you allow the City crews access to help ensure that your roadways are maintained and that large emergency vehicles can get down the street. Parking is prohibited over sidewalks and the City boulevards. The City of Barrie’s Department of Culture is pleased to announce that they are now accepting applications for the Cultural Grants program. There are two types of applications, Operating Grants which are geared to not for profit arts organizations and Project Grants, for arts organizations and individual artists. The changes for 2011 include changing the rebate level for the program from $70 to $50, and each household will now only be eligible for one rebate. These changes will allow the city to issue 40% more rebates for the same cost. Its estimated changing a 13.5 litre toilet to a six litre saves about $30 for every person in the household per year in Barrie in water and sewer bills. Allandale Station Project Is... Full Steam Ahead Development Charges Rates Effective Jan 1, 2011 This represents a 0.3% reduction from 2010 rates based on the most recent 12 month non-residential building construction price index for the Toronto Area provided by Statistics Canada. December Holiday Service Hourly Sunday Service for December 19, 2010 service will begin at 8:00 am, with fifteen minute service provided on Route 11 Bayfield. All service will end by 8:15 pm. More info? www.downtown.ca To you and yours from the City of Barrie Cultural Grant Applications Now being Accepted D espite outward appearances, the restoration of the old Allandale Station is running full steam ahead and leaping into its second crucial stage of work of returning it to its old days of glory. Nestled on the south-eastern edge of the City of Barrie overlooking Kempenfelt Bay, Allandale Train Station was once the hub of activity in the early 1900’s when it operated under the Grand Trunk Railway (GTR). The station buildings consisted of a passenger depot and restaurant as well as a two-story office building. Three years after the GTR’s bankruptcy in 1919, the Allandale Station fell under jurisdiction of the Canadian National Railways (CNR). Following years of declining passenger and freight traffic, Allandale was downgraded from a divisional point to a station in 1959. Eventually rail service diminished, and both the passenger depot and restaurant were closed during the1980’s. With the Station's past popularity and history in mind, the City began restorations last year on this heritage landmark based on previous Environmental Site Assessments and your feedback collected and recorded in the Allandale Village Development Community Consultation Report. Stage 1 of the Allandale Station project passed unnoticed as the work took place inside, with restoration experts carefully handling and restoring historical artifacts and specialized contractors helping with the restorative internal work including repairing fire damage with special dry-ice techniques as well as locating and disposing of harmful substances like asbestos in an environmentally friendly manner. Now we enter Stage 2 Phase A of the restoration project: the exterior work and partial interior work. Working behind walls of tarp, General Contractor Clifford Restoration Limited, an experienced restoration expert has started to strip the exterior paint, disposing of any lead containing materials using environmentally safe practices. Once the exterior paint is stripped, a white primer will be applied to seal the wood and to create a base for the final painting which will occur in the spring. With the fire remediation work now complete, the previously fire-damaged Restaurant Building (the middle building) is protected and sealed from the winter conditions under a sheet of tarp and undergoing preparations for a metal roof and additional structural inspections and modifications. Phase 2A is projected to end by summer 2011. Furthermore, the GO Train station, which will be located on the east side of Essa Road, immediately north of Gowan Street and the train tracks, will also provide parking for approximately 200 vehicles (on a reconstructed Gowan Street – approximately 150 parking stalls for GO Transit patrons and 50 for the public), a railway undercrossing pedestrian tunnel, platforms with lighting, and an internal roadway. Barrie's Waterfront GO Station is scheduled to be fully operational by the Fall of 2011. Plans for the remainder of the publicly-owned Station property begin in January 2011 when the City of Barrie enters Phase 2B, investigating programming partnerships, industry interests, and lease opportunities of the buildings and adjacent lands in the hopes to create a lively public space that will include dining, tourist attractions, ideal facilities for art and cultural events and programs, and other opportunities for businesses, employment, and pure enjoyment. The Allandale Station revival will create jobs, tie our economy to our history and culture, inspire business development in addition to providing an exciting dynamic public space. Weather Proof Your RECYCLING Place materials at the end of your driveway on the right side (when facing the street). Ensure materials are placed well out of the path of snow removal equipment. Do NOT place materials on a snow bank. Materials should be placed no higher than 2 feet above ground. Clearing Snow on Your Property The City devotes a great deal of resources to keep your streets and sidewalks clear of snow and ice after a snow fall. Frequently, residents push, throw or otherwise deposit snow and ice from their property onto the street or sidewalk not realizing that this action contravenes municipal regulations. This practice contributes to unsafe driving and walking conditions and increases the cost of providing winter road maintenance. You can make a difference. When you are clearing snow from your driveway, please keep this snow on your property. Your efforts in helping us make winter driving and walking safe for everyone are appreciated.

Eventually rail service diminished, and both the passenger depot and restaurant were closed during the1980’s.

With the Station's past popularity and history in mind, the City began restorations last year on this heritage landmark based on previous Environmental Site Assessments and your feedback collected and recorded in the Allandale Village Development Community Consultation Report.

Stage 1 of the Allandale Station project passed unnoticed as the work took place inside, with restoration experts carefully handling and restoring historical artifacts and specialized

contractors helping with the restorative internal work including repairing fire damage with special dry-ice techniques as well as locating and disposing of harmful substances like asbestos in an environmentally friendly manner.

Now we enter Stage 2 Phase A of the restoration project: the exterior work and partial interior work. Working behind walls of tarp, General Contractor Clifford Restoration Limited, an experienced restoration expert has started to strip the exterior paint, disposing of any lead containing materials using environmentally safe practices. Once the exterior paint is stripped, a white primer will be applied to seal the wood and to create a base for the final painting which will occur in the spring.

With the fire remediation work now complete, the previously fire-damaged Restaurant Building (the middle building) is protected and sealed from the winter conditions under a sheet of tarp and undergoing preparations for a metal roof and additional structural inspections and modifications. Phase 2A is projected to end by summer 2011.

Furthermore, the GO Train station, which will be located on the east side of Essa Road, immediately north of Gowan Street and the train tracks, will also provide parking for approximately 200 vehicles (on a reconstructed Gowan Street – approximately 150 parking stalls for GO Transit patrons and 50 for the

public), a railway undercrossing pedestrian tunnel, platforms with lighting, and an internal roadway. Barrie's Waterfront GO Station is scheduled to be fully operational by the Fall of 2011.

Plans for the remainder of the publicly-owned Station property begin in January 2011 when the City of Barrie enters Phase 2B, investigating programming partnerships, industry interests, and lease opportunities of the buildings and adjacent lands in the hopes to create a lively public space that will include dining, tourist attractions, ideal facilities for art and cultural events and programs, and other opportunities for businesses, employment, and pure enjoyment.

The Allandale Station revival will create jobs, tie our economy to our history and culture, inspire business development in addition to providing an exciting dynamic public space. Anticipated completion for this phase is Fall 2012.

The City devotes a great deal of resources to keep your streets and sidewalks clear of snow and ice after a snow fall. Frequently, residents push, throw or otherwise deposit snow and ice from their property onto the street or sidewalk

not realizing that this action contravenes municipal regulations. This practice contributes

to unsafe driving and walking conditions and increases the cost of providing winter road

maintenance.

You can make a difference. When you are clearing snow from your driveway, please keep
