(a)b is the binomial coefficient (a choose b). There is a b! missing in the denominator. The correct formula is: a!/b!(a-b)!. Pointed out by William Guaraldi, Oct. 2006.

There is a second bug on this page pointed out by Daniel Rinehart: The q[s](R) in this formula needs to be divided by (r(R))[s]. The correct formula is in the Journal of Algorithms paper.
