There will be a public hearing on January

2010 in Lake View at the small auditoriu

that will deal with the districts nancial data. All of the d

that will be presented will be from audited data, or from

Iowa Department of Management or Iowa Department

    Education.

According to School Reorganizational Committee CChair, Doug Williams, this public data will be used exc

sively so that there will be no standing for the people w

    are against

reorganization to be able to say that the districts are

cooking the books in their own favor.

The data presented will come from the Iowa Departmen

    Management

    http://www.dom.state.ia.us/local/schools/index.html

    Iowa Department of Education

http://www.iowa.gov/educate/or the Iowa State Auditor's Ofce

districts and was compiled from audits.

Public Hearing to Put Out SAC and WLVA

    Financial Data Scheduled

    1. Parent Teacher Conferences occurred last

week. The middle school had an 80% at-

endance rate for students and parents. There

were many reports to the school by parents

hat they would not be able tomake conferences as their child was ill. In

most of these cases, student portfolios were sent

home to parents . A reminder that the middle school does

tudent led conferences which are scheduled for each

parent/student at a specied time. Students go through a

portfolio with their parents. The portfolio is a compilation

of sample work from each of their classes, an assessment

from the student and the teacher of how the student is per-

forming in each class, a discipline referral report for the

quarter, an attendance report, and their report card. At the

end of the student led conference, the student and the par-

ent perform a goal setting sheet which allows the parent

and the student to set improvement goals for the rest of

he year based upon their performance to date. These goal

heets will be included in the spring conferences to check

progress of the goals. Upon completion of the student led

conference, parents and students are encouraged to meet

with teachers as they see necessary.

    2. A group of actors from The National Theater for Chil-

dren came to East Sac MS on Monday, Nov. 9 andper-

formed to i h and 8th grade students. There performance

was interactive with East Sac MS students aking parts in

he performance, and was done in skit format. This group

worked in conjunction with the Iowa Insurance Divi-

ion to speak to students about the topics of wages and

deductions, insurance and risk, responsible spending, how

advertising affects consumers, and saving and investing.

    3. Reminder--ITBS testing is scheduled to take place

the week of November 16 at East Sac MS. The East Sac

MS Student Council is promoting good student effort

and performance on the test for all students by recogniz-

ing student achievement on the test as well as makingPA announcements to the student body to highlight the

    importance of the test.

    4. MS Auditorium usage-the MS auditorium is getting

frequent use. HS plays, MS musical tryouts and

practices beginning, MS class meetings, upcoming Sac

EI., MS, and HS concerts, as well as outside group pre-

    sentations.

    5. Discipline report to date at the MS:

    a. 109 referrals (ranges from class disruption to

    ghting, harassment, swearing).

    b. All referrals have consequence ranging from

conference with the student to suspension.Referrals are sent home to parents via the

    mail.

Parent notication is made on more severe

    instances.

    c. 16 suspensions (in and out of school)

    d. This data is looked at by the MS PBS team

periodically to look for tendencies and im

provement areas for staff and students.

Sac CSD board offers early retiremen

    to teachers

The Sac Community School District (CSD) has in place an ea

retirement policy that allows teachers who are 55 years of ag

with 20 years of experience in either East Sac County Distric

or combinations of East Sac County Districts to take a $15,00

lump sum incentive to retire. The Document Entitled Lices

Employee Early Retirement Incentive on the lower left hand

side of the page is that policy

On November 10, 2009 the Wall Lake View Auburn CSD fac

the decision to either leave the policy in place for the 2010

2011 school year or to vote to not offer it.

According to Superintendant Barb Kruthoff speaking for the

WLVA CSD and Brent Wilhelm speaking for the Sac CSD, ea

time their respective board made it known that they were not

going to offer an early retirement package the following year

acted as an incentive for teachers on the edge of eligibility to

    advantage of it.

The WLVA board did by consensus continue to offer early

retirement for the 10-11 school year. On the evening November 16, 2009 the Sac CSD board was also leani

the same way, with only Mr. Wilhelm expressing any

tation saying, the only problem I ever have is that

if you just continue to keep going and going and going

dont know whether it has the effect of giving them

incentive to retire when YOU [the school board] kind

think you need them too or, just thats a $15,000 bo

when theyre fed up. Thats the way I look at it, I

just tired of this crap, Im gonna take the fteen grand

According to Ms. Kruthoff, any teacher that retires wo

have to be replaced to avoid losing the ability to offer

classes. Replacing an experienced teacher with a trainwould lead to short rise in cost of training, but would

to save the district money as the second year kicked in

the teachers was actually costing the district less in wa

for a net gain of savings.

According to Ms. Kruthoff, there are 5 people in Sac C

and 6 or 7 people in the WLVA CSD that will be eligib

    to take early retirement.

Further complicating the decision as the fact that, agai

according to Ms. Kruthoff, there are positions within t

pool of teachers that will be eligible that are positions

have personnel shortages, and may be hard to ll.

There was a side discussion in which Sac School Boar

Vice President Dave Sands made a motion to waive th

Only meeting in joint session once per quarter requ

ment so that the two boards could meet jointly to discu

with the WLVA board how to move forward, but the m

tion died for lack of a second. Ms. Kruthoff pointed o

that if the board was going to discontinue the policy, t

decision had to be made by December.

Ultimately, the Sac CSD board of Directors decided to

leave the early retirement policy in place for another y

November Elementary School Principals Report Waste Water Treatment Plantimprovements hearing draws zero

    attendees

The Sac City Council held a public hearing on November 9, 2009 to en-

tertain public comments regarding the proposed plans and specication

proposed form of contract, and the estimate of cost for the construction

the Sac City Waste Water Treatment Plant improvements.

No members of the public were on hand to comment. According to Cit

Administrator no members of the public had communicated with the Sa

City Government Business ofce in regards to any aspect of the Waste WTreatment Plant.

The hearing was then closed with no comment from any of the Sac City

    Council members.

Related to the hearing was the need for passage of resolution 2009 - 14:

    (below)

This resolution, which passed without comment, is a legal technicality t

needs to be on the books in order to move forward with awarding the co

    tract to a bidder.

Sac Community School District Call to Order

he Sac Community School District Board of Directors came to order at 6:00PM

n November 16, 2009 with the following members present: Brent Wilhelm,

Marti Huser, Shirley Phillips, Melissa Bellcock, and Dave Sands.

Also present were Superintendant Barb Kruthoff, Board Secretary Frank Strain,

lementary School Principal Mike Fischer, Middle School Principal Denny Ol-

Sac Elementary roof bidding given the

    green light

On November 16, 2009 The Sac Community School Distri

Board of Directors voted unanimously to start taking bids t

put a new roof on the Sac Elementary School Building with

tentative start date narrowed down to spring, 2010.

The decision on the boards part to start the bidding proces

is accompanied by an application proposal for a (Tom) Har

kin grant that, if awarded could cover up to 25% of the cos

According to Superintendant Barb Kruthoff, the chance tha

the school will get the grant is relatively small as most awa

have been given over for new projects, but because a small

chance is better than no chance Ms. Kruthoff will bring the

grant application before the Sac School Board in Decembe

    approval.
