And it is the only correct one. The wrong answer would mean for the asking person that you are freaking snob, who doesn’t know a thing about beauty. Perm citizens, “Permyaki” are totally proud of their city, but in the very specific way: patriotic feelings are amazingly quiet and not coherent. Not a single person could answer what exact virtues we have. However, there are a lot of reasons to be proud, though not that much, as Permyaki like to think. So, let’s begin an acquaintance with the city of Perm. Perm is the 6th largest city in Russia and the second largest in the Urals. Perm stretches 65kms along the mighty Kama River. It is one of the main Perm sights and the 4th largest river by length in Europe. The Perm region covers a great area, which is approximately two- third the size of the United Kingdom. Perm is the most Eastern city of Europe. And this is the main reason of the fatal mistake: Perm citizens are convinced that Perm is 100percent European city and even that Europe begins from Perm. One more cause to be identified as European city is the city-manager assignment. But except this fact, Perm has nothing in common with Europe, as well as with Moscow and St. Petersburg. To understand the magic of Perm city, you must stop to compare it with European and the largest Russian cities. Being as Russian as Russian can be, Perm is a calm place, where people have kept the typical Russian way of life and traditions. Soviet heritage is another problem of the tourism developments in Perm region. During Soviet times existence of the city of Perm was a secret. It was a classified city, because of the huge military industry in its region. Until the end of the cold war, Perm did not appear on certain Soviet-made maps, nor did the roads towards it. That’s why many people know nothing about Perm, about its history and culture so far. Reference Perm was first mentioned as a village of Yegoshikha in 1647 and has gotten its town status in 1781. The black UFO

Good news

— The chief of the public safety department Vladimir Miklyaev: “The quantity of crimes in Perm in the first quarter 2007 decreased on 12,4 percent in a comparison with the last year”.

— The regional administration of Perm announced the competition on a development of the plan for the summer cafes arrangement. According to organizers it will allow

outdoor cafes to become more civilized and well equipped. By the way weather forecasters promised anomalous hot summer.

— Perm Region Governor Oleg Chirkunov: “Salaries and pensions in Perm region should constantly grow”

Pensions were raised again at April, 1st. Despite of a date, it was not an April Fools’ joke. The salary of state employees in Perm will be increased also.

Good money are the better than good news.

Oleg Chirkunov, the governor: “In the closest future the Perm region will be the leader by the investments rate.”

The tax load on businesses in the region has been reduced and this is appreciated by enterprises. For the period of January-February, 2007, growth of the investments

into the Perm industries is up to 158% in comparison with an index of the similar last year period. According to the governor’s statement, favorable conditions are created for the attraction of investments into all business fields. “Our main task as authorities is to create favorable conditions for businesses development and to be more attractive for investments than the regions — competitors ”, — the governor said.

At the present time the basic investments volumes are directed to such branches as oil and gas production and refinement, timber industry and woodworking, potash salt-mining.

The Kirov plant lost strategic purpose

This military plant was kept classified until the end of the cold war. And on April, 16th, 2007 the Government of

the Russian Federation informed the Perm civil chamber that the Perm Kirov plant had been excluded from the list of strategic enterprises. The corresponding order was signed by the prime minister of the Russian Federation Michael Fradkov.

Language rush

The market of foreign languages courses in Perm is very young. However, language courses have been being opened even in the remote districts, ready to teach absolutely any language. The only reason for the growth of the language courses number is an increasing demand for these services. Basically the preference is given to three classical languages — English,

German and French. The most demanded course is colloquial English. At this time Chinese language becomes more and more popular. It could be based on the fact that mysterious Orient culture is still in fashion, and may be also on the artful government plan: learning language of the future colonists is no doubt the right strategic decision.

The price of the knowledge is about 2-3 thousand rubles per month.

Roads funeral

A condition of Perm roads is critical, and it is an obvious fact! Dissatisfaction of car drivers with the Perm roads quality led to the protest action “We are mourning for the Perm roads”. On April, 6th, participants of an Internet-forum “Teron.ru” were placing symbolical mourning wreaths to the Perm administration’s walls. Participants of the action were trying to show real despondency and sadness. They were

looking into one point and their eyes were shining with tears. So it was an official start of the protest campaign. Then on April, 7th relative piquet was organized at the October sqaure.

According to the answer of the authority, plans of current road repair were made in advance. And all this time everybody was just waiting only for “working weather”. In any case the earlier provided sum for the repair work increased to almost one and a half billion rubles and the roads were being repaired.

The process of the retail markets reforming begins

The regional administration of Perm didn’t sound any precise plans concerning the future existence of markets. The only

information is that nobody is going to remove all the markets as soon as possible, especially the Central Bazaar part. Anyway, just in case do not waste time and visit huge Central Bazaar (closed on Mondays) and Chinese market, where almost anything can be purchased and for very little money. Do not forget to take the camera to be photographed with the pickpocket!

Public opinion

The majority of Perm citizens never saw UFO

The city residents were questioned by the Perm sociologists: Have you ever seen UFO?

The survey showed that 8.7 % of city-dwellers have seen UFO. Thus, at least 67860 UFO eyewitnesses live in Perm, only 5 % saw something similar. Besides that, 4 % of the interrogated people know eyewitnesses of UFO. It was also seen by 28.9% of Perm citizens, but only on

— This spring Perm State Technical University has become one of the 40 winners in the Federal competition arranged among high professional education institutions which are ready to implement innovative educational programs. Total budget assigned for the innovative project realization will be 808 mln rubles.

This is not the first victory of Perm region in such a kind of competitions. In 2006 Perm state university

became the possessor of the 395 million rubles grant from the Federal budget, another 100 million rubles on terms of mutual financing were added by the Perm Administration.

— On the April, 18th, an on-line conference ``Moscow – St.-Petersburg – Nizhniy Novgorod – Saratov – Perm – Yekaterinburg – Tomsk» took place in Perm State University. This so called “space bridge” was organized in the context of the Fourth Open Vacancies Fair of two capitals “the Young careerist”.

The Perm Opera and Ballet Theatre did not win “The Golden Mask” award this year

The “Golden Mask“ is a National Theatre Award which is adjudged to performances in all genres of theatre art: drama, opera, ballet, operetta and musical, and puppet theatre. The full name of our theatre is the Perm Academic Opera and Ballet Theatre named after P.I.Tchaikovskiy, but commonly it’s known as the Opera Theatre. This year it was presented in “The Best opera performance” nomination. However the jury of the Golden Mask (consisted of well-known actors, directors, conductors, choreographers, and theatre artists) considered that presented “Cinderella Story” performance is more likely as theatre director’s experiment, rather than the Opera Theatre’s one. According to critics the necessary factors to be awarded with “The Golden Mask” next year are the pursuit of a new “progressive” theatre image, and improvement of the opera troupe music level.

Russian banya, also called Russian Bath, for centuries was an essential part of living in Russia.

German scientist Adam Oleary in XVII century wrote, “There were no city, no village in Russia where there would be no steam baths. Russians might bear extreme heat. They lied on shelves of the bath, ordered to beat and rub their body with hot birch besoms that I could not bear in any way. After such heat Russians became red and poured themselves with cold water. In the winter, they jumped out of the bath, rolled in snow,

massaged their body with snow as with soap, and then again entered into the hot bath. Such change of opposite actions favored to their health”. Perhaps the Russian saying: “What is good for Russians that is the death for Germans!” came from here.

Nevertheless, if you got an invitation to go to the banya, be sure, nobody waits for your death.

Russian banya is useful to the health. That is true. The skin cleanses itself of impurities due to perspi-ration of the body, and the heat that causes the body to sweat relaxes the muscles and consequently

relieves muscular aches and pains. The heat of banya extinguishes bac-teria on the human skin, and this contributes to the fast healing of scratches, wounds and different traumas. Moreover it takes off tiredness, nerve stress, restores strength, recovers good spirits and betters our moods.

In order to acquire these benefits you must just overcome instinctive resistance of the organism to uncommon conditions of the banya. And remem-ber what is not allowed in Russian banya, especially in the first visiting:

•To drink cold drinks.

•To eat before.•To visit the banya if

you have high body tem-perature.

•To climb up the top shelf.

•To drink alcohol. Certainly if you are not a fan of the extreme pastime: burden on your heart multiplies in times. And banya’s pleasure can end with a heart attack. Maximum you can allow yourself is a light beer.

•To douche in a steam room with warm water instead of cold. Exactly because of contrast proce-dures, the visiting of the Russian banya becomes useful and pleasant.

WE ABROADUs and the U.S.

“Goodbye, America, Oohh…” That string from the song of a famous Russian rock band was in my head when I was leaving the USA. It is kind of sad and blue song, and I was feeling blue about leaving, because I had great time and met a lot of nice people.

The first time I came to America was right after gradua-tion from school. All the doors were open for me and I chose one of them, taking part in an exchange program FSA FLEX. That program allows students from Russia and countries of the former Soviet Union to live one year in an average Ameri-can family and go to an aver-age American school. And it is a great experience for every participant. What about me, I finally began to associate the USA not with the government, but with the people, with my friends, with myself.

That year was a little difficult, because it was the first time I was on my own in a foreign country! That’s why it was a great year!

I felt myself, perhaps, as any other foreigner in our city. Mostly it was an interest and kindness from Americans, but sometimes dislike. But you can’t always tell exactly what it is real smile or a mask. American

people are always pleasant, but as I said often it is just a mask. The most famous “How are you?”-question means no more than “Hi”. Nobody really wants to know how you really do, that is why the answer is always “ok”. Russians usually don’t ask you “How do you do?” if we don’t want to know it. And the answer is also fair.

However, I got lucky and my host-family loved me as I loved them. The closest relations I had with my host-father, he was the best friend of mine there. We always hung out together. We’ve been to Florida beach, planted flowers and trees in the backyard, worked at his office, went for mountain skiing, visited concerts, etc. He also came to my graduation.

As it was mentioned above I studied at the average American high school and even graduated with a diploma. Here comes an-other American peculiarity. The students are taught that they are the best country! It’s great to cultivate patriotic youth, but sometimes it is unfair to another world. For example most of Americans think that they won WWII, some of them don’t even know that Russia took part in it.

Another funny thing about Americans is that they are not foolish, as some people like to think. Most of them just don’t know “all that useless stuff”

that we call erudition. But they like to discover everything new. That’s the difference between Us and the US. We think we know a lot, but even if we don’t we don’t want to seem stupid. That’s why Russian people prefer to be silent and don’t ask. Americans are not afraid to look silly and ask everything that comes to their minds. For example I’ve been asked such questions as “Do you still have KGB”, “Are there bears on the streets”, “Do children drink vodka in kinder-garten” and so on.

The second and the last visit to the US was the last summer. I went for job with my friends, but the real goal was having fun, what exactly we did! Though my workday was 16 hours long, I tasted almost all the legal joys that America can offer. One of the strongest impressions was made by New York City. Man-hattan, Queens, Brooklyn, Har-lem, and surely Brighton Beach are not just names of the neigh-borhoods for me now. It was said by billions people billions times, but New York is a great city!

Concluding everything, I can just say that both times I’ve been there I lived with a certain feel-ing that I couldn’t describe. The meaning of that feeling I realized only in Russia. It was a sense of total freedom, confidence in the next day, which I can’t some-times feel even at home.

Blini — The little sun

After caviar, perhaps the most famous Russian dish is Russian Pancakes (Blini).

The blini have ritual significance for the pre-Christian Slavs as a symbol of the sun: they are as round, gold and warm as the sun. Following the tradition Blini are prepared in the end of the winter to honor the rebirth of the sun during Maslenitsa, also known as Pancake Week. Maslenitsa is the time when people let the long-annoying winter out and the long-awaited spring in. The Orthodox Church has carried on this pagan tradition to this day. Blini are traditionally slathered with butter and served with either sour cream or caviar on top. However, they can be served with mushrooms, or sturgeon, cottage cheese, or jams and honey — to any exquisite taste.

Russian pancakes are popular also as everyday meal. We can talk even about the whole (and rather successful) Russian Pancakes fast-food industry. Blini are easy to prepare, they are cheap. At the same time you can taste variety of stuffings: so, you make one product, but the food assortment increases.

At present there are several pancake cafes in Perm. We visited most popular of them for you.
