BOLIVIA: EMERGENCIES FROM 1945 - 2010

During the last 10 years:

• An annual average of 5 national emergencies.

• 1 declaration of emergency every 2 months.

• An annual average of 181 “small” disasters.

Type of disasters:

• 50% floods.

• 10% droughts.

• 10% environmental damage.

LOSSES BY TYPE DISASTER• WB/UNDP/EU/ECLAC provided technical assistance in 4

occasions during the past ten years.

• Significant losses in GDP (El Niño 82/83 represent around 8% of GDP).

• Lesson learned from previous disasters.

DAMAGES BY SECTOR• High impact on primary productive sectors:

agricultural and livestock.

• Extensive damage to infrastructure.

• Joint evaluation Government/WB/ECLAC's 2009 / 2010 shows positive effects of prevention activities.

LIMITATIONS TO RECOVERY EFFORTS• High frequency of disasters affect large proportions of the

Bolivian territory.

• Impact of “small" disasters are not quantify.

• Limited capacity to identify the socio-economic, environmental and livelihood impact.

• Lack of tools to prioritize affected sectors and regions.

• Lack of trained personnel in methodologies with country-specific approach.

• Slow processes of rehabilitations and reconstruction.

• Deterioration of economic and social conditions of the affected population.

DRM FRAMEWORK IMPROVMENTS

• Government decision, technical assistance from WB/GFDRR and ECLAC to strengthen PDNA national capacities:

- Staff capacity-building of the Government/sectors in the PDNA methodology.

- Adaptation of the PDNA methodology.

- Integration of two set of tools (B-HRNA + PDNA).

- PDNA exercise of El Niño 2009 / 2010 led by the GoB.

BOLIVIA PDNA FIELD GUIDE

• The B-PDNA Field Guide is a document of formal

application in the country. It contains:

– Specific legal framework description.

– Organizational structure and mechanisms of

coordination (national, departmental and municipal),

including the EOCs and national platform.

– Sectoral organization that includes coordination

mechanisms with cooperation agencies.

– Detailed methodologies description (step-by-step).

and assessment of risks and analysis of socio-economic impacts

PROPOSED NEXT STEPSExpecting results:

• Support the dissemination and promotion of the B-PDNA Field Guide of the pilot project as a tool to disasters management in the countries of the Andean region.

• Promote research and knowledge to identify, monitor and evaluatethe risk of disaster and to develop early warning system in place.

Main activities

• Workshops of dissemination and training about the field guide infour countries.

• Process of adjustment and adaptation of the field guide to national realities and capabilities.

• Implementation of a pilot project.
