Vernon County 4-H Leader/Parent Federation December 21, 2011
DRAFT Present: Executive Board: Tom Titel-Rainbow Reachers, Jim Hawthorne-Nerison, Tammy Sherry-MM/Rt 56, Joy and Courtney Moser-
Seas Branch Smithies, Leaders: Deb Primmer-MM-Rt 56, Cheryl Rebhahn- MM/Rt 56, Joanne Hornby-DD/BB, Beth Lee-Springville
Superstars, Betty and Brady Nigh-Lucky Clovers, Ann Marie Elwing-Lucky Clovers, Lisa and Zach Servais, Mary Jo Bringe - Rainbow
Reachers, Colleen Pulvermacher – 4-H Youth Development Leader and Special Guest Bill Marohl.
President Tom Titel called the meeting to order at 7:00pm. Pledges were recited.
Secretary’s Report of November 16, 2011 was read, corrections made and motion to accept by Beth Lee, 2nd by Deb Primmer. Motion
carried. Treasurer’s Report was read by Joy Moser. Our money in the Investment Center needs some attention regarding the inactivity fee.
Beth Lee will look into that and report on what they learned. Joanne Hornby made a motion to table till next month for further info on the
rebalance of this fund. 2nd by Mary Jo Bringe. Discussion followed. Motion carried unanimously. Report was given on the food stand with
the breakdown of expenses and discussion on the new building. Beth Lee made a motion to accept the Treasurer’s Report, Deb Primmer 2nd,
motion carried unanimously. Another new rule from the Federal Government is that anyone who makes over $600 will need to be issued a
1099MISC. The Treasurer is bonded and anyone who signs the checks should also be bonded. That will be something new for this year.
We received two requests for donations, one from Relay for Life, which was tabled and one from Viterbo Athletics which we said no to.
Old Business: The Nominating committee will be looking for volunteers for the positions on the Federation Board for Vice-President and
Treasurer. Nominations will be open at the meeting and ballots will be prepared for the meeting at Organic Valley on January 15, 2012.
Recognition Committee: We had 19 youth that applied, and 16 that interviewed. Youth were awarded as follows: 5 for Citizen Washington
Focus, 6 for State Youth Conference, 1 for SWEL/SYC, 1 for National 4-H Dairy Congress, 2 for 4-H National Congress and 1 Key Award.
Resume Packets were handed out for the leaders to look at and will be discussed at the January or February meeting. Discussion on Radio
Ads was table till summer but we need to look at it sooner. Motion from Joy Moser to report back in February and an Ad Hoc Committee
was formed to look into this and report back. Committee consists of Jim Hawthorne, Lisa Servais and Anne Marie Elwing. Joanne Hornby
2nd. Motion carried. We have 13 youth (one letter came postmarked December 1 and was accepted) applying for Space Camp this year. We
will look at rewording the application so it should be in the office by December 1. Policy says that the Federation will fund $200.00 for the
first 6 going to space camp that have not gone before. Motion was made by Beth Lee to fund the first 6 timers and those that have gone
before can still attend but are not funded. This comes after being accepted by the state. If there is a financial hardship issue families are
encouraged to make an appointment with Colleen to explore alternative funding. The motion was 2nd by Mary Jo Bringe. Motion carried
unanimously. Discussion on funding camp counselors who take a leadership role and have a lot of responsibility for the children they are
supervising. Motion made by Deb Primmer that for those youth who apply to be space camp counselors and are accepted will receive the
$200.00 funding. 2nd by Joanne Hornby, motion carried unanimously.
Food stand: The State rules say that people who are in a paid position who are working at the food stand are required to have a contract and
that food stand person will be classified as an Independent Contractor and will need their own insurance and will require proof of insurance
in a timely manner before each event. Our current insurance is for structure and liability if anyone gets hurt. All 4-H members are covered
through the enrollment process. 4-H adults are covered once they have completed the volunteer orientation. Discussion followed on the
food stand and the foodstand subcommittee will get a breakdown of expenses and donations and what they are. Discussion on how
checkbook will be handled when an independent contractor is in charge. It was noted that the current checkbook has been audited and found
to be OK. A motion was made by Joanne Hornby to review the contract and finalize at the January meeting. 2nd by Betty Nigh, motion
carried unanimously.
New Business: Bill Marohl was present to answer budgeting questions that came up. Each project committee (Horse, Dairy, Dog, and
Shooting Sports) is to submit a budget for the year if they need any help with funding. This is a guide for the Budget Committee.
Clarification is still needed in how budgeted money is recorded. Consideration was given to subcommittees being chartered and audited like
the 4-H clubs are. Another issue brought up was approving bills at the federation meeting instead of the current practice, where the office
processes the bills. It was noted that this would add exponentially to the length of the federation meeting. In the past budget requests are
due in December and reviewed in January or February for 2012. The dates of the Budget Committee meetings will be better publicized in
the future through the newsletter, e-mail, etc. Motion made by Joanne to table the topic of the budget at this time. Deb Primmer 2nd.
Motion carried.
Educator’s presentation – Joanne and I participated in the volunteer e-forum which just wasn’t as good as a face to face conference. Next
October the regional volunteer forum will be held in Wichita, KS. My hope is to see the youth ambassadors participate in this excellent
conference by teaching a session on engaging younger youth. Banquet plans are coming together nicely under the direction of the Area 2
clubs. Please plan to join us January 15th at Organic Valley. The Fall Youth Leadership Conference at WI Dells went very well with 204
youth participating. I taught two sessions on completing applications and interviewing for 42 youth. I was on the advisory board and will
continue in that role for 2 more years. Many hours were spent organizing and submitting charter documentation. We only received 6 error
messages, so that was pretty good! Corrections have been made and resubmitted. Volunteer orientation was held in Dec. with 8 new
volunteers, one of whom is a master gardener who would like to share her expertise and passion with 4-H clubs. December newsletter was
printed this afternoon and is on our website. Please note: Camp counselor applications will be available in February. Robotics rally is
coming in March.
Cheryl Rebhahn made a motion to adjourn, 2nd by Joy Moser. Motion carried unanimously. Meeting adjourned by President Titel at
10:15pm.
Respectfully submitted,
Tammy Sherry, Secretary

Vernon County 4-H Leader/Parent Federation DRAFT January 18, 2012 DRAFT
Present: Executive Board: Jim Hawthorne-Nerison, Beth Lee-Springville Superstars, Tammy Sherry-MM/Rt 56, Deb Primmer-MM-Rt
56, Leaders: Joy and Courtney Moser- Seas Branch Smithies, Joanne Hornby-DD/BB, Betty and Brady Nigh-Lucky Clovers, Ann
Marie Elwing-Lucky Clovers, Joe Marley-Retreat Ramblers, Donna Kjelland-Seas Branch Smithies, Colleen Pulvermacher – 4-H Youth
Development Educator. Due to the absence of the President tom Titel, Vice-President Jim Hawthorne called the meeting to order at
7:06pm. Pledges were recited. Installation of New Officers: President- Jim Hawthorne, Vice-President- Beth Lee, Treasurer-Deb
Primmer. Secretary Tammy Sherry has one year left of her commitment. Secretary’s Report of December 21, 2011 was read by those
attending, corrections made, motion to accept by Joanne Hornby, 2nd by Betty Nigh. Motion carried. Correspondence: We received
three thank you notes. They were from Julie Larson (Special Leader award), Cindy Daniels (gift certificate) and Colleen Pulvermacher
(gift certificate) thanking the Federation. Treasurer’s Report. Joy Moser went over the Treasurer’s Report. We need to transfer money
from one bank to another to cover the cost of expenses of our new building. We have not dipped into the reserve since we have started
our new project (food stand). Motion was made by Betty Nigh to transfer $15,000.00 to our checking account from our investment
account. Anne Marie Elwing 2nd. Motion carried. Colleen needs to begin advertising for our Summer Assistant. Historically this has
been a line item in the budget. The Budget Meeting will be January 27, 2012 at 4:15pm at the extension office and anyone interested is
welcomed and encouraged to participate. One of the issues the budget committee will look into is bonding the executive members who
are authorized to sign checks. Motion made to approve the Treasurer’s Report by Anne Marie Elwing and Brady Nigh 2nd. Motion
carried. Old Business: Joyce Sheldon called the office and stated officially that she and Roxie Wehner will not run the 4-H Food Stand.
Colleen explained that we would need a written statement to that effect. Joyce said she would bring that into the office along with the
checkbook and related information. Joyce indicated she would work with the Food Stand Committee on ordering and where to get the
donations. The Food Stand Committee will meet to review the contract required by the state and look at establishing new management.
The Federation appreciates the many years of service Joyce and Roxie have provided for support the 4-H food stand. Please thank them
for all that they have done for our 4-H Food stand. Food Stand update: The entire seating area will be enclosed and openings will have
doors from Swenson Doors. They gave the best bid with installation included. They are looking for cost estimates for counter tops. They
are looking at laminated versus painted plywood. Joy noted from an infection control standpoint that laminate is the best option.
Radio Ad Ad Hoc Committee Recommendations from Anne Marie Elwing are:
1. Sell Ads at a profit for $50.00 each will receive $25, the radio station and 4-H.
2. Write the ads with the help of the summer assistant or parent.
3. PRACTICE the ads.
4. Set up a recording date before leaving the meeting.
5. Call in the Business choices to the Summer Assistant, 1st come 1st serve.
6. Send a letter with a business list, with an example ad.
7. 1st meeting have 4-Her’s come prepared with a draft of ads and dates to record.
Outsiders’ comments: Client, mother, business, board member, parents—Need to make money—Business write off/they know
more polished—Business has the choice to write the ads or not, most do not.—Our Radio ads need to be well prepared before they go
to the station to record them. They can sell more than 3 ads if they want to but three are required for those who have been selected to go
on award trips. They should be done before they go on a trip. Youth should have more practice in writing the ads with an overseer or
ask if the businesses want to write their own. Motion made by Joy Moser to accept the recommendation from the Ad Hoc Committee.
Donna Kjelland 2nd. Motion carried. New Business: Colleen talked about NASCO (an educational field trip for sheep, dairy and beef
project members at Ft. Atkinson) and funding for a bus and that would depend on how many where interested in going. The event will
be in May so we have time to look into this. 2012 WI 4-H Adventure Trips are sponsored by Upham Woods : Devils Lake Rock
Climbing on Aug. 5-8 and Porcupine Mountain Beginning Backpacking trip Aug.19-23. Colleen asked if there would be any funding
available. Discussion followed and a motion was made by Joanne Hornby that $100.00 per person toward these trips would be available
first come first serve. Anne Marie Elwing 2nd. Motion carried. Investment Center: Beth Lee reports that the $75 was a total for the last
5 years of inactivity not for each month the way the statements looked. Rebalance would mean moving the money into three equal
accounts. This account was made to earn interest to help pay for trips. Since the market crashed a few years ago we have steadily lost
money and will cost money to cash out. Beth Lee recommends that we take the money out of the Investment Center and transfer to
checking. Motion made by Betty Nigh to transfer money from Investment Center into checking. Joy Moser 2nd. Motion carried. We
received a request for a donation from Relay for Life which was tabled. Discussion followed. We have donated in the past when we
had a team that went out and collected donations or came from the revenue of the food stand when it was held there. Being we do not
have a team we feel that we should not give the money to them at this time. Motion by Joanne Hornby, 2nd by Deb Primmer. Motion
carried. Recognition Committee: Resume packets were handed out in Dec. for the board members to look at and will be discussed at
the Feb. meeting. Discussion followed on moving the time of the Federation monthly meeting. Motion made by Anne Marie Elwing
for a new Federation meeting time to be the 2nd Wed. at 7:00 pm. Courtney Moser 2nd. Motion Carried. Educator’s presentation –
There were 37 in attendance for officer training @ KVR – great turnout! The annual banquet went well, hats off to the planning
committee and sincere appreciation to Mary Russell on behalf of Organic Valley. This was the first year presenting project activity discs
at the banquet and it went well to give this responsibility to older youth. I am having difficulty getting volunteers to help at Super
Saturday scheduled for Jan. 28th so that will probably be rescheduled. Upcoming events include: Area Animal Science Days Livestock
Leaders meeting Thursday Jan.26 at 7:00 at the Extension Office. Budget Committee Meeting will be held Friday, Jan. 27 at 4:15 pm at
the Extension Office. Leaders Retreat will be held Saturday, Feb. 4, from 10:00am to 2:00pm at the Extension Office. Courtney Moser
made a motion to adjourn, 2nd by Brady Nigh. Motion carried. Meeting adjourned by President Hawthorne at 8:30pm.

SDLT Planning Committee Background information: For the past five years, the Southern District Leadership Team (SDLT) planning committee organized and held the Southern District 4-H Fall Youth Leadership Conferences in Wisconsin Dells. These conferences are a huge success! The committee’s “job” is to plan almost all aspects of the older youth leadership conference; conference theme, T-shirt design, registration brochure, promoting the conference, planning the opening and closing sessions and facilitating the workings of the conference. The ultimate goal of the committee is to create energy and excitement in older youth from across the state attending the Fall Older Youth Leadership Conference. If you are chosen to be part of the planning committee, there is a $40 fee. In 2012, the conference is again open to youth across the state with members of the southern district planning the conference. SDLT planning committee meeting dates below, must be able to attend if selected:
Face to Face meeting, Dane County Extension Office, Sunday, April 29th, 1-3 PM Fall Planning meeting, TBA
Fall Older Youth Leadership Conference, Saturday, December 1 (tentative)
*Planning committee members stay overnight on Friday of Conference weekend for preparations*

Youth Horse Judging Clinic for Youth or Advanced Youth Horse Judgers
The University of Wisconsin-River Falls is offering an educational clinic for youth interested in competitive
horse judging. The clinic is designed to increase the understanding of the objective judging criteria used to
place halter, Western and English performance events typically encountered in most judging contests.
Furthermore, the organization and presentation of oral reasons will be stressed. Individual reasons
instruction with youth will be conducted in several sessions over the two days. The two day program will
be focused toward youth judgers, but would serve as a valuable aid to 4-H, FFA and agriculture education
coaches wishing to improve their horse judging program.
The second day offering is open to advanced youth judgers, instructors and coaches with previous judging
experience. Day two instruction will be on hunt seat equitation, hunter hack and reasons development.
Clinicians will include: Dr. Kris Hiney, the coach of the UWRF horse judging team, industry professionals
and members of the UW-RF Judging Team. Dr. Hiney has coached judging teams for 13 years with two
AQHA World Championship teams, National and Reserve National International Arabian Horse
