Honorable Thomas R. LamontAssistant Secretary of the Army (Manpower & Reserve Affairs)

Mr Thomas R Lamont, Assistant Secretary of the Army (Manpower & Reserve Affairs), is responsible for the supervision of the manpower, personnel and reserve component affairs for the Department of Army In this position, he serves as the Army’s point person for policy and performance oversight of human resources (military, civilian and contractor) training, readiness, mobilization, military health affairs, force structure, manpower management, equal opportunity, equal employment opportunity and other critical matters as part of the Army leadership

On April 27, 2009, President Barack H Obama nominated Thomas R Lamont as Assistant Secretary of the Army (Manpower & Reserve Affairs) and he was confirmed by the U S Senate on May 18, 2009 Prior to his appointment, he was the Chair of University of Illinois Board of Trustees and a longtime Springfield, Illinois attorney and resident partner for the Chicago firms of Gordon & Glickson and Altheimer & Gray, and the historic Springfield firm of Brown, Hay & Stephens, whose members previously included Abraham Lincoln He concentrated his practice in Government Law and Legislative Affairs

In the public arena, Mr Lamont served as Assistant Illinois Attorney General, Executive Director of the Illinois Board of Higher Education, and Special Counsel and Adjunct Professor of Law to the University of Illinois In the mid 1970’s, he served as a Counsel to the Speaker of the Illinois House of Representatives

In 1990, Mr Lamont was elected to the University of Illinois Board of Trustees In addition, he served as a trustee of the State University Retirement System, a member of the Illinois Board of Higher Education, and on U S Senator Alan J Dixon’s Military Academy Appointments Committee

He is admitted to practice before the U S Supreme Court, the U S Court of Appeals for the Armed Forces, U S District Courts and Illinois State Courts

Mr Lamont served as a Judge Advocate General in the Illinois Army National Guard for over 25 years He culminated his career serving as the Illinois Staff Judge Advocate and retired as a Colonel in 2007 His military awards and decorations include the Legion of Merit and the Meritorious Service Medal

Mr Lamont received his bachelor’s degree from Illinois State University in 1969 and earned his law degree from the University of Illinois, College of Law in 1972

Norvel L. “Rock” Dillard Deputy Director for Deputy Assistant Secretary Office of the Assistant Secretary of the Army for Manpower and Reserve Affairs (ASA (M&RA)) Office of Diversity and Leadership

Colonel (Retired) Norvel L Dillard was commissioned as an Adjutant General Officer in 1981 He graduated as a Distinguished Military Graduate with a Bachelors Degree in Mass Communications from Norfolk State University He also received Dual Masters Degrees in Management and Computer Resources Management from Webster University and a Masters Degree in National Resource Strategies from the Industrial College of the Armed Forces

He began his military career in the 1st Corps Support Command at Fort Bragg, North Carolina, in the Assistant Chief of Staff for Materiel and the 18th Personnel and Administration Battalion He was later reassigned to the United States Army Recruiting Command (USAREC) at Fort Sheridan, Illinois, as the Chief of the Personnel Management Branch, 4th Recruiting Brigade and later as the Headquarters Company Commander and Commandant for Headquarters USAREC

He served overseas with the 32d Army Air Defense Command as an Adjutant, Chief of Personnel Services Branch and the Chief of the Enlisted Personnel Branch in Darmstadt, Germany Upon returning from Germany, he was assigned as a Professor at the National Defense University at Fort McNair in Washington, DC, and later as the Information Management Officer of the Enlisted Personnel Management Directorate at the Department of the Army (DA) Personnel Command After Command and General Staff College, Mr Dillard served as a Brigade Operations Officer and Battalion Executive Officer of the 8th Personnel Command in Korea He returned from overseas to serve at the Pentagon as a Personnel Policy Analyst and Integrator in the Office of the Deputy Chief of Staff for Personnel

Mr Dillard was selected to serve as the Battalion Commander for the U S Army Recruiting Battalion Baltimore and the 1st Recruiting Brigade’s Operations Officer at Fort Meade, MD He then attended the Industrial College of the Armed Forces in Washington, D C , which was followed by an assignment as the Chief of Enlisted Accessions in the Directorate of Military Personnel Management in the DA G-1 Mr Dillard then departed the Pentagon to serve as the Deputy Brigade Commander of the 1st Recruiting Brigade at Fort Meade, MD In October 2007, he was selected as the Deputy Director of ASA(M&RA) EEO and Civil Rights and assumed the duties of the Deputy Assistant Secretary of the Army for Diversity and Leadership in 2009

Mr Dillard’s awards and decorations include the Legion of Merit, Defense Meritorious Service Medal, the Meritorious Service Medal with six oak leaf clusters; the Army Commendation Medal, the Army Achievement Medal with three oak leaf clusters; and the Parachutist, Air Assault, Department of the Army Staff and Recruiting Badge He was selected as the National Association of Equal Opportunity in Higher Education Alumnus of the Year in 2006, received the Association of Military Recruiters and Counselors Merit Award in 2007 and was inducted into the Norfolk State University ROTC Hall of Fame in 2008 He is married to the former Pearl (Denise) Scott and has two sons, Norvel II and Niekko

Angela G. LoveFederal Women’s Program Director/ Gender Oversight Office of the Assistant Secretary of the Army (Manpower and Reserve Affairs) Office of Diversity and Leadership

Ms Angela Love joined Headquarters Department of the Army in November 2004 She serves as the Gender Oversight/Federal Women’s Program Director in the Office of Diversity and Leadership for the Department of the Army (DA) Ms Love is responsible for policies and programs affecting the advancement, outreach and career opportunities for women within DA She has also served as the Black Employment Program Director for DA from 2006-2008 She has over twenty-nine

years of government service as an EEO Careerist

Ms Love began her career with Department of the Army in 1981 as a cooperative education student at Fort Campbell, KY while studying at Austin Peay State University (APSU) in Clarksville, TN Upon graduating with a focus in Speech Theatre Communication and Sociology, she was selected as an EEO Specialist (Intern) also at Fort Campbell, KY From 1986-1989 she served as the Federal Women’s Program Manager, Complaints Manager and Equal Opportunity Officer while assigned to the Presidio of San Francisco, CA

From 1989-1998 she was selected and served as the EEO Officer for 80th Area Support Group, NATO/SHAPE in Chievres, Belgium wherein she was responsible for the entire US Army Garrison (USAG) BENELUX footprint which includes Belgium, the Netherlands, Great Britain, Luxembourg, France and the northern German states

From 1998-2002 she was selected for a promotion with the US Army Corps of Engineers (USACE) Pittsburgh District as the EEO Officer While at USACE, Pittsburgh District, she supervised a staff of four full-time and fifteen collateral duty personnel While in this position she assisted in implementing their consent decree

From 2002-2004 she joined Defense Finance and Accounting Services (DFAS) as their agency Workforce Diversity Program Manager prior to transferring to Department of the Army’s Equal Employment Opportunity Office of Civil Rights in 2004

Ms Love is a 1993 graduate of the Army Management Staff College and has served as an adjunct faculty member for the Defense Equal Opportunity Management Institute (DEOMI) at Patrick Air Force Base, Florida In 2002 she was named as a Kentucky Colonel by the Governor of the State

She has served as a keynote speaker for numerous special emphasis events and is a certified instructor in various facets of Equal Employment Opportunity to include complaint processing and prevention of sexual harassment Ms Love has been a certified trainer in prevention of sexual harassment for twenty-seven years She is a member of Federally Employed Women (FEW) and the National Council of Negro Women, Inc Ms Love is an active member of Metropolitan Baptist Church where she serves with the Usher’s Ministry Ms Love resides in Arlington Virginia

Major General Farrisee earned a Bachelor of Arts Degree in Sociology from the University of Richmond and was commissioned in the Adjutant General’s Corps She is a graduate of the AG Officer Basic Course, AG Officer Advanced Course, and the Army Command and General Staff College She earned a Master of Science Degree in National Resource Strategy from the Industrial College of the Armed Forces, National Defense University

Colonel Adrienne Fraser Darling hails from the Empire state and was raised in Nyack on the Hudson Educated by the Ursline Community, she received her under graduate degree in German Language and Studies from The College of New Rochelle, New Rochelle New York

On continuous active duty since 1981, she has been challenged in a variety of staff billets to include: Adjutant, Marine Wing Support Group-17, Okinawa Japan; Adjutant/

S-1 Officer, Corrections Battalion, Camp Pendleton, CA;, Congressional Liaison Office, House of Representative; ) G-1, Fleet Marine Forces (Europe); Country Director for North Africa, Under Secretary of Defense for Policy, OSD; Head of Enlisted Assignments and Retention, USMC Headquarters, Manpower Management Division; Senior Military Assistant USD (P & R); and Military Assistant to the OSD Obama Transition Task Force Col Fraser Darlings last served as the President of the Naval Discharge and Review Board Washington Navy Yard before assuming her current position as Military Director, Defense Department Advisory Committee for Women in the Services (DACOWITS)

Col Fraser Darling has had the marked privilege of leading Marines as a Company Commander, H & S CO, Corrections Battalion; Commanding Officer, 4th Recruit Training Battalion Recruit Training Regiment, Parris Island, the only female recruit training battalion in the USMC ;and most recently as the Commanding Officer of H & S Battalion while serving concurrently as Camp Commander, Camps Foster, Lester and Butler, Okinawa, Japan

Col Fraser Darling attended the USMC Amphibious Warfare School, Quantico VA, the Naval War College, Newport RI and the Army War College, Carlisle PA resident courses She earned an MBA in Business Management from United States International University, San Diego, CA and an MS in National Security and Strategic Studies, from Naval War College

Colonel Deborah S Stuart enlisted in the military in 1976 and attended Basic Combat Training at Fort McClellan Alabama, followed by Advance Military Training at Fort Huachuca Arizona She separated from the military after three and a half years on active duty as a Military Intelligence Analysis She traveled with her husband 2LT James Stuart to Germany, and enrolled in college courses at the University of Maryland The Stuart’s were reassigned to Texas and she enrolled in the University of Texas and joined the ROTC program, graduating in 1986 as a Distinguished Military Graduate, and receiving a commission

into the Adjutant General Corps

Lieutenant Colonel - Pauline A. HaughtonChief of Women in the Army Human Resources Readiness Division, G-1

LTC Pauline A Haughton is a native of St Thomas, Jamaica, West Indies She began her military career as a Private in 1982, attending Basic Training and Advanced Individual Training (AIT) at Fort Jackson, South Carolina She received her commissioned as a Distinguished Military Graduate, Reserve Officer Training Corps (ROTC) in 1989 and was commissioned in the Signal Corps LTC Haughton earned a Bachelor of Arts Degree in Sociology, Hunter College, City University of New York, and a Masters of Arts Degree in Organizational Communication, Bowie State University, Maryland

LTC Haughton is a graduate of the Signal Officer Basic and Advanced Course, COMSEC Custodian Course, Supply and Maintenance Officer Course, Local Area Network (LAN) Course, and the resident Command and General Staff College, Fort Leavenworth, Kansas

General Ann E. Dunwoody U.S. ARMy MATeRieL CoMMAND CoMMANDiNG GeNeRAL

General Ann E. Dunwoody assumed the duties as the U.S. Army Materiel Command’s Commanding General on November 14, 2008. AMC is one of the largest commands in the

Army with more than 66,000 employees and impacts or has a presence in 48 states and 127 countries.

General Dunwoody received a direct commission as a Quartermaster officer in 1975, after graduating from the State University of New York at Cortland. She later earned a Master of Science Degree in Logistics Management from the Florida Institute of Technology in 1988 and a Master of Science Degree in National Resource Strategy from the Industrial College of the Armed Forces in 1995.

Her command assignments include: the 226th Maintenance Company Fort Sill, OK; 5th QM Detachment (ABN) Kaiserslautern, Germany; the 407th Supply and Service Battalion/ 782d Main Support Battalion (MSB) Fort Bragg, NC; the 10th Division Support Command (DISCOM) Fort Drum, NY; the 1st Corps Support Command Fort Bragg, NC; the Military Traffic Management Command (MTMC)/Military Surface Deployment and Distribution Command (SDDC) Alexandria, VA; and the Combined Arms Support Command (CASCOM) Fort Lee, VA. She most recently served as AMC’s Deputy Commanding General.

Her key Staff Assignments include 82d Division Parachute officer; strategic planner for the Chief of Staff of the Army (CSA); Executive Officer to the Director, Defense Logistics Agency; and Deputy Chief of Staff for Logistics G-4. She deployed with the 82d as the Division Parachute Officer for Desert Shield and Desert

Storm from September 1990 to March 1991, and in 2001, as 1st COSCOM Commander she deployed the Log Task Force in support of OEF1 and stood up the Joint Logistics Command in Uzbekistan in support of CJTF-180. As Commander of SDDC, she supported the largest deployment and redeployment of U.S. forces since WWII.

Her awards and decorations include: the Distinguished Service Medal with Oak Leaf Cluster; Defense Superior Service Medal; Legion of Merit with two Oak Leaf Clusters; Defense Meritorious Service Medal; Meritorious Service Medal with Silver Oak Leaf Cluster; Army Commendation Medal; the Army Achievement Medal; the National Defense Service Medal with Bronze Star; SWASM (2 campaign stars); and the Kuwait Liberation Medal. Her badges include the Master Parachutist Badge and the Parachute Rigger Badge.

She has been recognized as a 2001 Distinguished Alumni for the State University of New York at Cortland, the 2004 recipient of the National Defense Transportation Association’s DoD Distinguished Service Award, the 2007 recipient of the Military Order of the World Wars (MOWW) Distinguished Service Award and the 2009 recipient of the Association of the Industrial College of the Armed Forces Eisenhower Award. She also received an honorary Doctorate of Humane Letters from the State University of New York at Cortland in 2009.

General Dunwoody has been married to Colonel Craig Brotchie, USAF (Retired) for 20 years. They have one puppy, Barney.

Sec. 5. Federal Interagency Plan. The Council shall, within 150 days of the date of this order, develop and submit to the President a Federal interagency plan with recommendations for interagency action consistent with the goals of this order. The Federal interagency plan shall include an assessment by each member executive department, agency, or office of the status and scope of its efforts to further the progress and advancement of women and girls. Such an assessment shall include a report on the status of any offices or programs that have been created to develop, implement, or monitor targeted initiatives concerning women or girls. The Federal interagency plan shall also include recommendations for issues, programs, or initiatives that should be further evaluated or studied by the Council. The Council shall review and update the Federal interagency plan periodically, as appropriate, and shall present to the President any updated recommendations or findings.Sec. 6. General Provisions. (a) The heads of executive departments and agencies shall assist and provide information to the Council, consistent with applicable law, as may be necessary to carry out the functions of the Council. Each executive department and agency shall bear its own expense for participating in the Council.(b) Nothing in this order shall be construed to impair or otherwise affect:(i) authority granted by law to an executive department, agency, or the head thereof; or(ii) functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.(c) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.(d) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

At the direction of the Chair, the Council may establish subgroups consisting exclusively of Council members or their designees under this section, as appropriate.(b) Administration of the Council. The Department of Commerce shall provide funding and administrative support for the Council to the extent permitted by law and within existing appropriations. The Chair shall convene regular meetings of the Council, determine its agenda, and direct its work. The Chair shall designate an Executive Director of the Council, who shall coordinate the work of the Council and head any staff assigned to the Council.Sec. 3. Mission and Functions of the Council. The Council shall work across executive departments and agencies to provide a coordinated Federal response to issues that have a distinct impact on the lives of women and girls, including assisting women-owned businesses to compete internationally and working to increase the participation of women in the science, engineering, and technology workforce, and to ensure that Federal programs and policies adequately take those impacts into account. The Council shall be responsible for providing recommendations to the President on the effects of pending legislation and executive branch policy proposals; for suggesting changes to Federal programs or policies to address issues of special importance to women and girls; for reviewing and recommending changes to policies that have a distinct impact on women in the Federal workforce; and for assisting in the development of legislative and policy proposals of special importance to women and girls. The functions of the Council are advisory only.Sec. 4. Outreach. Consistent with the objectives set out in this order, the Council, in accordance with applicable law, in addition to regular meetings, shall conduct outreach with representatives of nonprofit organizations, State and local government agencies, elected officials, and other interested persons that will assist with the Council's development of a detailed set of recommendations.

Policy. Over the past generation, our society has made tremendous progress in eradicating barriers to women's success. A record number of women are attending college and graduate school. Women make up a growing share of our workforce, and more women are corporate executives and business owners than ever before, helping boost the U.S. economy and foster U.S. competitiveness around the world. Today, women are serving at the highest levels of all branches of our Government.Despite this progress, certain inequalities continue to persist. On average, American women continue to earn only about 78 cents for every dollar men make, and women are still significantly underrepresented in the science, engineering, and technology fields. Far too many women lack health insurance, and many are unable to take time off to care for a new baby or an ailing family member. Violence against women and girls remains a global epidemic. The challenge of ensuring equal educational opportunities for women and girls endures. As the current economic crisis has swept across our Nation, women have been seriously affected.These issues do not concern just women. When jobs do not offer family leave, that affects men who wish to help care for their families. When women earn less than men for the same work, that affects families who have to work harder to make ends meet. When our daughters do not have the same educational and career opportunities as our sons, that affects entire communities, our economy, and our future as a Nation.The purpose of this order is to establish a coordinated Federal response to issues that particularly impact the lives of women and girls and to ensure that Federal programs and policies address and take into account the distinctive concerns of women and girls, including women of color and those with disabilities.Sec. 2. White House Council on Women and Girls. There is established within the Executive Office of the President a White House Council on Women and Girls (Council).(a) Membership of the Council. The Council shall consist of the following members:(1) the Senior Advisor and Assistant to the President for Intergovernmental Affairs and Public Liaison, who shall serve as Chair of the Council;(2) the Secretary of State;(3) the Secretary of the Treasury;(4) the Secretary of Defense;(5) the Attorney General;(6) the Secretary of the Interior;(7) the Secretary of Agriculture;(8) the Secretary of Commerce;(9) the Secretary of Labor;(10) the Secretary of Health and Human Services;
