Motions from the Unapproved Minutes of the Regular Council Meeting

May 22, 2013, 6:00 pm

MOTION a

It was moved by Councillor Paquette, seconded by Councillor Hudson, to grant an extension of time for noise emission on July 13, 2013 from 11pm to 12 am for the operation of a disc jockey at the Hillsdale House Inn under the provisions of the Orderly and Peaceful Conduct By-law Section 6(1). CARRIED. MOTION b It was moved by Councillor Paquette, seconded by Councillor Hudson to waive the application fee of $50 for an exemption under Section 6(1) of the Orderly and Peaceful Conduct By-law; and that the owners of Hillsdale House Inn be notified that future requests for exemptions under the by-law will require an application fee. CARRIED. MOTION c

It was moved by Councillor Paquette, seconded by Councillor Hudson to accept the Inter-municipal Emergency Services Agreement and to authorize Mayor Tompkins and CAO St-Amour to sign the agreement. CARRIED. MOTION d

It was moved by Councillor Hudson, seconded by Councillor Paquette to offer a letter of support for the proposal of the Annapolis Heritage Society’s Proposed Ownership of 2 Local Lighthouses located at Shaffner Point (Port Royal) and Victoria Beach. CARRIED. MOTION e

It was moved by Councillor Paquette, seconded by Councillor Hudson that the Town of Annapolis Royal not join Regional Enterprise Network 3 at this time, that the decision be reconsidered in 2014 and that municipal units identified within the Regional Enterprise Network 3 be advised of this decision. CARRIED. MOTION f It was moved by Councillor Hudson, seconded by Councillor Mersereau that the Town of Annapolis Royal not approve a reduction of the water utility bill dated March 31, 2013 in the amount of $732.70 for customer number CALDJ001 and that the owner of 162 164 St. George Street be given the option to have the meter removed and tested and if the meter is found to be faulty that the Town will pay for the test and a new meter and that Council would re-consider the utility bill; and if the meter is accurate, the owner would be responsible to pay for costs of removal, testing and reinstallation. CARRIED. MOTION g

It was moved by Councillor Mersereau, seconded by Deputy Mayor Power that the Town of Annapolis Royal Human Resources policy be amended to reflect the mileage rate be set at the current provincial rate on an annual basis. CARRIED. MOTION h

It was moved by Deputy Mayor Power, seconded by Councillor Paquette that the owner of 178 St. George Street be allowed to plant perennials, only around the sign in the Town right-of-way between the sidewalk and Lower St. George Street, that she not be allowed to make claims of ownership of the public right-of-way; that the Town requires the property to be reinstated, at the property owner’s expense if the landscape is in disrepair and/or not maintained; and that the Town will not be responsible for reinstating the “landscaping” if for whatever reason it has to be removed for public purposes. CARRIED. MOTION i

It was moved by Councillor Paquette, seconded by Councillor Hudson that the taxes be written off (forgiven) for the following Town owned properties roll numbers and accounts: Roll number 04997409 in the amount of $2,959.43; and Roll number 00092398 in the amount of $680.85. CARRIED. MOTION j

It was moved by Councillor Hudson, seconded by Councillor Mersereau that Council give heritage approval to the applicant at 393 St. George Street to replace the current steps to wooden steps at the side of the building, providing the requirements of the land use by-law are met. CARRIED. MOTION k

It was moved by Councillor Mersereau, seconded by Deputy Mayor Power to write a letter to King’s Theatre Society to request that the front doors be maintained with an annual coat of varnish. Further, as the Planning and Heritage Advisory Committee understands that a window replacement project is being considered and if the King’s Theatre Board is considering replacing the windows on the main floor ,that Council recommends that the integrity of the front facade be preserved and that wood windows be retained. Council further requests financial details to be submitted to Council regarding planned expenditures up to $4,000 allocated in the Town of Annapolis Royal 2013/14 budget and that the Society also provide a priority list of capital items being considered over the next few years. CARRIED.

the summer months.

5 Year Tourism Strategy Released The Nova Scotia Tourism Agency released a five-year tourism strategy on Friday, May 24th, that aims to increase the number of overnight visitors by one per cent annually through a more co-ordinated approach to industry development and promotion. The plan, the result of more than a year of consultations involving government, industry and other stakeholders, was created to help end a decade of gradual decline in the province’s tourism sector. Besides hiking visitor numbers, the goal is also to grow tourism revenues by four per cent a year, as well as maintain the number of room nights sold outside Halifax at 2012 levels. TIANS president Darlene Grant Fiander said another focus is putting policy in place to address some of the challenges facing the industry, including a need for better transportation links and updated infrastructure.
