Despite being able to show only what is on the surface of this complex entity ‘university’, rankings enjoy a high level of acceptance among stakeholders and the wider public and they do have impact. But its simplicity and consumer-type information also makes them controversial since they represent a fixed moment in time and a limited lens on institutional performance.

One of the common criticisms of university rankings is that their methodologies do not always manage to accurately capture the different features and characteristics of different geographical and cultural settings. So, whilst a global ranking seeks to identify truly world class universities, a regional ranking needs to adapt to the realities of the region. Exactly that narrower geographic focus enables us to dig deeper and develop richer datasets not only placing universities of the region into sharper contrast with each other but also stressing a particular definition of that region.

QS has been publishing a global university ranking since 2004, and regional rankings since 2009, acknowledging the fact that the international higher education landscape is changing and that universities from the developing world will without doubt play a crucial role in tomorrow’s higher education.

Nunzio Quacquarelli, CEO of QS says: “Particularly in the Arab region, education has been witnessing rigorous moves toward internationalization, such moves have been supported by educational institutions in public and private sectors in the area, aspired to equip younger generations with contemporary and robust education aligned to international standards/practices.” A trend that was already reflected as part of an international project by the Institute of International Education (IIE) and the Lebanese

Association for Educational Studies in 2012 that intended to lead to a better understanding of the strengths and weaknesses of higher education across the Middle East and North Africa.

With this in mind, the QS Intelligence Unit executed its pilot edition of the QS University Ranking: Arab Region in November 2014 enabling us to dig deeper into what is happening in the developing economies of the Arab world. Rather than solely as source of information pertaining to quality, this full version of the ranking should also be seen as a tool that can help improve transparency and accountability in the regional and global market of higher education.

Based on an extensive consultation undertaken with university leaders in the region aiming to identify a strong yet practical methodology, the main rankings table is compiled based on nine distinct indicators – Academic Reputation, Employer Reputation, Faculty Student Ratio, International Faculty, International Students, Staff with PhD, Web Impact, Papers per Faculty and Citations per Paper, emphasising the importance of research collaborations, the relevance of an international faculty and international student body and the bridge between universities and employers, which remain a unique key feature of our ranking systems.

However, opportunities and challenges lie in the rapid development of and diversity of higher education in the Arab Region. We therefore strive to widen the level of engagement we have established with universities and we are confident that the rankings project will catalyse cooperativeness among universities regionally and internationally.

COMPARING AMBITIONSFAST-EVOLVING AND DIVERSE UNIVERSITIES IN THE ARAB WORLD

The first full university ranking for the Arab world includes institutions from 15 of the 21 countries that are eligible for inclusion. But the strength of the leading universities in Saudi Arabia stands out as they take three of the top four places.

QS was one of three ranking organisations to publish a provisional ranking for the region in the past year. Today’s exercise is the both the first confirmed Arab ranking and the most comprehensive, featuring 100 universities.

As in the provisional ranking, King Fahd University of Petroleum and Minerals, in Dhahran, Saudi Arabia, emerges as the region’s top institution, finishing in the top 20 on six of the nine indicators. The American University of Beirut (AUB) is less than a point behind and is the favourite choice of employers.

There have been no changes of methodology since last year’s provisional ranking, which was the product of lengthy consultation in the region. QS had hoped to add citations in Arabic, but was unable to find a reliable source. The search is continuing for future editions of the ranking.

The methodology has been discussed this year at the QS Maple conference, in Doha, and the MENA-AIR conference in Byblos, Lebanon. Like the other regional rankings produced by QS, it includes measures that do not feature in the QS World University Rankings. Data from the Webometrics ranking are used, for example, to show universities impact online. While half of each university’s score comes from the two reputational surveys, 20 per cent is from the poll of employers (twice the percentage in the World Rankings) and only 30 per cent from academics.

More than 3,720 academics and 2,489 employers have contributed views for the new ranking, which also takes into account staffing levels, the proportion of academics with a PhD, the number of research papers per faculty member and the number of citations per paper, as well as the proportions of international faculty and students, and web impact.

Almost 260 institutions were evaluated during the exercise and 194 had enough data to be ranked, as well as being sufficiently broad-based to be included. Of these, 100 appear in the published ranking, with those below 50th place grouped together in bands of ten because the scores become too close to separate each university reliably.

Universities in the 21 countries in membership of the Arab League were eligible for inclusion. But no data could be collected on universities in Syria, and the universities of Mosul and Tikrit, in Iraq, were reported to be closed at the time that the ranking was compiled. However, other institutions in Iraq are included, with the University of Baghdad rising eight places since last year’s provisional ranking and making the most progress among those in the top 20.

Saudi Arabia has the largest number of universities in the ranking, at 19, while Egypt has 15 and the United Arab Emirates (UAE) 13. Egypt, Jordan and the UAE each have two universities in the top ten, while Saudi Arabia has three and Lebanon one.

The results correlate well with those in the provisional ranking: the average change in position in the top 50 is 0.66. The most significant move in the top 50 is by Notre Dame University - Louaize (NDU), in Lebanon, which has risen 30 places after improved polling among both academics and employers.

The provisional ranking caused considerable interest in the region, with Arab World reporting that students in Saudi Arabia were “ecstatic” at the performance of their leading universities. Mansour Elhabonym, an undergraduate at KSU, was quoted as saying: “It is really great that our universities are doing well as against other good universities in the Arab countries, which makes us feel proud of the great achievement in the education sector.”

Saudi Arabia has invested heavily in higher education in recent years. King Saud University, in Riyadh, topped the polling among academics and is also considered to have the strongest web profile. It finishes in third place in the new ranking, with King Abdul Aziz University, in Jeddah, in fourth position.

L’Université de Sousse, one of Tunisia’s five representatives in the new publication, is the only institution to enter the top 50 since the provisional ranking appeared.

The ranking reflects the diversity among universities in the Arab region. Nine of the top 20 are classified as ‘extremely large’, some with as many as 200,000 students. Most are fully comprehensive, public institutions, and relatively few have a strong research focus.

Nine of the universities in the ranking are classified as ‘new’, at less than ten years old, while another 27 are described as ‘young’. The American University of Sharjah, in the United Arab Emirates, is the highest-placed of these, in seventh position and established only in 1997.

Nine of the top 20 are classified as ‘extremely large’, some with as many as 200,000 students.
