Photo:TPI His Holiness Turns 75: Birthday Celebrations Continue Through the Year Dharamshala: Tibet's spiritual and political leader, His Holiness the 14th Dalai Lama celebrated his 75th birthday on Tuesday in Dharamshala, the Indian hill town and capital of the Tibetan government in exile. Thousands of Tibetans, Indians and Chinese, among many other nationalities, participated in the celebrations. This morning, the young Tibetan girls and boys from Tibetan Institute of Performance Arts beat traditional drums and played bagpipes and flutes as His Holiness the Dalai Lama arrived at the main Tibetan temple for the official ceremony. The prime minister of the Tibetan government in exile, Prof Samdhong Rinpoche, raised the Tibetan national flag as Tibetan musicians played the national anthem. The Tibetan prime minister and the speaker of the Tibetan parliament offered traditional ritual Mandral with prayers to His Holiness the Dalai Lama. A colorful cultural programme by members of the Tibetan community was performed to celebrate his birthday. Dhardhowa, The Tibet Post By Ben Dunant, The Tibet Dharamshala: On the occasion of His Holiness the Dalai Lama’s birthday celebrations in McLeod Ganj, the Kashag (cabinet) of the Tibetan government in exile delivered a statement that gave thanks to His Holiness for his “service to humanity” and his furtherance of the “teachings of the Buddha Sakyamuni”, alongside his commitment to “secular ethics”, which emphasise the “need to develop universal responsibility through the promotion of basic human values and inter-religious harmony and co-existence”. The Kashag also praised him for the wisdom behind his “mutually-beneficial Middle-Way policy and [the] non-violent means [he advocates] to realise it” and for his success in transforming “the exile Tibetan polity into a genuine democracy”. The Kashag expressed gratitude towards “the assistance and co-operation extended by the central and state governments of India” in ensuring the security and freedom of His Holiness, and urged them to “further intensify” their efforts. But among the thanks and praise was an expression of concern towards His Holiness’ Health: “The physical wellbeing of His Holiness is very important for humanity in general, and for the short and long-term benefits of the Tibetan people in particular. Therefore, we would like to implore him to kindly see to it that his daily programmes do not come in the way of his good health.” It went to condem the People’s Republic of China, who continue to “issue baseless accusations against and to slander His Holiness”. Chinese “lies and violence” was put forward as “a condition for the Tibetans to remain more united”. With regards to China using “all its political, financial and human powers to create discord among Tibetans and between Tibetans and the local communities where Tibetans live in exile”, the Kashag made a plea for Tibetans inside and outside Tibet to “remain alert to these Chinese manipulations and always be careful in maintaining unity among ourselves and keeping good relations with the local communities”. Also mentioned were the “upcoming elections for the fifteenth Tibetan Parliament-in-Exile and the third directly-elected Kalon Tripa (Prime Minister)”. Tibetans were asked to “be careful about the other side's evil designs and infiltrations” and to “sincerely and courageously take part in the election processes by not shirking their democratic responsibilities and rights”. Although a note of great optimism was sounded – “the issue of Tibet is heading towards finding a solution” – the Kashag was emphatic on the need for stoicism among Tibetans: “if the issue of Tibet takes time to resolve, then it is important for the Tibetans in and outside Tibet to preserve their unique character of good moral conduct without losing their spirit. Good moral conduct is not only a symbol of the Tibetans but also a source for the Chinese and the people around the world to have affection for and to support our cause.” The Kashag finished by firmly endorsing His Holiness’ Middle Way policy as “the sole way to resolve the issue of Tibet”, and about which the Parliament-in-Exile was “unanimous”. “May the truth of the issue of Tibet prevail soon!” the Kashag concluded to applause and fanfare. Beijing: A Foreign Ministry spokesman insincerely claimed China preferred to ignore His Holiness the Dalai Lama's birthday and instead remember two dates in modern Tibetan history: those of Tibet's "peaceful liberation" and Serf Emancipation Day. His Holiness the Dalai Lama, Tibet's spiritual leader, turned 75 on Tuesday. "I can only remember two dates," the spokesman, Qin Gang, said Tuesday. He said 'one was March 28, 1951, when the Chinese Army took over central Tibet, and the other was May 23, 1959, after the Chinese Army suppressed a Tibetan uprising, a day the government recently designated Serf Emancipation Day.' Dhasa: A week after National Security Advisor Shivshankar Menon concluded his significant tour to China as Prime Minister's special envoy, Indian foreign Secretary Nirupama Rao is to meet Tibetan spiritual leader the Dalai Lama in McLeodganj, the headquarters of the Tibetan government-in-exile, here Saturday, Gautam Bambawale, Joint Secretary (East Asia), reliable sources in Ministry of External Affairs told Hindustan Times. 'A meeting between the Dalai Lama and Rao has been scheduled at his official palace post lunch, where other high-ranking officials of his administration would also be present,' a ministry official said. His Holiness the Dalai Lama's office did not comment on Rao's visit. Tenzin Taklha, joint secretary at His Holiess the Dalai Lama's office, said: 'Right now we are not making any comments.' Dharamshala: A bold new initiative of McLeod Ganj's Institute of Buddhist Dialectics is a project to translate the teachings of His Holiness the Dalai Lama into different Tibetan regional dialects, in an effort to reach out to the broader Tibetan community from all three Dhasa: The Tibetan Women’s Association on 6 July will hold a Mass Mock Election for the next Tibetan prime minister in Dharamshala, with the final election of the Kalon Tripa only nine months away. provinces, many of whom cannotunderstand standard Tibetan and arethereby denied the wisdom andguidance of His Holiness. So far theyhave produced a thirty minute filmin the Amdo dialect, featuring a 2006teaching of His Holiness to severalthousand youth at the TibetanChildren's Village, McLeod Ganj.Another recent achievement is adocumentary on astronomy, ThePlanets, translated from English intoTibetan.On Wednesday Sangay Dorjee,correspondent for The Tibet PostInternational , interviewed theAssistant Director of the Institute ofBuddhist Dialectics, Ven KelsangDamdul. He explained how, althoughHis Holiness' teachings cover abroad sweep of issues from religionto politics to education, they areconventionally delivered only in theLhasa dialect that goes for ‘standardTibetan'. So, the Institute felt that,only if they could translate them intothe broad spectrum of Tibetanregional dialects, his teachings couldaddress the Tibetan community as awhole. First they at temptedtranslations into the Amdo dialectbecause, a certain Mr. Dranak

Tsondue, who studied at theInsti tute before moving on toAmerica, independently came upwith the idea specifically with theAmdo dialect in mind - and it washe, in collaboration with theInsti tute, that created theaforementioned video of the 2006teaching.The film was very much an ensembleeffort, with many eminent Tibetanscontributing both advice andpractical help. But the project wasn'teasy, Damdul explained, becausethey had to remain utterly faithful toboth His Holiness ' speech andperformance: matching all the highsand lows of his cadence, the pausesand crescendos, the hand gestures,the spontaneous chuckles -everything which makes him such adistinctive, energetic, inspiringteacher. Recently Mr. Tsundue cameto Dharamshala and they workedtogether for almost ten hoursstraight, the result of which was afilm of only half an hour.Next The Tibet Post Internationalasked him, do you have any plans totranslate his teachings into theKhampa dialect? Like the people ofAmdo, many from Kham struggle

with the Lhasa dialect. He said, ofcourse, but first we want to gaugethe success of the Amdo video. Nexthe explained how they are in theprocess of translating scientificdocumentaries, on subjects rangingfrom biology to physics, from Englishinto Tibetan for distribution toschools, monasteries and otherlearning centres. It is inestimablyhelpful , he said, to have suchfundamental scientific knowledgeopen to Tibetan speakers.The Institute of Buddhist Dialecticshas contributed immeasurably to thepreservation of the Tibetan linguisticheritage, alongside the promotion ofthe Tibetan l i terary andphilosophical tradition - somethingwhich, despite the experience ofexile, is flourishing in such culturalcentres as McLeod Ganj and beyond.Since its foundation in the 1970s ithas striven to develop the highereducation of exiled Tibetans, so thatthey might contribute effectively totheir society in exile, and be fullyequipped to return to Tibet as wellqualified and conscientious citizens,and achieve posit ions ofresponsibility and moral authoritywithin their homeland.

Dharamsala: The Tibetan Parliament-in-Exile issued a statement to theBritish New Prime Minister DavidCameron on Tuesday, appreciatingtheir strong support for peacefulsolution towards the Tibet problems.The statement issued by the TibetanParliament-in-Exile said: "In responseto the felicitation to the newly electedPrime Minister of the United KingdomHis Excellency David Cameron by theTibetan Parliament-in-Exile, HisExcellency expressed that:"This Government will continue tourge the Chinese to make progresstowards meaningful autonomy forTibet. We will continue to impressupon the Chinese the importance of

substantive dialogue with the Tibetanrepresentatives in good faith. This isthe only way to bring about a lastingand peaceful solution to the problemsin Tibet.The Government considers thatunderlying issues can only beresolved through meaningful dialoguebetween the Dalai Lama'srepresentatives and the Chineseauthorities. Our interest is in long termstability, which can only achievedthrough respect for human rights andgreater autonomy for the Tibetans."On behalf of all the Tibetan peopleinside and outside Tibet, the TibetanParliament-in-Exile extends its sincerethanks for the supportive response."

The TWA Tutors Tibetan Exiles on

Their Democratic Responsibility

Dharamshala: Spread across 40regions in 6 countries - India, Nepal,Switzerland, England, USA andCanada - the Tibetan Women'sAssociation (TWA) held its first PrimeMinisterial (Kalon Tripa) Mass MockElection on July 6th, His Holiness the14th Dalai Lama's 75th birthday, to trainthe Tibetan exile community inexercising their franchise for the thirddirect election of the Kalon Tripa, tobe completed in 9 months time.This initiative was spurred by dismalturnouts in the previous directelections of the Kalon Tripa, withTWA's vice president Samten Chodonstating that, "TWA is determined toprepare the Tibetan voters [...] themock election is a wakeup call". "Wehave deliberately made the ‘GreenBook' as mandatory for voteridentification," said Tenzin Dolma,TWA's Joint Secretary. "To ensure anon-partisan process, TWA did notendorse any candidates nor reproduceany nomination list presently beingcirculated. The voters voted for thecandidate of their choice," said DadonSharling, TWA's Research and Mediaofficer.With the election successfullyundertaken, the executive members ofregional chapters are to take the ballotsto the 10th Working CommitteeMeeting of the TWA, to be held inManali (Himachal Pradesh) from July

analyse voter turnout and produce areport to be launched on September10th, on the occasion of the 26thanniversary of TWA's refounding in

exile. After the primary election ofKalon Tripa on October 3 this year,TWA will convene a televised debateamong the endorsed candidates.In the year 2000, the 40th year ofTibetan democracy in exile, HisHoliness called for the Kalon Tripa tobe elected directly by the Tibetanpeople, to further the goal that secularTibetan democratic institutions lead inthe democratic governance of Tibetansin exile. Although turnout for the mockelection was only 20%, the TWA'sreport will provide the ElectoralCommission with a ‘needs assessment'of Tibetan voters, and in so doing pavethe way for a more effective, andinclusive, primary and final election.

Dhasa: A new Tibetan book,"Handbook for Tibetan Journalists"was launched at a press conference onMonday by Kelsang T. Yangkyi, theinformation Minister of Tibetangovernment in-exile. All of the carefullycollected articles accept the briefhistory of the Voice of Tibet, related tothe freedom of Journalists weretranslated into Tibetan language.The 12 short chapters published byVoice of Tibet also included the freedomof journalists, particularly how toprotect war-journalists. It also provides

technical methods of ideological on howto challenge anonymously and avoiddangerous threats. It describes thecontributions from Reporters WithoutBorders, the well-known Internationalmedia watch dog. It gives aninternational perspective of journalism,how to Learn about journalisticprotection privacy laws and selfdefense. This is a new kind ofpublication for Tibetan mediacommunities in exile to raise publicawareness of threats to press freedomaround the world.

Presidential Office Rejects TibetanLeader's Criticism

Taipei:The Presidential Office yesterdaydismissed comments by Tibetan spiritualleader the Dalai Lama, who said theChinese Nationalist (KMT)administration appeared to be "aimless."Presidential Office Spokesman Lo Chih-chiang said the direction of theadministration was clear. "Our policy isTaiwan is always the focus and thepeople's interest comes first," he said.His Holiness told the Liberty Times (theTaipei Times' sister paper) during aninterview with Chinese-languagereporters in Japan on Sunday that he didnot know where the Taiwanesegovernment was heading.The spiritual leader made the commentafter being asked if he would visit Taiwanagain.Tibetan leader said his visit to Taiwanlast year seemed to create trouble for theadministration of President Ma Ying-jeou.He said some Taiwanese media hadproduced negative reports about him atfirst, but that the coverage turnedpositive after they learned more aboutthe nature of his trip.He said that when he met former KMTchairman Lien Chan in 1997, he told Lienhe was not against the ChineseCommunist Party (CCP). Lien, however,told him that his party was."What about now?" the Dalai Lamaasked, adding that he was confusedabout the direction the KMTadministration was adopting.Meanwhile, the Presidential Officedeclined to criticize former president LeeTeng-hui , who on Saturday called onthe public to reject Ma in the 2012presidential election. Instead, it said thatMa's cross-strait policy had taken aTaiwan-centered approach whileprotecting public interests."The public will judge whether formerpresident Lee is bigoted," Lo said.Lo said many business groups andeconomic strategists in Taiwan andabroad recognized that the economiccooperation framework agreement(ECFA) the administration is expected to

Dharamshala: On July 5th, the WorkersParty's delegation arrived in Dharamsala,some coming from China and some fromAustralia, to attend His Holiness the DalaiLama's birthday the following day. Theirprimary objective was, simply, to offerbirthday greetings and express theirsolidarity. Fanyuang, the president of theparty, resident in Australia, and ShiyingKuan, an advisor from mainland Chinaand teacher at Hainan University, headedthe delegation. They claimed it wasoriginally to comprise of eleven, but thatsome couldn't make it due to visarestrictions and other difficulties. Thismorning at 11am they held a pressconference at the staff mess of theGangkyi (Library) of the Central TibetanAdministration.

Sangye kyab, editor of the Chineseedition of the Tibetan Bulletin, introducedthe delegation and explained theiractivities, going on translate theproceedings into Tibetan. First, Mr.Fanyuang addressed His Holiness theDalai Lama, proclaiming his long life as asource of happiness for both Tibetansand Chinese. ‘This delegation of theWorkers Party of China came toDharamsala to wish His Holiness a happybirthday. The remainder of ourdelegation was prevented from attendingby the Chinese government. We allattended the ceremony, where HisHoliness greeted us with enthusiasm andhospitality, even those of us who camedirectly from China.‘In the afternoon we met with the Tibetan

Prime Minister, Samdhong Rinpoche.The next day we had an audience withHis Holiness at his residence, in whichMr. Fanyuang offered him a gift onbehalf of his party members. "Our giftis only very small," Mr. Fanyuang said."But it is a token of the great respectall of our party members have towardsyou, His Holiness. We all wish you alife as unchanging as a Himalayanmountain and as long as the YellowRiver, which bless and providehappiness for Chinese, Tibetans andevery human being."‘The Dalai Lama has previouslyprofessed concern for workers withinChina and sympathy for the party, andaffirmed the importance of harmonywithin Chinese society, something thatmust derive from harmony of the mind.His Holiness said that, if the problemsof the workers are properly addressed,then harmony is achievable in China."A harmonious society cannot tolerateviolence or torture." We thanked himfor his concern, on behalf of theworkers of China.‘In conclusion Mr. Fanyuang said, "InChina, presently, the poor are facinggreater and greater pressures and therich are losing sleep in the pursuit ofmoney. Mr. Shiyingkang said that,when he returns home to his school,he intends to explain to his studentsthe Tibetan situation and theproposals of His Holiness and theTibetan government in exile.'This is Fanyuang's second visit toDharamsala and Shiyingkang's first.The Chinese Workers Party hasaround 80,000 members in China andabroad and they are resolutely opposedto the continued rule of the ChineseCommunist Party. As a result theyhave, over the years, found muchcommon ground with the His Holinessthe Dalai Lama and the Tibetanstruggle. With a free Tibet arguablypresupposing a free China, their fatesare intertwined.

InAustralia, his birthday was marked withfestivities in Canberra, Sydney, Brisbane,Melbourne, Perth, Adelaide and Tasmania.In Canberra, a special function was hostedby the Tibet Information Office and theTibetan Community of the AustralianCapital Territory (ACT) in the NationalPress Club of Australia on 7th July, 2010.Australian Greens leader Senator BobBrown and senior Liberal Party memberHon Peter Slipper MP were among thedistinguished guests who attended thefunction. Slipper, a co-convenor of theAustralian All-Party Parliamentary Groupfor Tibet, was also representing Hon TonyAbbott MP, Leader of the Opposition inthe Parliament of Australia. More than 200guests including diplomats, officials,academics, media workers, Tibetsupporters, Chinese and Buddhist

Dharamshala: At a press conferencein Dharamshala on Saturday, Ven YeshiPhuntsok, the president of the NgariChithun Association, announced itscandidates in the upcoming electionsfor the next Tibetan Prime Minister andthe members of the 15th TibetanParliament.The association namely announcedfive candidates for the next Tibetanprime minister and 27 candidates formembers of the Tibetan Parliament in-exile. The top candidates were selectedat the association's 17th nationalconvention held in June, after beingchosen by the current and formermembers of the organization and itsregional bodies."We have decided to announce thecandidates without requiring them apre-condition of our organization, like,

ask them to fill forms and force them(candidates) to sign, but its done bysincerely " said, Yeshi Phuntsok.Various NGOs including Women'sAssociation, National DemocraticParty of Tibet, and organizations of thethree traditional province in-exile areorganizing different initiatives to selectbetter candidates in the upcomingelections.Just a week ago, at a press conferenceheld in Dharamshala, Ms. DolmaTsering, the president of the Utsangprovince organization, announced theprovince's three candidates for primeminister and its 20 candidates formembers of parliament in a differentway. "All announced candidates formembers of parliament have been askedto sign to two pre-conditions," saysTsering. The organization's pre-

conditions are a candidate must supportthe middle-way approach of HisHoliness the Dalai Lama, must not standon Tibet independent ideology and alsomust be loyal to his own proventialorganisation.People are confused by the candidateswho signed the organization's pre-conditions that strongly require thatthey "must not stand on Tibetindependent ideology" because four ofthe 20 candidates are involved in highlevel positions in the Tibetan YouthCongress, the largest Tibetan NGO whohas been, and currently is, fighting forTibet independence.A website called "The Prime Minister"(Kalontripa), a private initiativesearching for the next Tibetan primeminister, has published 20 nominees forthe next Tibetan Prime minister Election,most of them of the younger generation.Many Tibetans raised questionsregarding the candidates for the nextTibetan prime minister, as thecandidates' names had been publishedon a website. The Tibetan electioncommissioner clarified in June that thiswebsite is an independent volunteerinitiative. Indeed, the website was "notlaunched by [the] Tibetan governmentand selection of its candidates are alsonot official initiative, but those who willelected by people in March this yearwill be official.""Please note that the kalontripa.orgwebsite is a private initiative and shouldnot be mistaken for the official TibetanElection Commission process," ThupenSamdup said in a recently-issuedannouncement.Samdup clarified, saying that "since[his] appointment as the Representativeof His Holiness the Dalai Lama forNorthern Europe and the Baltic States,the Kalon Tripa project and website isbeing managed and maintained by agroup of volunteers in India andCanada."

China Uses Religious Figures for Political

Purpose; says Tibetan Govt.

Dharamshala: The Tibetangovernment said in a statement onMonday that "using religious figuresfor political purpose, therefore, goesagainst religion." The communistregime of China claimed on Sunday thata four-year-old Tibetan boy, LosangDorjee, was selected as the 5threincarnation of Dedrug Rinpoche, oneof respected spiritual leader of DrepungMonastery."Recognising the incarnations ofLamas/Trulkus is a unique Tibetanpractice related with Buddhism. It hasnothing to do with politics. Usingreligious figures for political purpose,therefore, goes against religion," saidTsering Phuntsok, the minister ofReligion and Culture in the statement."On 18 July 2007, the StateAdministration of Religious Affairs ofthe People's Republic of China issuedthe Regulation on ManagementMeasures for the Reincarnation ofLiving Buddhas in Tibetan Buddhismby transgressing the bounds of bothreligion and politics. The heads of thefour religious schools of TibetanBuddhism and the traditional Bonreligion as well as the Department ofReligion and Culture of the CentralTibetan Administration issued a seven-point joint declaration on 2 September2007, repudiating this regulation," saidPhuntsok.

In his statement, the minister said that"likewise the Special Meeting of theheads of the four religious schools ofTibetan Buddhism and the traditionalBon religion held on 3 May 2008 passeda resolution, which not only rejected itbut also declared that in future noreincarnated Lamas/Trulkus of theTibetan Buddhist and Bon religionsshall be considered as true unless theyhave the final approval of the heads ofthe respective religious traditions.""Under the supervision of the ChineseCommunist government, the so-calledreincarnation of the Gyalrong DedrugRinpoche, belonging to Loseling of theDrepung Monastery in Tibet hasapparently been recognised on 4 July2010 through the 'golden urn procedure'.As well as going against religion, thisaction of the Chinese government is apolitically-motivated one. Therefore, asmentioned in the above declaration andthe resolution, no Tibetan will everaccept this," the minister stated.He also added that "the previousDedrug Rinpoche was a prominentreligious figure who had contributedmuch to the maintenance and promotionof Tibetan religion and culture.Therefore, his reincarnation should berecognised according to tradition withthe consent of the Gaden Throne Holder,the head of the Gelug School of TibetanBuddhism."

Dharamshala: A group of 21 youngTibetan artists, intellectuals, writers,translators and activists living inDharamshala has presented a letter titled"memorandum" to Ms Nirupama Rao,the Foreign Secretary of India on her visitto Dharamshala this weekend."Some of us were born and raised inIndia, while others have escaped fromTibet and have since then lived on thisside of the Himalayas. We welcome youto Dharamshala as you arrive with thefresh rain of the monsoon," the group

said in thier letter."When Tibetans first sought asylumin India, following the footsteps of ourleader His Holiness the Dalai Lama, theTibetan freedom struggle was in itsformative phase; there was neitherinternational awareness nor was therepolitical education and understandingwithin the Tibetan community. It wasthe kindness of India and her people,opening the doors of their homes tous, who made it our second home," theletter said.

In their letter, the group said, "Today,after 50 years of being in exile, Tibetanyoungsters grow up in India like mostyoung Indians with a modern educationand outlook, but we are always awareof our identity and responsibilitiestowards our struggle and our leader HisHoliness the Dalai Lama. It is partlybecause of India's support of our causethat the Tibetan struggle not onlysurvived the difficult period but gotresurrected to this level of internationalawareness, and confidence within thestruggle. We are grateful to thegovernment and people of India. Pleaseaccept our deepest gratitude.""The Tibetan struggle is not just tofind a temporary arrangement for theexiled Tibetans to return home, but toseek a long-term interest for thesurvival of the Tibetan people and thenation. And therefore whatever may bethe policies held by His Holiness theDalai Lama and the exile government,we believe very strongly that the goalof the struggle cannot be anything lessthan Independence. Only anindependent Tibet can guarantee thesurvival of the Tibetan people, ourculture and the nation. The 2008uprising in Tibet is a clear publicmandate that the Tibetans in Tibet arewilling to even die, but not to live underChinese colonial rule," the groupstated in the letter."We understand that His Holiness theDalai Lama - the Buddha that he is - is

guided by his universal concern andtherefore he has not been insistent onthe independence of Tibet, and theexile government's policy of seekingautonomy within China is bound byits relationship with the Governmentof India, which still supports the OneChina policy.""The difference in the political standsbetween His Holiness and us doesn'tdivide us on our belief in Nonviolence.The Tibetan freedom struggle is basedon the Buddhist principles ofnonviolence, and when we hit thestreets with our direct actioncampaigns we are inspired byMahatma Gandhi's Satyagraha.""We understand that the Governmentof India is dealing with the People'sRepublic of China as a neighbourtoday. We are also aware that theIndian government still holds itsdecades old policy on Tibet stating, "The Autonomous Region of Tibet is apart of the People's Republic of China",and that this has not been reviewedwhile there are mounting Chinesemilitary, political and environmental

pressures on India," they added.The group also said that, "Between the1947 achievement of Indianindependence and the 1949 Chineseinvasion of Tibet, India and Tibetshared two years of friendlyrelationship as independent nations.So long as China continues itsoccupation of Tibet, India will neverbe able to solve its border issuesamicably with China. Therefore we urgeyou to take this petition to theGovernment of India - our plea for areview of India's policy towards Tibet.Only by recognizing the historicalindependence of Tibet - with whom theHimalayan borders were decidedthrough bilateral treaties - can Indiavalidate its legal and historical claimover its Himalayan states which havebeen challenged time and again by thePeople's Republic of China.""We the younger generation ofTibetans see in India a significant rolein re-establishing the independence ofTibet and maintaining a brotherlyrelationship with a future Tibet," theletter concluded.

China Sentences Another Tibet En-

vironmentalist to 5 Years in Prison

Dharamshala: A Chinese court onSaturday morning sentenced anotherTibetan environmentalist, whoorganized villagers to pick up litter andplant trees, to five years in jail forinciting to split the nation.Rinchen Samdup, the third brother inhis family to be jailed, ran anenvironmental NGO in themountainous Gonjo county of easternTibet. The NGO mobilized about 1,700local villagers to reforest the area andreport poaching, and even to run asmall magazine. It worked withinternational conservation groups andwas praised by the Chinese media.The so called Chamdho PrefectureCourt found Samdup guilty ofincitement to split the country, lawyerXia Jun told Reuters.The Tibetan environmentalist hadpleaded not guilty but was convictedand deprived of his political rights forthree years. He was accused ofposting a pro-His Holiness the DalaiLama article on his website, the lawyersaid.He has 10 days to appeal the sentence.Exile Tibetan groups say he ran afoulof powerful local interests afteraccusing a local police officer ofpoaching.In June, the 2006 Environmentalist ofthe Year, Tibetan businessman andRinchen's elder brother, KarmaSamdup, was sentenced to 15 years

imprisonment on tomb-raidingcharges. Samdup is one of thefounding members of the awardwinning environmental NGO ThreeRivers Environmental ProtectionAssociation and a respectedphilanthropist throughout thecommunity. His supporters believethat Samdup is being made an exampleof because of his public activism. Thiscase is significant because itprecedents the Chinese government'sstance on torture.Karma had tried to defend hisbrothers. Late last year the youngestbrother, Jigme Namgyal, wassentenced to 21 months of re-education through hard labour for'endangering state security' byassisting Rinchen Samdup in runninghis NGO.The court found he had helpedcompile three audio-visual disks onthe ecology of the region, possessedmaterials regarding exiled Tibetanspiritual leader, His Holiness the DalaiLama, incited locals to interfere withgovernment work and tried to registerthe NGO with the government.Several Tibetan journalists, writers,artists and intellectuals have beendetained or have disappeared inrecent months in what activists sayamounts to the broadest suppressionof Tibetan culture and expression foryears.

Gelek: A Personal Account of a ChineseCrackdown on Tibetan Dissent

Dharamshala: Gelek was a monk fromthe eastern part of Tibet, and waspursuing a life of contemplation in Seramonastery near the Tibetan capital,Lhasa, before an irreversible brush withthe Chinese state on March 2008. OnMarch 10th, as anti-Chinese sentimentwas brewing across the plateau in therun up to the Beijing Olympics, thirteenmonks marched through Lhasademanding human rights and freedomof expression and religion. All werearrested.The situation escalated: the next dayfive hundred monks from Seramonastery, Gelek included, marched onLhasa shouting for the release of thearrested monks alongside theaforementioned calls for greaterfreedom. Fifteen minutes into it theywere met by almost a thousand Chinese

paramilitary troops with tear gas, riotshields, electrical batons and guns. Themonks were forcibly escorted back toSera and surrounded in the monasteryyard while negotiations wereundertaken between the state andmonastery officials (a proportion of thelatter being state-appointed). As a resultthey were allowed back into theirmonastery, only with prison-likestrictures imposed: none were allowedto make contact with the outside world,let alone leave.On the 12th, between 3 and 5pm, arounda hundred monks began shoutingprotest slogans. The act was repeatedthe next day, and on the 14th themonastery authorities warned that, ifthey continued, Chinese troops wouldstorm the monastery and search theirpossessions for defamatory material -

anything that might warrant arrest,pictures of His Holiness the Dalai Lamaincluded. And so the monks stopped.But the troops would not disperse fromoutside the monastery. The monksremained in effective house arrest for amonth, denied any outside contact.Many become sick, and were helplessto remedy themselves.On the 10th of April, at 3am, paramilitarytroops burst in with the commonarmoury of guns, tear gas, electricalbatons - and in this case axes, to splinterthe door of any monk who would denythem entry to their room. Gelek openedthe door to one soldier and threepolicemen, who immediately fell tobeating him with their electrical batons.Phones, wallets and rosaries wereconfiscated and 400 monks, Gelekincluded, were bundled into trucks andtaken to Tsal Gongthang DetentionCentre, 3km from Lhasa.Monks such as Gelek from the so-calledAutonomous Region were detained foreight months, with monks fromelsewhere carted off to detentioncentres in their respective provinces.Alongside meagre food rations and adraconian regime of rules andregulations, Gelek was subjected todaily ‘patriotic' re-education: Chinesedevelopment tales of shiny new bridgesand bountiful food provision were told,and their ‘crime' of protest wascondemned as a dangerous act ofseparatism with the probable backingof foreign anti-Chinese forces - in muchthe same manner as His Holiness theDalai Lama is condemned as a lackey ofWestern imperialist powers. The monkswere interrogated one by one, and Gelekwas firm that he protested neither forHis Holiness the Dalai Lama nor foreignintervention but simply to bemoan the

lack of religious freedom and the Chinesestate limitation of monk numbers inmonasteries. The interrogator, however,was a sympathetic Tibetan who advisedhim to exercise caution in everything hesaid.As time went on many monks becamesick, and were only allocated medicalhelp if they successfully coughed upblood. The ‘beds' provided - raisedplinths of concrete on the cell floor -gave rise to agonising swellingconditions, not least for Gelek. After theeight months they were transferred todetention centres in their own respectivedistricts - Chamdo county, in Gelek'scase. Much the same rigmarolecontinued for Gelek for the next monthand eleven days, after which he wasfinally released on the 12th January2009. Gelek returned to his village, butlife could not return to how it was. Hewas forbidden for two years to travelbeyond his village without officialpermission, he was kept under regularsurveillance and, most galling of all, hecould never again practice as a monk.Increasingly frustrated at the half-life hewas forced to lead, he made contact,through a series of discreet

connections, with an outfit dedicatedto smuggling Tibetans across theHimalayan divide. He paid themandatory 16,000 Chinese Yen (2,362US Dollars) and his escape began onthe 27th of May 2010, travelling in a taxifor three days and a night and walkingthe rest of the way. Thanks to an expertguide with a knowledge of hiddenroutes, he evaded capture from theChinese border guards and arrived inNepal on the 4th of June. After a stint ofrehabilitation in the reception centre inKathmandu, he was conveyed to Delhion the 18th of June, arriving two dayslater in McLeod Ganj, Dharamsala. Sincethen Gelek has been staying in thereception centre for recent arrivals onJogiwara road, and he looks forward tohis meeting with the Tibetan leader,whose presence drives so manyTibetans to brave the escape over thehigh Himalayan passes. Reducedcircumstances may still plague Gelek inMcLeod Ganj, and his future remainsuncertain - but for now he can enjoy anenvironment of relative freedom amonghis own kind, in a society where hisrights are respected and his ancientculture is permitted to flourish.

Dharamshala: Despite heavyinternational criticism that the ancientTibetan cultural heritage has facedserious danger since the Chineseoccupation, a top Chinese politicaladvisor, Jia Qinglin, on Wednesdayinsincerely claimed that "thepreservation and development ofTibetan culture bears on the inheritanceof the centuries-old Tibetan history."According to the Chinese statecontrolled media, Xinhua's report,further quoting Jia Qinglin, thepreservation of Tibetan cultureimpinges also on "the advancement ofsocial and economic development inTibet, and the unity of the nation". SoJia said at a meeting with so calledrepresentatives of the second congressof the China Association for thePreservation and Development ofTibetan Culture in Beijing.His Holiness the Dalai Lama, Tibet'sexiled spiritual leader, has occasionallycondemned China's "rule of terror" inTibet and criticized it as "culturalgenocide".

"Some respected internationalorganization can investigate thesituation is in Tibet and the underlyingcause," the Tibetan leader told reportersin Dharamshala, after deadlycrackdowns taking place in all parts ofTibet in 2008 caused the deaths of morethan 200 Tibetans.Whether the Chinese governmentadmits it or not, there is a problem inTibet, said His Holiness the Dalai Lama."Whether intentionally orunintentionally, some kind of culturalgenocide is taking place."Between 1949-1959 more than 1.2 millionsTibetans, including women and children,were killed or murdered in Tibet,particularly during the so called 10 yearCultural Revolution (1966-1976), whichsaw the mass destruction of Tibetanbuildings and religious artifacts. Morethan 6,000 monasteries were destroyed,many of them used as target practice byChinese artillery. A thousand years'worth of priceless Buddhist literature,religious paintings and artifacts wereeither destroyed, burnt and stolen.

Dhasa: Indian foreign SecretaryNirupama Rao is visitingDharmashala, where Tibetangovernment in-exiled based, Saturdaybut it is not known if she will meetthe Tibetan spiritual leader HisHoliness the Dalai Lama.'Nirupama Rao is visiting Dharamsalafor two days from July 10,' Bhim Sen,principal secretary to Prem KumarDhumal, the Chief Minister ofHimachal Pradesh, told IANS. She isa former Indian ambassador to China.Sen could not say if Rao would meetthe Tibetan leader. 'She has beendeclared a state guest by the(Himachal) government,' Sen said.'She will arrive July 10 and depart forDelhi the next day.'

China Respond Strongly to Rao's Meeting

with His Holiness

Dharamsala: On Tuesday, theCommunist Regime of Chinastrongly responded to the ForeignSecretary Nirupama Rao's meetingwith Tibetan Spiritual Leader, HisHoliness the Dalai Lama. TheChinese government claim that, theyhope India to "honor i ts 'commitments and cautiously handleissues related to exiled Tibetans inIndia".Chinese Foreign MinistrySpokesman Qin Gang told a media"China has expressed its' positionclearly to the Indian side over Tibetissue", when asked about themeeting between Rao and DalaiLama on July the 10th held inDharamsala, a northern hill-townwhere Tibetan government in exileadministered for the last 50 years.Mr. Gang further added, "The Indiangovernment has expressed on manyoccasions to China that it recognizesTibet Autonomous Region as part ofthe People's Republic of China (PRC)and would not allow exiled Tibetansin India to conduct anti-Chinapolitical activities. So we hope Indiacould abide by its commitments onTibet-related issues and properlyhandle all the issues,"Ms Rao's meeting, which came closeon the heels with the nationalsecuri ty adviser ShivshankarMenon's visit to China, as PrimeMinister Manmohan Singh's specialenvoy from July 3 to 6 during whichhe held talks with Prime MinisterWen Jiabao and foreign ministerYang Jiechi, sparked off speculationthat China may have sent a messagefor His Holinesss the Dalai Lama, justafter days the celebration of his 75thbirthday. meeting was held behind closeddoors, and was a routine. "This isnothing special; it's a regular annualvisit. She couldn't come last year in2009, because of various (reasons).His Holiness was usually abroad, sothis time she made the visit," theTibetan prime minister added.However, under one country and twosystems, China has grantedautonomy to Hong Kong and Macauthough the two regions are part of

the mainland. But, they are aversetowards the whole part of Tibet whoholds the same status. His Holiness,the Dalai Lama has beenapproaching with his Middle-Wayconcept of "A Meaningful Autonomyfor Tibet" incorporating the easternparts of Tibet, like the Tibetantradit ional province Kham andAmdho which China has divided toits' Qinghai, Gangzu, Yunnan andSichuan provinces.

Thupten Lungrig, the educationMinister of Tibetan government in-exile.More than 10,000 new Tibetan wordsderivatives, arranged in Englishalphabetical order and homonyms.Appended with a table for locatingTibetan words and it has 975 pages wthChinese and English terms and longerTibetan explanation.This dictionary is also dedicated to theyounger generation of new Tibet whoare facing the difficulties with using thenew Tibetan words of the new world.The famous Tibetan scholar, Mr.Tsultrim Lodoe from eastern Tibet andabout 50 other Tibetan scholars fromthe three traditional provinces of Tibettook three years to complete the moderndictionary.The comprehensive dictionary forTibetans also includes the new wordfor Science, history, geography,calendar calculation, modern medicine,plants, rhetoric, documents, customs,handicraft industry, daily use vessels,clothing, architecture, law, taxes,corvee, lease and loan.The Dictionary was re-published byKhawa Karpo Tibet Culture CentreCharitable Trust based in Dharamshala,India.

Dharamshala: With the combinedstresses of paying for materials,finding a workspace, and balancingone’s personal interests withaudience appeal, being an artist isnever a profession for the faint ofheart. But to survive as an artist,while simultaneously holding a statusas a Tibetan refugee in India? Doingso would surely be incrediblydifficult , i f not impossible.Nevertheless, in McLeod Ganj ofUpper Dharamshala, a smallcommunity of artists is doing justthis, with the help of Tashi Gyatso’sPeak Art Gallery.After noticing with his girlfriend,Sarah Hartigan, that there were nolocal contemporary Tibetan artmuseums, Gyatso had an idea. “Ifwe could build an art gallery, it wouldbe good for the artists and [we] couldshow to other people [what] Tibetcontemporary art is [like].” He notesthat contemporary art is not a focusof Tibetan culture, but that this sameart could have international appeal ifdisplayed and marketed correctly.With the profits of their successfuljewelry importing business and asmall loan from Hartigan’s parents,the couple founded Peak Art on April

patronage will hopefully help toexpand the gallery’s internationalreputation and appeal. ThoughGyatso notes that finding adequatenumbers of artists and artworks to

display was originally an issue, thegallery is doing quite well now, andis showing around 35 pieces by eightartists. Two of the themes commonlyobserved in the artwork are aspectsof Buddhism and scenes fromTibetan life; this is hardly surprisingconsidering Buddhism’s importanceto Tibetans, and the refugee statusof McLeod’s Tibetans.Having come to India from Tibet atthe age of six, Ngawang Dorjee is aperfect example of the artists Peak Arthas come to represent. Inspired bythe artists around him and his richcultural heritage, Dorjee states that“[he] want[s] to show moreBuddhism things to other people. It’sall about Tibet.” Like the vastmajority of the artists shown by PeakArt, Dorjee creates art in addition toholding a stable day job. “The thingis that I want to do more paintingsbut I can’t do it. I have to make aliving to do paintings and I have tokeep it all together. I can’t keep morepaintings for myself; most of the timeI do it for other people.” Indeed, it isthe desire to maintain a steady incomeand lifestyle that prevents mostartists in Dorjee’s position fromfocusing more on their art. Unlikemany of his fellow artists, however,Dorjee had previous exhibitionexperience before he began exhibitingat Peak Art: “I had one [exhibit] inLondon with a small art gallery[Sweet Tea House]; [Gonkar Gyatso]used all my pictures at his gallery. Iworked with him as an assistant,” hesays. Dorjee adds that thisexperience allowed him to pursue artin a way that diverged from histraditional, fine arts training. Giventhe similar training of many ofDorjee’s peers, it is impressive howwell the artists have adapted tocontemporary styles and themes.Even as the future looms uncertainlyfor Dorjee and his fellow artists inMcLeod, their commitment to the artsremains unbroken. “I like [art]; themore I do it the more I like it,” Dorjeesays with a smile.

China Faces One of theWorst Catastrophes

Dharamshala: China fights torrentwhich raged in the Southern and Easternprovince. The flood has killed more than600 people and still the dead count ison the rise, with hundreds on themissing list. It has affected more than29 million people and evacuation of morethan 997,000 people leaving themhomeless and starving. Deputy CountyOfficial Zhou Yingbin said, "There islittle hope of survival for the missingvillagers".The Chinese Educational Ministryordered for safety measures to beensured to all the students in the floodaffected area. He also ensuredrescheduling of exams, suspendingschools, relocating classrooms etc. Areport claim two more landslide and 14lives in Sichuan and 10 lives associatedwith two landslides in Hunan.Hundreds of soldiers and police rushedto dig a drainage to prevent an overfilledreservoir from bursting and destroyinga town 3,960 meters about the sea level

in northwest of China. Continuousrainfall and the snow-melt causedviolent flow of torrent water into thereservoir causing serious stress to thegovernment and people living aroundthe area.In addition to the flood and heavy rain,China suffers massive landslide and soilerosion which needs immediateattention. The flood has damaged anestimate of US $ 2.89 billion (19.75billion Yuan). It has also destroyed atotal of 93,000 houses and 252,800hectares of crops. But, the HealthMinister on a press said, that the floodhit regions has not reported any caseof epidemics disease or public healthrelated emergencies.The matter get worse as Chinesemeteorological authority forecastrainstorm in Guizhou, Sichuan, Hubei,Jaingsu, Zhejiang and Anhui region inCentral and Eastern China. This is oneof the worst natural catastrophes Chinaever has to face in the history. It hasaffected 90 regionsand it's still on the rise.
