Dear Neighbors, Saturday, January 10 was the first of our community event days for 2009. The Social Committee held another of its popular Saturday morning “Meet Your Neighbors” sessions with coffee and pastries and fruit, and they really added a twist this time by pairing it with our first ever, home- grown “Auto Show.” I’m not sure there was any better way to spend a cool, sunny winter day in The Springs than looking at beautifully restored old cars and hearing the story of their ownership and restoration. Scores of parents and their kids came by and I know plans are underway for a repeat within the next year. At 2 in the afternoon, the SCA held it’s now customary “Meet the Candidates” event, in which restored old candidates, and a few new ones, also talked about pride of ownership and restoration. Karen Fatizzi was a beautiful and gracious moderator, but unfortunately, it wasn’t as well attended as the Auto Show _ although, really, it was nearly as interesting. If you weren’t able to make it to either event, hopefully your neighbors have filled you in about them. This year looks to be a tough one for many of us in many ways. I said in an earlier message, months ago, that we somehow become more aware of our connectedness in tough times than in good ones. I think that ought to be a theme for The Springs this coming year. Let’s find as many ways as we can to connect with one another. Get out to as many of our social events as you can. Come to the coffees, visit the stables, and the hiking trails, bicycle in groups, come to village meetings and SCA meetings. Play cards in the clubhouse, create a library, set aside ground for a Victory Garden, create a co-op, help to clean the spring and its tributaries, join a committee. Let’s share our troubles and our hopes and talk about possible solutions with as many of our neighbors as we can and let’s lift ourselves up by something more important than money _ let’s lift ourselves up by our spirits, by a common interest, by a kindly gesture, and shared laughter. Wishing you a golden year for 2009, and hoping to see you at the Annual Members Meeting on January 21st. SCOOTER NEWS

No scooter, mini motorcycles, go-carts etc. may be driven on any roadway or sidewalk, according to Florida Statutes. These vehicles may only be operated on your own private property. Deputies will be ticketing offenders.

PROPER PETS

Please take care to walk your pets on the common areas and keep them safely on a leash. Don’t forget to clean up after your dog. This is required by Seminole County law for the well being of all your neighbors.

Also, please don’t assume that all dogs will be friendly toward each other. They tend to be unpredictable, so please proceed with caution!

Notes from Whispering Pines Village

Happy New Year to All from your Whispering Pines board!

We had a great time at our annual meeting and barbecue. Your board of directors stands the same for the 2009 year with one exception. Mike Nace has resigned and Jackie Collins had stepped up to be our fifth board member. Jackie has been one of our directors before and it’s good to have her back. Thank you to Mike for serving last year. Our dues did go up but we are the least in The Springs. Instead of Spring fever, our village seems to be having a bout of winter fever. There’s a lot of painting and repairing and general maintenance going on _ with board approval. Of course you all know that any exterior work done on you home must have an approved A.C.C. form first before it goes to the A.C.C. board for final approval. With the exception of people continually parking on their driveway because their garage is full, we are looking good.

Community News - Continued

ACC APPROVALS

The Springs Community Association, Inc. (SCA) encourages exterior improvements and welcomes your involvement with this process. Please keep in mind that the SCA Declaration of Covenants and Restrictions provides for the review by committee of any exterior modification within the Springs Community. These governing documents were created to maintain and to enhance the overall value of the community as a whole.

Please submit an ACC application when planning any exterior improvement. This includes but is not limited to:

-Roofing-Mailbox-Landscaping-Fence repair and/or installation-Tree removal-Driveway work-Painting-Satellite dish

A security deposit may be required to cover any damage, which may result to common property.

The ACC meets the first Monday of each month at 5:30 pm in the Clubhouse Conference Room. If you have any questions please call Jan at the office (407-862-3881).

SPRINGS SOCIAL STUFF

The Springs Social Committee had a two for one hit on January 10 in the clubhouse and the parking lot.

First, our bi-monthly morning coffee and community get together was a success - with more new residents coming out to say hello, enjoy some food, coffee, and friendship.

This month’s program had a huge plus - the Springs first ever Car Show. Residents from throughout the community showed up with their classic, souped up, collectible, and unique cars.

We’ve only got room to feature a few cars on this page… but check out the website for MANY MORE pictures of all the cars that were there to enjoy.

From the comments we’ve heard, The Springs Car show is one to be repeated!

And… speaking of repeats… it’s time for the SECOND ANNUAL CHILI COOK OFF. We learned a lot at the first one… so we’re going to have designated voters… but it’s sure to be just as much fun and a great chance to get together, eat great food, and try some prize winning chili.

Our board is made up of 7 volunteer resident homeowners who are elected by the community to 3 year terms. Every year we elect 2 board positions, and every three years we elect a third.

The Springs Community Association, Inc. Special Board of Directors Meeting

Wednesday, November 19, 2008

To Be Approved by BOD at Wednesday, December 17, 2008 Meeting.

The Board of Directors of the Springs Community Association, Inc. met at 7 p.m. in the clubhouse on Wednesday, November 19, 2008. Board members present were: David Forthuber, President; Jerry Alexandrowicz, Vice-President; Bob Johnston, Treasurer; Sharon Parke, Secretary; and Directors Patrick Grady, Bob Shakar and Ted Kaiser. Druel Smith, property manager, and Jan Kweit, assistant property manager, were also present. Call to Order: David Forthuber called the meeting to order at 7 p.m.

President’s Report: David Forthuber said that he was happy that the community had worked together to approve the assessment increase.

Secretary’s Report: A motion was made by Bob Shakar and seconded by Bob Johnston that we approve the minutes of the October 15, 2008 meeting, with minor changes as noted. They were unanimously accepted. A motion was made by Bob Johnston and seconded by Bob Shakar that we approve the minutes of the Special Board of Directors meeting of October 29, 2008, with minor changes. They were unanimously accepted.

Treasurer’s Report: Bob Johnston presented report. He noted that presently 21 houses have gone into foreclosure in The Springs and 7 percent of annual assessments remain unpaid.

Property Manager’s Report: Dru Smith, property manager, presented a report previously distributed to all Board members and made available to residents present.

COMMITTEE REPORTS

Architectural Control: No report presented.Audit/Finance Report: Bob Johnston presented a brief report concerning delinquencies.Buildings, Roads & Grounds: Wilson Knott recommended that the guardhouse have leaves cleared off the roof and the gutter cleaned.Newsletter: In George Diaz’s absence, Patrick Grady stated that the December newsletter will be completed early in the month, and that any information should be sent to George Diaz or Patrick Grady as soon as possible.R.V. Parking: Marion Bayne presented report.Security Committee: Estelle Silva reported that the committee has been working on a disaster preparedness plan for the community.Social Committee: Patrick Grady reported that photos from the recent Halloween Party are available on our website.Stables: Judy More reported that the majority of stable renters want to keep the pasture closed at this time.

Tennis: No report presented. However, a committee report was distributed to all BOD members.

OPEN FORUMBarbara McMellon expressed her concern about stable common space.

OLD BUSINESS

Perimeter Wall – Status: Bob Shakar noted that on December 1, 2008, at the Seminole County Office, there will be a vote on the variance to have the height of the perimeter wall no more than 9 feet. He also reported that bids will be going out and a committee has been formed for implementing the plan for the perimeter wall. This committee consists of: Bob Shakar, Darel Taylor, Jerry Crews, Jerry Alexandrowicz, Marion Bayne, Ron Kenney, and Frank Messina.

Repaving of Road – Wild Olive and River Bend: After a brief discussion, the BOD agreed to table this discussion until 2009.

Problems at Stables: After discussion among the Board, it was agreed, by consensus, that David Forthuber will sit down with the parties involved in an attempt to resolve problems at the stables.

NEW BUSINESS

Renewal of Asher Management Control: It was agreed, by consensus, that a special Board meeting would be called prior to the next regular Board meeting to discuss personnel issues with management.

Dates for Meet the Candidates: Sharon Parke reported that six candidates have submitted their bios for the three vacant positions on the BOD in 2009. A date of January 10, 2009 at 1 p.m. has been set up in the clubhouse for “Meet the Candidates.” It was suggested that we again ask George Diaz to be the moderator. The bios of the six candidates will be put into the December newsletter.

Job Description for Manager-Proposed Maintenance Person: This topic will be tabled until the December 2008 meeting.

Approval of Contract for Springs/Philharmonic Concert in May 2009: A motion was made by Ted Kaiser and seconded by Patrick Grady that the Letter of Agreement between the Orlando Philharmonic Orchestra and The Springs Community Association, Inc. for Concert at The Springs, May 9, 2009, would be accepted and signed by the President of the BOD. In addition, the following provision was added by the BOD¨ “The SCA will restrict attendance at the Friday Night Rehearsal to Springs residents only. No guests will be permitted.” Motion passed unanimously.

Designate The Springs Disaster Preparedness Plan as Operating Policy No. 19: A motion was made by David Forthuber and seconded by Sharon Parke that The Springs Disaster Plan will be designated as Operating Policy No. 19. The motion passed unanimously.

ADJOURNMENT:With no further business, the meeting was adjourned at 9:20 pm.

Manager’s Report-DECEMBER, 2008

Clubhouse: Replaced paper holder in women’s rest room. Additional shelves were installed in one of the closets.

Tennis Court: Numerous light bulbs were replaced. A ceiling leak was repaired in the women’s rest room.

Wisteria Drive Area: Repaired hole in street near 150 Wisteria with asphalt cold patch. The creek areas were cleaned.

The Stables: The sprinklers were replaced. The arena was raked. Sign repaired at the stables.

Spas: Repaired some wooden garment hangers in the men’s spa which were loosened by visitors.

Spring: The maintenance crew continues to clean the hydrilla in the spring twice a week.

Recreation Area: All of the plastic/resin picnic tables have been painted including the metal bases.

Recreational Vehicle Storage Lot: Arrangements have been made for bush hogging by Valley Crest.

Island on Spring Run Circle: This area was cleaned up and some new plant material and mulch installed to enhance the appearance of the island. Plants requiring a minimum of water were selected and neighbors have volunteered to water during the initial phase of plant growth.

Woodbridge/Springs Boulevard corner: Boulders were installed at the school bus stop in order to prevent residents from parking on grass areas.

Parking Lots: The Maintenance Supervisor continues to rake the parking lots near the clubhouse and the spas.

Guardhouse: The roof was cleaned. Palms were trimmed. Air conditioning/heat unit repaired. Tree topped off near the resident gate to remove dead branches, which could present a potential safety hazard.

Roadways/Walkways/Waterways: Asphalt cold patch was applied to several pot holes and undulations in the street surface along Springs Boulevard in order to prevent puddles of water along the edges of the roadway. The 4 x 4 posts near the pump house/clubhouse and the playground were painted dark green and reflectors installed to increase the nighttime visibility. Several stop signs were repaired. Discarded debris tossed into the waterways was removed.

Property Inspection: Inspections continue to be performed on a routine basis to assure compliance.

Irrigation: Continue to inspect and repair the sprinklers as needed. Repaired sprinklers at the entrance and at the clubhouse.
