2. Before taking any cockles pursuant to this notice, theexemption holder must contact the PIRSA Fisheries ComplianceUnit on 1800 065 522, at least 24 hours prior to commencing theexempted activity and provide the following information:
• details of the persons who will be undertaking theexempted activity;
• the proposed locations on Goolwa Beach at which theexempted activity is to be conducted;
• the dates on which the exempted activity is to beconducted;
• the quantity of cockles expected to be taken on those dates.
3. While engaging in the exempted activity, the exemptionholder or a person acting as his agent must be in possession of acopy of this notice. Such notice must be produced to a PIRSAFisheries Compliance Officer if requested.
4. The exemption holder must not contravene or fail to complywith the Fisheries Act 1982 or any regulations made under thatAct, except where specifically exempted by this notice.

Determination—Regional Pricing of Ancillary Services
On 27 March 2003, the Australian Competition and ConsumerCommission (Commission) received applications for authorisation(Nos A40086, A40087 and A40088) of amendments to theNational Electricity Code (Code). These applications weresubmitted by the National Electricity Code Administrator(NECA), under Part VII of the Trade Practices Act 1974 (TPA).The proposed amendments relate to the modification of thearrangements for recovery of the costs of some frequency controlancillary services in the National Electricity Market.
Please find enclosed a copy of the Commission’s determinationin respect of these applications for authorisation. TheCommission’s determination outlines its analysis and views on theproposed Code changes. The Commission has grantedauthorisation, conditional upon a number of amendments to theproposed Code changes being made. The conditions ofauthorisation are outlined in Chapter 6 of the determination.
In accordance with s.101 of the TPA, a person dissatisfied withthe Commission’s determination may apply to the AustralianCompetition Tribunal for a review of the determination. Eachapplication must be lodged on the appropriate form within 21 daysof the date of the determination, with the Registrar of the Tribunal.The Tribunal is located in the Office of the Registrar of theFederal Court in each State.

(a) must ensure that the cheque is marked with the name of the agentand the words "Trust Account"; and
(b) must—
(i) cause the cheque to be crossed and endorsed "Notnegotiable"; or
(ii) obtain from the person receiving the cheque a receipt thatcomplies with subregulation (3) and keep the receipt aspart of the agent's records.
Maximum penalty: $2 500.

Adoption of Valuation and Declaration of Rates
NOTICE is hereby given that at a meeting of the District Councilof Orroroo Carrieton (‘the council’) held on 12 August 2003 thecouncil resolved to adopt the 2004 Rating Policy, as required bythe Local Government Act 1999.
The 2004 Rating Policy contains the following:
