RTC has a long-standing history of commitmentto providing quality telecommunications servicesto our customers. Founded in 1959, Robert andMaxine MacCormack made a proposal to acquire the Farmers Mutual Cooperative in Rye, Colorado.The proposal stated if the MacCormacks could successfully build a new telephone network, install a switch, and provide service to every home withinone year, the telephone system would become theirs.If they could not accomplish the tasks within the proposal, the system would remain the Cooperative’s.The community took them up on the deal, and RTCwas on its way!
Today, RTC has 15 full-time employees and a serving area of approximately 1,800 square miles with over 2,000 subscribers. The Rye Telephone Company INSTALL EVERYTHING AT ONCEEvery time you have a telephone installed or service changed, certain one-time charges apply.Save money by having several services added orchanged at the same time.
BURIED CABLE CAUTIONMany of our lines are buried. If you are going to dig holes for fence posts or foundations please call the Utility Notifications Center of Colorado(UNCC) 1-800-922-1987 or 811 48 hours in advance. RTC will then be notified to locate thecable before you dig. If you do not call for a cablelocate and you damage a cable, you will be billedfor repair costs.
VACATION RATESIf you are going to be gone for an extended time,call our Account Representatives to have your telephone temporarily disconnected. There is no charge to process your request to be put on vacation status. You will receive a bill each monthyou are away. when you return, we can get yourservice re-established (usually the same day youcall) with the same telephone number. There is aservice order fee to reconnect your service whenyou return.
LOOk IN THE BOOkYou can avoid costly Directory Assistance chargesby looking up numbers in your telephone directory.Jot down frequently called numbers on the pagesprovided in this directory. Before making a long distance call to a business in another town, checkthe phone book to see if the business has a toll-freenumber. If they do, you’ll save yourself the price of a long distance call.
TEACH CHILDREN EMERGENCY TIPSIf you have children old enough to use the phone,teach them how to use the phone in emergencies.They should know how to call their home number,the Operator and 911. Use a toy phone for practice,or hold down the hook switch on your regular phone while children practice dialing and providing information.
HANDLING OBSCENEOR HARASSING PHONE CALLSAlways use the telephone on your terms, not onthose of the caller. Don’t talk to anybody unless you want to ask the caller for his or her identity, anddo not identify yourself or your telephone numberuntil you know who the caller is. If the caller will not

HANDLING HARASSINGPHONE CALLS (continued)reveal his or her identity, hang up immediately. Tellyour children and their babysitter never to talk onthe phone to anybody they don’t recognize. It is illegal to make obscene or harassing phone calls.Penalties for telephone crime can include fines or imprisonment. RTC offers a service called “Customer Originated Trace.” This feature allows acustomer to trace harassing phone calls. Pleasesee Customer Originated Trace in the “OptionalServices At Extra Charge” section on page 11.
YOU HAVE RIGHTSWE’D LIkE YOU TO kNOW ABOUT1. You can request free blocking of 900 calls fromyour home or office. However, to remove the 900block you must do so in writing.
2. You have 60 days after receiving a bill to dispute 900 pay-per call errors. while the errorsare in review, you have the right to withhold payment for the disputed charges. No collectionactivity will be brought against you for thosecharges.
3. Your local and/or long distance service cannotbe disconnected if you fail to pay your disputed900 charges. If you do not pay legitimate 900charges, the carrier has the right to block your 900 access.
4. You should not be held responsible for pay-per-call services that do not comply with federal lawsand regulations.

MAINTAINING YOUR PRIVACYRTC makes every effort to protect your telephoneservice. Customer service records, credit informa-tion and related confidential personal account information are fully protected. RTC reserves the right to request legal, written verification of aperson’s identity in order to release informationpertaining to a customers account.
ILLEGAL WIRETAPPINGFederal and state laws prohibit wiretapping orother interceptions to telephone lines. A personmust obtain a court order or prior consent from all persons participating in a call. The penalty for illegal wiretapping can be imprisonment or fines.
TAMPERING WITH EqUIPMENTRTC may deny telephone service to any person or corporation if telephone equipment on theirpremises shows evidence of tampering, manipula-tion, or operation of any device whatsoever, for thepurpose of obtaining telephone service withoutpayment of charges applicable to the service rendered.
Don’t use your telephone in the bathtub, shower, or swimming pool. Dropping the phone into watercould cause electric shock. Avoid using the tele-phone during electrical storms. It is possible thatelectrical surges can travel through the telephonewiring inside your house. If you suspect a gas leak,use a telephone away from the suspected area toreport it. The telephone’s electrical componentscould create a tiny spark when dialing. It is highlyunlikely, but that spark could ignite a heavy concentration of gas.
PAYING YOUR BILLCharges for your local service and equipmentare billed one month in advance; charges forinstalling or changing equipment are billed thesame way.
PAYMENTS SHOULD BE RECEIVED IN OUR OFFICE ON THE DUE DATE INDICATED ON YOUR BILL.If an account is continually delinquent, it is at RTC’s discretion to add a toll bar to a customer’s service until account in current.Service disconnected for nonpayment will be restored once the past-due balance is paid in full. A reconnect fee is assessed foreach service (Telephone, Tv and Internet).
MISTAkES ON YOUR BILLOur Account Representative will answer questions and investigate possible errors regarding your bill.
IF YOU DIAL A WRONG NUMBERIf you’ve misdialed a call, you must contactyour long distance company for credit.
IF YOU GET A POOR CONNECTIONIf you make a long distance call within the 719area code and obtain a poor connection, youmay receive credit by dialing “0” immediately
after the call. Ask the operator to issue a creditto your account. You may also receive creditfor calls that are cut off. Please contact thelong distance company for a refund.
IF YOU ARE BILLEDFOR CALLS YOU DID NOT MAkESometimes mistakes can occur with your longdistance service charges. Call our office to report questionable charges. Typically, if yourbill shows that the call was a “direct dialed”call, credit won’t be issued.
IF YOU LOSE MONEYAT A RTC PAY PHONERead the front of the pay phone for verificationthat it is a RTC pay phone. Dial “0” to immediately request a refund.
PROTECT YOUR CALLING CARDTake care of your telephone calling card, and do not share your calling card number. Although it’s against the law to defraud thetelephone company, telephone fraud costsconsumers millions of dollars each year. Becertain to check your long distance bill eachmonth and alert us promptly if there are anyimproper charges.
MAINTENANCE — REPAIR — TROUBLESHOOTING
MAINTENANCE CONTRACTSRTC offers a maintenance agreement for the repair of your inside wiring and telephone jacks. Subscribing to our maintenance agreement will prevent acharge for time spent by RTC Techniciansrepairing trouble in your wiring and jacks.Please contact our office for an explana-tion of the maintenance agreements.
TROUBLESHOOTING& REPAIRThere are several reasons why your telephone might not function correctly.The problem could be in your telephoneset, the wiring inside your home, office, orin the outside lines and network facilities.
1. Make sure phone accessories — answering machines, fax machines, computers, modems, and telephone sets — are hung up properly. Unplug and inspect the phone cord from the unit or the jack and check for damage.
2. If all the phone accessories appear intact,go to your network interface box (outside,where the phone enters the house; seegraphic below).
3. Test to determine if the problem is insideor outside the house:
a.) Take a working phone to the networkinterface box (single line phone only).
b.) Remove the modular plug from thetest jack and insert the modular plug fromyour phone.
IF THE SAME PROBLEM OCCURS:The problem is in the phone line. Call RTCTrouble Line at 676-3131 and they will re-pair the lines at no charge to you.
IF THE PROBLEM DOES NOT OCCUR:The problem is in your wiring. Call RTC toset up an appointment (676-3131) for one of our Technicians to locate and repair theproblem. There is a fee for this service. Youmay also contact an independent contractor
to perform the repair, or you can fix it your-self. If none of your telephones work in anyof your jacks, the problem may exist inRTC’s network. Call 676-3131 to report the trouble.
4. If you have telephone accessories (answering machines, cordless phones, asecurity system, or ringers) make sure thatthe equipment is working. If the problem isin your telephone set, follow the instructionsin your warranty or contact your equipmentretailer. RTC is unable to repair your tele-phone equipment.
IF YOU HEAR NOISE ON YOUR LINE
Cause:
It may be caused by the weather, aerialsatellites, poor grounding, or other tempo-rary conditions.Possible solution:wait until the weather conditions change.
Cause:Interference may be caused by radio frequency signals from amateur, citizensband (CB) and AM/FM broadcast stations.Possible solution:The installation of a modular filter, which can be purchased at most stores sellingtelephone equipment, may help.
IF YOU HEAR A RAPID BUSY SIGNAL.
Cause:while making a local or long distance call, itmeans that all circuits are busy.
The illustrations below should be helpfulto you when installing or disconnectingyour telephones.Illustrations 1-3 show wall receptacles(standard jacks) which can accommo-date modular telephone cords. To install
your phone, match the plug at the end ofthe telephone cord with the receptacleand insert. To disconnect the phone,squeeze the clip on the plug and pull outof the receptacle.

RTC offers the following services:AUTOMATIC RECALLThis feature allows you to automatically return thelast incoming call (whether you answered or missedthe call). If the number you are calling back is busy,this feature will alert you with a special ring whenyour line and the line you are calling back are bothidle.Press *66If the line is idle: it will ring immediately.If the line is busy:1. Listen for a voice announcement stating that thenumber is busy.2. Hang up the receiver. This feature will redial thenumber for 30 minutes.3. You will hear a distinctive ringing pattern whenboth your line and the other line are available.4. Lift the receiver and listen for ringing. To cancel,press *86.
CALL FORWARDING1. Automatically forwards all your incoming calls toanother number (temporarily). You may still useyour telephone for outgoing calls.2. To activate: Listen for dial tone then press *723. Listen for dial tone again then enter the numberyou want calls forwarded.4. If line is busy/no answer, wait 2 minutes and trythe process again. Your phone will make one shortring.
5. To cancel, press *73 and a short dial will indicateservice is deactivated.
CALL RETURNCall Return allows you to dial a code and have acall automatically returned to the last party whocalled or attempted to call you.To use Call Return:1. Press *692. Your call will automatically be made.3. To cancel Call Return, press *89 and listen fortone or announcement. There is no time limit for returning a missed call. However, you will only beable to return the last incoming call you received. If the number you are trying to reach is outside the area served by Call Return, you will hear a fastbusy signal.After a call during which you heard a Call waitingtone, you can use Call Return to return the Callwaiting number.
CALL WAITINGIf someone dials your number while you are usingyour telephone, a short tone will notify you of thecall. The calling party will receive a normal ringingtone and cannot hear your conversation. If you desire, you can put the original party on hold by depressing the hookswitch or flash button for onesecond, and answer the incoming call. You may alternate between each call as often as necessary,but may not talk to both parties at the same time.1. while on a call, you will be alerted that you havean incoming call with two separate tones.2. Simply press your switch hook or flash button toreceive the other call.3. To end the conversation with the first caller, pressyour switch hook or hang up. (You will hear ringingthat you have another call.)
CALLER IDIndicates the number of the caller on a Caller ID machine while phone is ringing, during the conver-sation, and is kept in memory after the call, whetheror not the call is answered. This service does not require a code to activate, but does require that thecustomer request this on their telephone line.when you receive a call, wait for the start of the second ring and the number of the calling party willappear on your call display box or telephone display.

CUSTOMER ORIGINATED TRACEIf you receive threatening or harassing phone calls,hand up the phone. Pick up the receiver immedi-ately and dial *57 (1157 on rotary phones). This willactivate our equipment to print out the date, time,and number of the party who made the nuisancecall. Once the recording indicates whether or not the trace was successful, hang up. Limitations of this feature include an inability to trace calls fromcellular phones or older switches that cannot pro-
vide caller ID.Once you have made a successful trace, you mustcontact the Pueblo County Sheriff’s Department andthey will handle the violation according to their policies. RTC will release trace information only to law enforcement authorities.when you have made a trace, write down the dateand time of the call. This will assist RTC personnelwhile sorting through the list of traced calls to isolatethose pertaining to your specific case. If you are ex-periencing harassing calls over an extended periodof time, keep RTC informed, because this data ispurged every six weeks.There is a $1.00 charge each time you active theCustomer Originated Trace. This charge will showup on your phone bill.
CUSTOM LINkThis feature allows multiple directory telephonenumbers to share the same line, so that users canreceive calls dialed to separate numbers without installing additional lines. Applications include homebusiness, teen services, or business customers witha roll-over line.
DISTINCTIVE RINGINGIf you have two different telephone numbers thatring in on the same line, distinctive ringing distin-guishes between the lines with two different ringing patterns. LOWEST RATESDial direct (1+)Dial direct calls are those completed without operatorassistance. On dial-direct calls, you pay only for theminutes you talk. Additional savings apply eveningsand weekends. See below for discount periods.HIGHEST RATES - OPERATOR ASSISTEDOperator Assisted calls arethose requiring the assistance ofan operator to complete the call.These include:Person-to-Person - Call person-to-person when you must talk to a particular person or extension. Rates arehigher than Direct Dialed calls.Charging begins when thecalled person or extension answers.Collect - Most calls can bemade ‘collect’ if the person youare calling agrees to pay thecharge. Because an operatormust assist you, this type of call is also more expensive than a Direct Dialed call.Operator Assisted - Long distance calls are handledand connected by an operator are more expensive.The minimum charge for an operator assisted calls is three minutes.Calling Card - Customers who have Calling Cardsmay place calls and charge them to their calling card number. Calling areas called Local Access and Transport Areas (LATA’s)are geographic areas within which local and long distance com-panies can provide service. Some states consist of one LATA.Other states consist of more than one LATA. Colorado has fourLATA’s as illustrated on the map above.
As of October 1999, RTC offers Equal Access within our LATA.This means that when you make a long distance call within the719 calling area, it will be carried by the Interexchange Carrier(commonly called “long distance company”) of your choice. Youmust contact your Carrier to add intra LATA access to your longdistance service.

Colorado’s telecommunications industry addedthe new area code of 970 to the state’s callingplan. This area code serves customers in northern and western Colorado.
Denver and the surrounding area use the 303 and720 area code.
when your telephone number is preceded by your area code, it is the only one like it in theUnited States. with new area codes being issuedquite frequently, it is important to give your areacode when leaving your number for someone tocall you.

Be prepared to improvise and use what you have onhand to make it on your own for at least three days,maybe longer. while there are many things that mightmake you more comfortable, think first about fresh water,food and clean air.
Consider two kits. In one, put everything you will need tostay where you are and make it on your own. The othershould be a lightweight, smaller version you can take withyou if you have to get away.
You’ll need a gallon of water per person per day for drinking and sanitation. Include in the kits a three daysupply of non-perishable foods that are easy to store andprepare such as protein bars, dried fruit or canned foods.If you live in a cold weather climate, include warm clothesand a sleeping bag for each member of the family.
Some potential terrorist attacks could send tiny micro-scopic “junk” into the air. Many of these materials canonly hurt you if they get into your body, so think aboutcreating a barrier between yourself and any contamina-tion. It’s smart to have something for each member of thefamily that covers their mouth and nose, such as two tothree layers of a cotton t-shirt, handkerchief or towel or fil-ter masks, readily available in hardware stores. It is veryimportant that the mask or other material fit your facesnugly so that most of the air you breathe comes throughthe mask, not around it. Do whatever you can to makethe best fit possible for children.
Also, include duct tape and heavyweight garbage bags orplastic sheeting that can be used to seal windows anddoors if you need to create a barrier between yourselfand any potential contamination outside.
Plan in advance what you will do in an emergency. Be prepared to assess the situation. Use common sense andwhatever you have on hand to take care of yourself andyour loved ones.
Develop a Family Communications Plan. Your family maynot be together when disaster strikes, so plan how you willcontact one another and review what you will do in differentsituations. Consider a plan where each family membercalls, or e-mails, the same friend or relative in the event ofan emergency. It may be easier to make a long-distancephone call than to call across town, so an out-of-town contact may be in a better position to communicate amongseparated family members. Be sure each person knowsthe phone number and has coins or a prepaid phone cardto call the emergency contact. You may have trouble get-ting through, or the phone system may be down altogether,but be patient.
Depending on your circumstances and the nature of the attack, the first important decision is whether you stay put or get away. You should understand and plan for bothpossibilities. Use common sense and the information you are learning here to determine if there is immediatedanger. watch television and listen to the radio for official instructions as they become available.

Take pets with you if you are toldto evacuate, however, if you are going to a public shelter,keep in mind they may not be allowed inside. If you believethe air may be contaminated, drive with your windows andvents closed and keep the air conditioning and heaterturned off. Listen to the radio for instructions.
know Emergency Plans at School and work. Think about the places where your family spends time: school, work andother places your family frequents. Talk to your children’sschools and your employer about emergency plans. Find out how they will communicate with families during an emergency. If you are an employer, be sure you have anemergency preparedness plan. Review and practice it withyour employees. A community working together during anemergency also makes sense. Talk to your neighbors abouthow you can work together.
Some of the things you can do to prepare for the unex-pected, such as assembling a supply kit and developing afamily communications plan, are the same for both a natural
or manmade emergency. However there are significant differences among potential terrorist threats, such as biological, chemical, explosive, nuclear and radiological,which will impact the decisions you make andthe actions you take. The Lifeline discount is available for only onetelephone per household, which can be eithera wireline or wireless telephone. A householdis defined for the purposes of the Lifeline pro-gram as any individual or group of individualswho live together at the same address andshare income and expenses. Lifeline service isnot transferable, and only eligible consumersmay enroll in the program. Consumers whowillfully make false statements in order to obtain Lifeline telephone service can be punished by fine or imprisonment and can be barred from the program.

What is Relay Colorado?
Relay Colorado is a free service that providesfull telephone access to people who are deaf,hard of hearing, deaf-blind, or speech-disabled.

Relay Colorado allows text telephone* (TTY)users to communicate with regular telephoneusers through trained relay operators. Dialing and Using 711 - Making Calls UsingRelay Colorado
The person dials the toll-free Relay Coloradonumber and gives the communications assistant (often abbreviated as the CA) thearea code and number of the person receivingthe call. An example of a Relay Colorado service is a highly trained CA voices the typedcomments by the TTY (text telephone) user and types the spoken comments by the otherperson back to the TTY user. Relay Coloradoprovides several options to meet the needs ofpeople who do not use the standard telephone.
