    I. CURRENT ISSUES:

    a. TERRITORIES OF WORK ARE TOO WIDE

    Indonesia Regulation about Parole and Probation

    Service says: each Regency or Cities in each

    Provinces must have (at least) 1 Parole andProbation Institution.

    The fact: only Province DKI Jakarta have 4 Parole

    and Probation Institutions. Other provinces,

    only has 1or 2 Parole and Probation Institutions.Conclusion: the regulation cannot be implemented

    because of only few parole and probation

    institutions with scope of territories are too wide.

    b. FACILITIES AND INFRASTRUCTURES

    ARE NOT CAPABLE

    In big cities, there are no serious problems in facilities andinfrastructures of parole and probation institutions;

    But in small district/regency that far away from the cities, we willfound the serious problems in the facilities and infrastructure ofparole and probation institutions. Such as:

    a. there are not enough cycles can be used by social guides tovisit the clients; example in Pontianak Parole and ProbationInstitution, only has 1 motor cycle can be used by the officers todo their job. They must make schedule to use the motorcycle.

    b. the office are in poor situations - no water, no telephone and faxmachine example in Parole and Probation Institution inSumbawa Besar and Kalimantan.

    Suggestion: the facilities and infrastructures of parole andprobation institutions must be fulfill , so the officer of parole andprobation institutions can do the work better.

    LIMITATION OF HUMAN

    RESOURCES, IN QUALITY Refers to the education background of social guide officers, most

    of them only graduate from senior high school and DiplomaProgram. As social guides officers, need special skills tohandling the clients (especially psychologist and managementskills), since in the police phase-prosecutors-court-get their

    punishment-until released from their sentences. These situation is made because of the willingness of the

    community become a social guide officers are still low. The government doesnt give serious attention to social guide

    officers and the institution. The recruitment process of social

    guide officers just to fulfill the quota of social guide officers indirectorate general of corrections. Result of the recruitmentprocess are : new employees havent enough knowledge aboutthe role of social guides and they have no willingness become asocial guides officers, their aim to work are to get money.

    d. LIMITATION OF BUDGET

    The common problems we can find as social

    guide officers. Especially social workers who

    work in difficult area because of the distance

    and facilities are not satisfied or in conflict

    area. Such as Social Worker in Balikpapan,

    they have to use bus and speedboat to reach

    their clients. Sometimes they must to spendmore their money to hire the transport

    facilities to get the social report of their

    clients.

    e. LACK OF CO-OPERATIONS BETWEEN

    JUDGES AND PROSECUTERS

    Because of the background education of the

    social worker and also there is not enough

    training to the social workers, sometimes they

    make the social reports out of the standard.

    This situation make the reports wont be

    overlook by the judges and prosecutors.

    Recommendation: more training for the socialworkers to make the social reports, so the

    rights of correctional clients can be fulfill.

    The role of Social Officers (PK) in Indonesia,

    related with rehabilitation and reintegration for the

    prisoners, are:

    Reinforced the motivation : we have made creation of contact'srelations that was influenced by congenial attitude, empathy,and understanding as well as acceptance, could become amotivation factors for the offenders and prisoners to study theirown attitude and behaviors until now;

    Gave the opportunity for the channeling of the feeling: theoffenders and prisoners needed an emotional climate that wassee in sending their feelings, fears, frustration, hopes andaspirations;

    PK gives information that can help the offenders and prisonersin developing the understanding and their social role power in

    the community; PK have given help of decision making in order to considerate

    rationally their problems as well as various availablealternatives;

    PK have given help for the offenders and prisoners tounderstanding the situation, led the clients to improve their selves

    with available facts so the pattern of his life changes; PK helped the family and the community of the social environment

    in order to carry out efforts or hold certain changes that could helpthe client in the process of adaptation after their release;

    PK have given help for reorganization of patterns of the behaviors,

    for the client who has experienced problems of the quite difficultidentity, for example narcotic sufferer; PK have given help in the transfer of authority (referral): the

    comprehensive understanding concerning source systems in thecommunity enable PK to hold the transfer of the authority of help(referral) in accordance with the requirement for certain aspects

    from the problem of the clients.

    The compilation was produced by the problemexpression known with the Laporan Penelitian

    Kemasyarakatan (LITMAS) or (in English:Report of Social Study Research). Litmas was the first time made in the practice of

    the field of giving of help to the child's familythat experienced the Juvenile Delinquency

    problem. LITMAS was utilized as the judge's point to be

    considered in the session of the case of thechild in the Court, in part as the Material of theCase of the Child in the Court (Pre Sentence

    Investigation Report) and the Material for theTreatment (Post Sentence InvestigationReports), such as give Assimilation, Probation,Parole, etc.

    Women bring thestrengths to the role

    Actually there are no differences of works betweenmale and female social guides officers.

    But for the female social guider, the jobs becomeharder in a special occasion. Because of Indonesia

    area is so wide, and also the there's still conflictarea in Indonesia;

    to reach correctional clients in the difficult areabecause of the distance and unsatisfied transportfacilities, women PK has prepared their selves inmany situation. They must protect their selves fromany emerged and dangerous situations, such aswar, criminal actions, ferocity of nature, etc.

    In Indonesia almost 30% of PK are women. Youcan see in the statistic.

    In practice, PK worked connected with manypeople, the woman could more combinescientific knowledge and the warmth to inmates.Women more understood the failure and the

    weakness as well as hatred from inmates. Because of the maternal instinct, women as PK

    could find the strength as well as compassionlove from prisoners. PK must be able to

    combine the sincerity with pleasure, modestyand was certain of their role brought the changefor the development of the socialization andclients.

    Recommendation

    1. Empowering trainers in parole and probation institutions, sothey can be a quality social workers;

    2. Attention from the government, hope the government canrecruit the competence social workers;

    3. Rebuild the facilities and infrastructure in parole and probationinstitutions;

    4. Give attention to women as a social guide officers, especiallyin conflict area or area that difficult to reach. Protect theirsafety from dangerous situations;

    5. Capacity building for correctional system policy makers in order

    to develop and build the comprehensive treatment andrehabilitation programs for prisoners (including women, juvenileand youth inmates).
