In the auction process, selecting the right offer requires skills which come with experience : Feed-in-Tariff have often been used to develop a solar industry, create jobs, gain experience, etc. before shifting progressively to tenders at a more mature stage.

Installation capacity must be adapted to fit the needs and consumption of each site.
Above a certain treshold, the electricity generated in excess must be injected on the grid, providing it
is allowed to do so. If not (or if this excess generation is undervalued), storage capacity addition is
