Local Real Estate NewsCAAR Receives Grant to Support 2016 AHIP
Safe at Home Campaign
The Charlottesville Area Association of REALTORS(r) (CAAR)
received a $1,000 Virginia Association of REAL-TORS(r)(VAR)
Community Engage-ment Grant to support the Albemar-le Housing
Improvement Program (AHIP) 2016 Safe at Home campaign.
Receiving this grant means a lot to the association and its
members, said CAAR President Donna Patton. It clearly indicates
that VAR values CAARs longstanding partnership with AHIP, and
supports the activities planned for this year.
Last year, over 50 CAAR members volunteered their time and
energy to AHIP activities and fundraisers. Whether you volunteer
with AHIP or make a monetary donation, rest as-sured that your
contribution is making a positive impact on our community, said
CAAR Communications Master Group Chair Jack Crocker. Its amaz-ing
to watch a homeowners expression transform from worried to relieved
knowing that AHIP is there to support them in their time of
need.
This years campaign, which is en-ergized by AHIP, CAAR and the
Blue Ridge Home Builders Association (BRHBA), hopes to increase
AHIP awareness and raise $100,000 by De-cember 31, 2016 through
various fund-raiser events and volunteer activities.

Whats Happening Around Town?
The UVA Percussion Ensemble presents the Rhythms of Brazil
The UVA Percussion Ensemble in-vites you to experience the
rhythms of Brazil at 8pm on Friday, April 8, at their Night of
Percussion featuring guest artist, Fernando Rocha in Old Cabell
Hall. There will be a preview performance at 7:30pm on the steps of
Old Cabell Hall.
The concert features visiting profes-sor Fernando Rocha from the
Federal University of Minas Gerais in Brazil, and the U.Va.
Percussion Ensemble, directed by I-Jen Fang. The group will perform
an eclectic mix of Brazilian
music, showcasing arrangements of traditional pieces as well as
original contemporary works for percussion ensemble. Highlights
include Entran-do pelo Canos (roughly up a creek without a paddle),
written by the fa-mous Brazilian jazz musician Hermeto Pascoal
originally for metal tubes and performed here on PVC pipe, and
Ta-cho, a famous melody by the same composer and arranged by Rocha.
The ensemble will also perform Onze, a largely improvisational
piece that uses geometric shapes instead of traditional notation to
represent the number of beats. The concert will conclude with a
traditional samba batucada, with drum rhythms typical of Carnaval
in Rio de Janeiro.
In addition to these pieces, a per-cussion quartet will perform
Choose by CCT graduate student Kristina War-ren. The work explores
repetition and nontraditional notation as the players improvise
through its structure. The whole ensemble will also perform
Lind-say Stirlings Transcendence, arranged by the groups own Emily
Milan. As the only graduating 4th year, she will also feature on
marimba for Ney Rosauros Marimba Concerto No. 1.
Fernando Rocha is professor of per-cussion at the Federal
University of Minas Gerais (UFMG), in Brazil. He is spending the
2015/16 academic year at the University of Virginia as a Visiting
Scholar at the McIntire Department of Music, sponsored by Brazilian
Agency CAPES.
Members of the U.Va. Percussion Ensemble are Brandon Burton,
Natie Hara, Julianna Lee, Ryan Lerner, Greg-ory Lewis, Vivian
McCoy, Emily Milan, Mark Panetti, Shaun Spisak, Laura Tracy, and
Crystal Triplett.

Food Events for 2016 Tom Tom Showcase Region as Locavore
Hotspot
Tom Toms fifth annual Founders Festival includes a robust food
pro-gramming lineup featuring dozens of restaurants, bars, food
trucks, and farms. Inspired by Charlottesvilles vibrant local food
scene, the weeks programming aims to celebrate and showcase our
chefs, artisans, local food advocates, and innovators

events in 2016 include a week-long Craft Cock-tail Competition and

business entrepreneurs in the Charlottesville region.

Taste of Monticello Wine Trail Festival
The Commonwealth of Virginia is the fifth largest wine producer
in the country, which means more and more discriminating drinkers
are repeating the slogan make mine Virginia wine. More than 25
Central Virginia wineries and vineyards will offer sips and
sam-ples at the 2016 Taste of Monticello Wine Trail Festival,
Thursday, April 7 through April 9 at the nTelos Wireless Pavilion
in downtown Charlottesville.
Ever expanding attendance is fast making the Festival a spring
tradition; last years record crowd came close to the Pavilions
capacity. This years win-eries include Gabrielle Rausse, Glass
House, Grace Estate, Jefferson Vine-yards, Horton, Keswick,
Kilauwren, King Family, Loving Cup, Pippin Hill Farm, Reynard
Florence, Stinson, Veri-tas and Stone Mountain. Local pianist and
singer/songwriter Adrian Duke will entertain with New Orleans-style
blues, funk, R&B, and jazz reminis-cent of Crescent City greats
like James Booker, Dr. John and Professor Long-hair.
General admission tickets are $35.00. Designated Driver
admissions are $10.00. Special VIP passes entitle pass holders to
hors doeuvres from C&O, a wider choice of wines, access to a
seating area, private restrooms, and the chance to speak with local
vintners.
Tom Tom Founders FestivalThomas Jefferson was a visionary,
kick starting the American Revolution by penning the Declaration
of Inde-pendence. Thomas Jefferson was an innovator, ceaselessly
experimenting and improving on Monticello. Thom-as Jefferson was a
music lover, calling music the favorite passion of my soul and
encouraging musical activity in the New World.
Named for the patron saint of Charlottesville, and very much in
his inquisitive spirit, the annual Tom Tom Founders Festival is a
week of music, art, and innovation held in the shad-ow of
Monticello. Tom Tom brings together hundreds of bands,
start-ups,
artists, and visionaries to celebrate creative founding, launch
creative ventures, and re-imagine the city as a creative stage,
impacting the city long after the partys over. Over 26,200 peo-ple
and 400 community organizations took part in last years festival,
which had an estimated economic impact of $1.5 million on the
region.
The week-long 2016 Tom Tom Founders Festival is set for April 11
April 17, with 30 events, most of them free, at nearly 60
Charlottesville ven-ues. Throughout the week, the City as Canvas
Mural Project will engage local, regional, and national artists to
create murals, lead art workshops, and stage multi-disciplinary
performances. On Friday, April 15 at noon Second Street Gallery
will host Tom Toms second annual art luncheon, in which state-wide
arts experts will speak on sustain-
able arts careers in the Old Dominion. The Friday Block Party in
Lee Park
will feature world beats, good eats, a New Belgium craft beer
garden, and a diverse lineup of hip-hop dance crews, Afro-pop
ensembles, raucous brass bands, and soul and funk dance crews. On
April 16 the Fourth Annual Satur-day Block Party will take over Lee
Park, the Downtown Mall, and the Farmers Market with more music and
dance, lo-cal food competitions, business show-cases, pitch
competitions, and art per-formances. Saturday will also be Picnic
Day in Lee Park, with attendees invited to bring their own potluck
dishes or buy lunches from ten local food trucks ringing the park.
Saturdays Sunset Concert at 6:00 p.m. will feature the blues, rock
and funk of Sister Sparrow & the Dirty Birds and the funk and
reggae of The Big Takeover.

Not every Grammy Award winning rock group has a charismatic

Celebrating Jeffersons Birthday
Jefferson lived to be 83, but he was remarkably private about
the day he was born. The only birthday I ever commemorate is that
of our Indepen-dence, the Fourth of July, he once wrote.
Disapproving myself of trans-ferring the honors and veneration for
the great birthday of our republic to any individual, he wrote on
another occasion, . . . I have declined letting my own birthday be
known, and have engaged my family not to communi-cate it. Jefferson
famously died on the birthday of the republic he helped to found,
and it wasnt but four years later that his own birthday was first
publicly celebrated, at the Indian Queen Tavern in Washington.
Virginia Congressman John Roane presided over the more than 150
attend-ees. Monticello will celebrate the 273rd anniversary of
Jeffersons birth on Wednesday, April 13 at 10:00 a.m. with a
ceremony on the West Lawn featuring a keynote address by childrens
rights activist Marian Wright Edelman, 2016 recipient of the Thomas
Jefferson Foundation Medal in Citizen Leadership.
Ash-Lawn Highland Sheep Shearing
Ash Lawn-Highland back in Presi-dent James Monroes day was a
work-ing plantation, where guests would have seen sheep, and may
have seen those sheep shorn and their wool card-ed. Virginia Tech
Agriculture Exten-sion Agent Tom Stanley began work-
ing with sheep as a nine-year-old boy in Southwest Virginia,
caring for an or-phaned lamb. At 14 he began shearing, and today
hes a weekend sheep farm-er with a flock of 40 that lamb each
April. Stanley will demonstrate the New Zealand shearing method,
easi-ly the most commonly used pattern of shearing in the U.S.
today, during Ash Lawns annual Sheep Shearing Day fes-tivities,
Saturday, April 16, beginning at 11 a.m. Traditional wool carding,
spinning demonstrations, and other family activities will follow.
This is also the day to meet Ash Lawn-Highlands newest lambs.
Tickets are $5. Monroes Farm Friends members get in free. Vis-itors
are encouraged to picnic on the grounds, bringing their own lunches
or choosing from a selection of fresh sandwiches at the Museum
Shop.
Folklife Program at Ash-Lawn Highland
This year, for the first time, Ash-Lawn Highland will partner
with the Virginia Folklife Program to host the annual Virginia
Folklife Apprentice-ship Showcase. This free, family-friend-ly
event will take place on Sunday, May 15 from noon to 5:00 p.m.
For more than twenty-five years, the Program has documented the
Commonwealths music and material traditions and shared those
histories through hands-on workshops, perfor-mances, exhibitions,
audio and video recordings, and apprenticeships across Virginia.
Now in its thirteenth year, the Showcase highlights the
Common-wealths folk masters and apprentices from the Virginia
Folklife Apprentice-ship Program, celebrating traditional Virginia
music, crafts, and food, and in-
troducing the public to the master art-ists and apprentices who
keep the tradi-tions alive. An expected crowd of more than 500
people will enjoy live music and demonstrations of everything from
bluegrass picking to oyster shucking.
Charlottesville Earth Week Eco Fair
The Charlottesville Earth Week Eco Fair aims to bring local
communities together in ways that promote aware-ness of the value
of the natural world and encourage the public to learn about the
environment, with the goal of creating strong, engaged
steward-ship. This years Fair takes place Sun-day, April 24 from
11:00 a.m. to 5:00 p.m. on the Downtown Mall and at the nTelos
Wireless Pavilion.
Preceding Festival Day, Barbara Kingsolver will host an Earth
Day con-versation at the Paramount Theater on Friday, April 22 at
7:00 p.m. All pro-ceeds will benefit the grassroots com-munity
organizing work of Virginia
Organizing. Tickets are $48 and $32 and $25 for students. Nature
lovers will gather at 420 Quarry Road in Charlot-tesvilles Quarry
Park for an Earth Day River Cleanup, 10:00 a.m. to noon on
Saturday, April 23. Snacks and water will be provided for
volunteers. A Ri-vanna River Sojourn And Paddle will be held on
Sunday, April 24 from 10:00 a.m. to 2:00 p.m.
Earth Week Staunton Stauntons 10th Anniversary Earth
Day Celebration is scheduled for Saturday, April 16 from 9 a.m.
to 12 noon in the Sunspots Studio Pavilion in Downtown Staunton.
The event
will include hands-on exhibits and activities for the whole
family, native plant sales, free sapling giveaways, live native
wildlife programs by the Wild-life Center of Virginia, face
painting and more. Celebrants can make wild-flower seed bombs,
participate in a bee dance, and observe a live bee hive. Ad-mission
is free.
Wild Virginias Wild & Scenic Film Festival takes place on
Sunday, April 10 at 7:00 p.m. at Stauntons Visulite Theater with a
selection of films about the planet, its wilderness areas, and
the people and communities who love them, play in them, and
defend them. Their films are intended to inspire wonder, highlight
issues and solutions, and provoke action.
Kites and Critters Day, Sunday, April 17 from 1:00 to 5:00 p.m.
at Moore Farm on Bells Lane in Staunton, will give families an
opportunity to enjoy the outdoors and see the conservation and
farming that go on in the citys agricultural district. Kids young
and old can watch big kites or fly their own, release a trout,
plant a tree, take a hab-itat walk, identify stream critters, pet a
lamb, and much more. Tours and activ-ities will start at the barn.
Visitors may enter the farm from Route 262.
The Waynesboro Riverfest is a free annual event in Waynesboros
Consti-tution Park. This years fest on Satur-day, April 30 from
10:00 a.m. to 4:30 p.m. will include a stream safari, a fish and
fun rodeo, a farmers market, canoe rides, kids arts and crafts,
stream elec-tro-fishing, and presentations by the
Wildlife Center of Virginia and Reptile World. The day will be
capped off by the Great South River Duck Race.
Nelson CountyThe eighth annual Rockfish Val-
ley Foundation Kite Festival will take place in Bold Rock Cidery
Field behind the Rockfish Valley Foundation Nat-ural History Center
in Nellysford on Sunday, April 10 from 11:00 a.m. to 3:00 p.m. This
free event will include kite flying instructions, demonstra-tions
by Richmond Air Force, Games, the Rockfish River Duck Race for
kids, parachute races, music by Jim and Kimbo Cary, and a magic
show by Bri-an Bence. The first 200 kids will get free kites. Kites
and food will be available for purchase. Attendees are also invited
to bring their own kites and their own picnic lunches.
Up at Wintergreen, May 27 to 30 will be Blues, Brews & BBQ
time. The long Memorial Day weekend will include a mi-cro-brew
festival, blues music, an arts and crafts fair, a block party. Lake
Monocan will open for the season, and The Winter-green Tread &

The resurgence of low-down financ-ing seems dangerous on the
surface. However, since the 2008 recession, things have drastically
changed, in-cluding requirements regarding down payments. Whats
different this time? According to Karen Dowell of Real Estate
Solutions (www.karendowell.com), the primary difference is the
underwriting criteria. Although there are still some low credit
score types of programs out there, most lenders and the government
have restricted their programs to something a little more
reasonable. For example, credit scores of 620 and above is
generally the fa-vorite amount, but you can find some programs with
credit scores below that but they are generally non-traditional and
not safe vehicles, Dowell adds.
USDA Loans (also known as Rural Development Loans)
If a first-time buyer is looking for 100 percent financing, the
go-to prod-uct is usually a Rural Development Loan, which is
offered through the Department of Agriculture, according to Dowell.
These loans are demograph-ically restricted to rural areas, and
anything outside the city in our demo-graphic qualifies as a rural
area, says Dowell. According to the USDA Loan
Eligibility website, USDA loans allows for all closing costs to
be paid for by the seller or financed into the loan. The factors
that determine eligibili-ty are: credit worthiness, income and
where you live. When a buyer is being considered for a USDA loan an
under-writer is looking for a good paying his-tory. If you have
past blemishes, they can be overlooked as long as you have
reestablished your credit over the past 12 months. A buyer will
need to show a two-year history of employment or steady income, but
there are some ex-ceptions. Lastly, in order to qualify, the
property must be located in the desig-nated demographics.
Federal Housing Administration (FHA) Loans
If a Rural Development Loan doesnt meet the specifications for a
new buyer, and they are looking for 100 percent financing, there is
another option, says Dowell. Lenders can offer buyers a government
backed Feder-al Housing Administration (FHA) loan that offers a 3.5
percent down payment, if its a traditional FHA loan. In addition,
lenders can also offer 100 percent financing when they partner with
the Virginia Housing Develop-ment Authority (VHVA) for lower
interest rates, and a second mortgage to cover the down payment
and clos-ing cost giving a buyer 100 percent financing. To qualify
for a FHA Loan, a buyer must demonstrate a solid credit performance
history. If your credit his-tory is blemished by late payments and
delinquent accounts, its best to clean up those issues before
approaching any lender. If you plan to purchase a sin-gle-family
home in Albemarle County, the FHA limits for 2015 is $437,000,
according to www.fha.com.
Department of Veterans Affairs (VA) Loans
The Department of Veterans Affairs (VA) loan program is a
government program available to qualified military veterans,
reservists, active duty person-nel, or eligible family members. The
loan is available in a variety of fixed and adjustable rate
options. In addi-tion, borrowers are allowed to use gifts or grants
towards their closing costs. The VA loan takes into consideration
sporadic residency, which allows for deployment issues, and doesnt
auto-matically disqualify those who have filed for bankruptcy or
experiencing credit issues. In fact, it doesnt require monthly
mortgage insurance, and there is the potential for minimal
out-of-pocket expenses with seller contri-butions, according to
wellsfargo.com. However, buyers can typically expect to pay a
one-time VA funding fee that can be financed into the loan
amount.
What about Private Mortgage Insurance (PMI)
Although low-down payment loans are appealing to most potential
buyers,
there are some who are concerned with having to pay Private
Mortgage Insur-ance (PMI). PMI protects lenders in case buyers
default on their loan pay-ments. For this reason, the Rural
De-velopment Loan is the go-to product, said Dowell. The Rural
Development Loan has whats called the funding fee - and this fee is
structured with a 2 percent upfront (cash or financeable)
component, which is financed some-where in the ballpark of 1 to 1
per-
cent. In addition, theres a monthly component of .40 percent of
the outstanding balance that is spread
out over 12 months, and adjusted each year. Dowell believes that
this is the cheapest way to give buyers 100 percent financing with
the lowest pay-ment, which is why this product fits the needs of
most buyers.
Make 2015 the Year of Homeownership
According to money.cnn.com, 2015 is the year for the home buyer
to get into the housing market. In some markets, rents are
continuously rising higher than wages. Now that down payment
requirements are lower, po-tential buyers can finally afford to get
into a home. Borrowers with steady employment, income and good
credit history, but not enough money in the bank, will find it
easier to buy a home. With the resurgence of low-down pay-ment
options, prospective homebuyers have the opportunity to finally
stop renting and purchase the home theyve always wanted. n
