Welcome to The Public Sector Communications Conference 2020: Achieving Integrated Communication. Public sector communication is becoming increasingly important in providing a reliable and trustworthy source of information to a tech savvy, information-hungry public, particularly at this time of political uncertainty and misinformation. Alex Aiken, the Executive Director for Government Communications, has recently stressed the need for continuous improvement in communications strategies to address the key challenges of improving standards, defending democracy and reassuring communities. This continuous improvement will take the shape of an increasingly professionalised customer-oriented communications workforce, embracing and seeking out diversity in the workforce, and developing robust partnerships across the public sector to deliver key messages.

The Public Sector Communications Conference 2020: Achieving Integrated Communication will give attendees the opportunity to hear a series of practical case study examples of best practice from across the public sector, in addition to the latest updates on communications strategies from leading organisations in public relations and communications. Hear from award winning organisations who will share their insights into effective communications, both internally and externally, in a range of scenarios, from crisis communications, to preparing for a change in policy, to targeted campaigns intended to engage and impact public actions.

Speaker Biographies

Francis Ingham Director General, Public Relations and Communications Association For the past twelve years, Francis Ingham has been Director General of the Public Relations and Communications Association (PRCA), operating out of London, Singapore, and Dubai; and for the past seven years has also held the position of Chief Executive of the International Communications Consultancy Organisation (ICCO), operating in 70 countries across the globe. Representing over 35,000 practitioners, the PRCA is the largest PR professional body in the world. ICCO is the voice of public relations consultancies around the world. Its membership comprises 41 national trade associations, collectively representing over 3,000 PR firms. Ingham’s background is in politics and public affairs, having previously worked for the Conservative Party and the Confederation of British Industry. He sits on the UK Government Communication Service Strategy and Evaluation Council, and leads the membership body for UK local government communicators, LG Comms. He was External Examiner to the American University at Richmond, and Visiting Lecturer at the University of Westminster. Educated at Oxford University where he read Politics, Philosophy and Economics, he appears in both the UK and the Global editions of PR Week’s PowerBook.

Mark Anderson Director of Communications, Ofwat Mark Anderson is a senior corporate communications expert, who has worked across the public, private and charity sectors. He is currently director of communications at Ofwat, where he oversees external and internal communications. He has previously led media relations for a high-profile trade association and oversaw communications for the clean-up of the MPs’ expenses scandal as head of communications for IPSA, the independent agency created to reform MPs’ expenses and remuneration.

David Bailey Social Media and Digital Engagement Strategic SME (Subject Matter Expert), National Police Chiefs Council

Since joining Staffordshire Police in 2002 David has built a reputation for drive and innovation in public relations, communications, and engagement, particularly in the digital environment. As a result of his leadership David helped to develop the social media approach for Europol, delivered training and best practice via the European Police College and undertook a mission to Palestine to help the local Palestine Civil Police use Facebook to engage with their local communities about crime and community safety. David isn’t a police officer, around a third of all those working in UK police are members of staff who don’t need the warrant to execute his role. Currently David seconded to the National Police Chiefs Council (NPCC) Digital Policing Portfolio from Staffordshire Police. He is leading the Social Media project within the Digital Public Contact Programme which is working deliver the vision following vision for a social media enabled police service across the UK. 'The public will have the choice and confidence to engage, report and interact with their local police using the digital channels that most suit their needs. The police have the skills and confidence to effectively engage with communities, building trust, support and enabling citizens so that together we can tackle the issues that matter most.' The project focuses on social media as a contact channel, improving community engagement and development of a new approach to digital engagement between policing and children & young people. Described as 'best in class' by senior managers at Facebook in terms of leading public sector digital engagement, he is a key driver in the use of social media channels in UK policing and wider. With nearly 20 years of experience in police engagement and communications, David has been involved in every aspect of policing, supporting local face-to-face engagement in community meetings, to leading the media and communications plan complex investigations including counter-terrorism and sadly a few murder enquiries along the way. In 2011 David led and delivered a communications and engagement approach for Staffordshire which was credited with preventing disorder on the county during the Summer 2011 riots. This resulted in his work being highlighted at Cabinet Office and Downing Street. Also, David’s work was also focus of Facebook’s first case study on a Public Sector agency worldwide which was used by Facebook to highlight best practice worldwide in community engagement.

Chris Webb Founder and Director, Emergency Practitioner in Crisis Communication & Strategic Communications Lead for Coronavirus, London Resilience Chris Webb is the former Head of News and Deputy Director of Media and Communication at the Metropolitan Police Service. Recognised as one of the UK’s leading experts in crisis management and crisis communication, he has dealt with almost every major incident to impact on London in 30 years and has recently led the capitals COVID19 response. Chris has handled some of the country’s biggest security comms challenges including the NATO Summit (2014), the G8 summit (2013), London Olympics (2012) and the 7/7 bombings (2005). He is founder and Director of EPiCC, a not for profit organisation, that brings together comms practitioners to network, train and enhance their skills in handling emergencies and disasters.

Jo McLellan Head of Media and Campaigns, Met Office

Constandina Milios-Diogenous Head of Customer Marketing, NHS Blood and Transplant Constandina is a digital marketing professional with over 16 years marketing experience working both client and agency side across a number of sectors including travel and tourism, retail and healthcare, helping companies grow their businesses in the UK and Internationally. Constandina joined NHS Blood and Transplant in 2016 to work in Marketing and Communications and is currently Head of Customer Marketing, leading the organisations internal marketing and design agency.

Alexandra Cullen Head of Organ Donation, NHS Blood and Transplant Alexandra started her career in FMCG brand management, developing the likes of kinder surprise and Ferrero Rocher, going on to shape retail, hospitality, CSR and franchise marketing models over several years at Marks & Spencer. Alex joined NHS Blood and Transplant in Spring 2020 as Head of Organ Donation Marketing.

Claire Canning Marketing and Communications Manager, United Welsh United Welsh is an innovative not-for-profit organisation providing housing and services to people in South Wales. They currently manage 6,000 properties across 11 local authorities and have built more than 1,000 homes in the last five years. United Welsh is ambitious about helping people to live their best lives, tackling poverty and providing secure homes and specialist services that help people with their wellbeing. United Welsh were acutely aware of the impact of welfare reform on tenants, so the Be like Bob campaign was conceived to support people to effectively secure and manage their Universal Credit claims and sustain their tenancies. Since launching, Be like Bob has been adopted across Wales by other housing associations, local authority partners and more. Claire Canning is a senior communications & marketing professional with over 10 years’ experience, having worked for the police service, the food industry and most recently, the housing sector. As well as providing strategic communications direction for organisations to fulfil their purpose in line with their values, Claire has delivered award-winning integrated campaigns for brands and services. Be like Bob won the 2018 Welsh Housing Award for Innovation in Communications and the 2019 UK Housing Award for Campaign of the Year.

Donna Tipping Deputy Director, Marketing and Brand, The Stroke Association Donna has spent 20 years delivering impactful marketing and communications campaigns in the not-for-profit sector. Through strategic integrated comms roles at RNIB and RNID (now Action on Hearing Loss), she specialised in some of the unsung health conditions that

dominate later life. Donna joined the Stroke Association in 2015 with a single-minded brief: to put stroke on the map.

John Lehal Vice-Chair, Taylor Bennett Foundation

John Lehal advises business and charities on strategy, reputation and growth. After a long consultancy career, he now provides senior counsel to CEOs and Boards to address the strategic challenges they face. John launched and grew Insight Consulting Group for eleven years. Having founded the agency in 2006, John ran the consultancy until it was acquired by Four Communications Group in January 2017. At Four, he was board level lead on Diversity and Inclusion. From 2019 to 2020, he was CEO of UpRising Leadership, a youth leadership charity. Throughout his career, John has been a passionate advocate fighting race inequality. He is Vice-Chair of trustees of the Taylor Bennett Foundation, Treasurer of the Bedfordshire Refugee and Asylum Seeker Service, and a Director of Pop-Up CIC. He also serves on the Executive Committee of Labour Business.
