Why are rules important?

Facilitate orderly conduct of business Define the standards creation process If not followed can lead to

Delays Litigation

Page 10: The Policies and Procedures of the IEEE 802 LMSC 15-March-2004.

Where are the rules?

The “Rules” of IEEE 802 LMSC are called Policies and Procedures (P&P)

The LMSC P&P can be found at http://grouper.ieee.org/groups/802/devdocs.html

2) The Plenary Briefly defines format for LMSC Plenary

sessions and meeting NOTE:

A session is the entire period of time between the Opening EC plenary meeting and the Closing EC plenary meeting

A session may have substantial breaks during which no meetings occur

EC meetings while outside these bounds are generally considered part of the session

If a WG adjourns they END their session A meeting is a single substantially contiguous period of

time without any large breaks Yes health breaks are allowed! If you recess your meeting ends but session continues

Page 15: The Policies and Procedures of the IEEE 802 LMSC 15-March-2004.

3) The Executive Committee Function

Charter groups, initial chairs, proc / tech advice on charter Membership

Who is a member and how they become a member Reaffirmation

Every even numbered year in March Voting Rules

At meetings and between meetings Meetings

Observers are allowed Ask chair to speak

P&P Revisions Long and drawn out

Appeal and Complaint Process You do have recourse!

Page 16: The Policies and Procedures of the IEEE 802 LMSC 15-March-2004.

4) LAN/MAN Standards Committee

Very loosely defines the LMSC Very brief Requires updating

Page 17: The Policies and Procedures of the IEEE 802 LMSC 15-March-2004.

5) LMSC Standards Development Groups

Defines WG Rules Role of Chair / Election / Authority / etc. Membership & Voting

Defines TAG Rules Similar to WG

Defines SG Rules ECSG

Created directly by EC WGSG

Created by WG Both generally create PARs

EC Decides placement of PARs

Page 18: The Policies and Procedures of the IEEE 802 LMSC 15-March-2004.

6) LMSC Sessions

Plenary Sessions Interim Sessions

Forces Chair to represent WG position to EC on specific issue Chair may present own / other views

as well Infrequent use for critical issues

Procedures 10PROCEDURE FOR CONDITIONAL APPROVAL

TO FORWARD A DRAFT STANDARD

Forwarding draft to Sponsor ballot / REVCOM contingent on pending WG / LMSC (Sponsor) ballot

Stringent process Many conditions

Backlog of P&P Revisions

Many revisions desired for P&P Typically run 2-3 revisions per plenary

cycle Can’t keep up with the work load

Looking at ways to improve throughput
