FEMA Flood Zone Map UpdateThere has been a lot of speculation, rumors and inaccurateinformation in the community about FEMA’s update ofthe coastal Flood Study information for the shoreline andcommunities adjacent to San Francisco Bay. In readingthe technical documents associated with this update, I cancertainly understand the confusion as the reports containtechnical data, government slang, and basically are notwritten in a manner for community consumption.The short answer is that due to past efforts of the City thatraised the levees around Redwood Shores, and the workcompleted for the Reserve in Redwood Shores (Area H),Redwood Shores is not in a high-risk flood zone when thefinal maps are released in 2016. Redwood Shores is in aspecial “seclusion zone” and the preliminary mapsdocument the past work that raised the levees.There are 7 steps that lead to the release of updated mapsfrom FEMA. FEMA is currently in step 4, the release ofPreliminary Flood Insurance Rate Map (FIRM) panels.The preliminary Physical Map Revisions (PMR) werereleased on August 13, 2015 for staff review. Staff has untilSeptember 13 to provide initial comments, which willthen be followed up with meetings with staff.In addition, there is a 90-day appeal process to ask FEMAto make revisions to maps. The appeal process is based onthe submittal of scientific or technical data to improve theflood hazard information shown on the FIRM panelsthrough the Letter of Map Change process.FEMA’s position is that everyone, regardless of the floodmaps, is at some risk of flooding and encourages everyoneto purchase floodinsurance. Only prop-erties that are mappedin a high-risk area(shown on maps withan “A” or “V”) and theowner has a federallyregulated or insuredlender will be requiredto purchase floodinsurance. Redwood Shores is nota “high risk” area. If youhave any questionsabout the maps, pleasecontact the City’splanning department. IT’S ELEMENTARYIt’s an exciting time in ourschools. This month, we’replanning a district-wide staffdevelopment day, analyzingscores from last spring’scomputer-based state tests,and hosting a range of funactivities. Oracle‐SponsoredProfessional LearningAs I mentioned in theSeptember edition, we have

new textbooks and instructional materials in math, reading,and writing, so our teachers are continuing to become morefamiliar with the new materials. On Monday, October 12,Oracle is hosting our district-wide professional develop-ment day at their conference center. The focus will beimproving our practices for monitoring individual studentprogress and adapting our services to meet individualstudent needs. State Test ResultsLast spring, all 3.7 million California public schoolstudents in grades 3-8 and 11 took computer-basedassessments aligned to the new, more rigorous statestandards in English and Math. Considering that this wasa new test and format, our students did very well. Overall,75% of Belmont-Redwood Shores students in grades 3-8met or exceeded standards in English and 70% met orexceeded standards in math. This is roughly 20 pointshigher than county averages and more than 30 pointshigher than state averages. Detailed school, district, andcounty results are online, most easily found by searching“CAASPP results 2015”. October’s School EventsOn October 4, the district’s foundation School-Force ishosting the 13th annual Save The Music festival atBelmont’s Twin Pines Park from 11am to 5:30pm. Enjoygreat food, support our student musicians, listen toprofessional performances, and see the marching bandsfrom Stanford University and UC Davis! On October 9,Sandpiper School is hosting a coffee chat with theprincipal at 8:30am, and Redwood Shores Elementary willhost a fundraising Walk-a-thon on Sunday October 18. OktobeRun Returns tothe Shores October 24th

For the 5th year in a row, runners taking on OktobeRunwill be coursing through Redwood Shores on October24 in their attempt to improve their personal best times,while enjoying a beautiful fall day on the San FranciscoBay Trail.

Proceeds from OktobeRun support programs are fundedby the Redwood City Education Foundation (RCEF),which motivates many runners, but the race is alsocoming into itself as a well-regarded event drawingparticipants from around the Bay Area and across thecountry. Race director Rick Hunter credits the RedwoodShores Community Association (RSCA) with helping tobuild the race’s success.

“RSCA has been a loyal partner from the beginning, andwe are very grateful for their contribution,” Hunter said.Every year Shores volunteers have staffed a water stationand The PILOT has publicized the event. “We’ve reallyenjoyed helping out such a grand event for such a goodcause, and I’m encouraging our community toparticipate again this year,” said RSCA vice-presidentJim Cvengros.

Runners in the half marathon and 5K races appreciatehow well OktobeRun volunteers tend to their needs andenjoy the home town, community feel they provide.

While the half marathon appeals mostly to elite runners,the 5 K is well-suited for families and also attracts astrong contingent of students. The participation of thisgroup falls into one of the RCEF’s key strategies forpromoting wellness in schools. “We have been fundingwellness programs since 2005,” said RCEF presidentJudie Gutierrez. “OktobeRun and our 4th of July ParadeRun are important elements of our mission. We stronglybelieve healthy kids learn better!” To encourage studentparticipation this year, OktobeRun has dropped fees forstudents to $10.

RSCA’s Annual Levee CleanupAnother Great Success!

On Saturday morning, August 22, 2015 volunteers setout to collect trash in Redwood Shores on the levees,lagoons, sidewalks and in the parks.

After a light breakfast, community members recovered600 pounds of garbage, 80 pounds of recycling and 20pounds of organics.

Carlmont High SchoolSCIENCE LECTURES: One Wednesday each month, Carlmontinvites a guest speaker to engage students and all audiencesin the exciting world of science. Lectures are from 7 p.m.to 9 p.m., and range from a variety of topics including theprehistoric ages, biology and engineering. All lectures arefree of charge and take place at the Carlmont PerformingArts Center on campus. The next science lecture will beon Nov. 18 at 7 p.m.PERFORMING ARTS GALA: Featuring the entirety of theCarlmont Performing Arts in one unified gala. Groups toperform include dance, choir, symphony orchestra, and aspecial performance featuring Ralston Middle Schoolstudents. Ticket prices include free hors d'oeuvres andaccess to all groups. Thisis the 15th year that RSCA has organized the ShoresLevee Cleanup, and we thank all our communityvolunteers, San Mateo Credit Union, Recology, and theRedwood City Parks Recreation and CommunityServices Department.

Again this year RSCA hosted SFGoodwill’s “Give-N-Go” drop off at the Redwood Shores Library, giving theShores community a chance to clean out their homesand garages.

RSCA volunteers worked with SF Goodwill to unload,sort, and document all of the clothes, small appliances,computers & equipment, towels & linens, lights,bedding, kitchen utensils & cookware, toys, books,movies & music, bikes & boards — enough to fill upone large semi-trailer.

AUTUMN FOOTBALL FAREOctober always brings some of our best weather to the SFBay Area, as any good Californian knows. The days areusually bright and sunny, and then our wonderful fogcreeps under the Golden Gate Bridge and brings coolingrelief to the many microclimates adjacent to the Bay. It’sgreat hiking or cycling weather, or for visiting with friendsand watching your favorite Saturday college football andSunday NFL games.This is a great chili recipe that is easy to make, fragrantwhile simmering away, and yummy for a good mid-afternoon lunch or early evening dinner.BEEF CHILI WITH SOUR CREAM AND CHEDDAR BISCUITS (Serves 6)

2 large onions, chopped (about 3 cups)1/4 cup vegetable oil1 tablespoon minced garlic2 carrots, small dice3 pounds boneless beef chuck, ground coarse or

3 pounds ground beef1/4 cup chili powder1 tablespoon ground cumin2 tablespoons paprika1 tablespoon crumbled dry oreganoDried red pepper flakes, to taste2 8-ounce cans tomato sauce or 2 cups fresh tomato

sauce or tomato puree1 1/4 cups beef broth3 tablespoons cider vinegar1 3/4 cups or 1 19-ounce can kidney beans, rinsed

and drained2 green bell peppers, chopped

In a large pot (I use a 5-quart, and just all fits), heat theoil over moderately low heat and cook the onions in it for5 to 10 minutes, until softened. Add the garlic and carrotsand cook for one minute more. Raise the heat to mediumand add the beef, stirring and breaking up any lumps untilit is no longer pink, about 10 minutes. Add the chilipowder, cumin, paprika, oregano and pepper flakes andcook for another minute. Add the tomato sauce, broth andvinegar and simmer the chili, covered, for 35 to 40minutes (if you used ground beef ) or 50 to 60 minutes (ifyou used coarse chuck). Add the kidney beans, bell

peppers, salt (I used 2 teaspoons to get the seasoning rightfor my tastes) and pepper to taste and simmer for anadditional 15 minutes, until the bell peppers are tender.

SOUR CREAM AND CHEDDAR BISCUITS1 1/2 cups all-purpose flour2 teaspoons baking powder1/2 teaspoon baking soda1/2 teaspoon salt2 tablespoons cold unsalted butter, cut into bits1/4 pound sharp Cheddar cheese, coarsely grated

(about 1 1/2 cups)1 cup sour cream

Preheat oven to 425°F. Whisk together the flour, baking powder, baking soda andsalt in a large bowl. Either cut the butter pieces into theflour mixture with a pastry blender or rub them in withyour fingertips until well-combined. Stir in the cheddarand sour cream until the mixture forms a sticky dough.Pat it out to a 1/2-inch thickness on a very well-flouredcounter and use a 3 1/2-inch biscuit cutter to cut sixrounds. Bake on an ungreased (or parchment-lined, if yourbaking sheets are as “weathered” as mine are) cookie sheetfor 15 to 17 minutes, until golden on top.
