  • FOREWORD

    This bibliography was compiled to serve two basic purposes:(1) the needs of the students in Liberal Arts 4968B Senior Seminar on Nation Building (3 credits) in the Winter Term of 1971; (2)my own teaching and research requirements. 'Whenthe senior seminar was taught as an honors seminar in the Spring of 1969, a number of bibliographies were available and useful in this relatively new field--but none was "appropriately selective"? or sufficientlycomprehensive; nor, apparently, had any of them been compiled with the specific research needs of undergraduates and beginning graduate students as working criteria. Similarly, my own scholarly

    endeavors in political development have long demanded a more sustained, concentrated bibliographical effort--and a handy source of reference.

    Title. The title, "Political Development and Nation Building," has been the cause of some debate. Since political development could reasonably be construed (and usually is so construed) as an integral element of the interdisciplinary field of nation building, its presence in the chosen title of this bibliography only serves to emphasize the compilers' view of its primary role and importance in nation building.

    Limitations. This bibliography has the inevitable limitation of becoming quickly outdated for an ill-defined field in which the literature is exploding. A second weakness is reflected in all of the omissions, shortcomings and errors resulting from time limitations of a small staff.

    Emphases. The bibliography includes many monographs and many published books. But it seeks to emphasize, first, periodical and journal literature, which is more easily available in most libraries. And second, it stresses documents, reports, studies, etc. of international and national agencies--particularly those of U.S. Government agencies and Government-related organizations (e.g. SEADAG or the Southeast Asia Development Advisory Group,

    ODC or the Overseas Development Council, SID or the Society for International Development). Since so many of -these Government materials are working papers or other types of "internal docuients," or, for other reasons, are never available through the U.S. Government Printing Office, they are seldom listed in appropriate bibliographies. Thus, a wealth of first-rate and highly relevant sources commands the attention of only the most searching and painstaking members of the academic community.
