At 96 years old, Alton Ralph “Red” Sims is believed to be the old-est elected official in the state and during the Board meeting,Louisiana School Board Association (LSBA) president, ScottRichard, paid a surprise visit from Baton Rouge to recognize Mr.Sims through a resolution written for him by legislators and waspresented as written. Mr. Richard read the legislative proclamationaloud regarding his tenure as the District “C” Board representativefrom rural western Ouachita Parish. Alton Ralph Sims was born Au-gust 26, 1920, is a lifelong resident of Calhoun, Louisiana, and atthe age of 66, was first elected to the School Board in 1986. He hasserved eight consecutive terms for a total of 31 years since elected tothe Board. The proclamation contained several achievements andaccomplishments obtained by Mr. Sims during his 31 years of serv-ice, all of which are included in the “State Concurrent ResolutionNo. 85”. Resolution No. 85 was enacted in the 2017 Regular Sessionby senators Walsworth and Fannin and Representative Hoffmann,commending his many years of public service. Mr. Sims used hisability as a Board member to work tirelessly throughout his careerserving the people in his community finding a way to provide theneeds of schools in his district, especially West Ouachita HighSchool. To show their appreciation for his many years of dedicatedservice to West Ouachita High School, in 2004, the WOHS footballstadium was named after him through an act (Housebill No. 219,now Act 124 of the Louisiana House of Representatives) passed bythe Legislature authorizing the School Board to name a football sta-dium in honor of a school board member that meets criteria. Today,

the WOHS stadium proudly bears the name, “The A. R. “Red” SimsStadium” in his honor. Present at the meeting was Charles Dykes,a former baseball player for Mr. Red’s team over 50 years ago.Charles, who was just a young boy when he met and played ball forMr. Sims, grew to love and respect his coach as he matured into oneof Mr. Red’s best players while under his leadership and guidance.Currently the Principal of Woodlawn Middle School, Charles Dykesconsiders Mr. Sims a lifelong friend. Everyone was entertained byMr. Dykes’ interesting and humorous stories about their experi-ences. Jerry Hicks, President of the Ouachita Parish School Board,another lifelong friend and former player for Mr. Red, also honoredhim today reminiscing and praising him for all the dedicated loveand service he provided kids throughout his life as a teacher/coach.He had exceptional talent for coaching and used his ability to en-courage kids to always do their best and refused to accept less fromthem. Today at the age of 96, he continues to serve them through hisseat on the Board fighting to give them the best education in a state-of-the-art environment he possibly can. Mr. Hicks looks up to Mr.Red’s dedicated commitment to kids, whether in sports or educa-tion and is in awe of his service to his community. He says, “It is in-credible that he and Mr. “Red” would end up serving on the schoolboard as representatives of their districts at the same time.” Dr.Coker also spoke fondly of Mr. Sims, echoing complements similarto that of Mr. Richard and others describing him as a fighter forquality education for all students, especially in his community.Shortly after announcing that there would be a reception for Mr.Sims immediately following the meeting, Dr. Coker invited every-one to join the Board for refreshments in honor of his lifelong serv-ice in education.

Title I Supervisor Cynthia Osborne presented the DJE: Purchas-ing policy to the Board for approval. She introduced three (3) otherpolicies being held for approval and, are to be approved later in Julyas follows: DJED: Bids and Quotations policy; JGB: School Well-ness policy (Question raised and Federal Guidelines issues for newRegulations); JGCE: Child Abuse policy (Modifications made topolicy under state statutory for provisions of abuse): [these 3 poli-cies need to be delayed to revise some statutes before approval].Board attorney Elmer Noah explained the new federal guidelineswith Food Service programs and required regulations to be imple-mented that need to be coordinated with the policies listed on thegreen sheets provided in the Board packets before June 30 (greenpages of info provided in Board packets by Ms. Osborne will beplaced on the website in coordination with the pending policies in-cluded in their packet). According to Mr. Noah, revisions areneeded to more closely implement statutory provisions regardingdefinition reviews (modify minor modifications). Policies submittedfor review: DJA: Authorized Signatures; EB: Buildings andGrounds Management; GAMA: Employee Tobacco; GBRIBB:Sick Leave Bank (New Policy); JCDAA: Student Use of Tobacco.Whereby, John Russell moved, seconded by A. R. Sims, that theBoard approve the DJE: Purchasing policy and accept the othersfor consideration. These policies have been reviewed by district per-sonnel as well as our Board attorney Elmer Noah and will be pre-sented for Board approval at a later meeting. President Hicksoffered a brief moment for public comment and motion carriedunanimously.

Business Director Juanita Duke announced that the Board hasone more bond issue that is eligible for possible refunding (2010East Ouachita General Obligation Bonds) and invited NnamdiThompson, the Board’s Municipal Financial Advisor with Govern-ment Consultants, Inc., and Grant Schlueter, Bond Counsel, to comeforward on this transaction and discuss details of what we are look-ing for in refinancing this outstanding bond. Mr. Thompson statedthat current market rates might allow for refinancing this out-standing issue. If issuance is approved, we are looking at savingfrom $300,000 - $325,000 in total savings over the life of thebonds.

On the recommendation of Grant Schlueter, bond attorney withthe law firm Foley & Judell, Carey Walker moved, seconded byJohn Russell, that the Board consider and take action with respectto adopting a resolution giving preliminary approval to the is-suance of not exceeding Eight Million Eight Hundred ThousandDollars ($8,800,000) of General Obligation School RefundingBonds, of the East Ouachita Parish School District of the Parish ofOuachita, State of Louisiana; making application to the State BondCommission for approval of said Bonds; and providing for othermatters in connection therewith. President Hicks offered a briefmoment for public comment and motion carried unanimously.

Business Director Juanita Duke presented the April 30, 2017 Fi-nancial Report referring the Board to copies provided them intheir folders. No significant changes had occurred during this pe-riod of reporting. The General Fund balance is based on a cashbasis that is not approved reporting at this time, but showing afund balance of $39.3 million which is 106.44% of the balance thissame time last year.

The fund balance reflects restrictions on spending this year intrying to cover expenses where we can. Sales Tax Collections havebeen stable for the most part and are in line with the same levelsas last year. In talking with the sales tax office, it was reported thatlittle growth was detected due to lower consumer retail sales instores compared to online purchases. Mrs. Duke indicated thatthis concept will be turning around once the online vendors startreporting consumer sales tax to local jurisdictions throughout thestate. Collections from the 1968 Sales Tax totaled $6.5 millionand were paid out through the 14th check in the month of June,which will not be reflected in this report because it goes throughApril 30, 2017.

Performance of the Grant Funds are wrapping up. Other thansalaries, there is not a whole lot of spending going on trying to getthose orders in to close out school accounts at this time. A trans-fer of $400,000 was made to the Self-Insurance Fund and Work-ers Comp from the General Fund in an effort to increase the fundbalance to maintain the balance currently. Total net assets of $1.9million are currently in the Self-Insurance Fund, with total ex-penditures of $740,256 for Workers Comp and liability typeclaims. Centralized Printing in our Graphics Art Department,salaries have been transferred to this fund from the General Fundas we are watching the fund balance utilizing and using up thatfund balance in that fund as it is not designed to generate a wholelot of profit by moving the salaries over. General Fund may or maynot need to be transferred at the end of the year to cover the re-maining expenditures in that fund. It will remain to be seen, butthere is something in place to make that revision.

Mrs. Duke reported there is nothing really new in the Debt Serv-ice Funds that was reported from the last meeting but just makingthe monthly transfers from the West Side Sales Tax Funds fromthe 1998 Sales Tax Issue. A huge portion of proceeds of that tax istransferred monthly to the Debt Service Funds to fund the WestSide debt. East Ouachita Debt Service Fund is showing total col-lections of revenue of about 101.6% of total collections from theprevious year, which increased slightly and 100% is used to paythe interest on the debt in the East Ouachita District.

Mrs. Duke concluded her report with Capital Projects Fund bal-ances of $5.1 million in the East Ouachita 2015 Bond Construc-tion Fund and $5.5 million in the West Ouachita 2015 BondConstruction Fund. As the construction winds down and projectsare closed out, a report will be given at the end of the year con-cerning the status of these bonds. Following Mrs. Duke’s presen-tation, Tommy Comeaux moved, seconded by Scott Robinson, thatthe Board accept the Financial Report of April 30, 2017 as pre-sented. President Hicks offered a brief moment for public com-ment and motion carried unanimously.

On the recommendation of Business Director Juanita Duke,Greg Manley moved, seconded by Carey Walker, that the Board ap-prove the Claims Services Agreement Renewal with Crawford &Company for the 2017-18 fiscal year with Loss Fund as presented.Mrs. Duke reminded the Board that this agreement was approvedby the Finance Committee in their February 2017 meeting. TheOuachita Parish School Board is agreeing to pay to the Monroe-West Monroe Convention and Visitor’s Bureau of Ouachita Parishthe total sum of ONE THOUSAND AND NO/100 ($1,000.00)DOLLARS, cash, receipt of which is hereby acknowledged, for thetwo (2) used athletic field tarpaulins (at $500.00 each). Accord-ing to Mr. Jones, the tarps are in perfect condition and like new.They will be assigned to schools where there is greatest need. Special Projects/Safety Coordinator Kenneth Slusher specificallyaddressed Reverend Russell with a message from architect BillLand that Swayze will be completed within a month. At this timeMr. Slusher asked architect Rice Gregory to bring everyone up todate on the East Ouachita Middle School construction project. Mr.Gregory announced that EOMS has been accepted as substantiallycomplete on May 12 and the substantial completion was filed May16 so perhaps before the end of this week, we will constitute the45-day leave period. It was inspected again yesterday by Mr. Gre-gory for completion of the punch list which most has been done.The contractor has been very cooperative in replacing the floortiles and is working on shipping and delivery dates on items thathe and Rice had discussed previously regarding the exterior wallpanels and the metal fascia. They met again this morning and thecontractor is indicating that he should have all that done withinfive weeks and anticipates about two weeks delivery of the materialand 3 weeks for the metal building director to correct the issuesthat are there. There is still a lot to be done on the exterior work,i.e. grading and dirt washing, getting grass established and thenkeep adding dirt and seed to the erosion areas. It is just a processto completion. It’s been an issue getting the installation of all thepermanent locks on the doors and is scheduled to be done the endof this week. Bobby Jones is working on getting security camerasinstalled. Most of the classroom furniture has been delivered andplaced in the classrooms. Mr. Gregory noticed the other day thatsome items from OJHS are being delivered and feels that as far asopening of school this fall, should not leave any issues. Dirt workat WOHS parking lots is about 80% complete and undergrounddrainage is about 70% complete. They are presently working onthe underground drainage just south of the softball field to takethe water off and deposited away from the parking lots. Mr. Gre-gory stated that it is his goal to have everything completed beforefootball season starts so they will have use of the additional park-ing spaces.

Special Projects/Safety Coordinator Kenneth Slusher an-nounced that he and Dr. Coker had negotiated a purchase price of$74,500.00 for eight (8) acres of land behind Woodlawn MiddleSchool and asked the Board to authorize the purchase and allowattorney Elmer Noah to complete the purchase on behalf of theBoard. Whereby, Mr. Sims moved, seconded by Scott Robinson,that the Board accept Ken Slusher’s recommendation and author-ize the purchase price of $74,500.00 for eight (8) acres of land be-hind Woodlawn Middle School and authorize attorney ElmerNoah to complete the sale. Mr. Slusher stated that there was a pos-sibility he would need to get the Board’s permission to order anappraisal/survey on this property because there is an additionalacre not included in this sale and he is interested in purchasing it,if it becomes available. Mr. Alton Ralph Sims thanked everyone for honoring him thisevening with their kind comments regarding his life as a coach,teacher, principal and public servant. He is so grateful for all thepeople who have supported him throughout his life, as a privatecitizen, coach, teacher, administrator, husband, father, grandfa-ther, great grandfather or politician. “I’ve enjoyed the journey andam truly blessed and grateful for the opportunity to have knownyou people!” He reached out to Mickey Merritt for all he has donefor him. OF MAY 20, 2017After review of the minutes of the District’s May 20, 2017, a mo-

tion was made by Mr. Gilley and seconded by Mrs. Watson to adoptthe minutes as presented and the motion was unanimously ap-proved.

EXECUTIVE SESSION FOR PURPOSES OF STRATEGICPLANNING, INCLUDING WITH RESPECT TO THE FUTUREOF THE WELLNESS CENTER AND RELATIONS WITHGRMC, GLENWOOD RESOLUTION AUTHORITY, INC., ANDTHE LIVING WELL FOUNDATION

A motion was made by Mr. Mulhearn, seconded by Mrs. Watsonand unanimously approved by the Board of Commissioners to gointo executive session for the purposes of strategic planning, in-cluding reviewing the Wellness Center monthly financial state-ments, along with a budget to actual comparison for the general

fund showing no deficit spending, and the reconciled bank state-ment was reviewed, signed and dated.

Missy Oubre, Executive Director and Sarah Griffin, Accountingwere in attendance to discuss Wellness Center operations.

Pam Spencer was in attendance to discuss some marketingstrategies with the Board.

Mr. Mulhearn proposed, Mr. Gilley seconded, and the Commis-sioners present approved the motion to go back into public ses-sion.

REVIEW OF CURRENT FINANCIALS OF DISTRICT(OTHER THAN THE WELLNESS CENTER)

Mr. Hall presented the monthly financials of the District (otherthan the Wellness Center) ending May 31, 2017. The financials in-cluded a budget to actual comparison for the general fund show-ing no deficit spending and the reconciled bank statement wasreviewed, signed, and dated.

APPROVAL OF THE DISTRICT’S OFFICIAL JOURNALMr. Mulhearn moved to consider the following resolution:RESOLVED, that the Hospital Service District shall continue to

have the proceedings of its Board of Commissioners and notice ofthe availability of such financial statements as are required by andfurnished to the Legislative Auditor published in the Ouachita Cit-izen.

Mrs. Watson seconded the motion and the Board unanimouslyapproved.

AMENDMENT OF AGENDAMr. Mulhearn moved to take up the following matter not on the

agenda: "PUBLICATION OF THE DISTRICT’S AUDITED FI-NANCIAL STATEMENTS," and stated that the purpose for theaddition to the agenda is to address a matter not on the agendathat it is in the best interest of the District to address immediately.Mr. Gilley seconded the motion.

The Chairman declared an opportunity for public comment onthe motion. There were no public comments. The Board pro-ceeded to a vote, and the motion passed with the unanimous ap-proval of the Commissioners present, whereupon the Board tookup the matter.

PUBLICATION OF THE DISTRICT’S AUDITED FINANCIALSTATEMENTS

Mr. Hall moved to consider the following resolution:WHEREAS, the District has approved its Audited Financial

Statements for 2016 and such statements have been transmittedto the Legislative Auditor;

WHEREAS, the Legislative Auditor has published the District'saudited financial statements on the Legislative Auditor's website;

RESOLVED, that the Chairman shall cause a notice to be pub-lished in the Ouachita Citizen, as the official journal of the Dis-trict, that the financial statements of the District as of December31, 2016 and for the annual period then ended, as required by andfurnished to the Legislative Auditor, are available for free on theLegislative Auditor's website at http://app1.lla.state.la.us/Publi-cReports.nsf, under the "By Parish" link, then the "Ouachita" link,and then the "Ouachita Parish Hospital Service District No. 1" link.

Mr. Mulhearn seconded the motion. The Board proceeded to avote, and the motion passed with the unanimous approval of theCommissioners present.

ANNUAL REVIEW OF LIVING WELL FOUNDATION’S AN-NUAL REPORT AND COMPLIANCE CERTIFICATION

The Board reviewed the Foundation’s Annual Report and itsCompliance Certification with no objections.

REVIEW OF LIVING WELL FOUNDATION’S EXECUTIVECOMMITTEE MINUTES OF JUNE 8, 2017

Minutes of the Foundation’s June 8, 2017 Board of Directorswere reviewed.
