1.IntentandPurposeofthisPlan

ThisPlanistheFCC-mandateddocumentoutliningtheorganizationandimplementationoftheStateofOregonEmergencyAlertSystem(EAS).ItistheguidelineforOregonStatebroadcastersandcabletelevisionoperators,andstateandlocalentitiesauthorizedtouseEAS(perTABdefinitions)todetermine:

DistributionofthePresident’smessage.

Mandatedandoptionalmonitoringassignments.

ParticipationbytheNationalWeatherServiceandLocalandStateEmergencyAgencies.

ThisPlanisanadjuncttotheFCCEASRules,andisnotmeanttobeasummary,inwholeorinpart,ofthoserules.ConsultFCCRulesPart11forcompleterulesregardingtheEmergencyAlertSystem.

2.TheNational,State,andLocalEASParticipationandPriorities

RequiredParticipation…Theseactionsarerequiredofallbroadcastersandsubjectcableoperators,

A:AllbroadcastersandsubjectcableoperatorsarerequiredtoparticipateintheNational-levelEAS(EAN)tobroadcastthepresident’smessageandnationalleveltesting.

B:AllbroadcastersandsubjectcableoperatorsarerequiredtopollviaaninternetprotocolaservercapableofdeliveringamessageusingtheCommonAlertingProtocol(CAP)inconjunctionwiththeIntegratedPublicAlertingandWarningSystems(IPAWS).Seetab6fordetailedinformationonIPAWS,CAP,equipmentcertification,andmonitoringmethods.

C:Allbroadcasters,exceptLowPowerFM(LPFM)andLowPowerTelevision(LPTV),andsubjectcableoperatorsmust transmit a RequiredWeekly Test (RWT All broadcasters and subject cable operators,once a month, must transmit or re-transmit the Required Monthly Test (RMT) within one hour ofreceiving it on their EAS decoder. These actions are required of all broadcasters and subject cableoperators,

3.State/LocalEASParticipation

A.ParticipationintheStateand/orLocalAreaEASisvoluntaryforallbroadcastersandcableoperators.However,broadcaststationsandcableoperatorselectingtoparticipateintheStateand/orLocalAreaEASmustfollowtheproceduresfoundinthisPlan.

B.ParticipationinthisPlanshallnotbedeemedasarelinquishmentofprogramcontrol,andshallnotbedeemedtoprohibitbroadcastlicensesfromexercisingindependentdiscretionandresponsibilityinanygivensituation.BroadcaststationsandcablesystemstransmittingEASemergencycommunicationsshallbedeemedtohaveconferredrebroadcastauthority.Managementofeachbroadcaststationandcablesystemmayexercisediscretionregardingthebroadcastofemergencyinformationandinstructionstothegeneralpublic.ThisauthorityisprovidedbyFCCRulesandRegulations[11.55].

TheresponsibilityofadministratingthisPlanrestswiththemembersoftheOregonSECC.TheSECCChairpersonsareappointedbytheFCC.TheSECCmembersincludetheChairpersonsoftheLocalAreaEmergencyCommunicationsCommittees(LAECC)andothervoluntarymembersappointedbytheSECC.

6.EASDesignations.

CAP(CommonAlertingProtocol)themethodsofdeliveringemergencymessagesfromonesourcetoallproperlycodedstationssimultaneously,viainternetconnectionstotheCAPserver.OregonusestheserverprovidedbytheFederalEmergencyManagementAgency.

SAME(SpecificAreaMessageEncoding)alsoknownasthelegacyEASsystem.TheseanalogvoicemessagesarerelayedfromthesourcethroughStateandLocalPrimarystations.Allstationsandcableoperatorsarerequiredtomonitoraminimumoftwosources.Thesourcesarelistedinthemonitoringassignmentsfile.

PEP(PrimaryEntryPoint)ThesestationsarethedesignatedentrypointofEmergencyActionNotificationmessagesandmessagesfromthePresidentoftheUnitedStates(P.O.T.U.S.)

SP-1(StatePrimary)NationalandStatelevelPrimarystations.HasaccesstothePEPstationsandback-upsystemsfornationalmessages.TheyaretheEntryPointforallStatelevelemergencies.ThesestationsusetheSAMEprotocol

LP-1andLP-2(LocalPrimaries)StationsandrelaynetworksthatdeliverLocallevelemergenciesusingboththeSAMEprotocol..OregonStateLPstationsarelistedinTAB5,OutlinesofLocalPlans.

L.R.N.(LocalRelayNetwork)=AradioorothercommunicationssystemusedtodistributesourcesoflocaloperationalareaEASinformationtostationsandcablesystemsinspecificoperationalareas.

TheSECCisrequiredbytheFCCtocreatealistofthesemonitoringassignmentsthataccomplishthedeliveryofallEASmessagesourcestothosestationsandsystemsandlistthemwiththeF.C.C.

C. MonitoringassignmentsforallbroadcaststationsandsubjectcablesystemsinOregonStateareincludedinthisplan.TheEXCELfileusedtolistthemonitoringassignmentsislocatedontheSBEwebsite;www.sbe76.org/monitoring.Containedinthatspreadsheetarethefollowing;

8.LocalPlans

Thestateisdividedinto“OperationalAreas”whichlooselyduplicatethebroadcaststationsandsubjectcablesystemsareaofinfluence.Eachareadevelopsalocalplanthatdefinesthefollowing;

1. Thegeographicareadefined2. Usingthecommonalertingprotocolwithspecificeventcodestolaunchemergency

messagesinthatarea.3. MethodsusedtodistributeSAMEanalogmessagesusingmethodsemployinglocalrelay

networkand/orLocalPrimarystations4. Theplaneventcodestobeusedbyoriginator5. Thelocalplansidentifythosepartiesthatagreeontheplanandmemorandumsof

understandinginplace.LocalPrimarystationspostamemorandumofunderstandingthatdefinewhotheyarerequiredtomonitorandtheeventcodesagreedupontoforward.

9.OriginsofEASInformation.

A.National-LevelSystem

The President of the United States or other federal authorities may utilize the facilities of EAS in anationalemergency.NotificationofanationalEASalertcomesintheformofanEMERGENCYACTIONNOTIFICATION (EAN) from theWhiteHouse. Thesemessages are authenticated through the FederalEmergencyManagementAgency.Thisnotificationisdistributedtothestateviathefollowingmethods:

The network of PRIMARY ENTRY POINT (PEP) Broadcast stations deliver National messages throughtelephonelinesand/orsatellite.

PEPstationsinthePacificNorthwestare:

KOPB-FM,91.5MHz,Portland,OregonKPNW-AM,1120KHz,Eugene,OregonKBOI-AM,670KHz,Boise,IdahoTheback-updeliverysystemistheNationalPublicRadio“squawkchannel”receivedbyOPBinPortland.

The state primary networks cover every station and cable system in the state. They consist of thefollowing;

(1) Oregon Public Broadcasting (OPB) in Portland Oregon, operates a network of radio andtelevision stations through the entire state of Oregon. KOPB-FM being the primary entrypointisthekeystationofthisnetwork.ThePEPaudioreceivedattheKOBPTransmittersiteissenttothestudiosonMacadamAve.fordistributiononthenetwork.TheAudiousedontheOPBnetworkofAMandFMstationsisalsocarriedontheOPBTelevisionnetworkasthedigital“dot-three”channel.All thesestationsareconnectedviaeithera fiberoptic linkormicrowavelinks.RadioandTelevisiontranslatorsarealsousedforaccessinthemoreruralareasofthestate.ThisaudioisalsodeliveredtoKOBI-TVandKWAX-FM.

(2) KOBI-TV in Medford Oregon operates a network of Television stations and translatorsthroughoutsouthernOregon.TheaudioarrivestoKOBI-TVthroughaseriesofnetworks.Afiber network delivers the audio to the transmitter site of KEPB-TV, Eugene. This audio isthen sent to theKLSR-TV transmitter site via direct connection and sent to KOBI-TV via amicrowavesystem.TheaudioisalsosentfromtheKLSRbuildingtoKWAX-FMinEugene.

(3) KWAX-FM in Eugene Oregon operates a network of stations and translators throughout

CentralOregon,TheCentralCoastalAreas,andDouglasCounty.TheyreceivetheaudiofromOPBasadirectlinkandalsomonitorsandre-broadcaststheaudioofthePEPstationKPNW-AM.

B.StateLevelSystem.

Messagesthataredeliveredstatewidearedeliveredintheexactmethodasthenationallevelsystems.ThestatesystemisbythegovernortoaddressthestateduringwideareaemergenciesandthestatepoliceuseastatewideEASalertsforAmberAlerts.ThesemessagesareoriginatedattheOregonEmergencyResponseSystem..Therebroadcastofthesemessagesisvoluntary.

NOTE:SpecificdetailsofthissystemareoutlinedinTab3ofthisplan

C.WeatherEmergencies.

TheNationalWeatherService(N.W.S.)throughtheradionetworkoftheNationalOceanicAtmosphericAdministration(NOAA)radiostationsdeliveremergencyweatherinformationtoallstationsandcablesystemsthroughoutthestateofOregon.Dependingonlocationofthestationsstudioorthehead-endofacablesystemdifferenttransmitterstationoftheNOAAweatherradionetworkmaybeassigned.TheusesofN.O.A.Aweatherradioarelistedinthemonitoringassignments.Therebroadcastofthesemessagesisvoluntary.

NOTE:SpecificdetailsoftheuseofNOAAweatherradioarelistedonTab4ofthisplan.

D.LocalEmergencies.

CitiesandCountiesthroughnetworksofPrimaryStationsandLocalRelayNetworksdeliveremergencymessageswithindefinedoperationalareas.TheLocalPlandefinestheeventsandlocationsused.Thestationsandcablesystemsmustmonitoraminimumofsourcesaslistedinthemonitoringassignmentfile.Therebroadcastofthesemessagesisvoluntary.

10.TheEASMessage.

AllEASmessagescreatedusingeithertheCommonAlertingProtocolortheSAMEprotocolconsistsofthefollowingelements;TheEventCode:Theemergencymessagewilluseaspecificeventcode.ThecodethatisusedmustmatchacodeprogrammedintoeachEASdecoderforthedecodertorespondtothemessage.AlleventcodesusedinthisplanareapprovedbytheSECC..Theyaredefinedinthisplanandthelocalplans.

TheLocation:TheareaisdefinedcountybycountybyusingtheF.I.P.S.codeslistedinthisplan.Forthemessagetobroadcastinmultipleareas,eachcountiesF.I.P.S.code

NOTE:ForalistofFIPScodesforcountiesusedseeTAB3,Deliveryofthepresident’smessage

TheDuration:Thepredictedlengthoftheeventdefinedin15minuteto6hourdurationincrements.

TheMessage:AnEASactivationmustincludeanauralmessage.ThismessageusingtheCommonAlertingProtocolmaybedeliveredasanattachedaudiofile.ItmayalsobedeliveredviatextwheretheEASdecodermayconvertthistexttospeech.TheanalogSAMEsystemwillrecordincomingaudioandplayitbackwhendeliveringthemessage.

TheAttentionSignal:EASactivationswillincludethetwo-toneattentionsignal.Thetwo-toneattentionsignalmustconsistofthefundamentalfrequenciesof853and960Hztransmittedsimultaneously[11.31a2]andmustbefrom8to25secondsinduration[11.31c].Whenused,theattentionsignalmustfollowtheEASheaderandmustprecedeanauralmessage.ThedefaulttimeinOregonforallencodersanddecodersis8seconds.

11.Testing

AllbroadcastersandsubjectcableoperatorsarerequiredtotransmitRequiredWeeklyTests(RWT)andRequiredMonthlyTests(RMT)withthefollowingexceptions:

ClassDFM,LPFMandLPTVstationsarerequiredtohaveEASdecodersbutarenotrequiredtohaveEASencoders.TheyarenotrequiredtorunRWTbutmustretransmittheRMTsminustheheadercodesandattentionsignal.LPTVstationsmustpresentallEASinformationvisually,justasallotherTVstationsmust.

A.RequiredWeeklyTest(RWT)

AllbroadcastersandsubjectcableoperatorsmustinitiateanRWTonceeachweekatrandomdaysandtimes.IfaRequiredMonthlytestoranyEASemergenciesairduringthatcalendarweek,theweeklytestisnotrequiredforthatweek.Therearenotime-of-dayrestrictions.Thisisa10.5--secondtest,consistingonlyoftheEASHeaderandEnd-of-MessageCodes.

Note:Thedefinitionof“onceeachweek”isonceinanyseven-dayperiod.TheSECChasdeterminedthataweekisacalendarweekbeginningonSundayandendingonSaturday.

AllbroadcastersandsubjectcableoperatorsreceivingaRWTfromoneoftheirmonitoredsourcesmustlogreceiptofthistest.Nofurtheractionisrequired.AllbroadcaststationsandsubjectcablesystemsarerequiredtopollandmonitoradesignatedTHEFEMACAPserver.TheseweeklytestsmessagesoccuronMondaysat11:00AMlocaltime.Afailuretoreceivethesescheduledtestsshouldresultinanotationinthestationlog.

Note:NoscriptisusedfortheRWT.Theentiretesttakes10.5seconds

B.RequiredMonthlyTest(RMT)

Allbroadcaststationsandsubjectcablesystems,LPTV,andLPFMstationsarerequiredtoforwardamonthlytestonceeachcalendarmonth.ThistestmaybedeliveredbytheCAPserver,orthroughLocalrelaynetworksorthroughaprimarystation.AllbroadcastersandsubjectcableoperatorsreceivinganRMTmustre-transmitthistestwithinonehourofreceivingit.Fordaytime-onlystationsreceivingnighttimeRMT,thistestmustbere-transmittedwithinonehourofthedaytime-onlystationssign-on.TransmissionofthisRMTmaytaketheplaceoftheRequiredWeeklyTest(RWT).Timesshouldbeloggedforboththereceiptandre-transmissionoftheRMT.Broadcastandcablemanagementshouldimpressupontheirstaffthatre-transmissionofthistestisnotanoption.ItisaviolationoftheFCCrulesforfailuretore-transmitthistestwithinonehourofreceivingit.

ThetestsaregeneratedbyOregon’sEmergencyResponseSystem(ORES)onastatewidelevel,theNationalWeatherService,andLocalEmergencyOperationsordispatchcenters.Thesetestsareusuallyscheduledmonthsinadvanceandtheschedulespostedonthewebsitewww.sbe76.org.

Thetestsareusuallyscheduledinthefirstcalendarweekofthemonth.TestsareruninaDaytimeandNighttimerotationaccordingtoPart11.WaiverscanbegrantedbytheFCCtoalterthisschedule.Thesetestsarescheduled3monthsinadvancebytheSECC..

Amake-updateisscheduledusually6daysafter.Intheeventofserioustechnicalissuesthestationorsystemdidnotreceivethetestonthescheduleddatesthereshouldbeaninvestigationastowhyandthatreasonnotedinthestationlog.

TheSECCstronglysuggeststhatMonthlyTestsbeconductedbytheveryagenciesthatwouldbegeneratinganemergencymessage.IntheeventtheprimarystationisinanareawhereatestcannotbedeliveredbyagovernmentalagencywhichisthenormalsourceofaMonthlyTests,thentheMonthlytestmustbegeneratedbythestationitself.

ThedurationusedontheMonthlyTestshallbethreehours.

MonthlyTestScript.EmergencymanagersontheLocalandStatelevel,andtheweatherservicemayusetheMonthlytestscriptstoinformthepublicofspecificactionsduringspecificemergencies.Thesearemostusefulwhenthetestsarerunduringprimetimebroadcastinghoursandtargetaspecificevent.Examplessuchastsunamiwarnings,firedangers,andamberalertscanhavecraftedscriptsthususingthetimeoftheMonthlyTesttofurthereducatethepublicoftheEASsystemandhowtorespondduringthesespecificemergencies.Itisatthediscretionoftheoriginatorandlocalandstatecommitteestouseoptionalscripts.Theyshouldalwaysincludeasentenceexplainingthatthisisatestoftheemergencyalertsystem.

AsamplescriptusedinagenericMonthlytestwouldbeasfollows;

Thisstationistestingitsemergencyalertsystemequipment.Originatingfrom(NameofAgency)WiththecooperationwithPublicSafety,Broadcasters,andCableoperators,thissysteminformsyouofeventsthatposeanimmediatethreattoyourlifehealthorproperty.Ifthishadbeenanactualemergencyrequiringimmediateactionorevacuation,officialmessageswouldfollowthealerttone.Thistestwillconcludeinfiveseconds.

12.GuidanceforOriginatorsofEASAlerts

OnlythoseentitiesspecificallyauthorizedbytheapplicableLAECCand/ortheOregonSECC.shallinputemergencymessagesintotheEASsystem.

Thoseentitiesgeneratingmessagesusingthecommonalertingprotocol(CAP)mustfirstbecertifiedbytheOfficeofEmergencyManagementinSalem,andthenapprovedbytheFederalEmergencyManagementAgency(FEMA).Thisagreementwillspecifytheeventcodesthatcanbeusedandamemorandumofinteroperability.

TheNationalWeatherService(NWS)issueEASweathermessagesviatheNOAAWeatherWireTeletype,NOAAWeatherRadio(NWR),andtheEmergencyManagementWeatherInformationNetwork(EMWIN)usingtheNOAA-SAME/EASCodes.NWSpersonnelwillfollowNWSproceduresrelatingtothetransmissionofSAME/EAScodes,theNWR1050Hzwarningalarm,andreadingoftheweatherandfloodbulletinscripts.

StatewidemessagesarelaunchedatthedispatchcenterofOregonEmergencyResponseSysteminSalem,Oregon.ThiscenterislocatedintheSAMEbuilding,locatedbetweentheNorthernCommandCenteroftheOregonStatePoliceandtheofficesofOregonEmergencyManagement.Thisdispatchcenteroperates24hoursdailyandisstaffedbytrainedpersonnel.IntheSAMEofficethatlegacyEASmessagesarelaunchedCAPmessagesarelaunchedusingthesemethods;

A. AstateownedEAS,Encoder,certifiedbytheFCCforlaunchingmessagesusingtheCommonAlertingProtocolislocatedinPortlandOregonatthestudiosofOregonPublicBroadcasting.ThisencoderisseparatefromtheEASEnDecusedbyOPBfortheirownnetwork.

B. AprivatenetworkhasbeenestablishedthroughthecooperationoftheEmergencyManagement,DepartmentofTransportation,theOregonStatePoliceandOregonPublicBroadcasting.ThislinkcreatesaprivateinternetprotocolconnectionbetweenORESinSalemandOPBinPortland.

C. StaffatORESthencanlogontotheCAPEncoderinSalemandenterthefollowingfourpartsofanEASmessage.

a. TheLocation(UsingtheFIPScodes)b. TheDuration(from15minutestothreehours)c. TheEventCode(Fromthelistbelow)d. TheText(exactlywhatwillbesaidthroughtexttospeechtechnology)

D. OncethemessagehasbeendeliveredtoPortlandtheEAS/CAPEnDecwillsendthemessagetothe

E. OncethemessagehasbeenenteredintotheCAPserverinWashingtonD.C.,AllstationsandsystemspollingtheCAPserverwillrecognizethatthelocationandeventcodesmatchthoseprogrammedintotheindividualEASdecodersandtheywillforwardthemessage.

F. Ifthemessagewasenteredintothesystemastext,theindividualdecoderswillconverttexttospeech.IfthemessagecreatedbyORESattachedanMP3audiofileitwillplaythatfile.Thosedecodersthatlackatexttospeechoptionwillnotforwardthemessageatallandwouldrelyontheback-upanalogmessage.

G. OncethemessagehasbeensenttotheCAPserverfordistribution,ananalogcopyoftheSAMEmessagewillbesentasananalogmessagetotheEASEnDecoftheOPBsystem.TheduplicatemessagewillthenbedistributedbytheSAMElegacySAMEanalognetworkthatfacilitatesthepresidentmessagestatewide.DecodersthathavereceivedthemessagebypollingtheCAPserverwillignoretheduplicatemessage.Thosedecodersthatlackatexttospeechoptionwillbroadcasttheanalogmessageifthemessagewasoriginatedastextonly.Thiswilloccuriftherewasnotanattachedaudiofile.

Itisconceivablethatsomeradiotransmittermaynotbefunctioning,orstationsandsystemsmaybeunabletoreceivethemessage.Tocoverthisscenario,theOregonEmergencyResponseSystemalsowithconsiderableknowledgeoftheseverityoftheeventwillalsoissueanemergencymessagewithin15minutesoftheweatherservicemessage.ItwillalsousetheTSWeventcodewiththesamedurationastheweatherservice’sbroadcast.Themessagewillbesentusingboththecommonalertingprotocol,wirelessemergencyalerts,andthelegacyEASsystemtoalertasmanycoastalresidentsaspossible.

C. Thethirdisanoptionalalertforusebylocalemergencymanagers.InOregononlythecountysherifforhisdesigneemayissueanordertoevacuate.ToorderanevacuationusingEAStheEVIeventcodewillbeused.Thisalertwillbeusedtobothreinforcethefirsttwoalertsbutalsoprovidespecificdetailsofevacuationroutesandsheltersinplace.ItisatthediscretionoftheemergencymanagerstobroadcastadditionalEASalertsifthetimingissuchthatitwouldbeeffective.Thisisbeanoptioniftheeventoccurredduringlatenighthoursandtherewouldbemoretimeduringdaylighthourstonotifymorepeople.

5. SatelliteStationsa. SatelliteStationsLPTVstationsthatoperateastelevisionbroadcasttranslatorstations,as

definedin§74.701(b)ofthischapter,arenotrequiredtocomplywiththerequirementsofthispart.

b. Broadcaststationsthatoperateassatellitesorrepeatersofahubstation(orcommonstudioorcontrolpoint,ifthereisnohubstation)andrebroadcast100%oftheprogrammingofthehubstation(orcommonstudioorcontrolpoint)maysatisfytherequirementsofthisrulesthroughtheuseofasinglesetofEASequipmentatthehubstation(orcommonstudioorcontrolpointwhichdoescomplywith11.32AND11.33.
