SCCBC HAS GIVEN UP ONE OF THEIR DATES AT THAT TRACK FOR VMSC. TC HAS ADDED ANOTHER RACE TO THE SCHEDULE, TO BE HELD AT COOS BAY INTERNATIONAL SPEEDWAY, IF THEY CAN GET IT DEVELOPED IN TIME. I WILL BE LOOKING AT ALL AVENUES FOR COST CUTTING. AT THE BANQUET WE WILL CUT BACK ON THE BAND AND DECORATIONS IRDC WILL PICK UP THE COST OF THE SLIDE SHOW FOR 1997, AS THEY FELT THAT IT ADDED A LOT TO THE PRESENTATION. IN AN EFFORT TO KEEP GOOD PEOPLE DOING THE NEEDED JOBS FOR ICSCC, IN 1996 WE UPPED THE TRAVEL FEES FOR THE OFFICERS REQUIRED TO ATTEND THE RACES (PRESIDENT, VICE-PRESIDENT, TREASURER, AND SECRETARY DID NOT CHANGE). President's Message

WELCOME TO THE 1997 ICSCC RACE SEASON. THE SCHEDULE IS PRINTED ELSEWHERE IN THIS MEMO. TAKE A LOOK AND PLAN ACCORDINGLY. SUPPLEMENTAL REGULATIONS Infractions will result in penalties assessed to the driver.

1. Open to cars eligible under ICSCC or SCCA current regulations. 2. THIS EVENT IS ORGANIZED UNDER 1997 ICSCC COMPETITION REGULATIONS AND ALL

WHO ENTER P.I.R. ARE SUBJECT TO THEM. CASCADE SPORTS CAR CLUB RESERVES THE RIGHT TO REFUSE ANYONE ENTRY TO THIS EVENT OR TO P.I.R. !!!

3. ALCOHOLIC BEVERAGES ALLOWED IN BEER GARDEN AREA ONLY! AND ONLY AFTER THE TRACK CLOSES. YOU MAY NOT BRING ALCOHOL INTO P .I.R.!!!!

4. Passes required at all times and MUST be displayed. 5. Registration closes at 2:00pm Sat. and 10:00 for drivers, 12:00 Sun. for crews. NO PIT PASSES after

these hours. Don't even ask. No spectator passes sold after 5:00pm Saturday. 6. Competition numbers must be readable. Section 1106 enforced. 7. Late entries handled according to ICSCC rules. Entries received through Friday will be charged $40.00

& Saturday will be charged $60.00. 8. UNDER 18yr old not allowed in hot pits, victory laps or pregrid. Under 12 must have direct Adult

supervision at all times. 9. The scales will be open Sat. from noon & Sun. all day. 10. NO ONE ALLOWED PAST (WEST) OF START FINISH. 1lap penalty. 11. No skateboards. Bicycles and small motorized vehicles allowed by special pass ONLY. See Race Chair

man. NO ONE UNDER 18 ALLOWED TOOPERA TE. 12. Refueling not allowed in pregrid. Fueling in the HOT PITS requires a crew member assigned only to

manning a fire bottle. Excess spillage will result in a penalty. 13. NO SMOKING allowed in Hot Pits, pregrid or ANY P.I.R. building. 14. Only one support vehicle allowed in paddock. Pit and pregrid roads must remain clear. 15. NOISE RULE ICSCC 1112 enforced! 105db@ 50ft. NO EXCEPTIONS 16. Damage to the track, grounds or buildings, regardless of cause, will be charged to the driver responsible. 17. Family and crew members of drivers are to contact the land line communication person at pre-grid with

any questions regarding their driver or car. 18. All entrants for this event shall present at tech inspection an empty sealable container or containers,

marked with drivers name and license number, capable ofholding 2 gallons of liquids. These are to be used to remove all oil, cleaners, brake fluid, etc from P.I.R. There will be no oil drums provided.

19. Anyone caught dumping oil at the raceway will be fined and banned from the raceway. This is a P.I.R. regulation.

20. If entries exceed the number of cars allowed on the track for a particular event, drivers and cars entered as an "additional event" will be restricted from participating, on a first come, first served priority based on the date the entries were received. This is in order to allow participation by all drivers and cars for whom the event is their primary event including novices upgrading to a championship event.

21. NO REFUND ON PRE-PAID PIT PASSES. IF YOU TECH FRIDAY NIGHT YOU RECEIVE ONE FREE PIT PASS.

22. NSF checks will be charged an additional $40.00 fee.

Steward's Report January 1997

I bet you hoped you'd never hear from me, eh? Well, I may have been quiet, but I have been busy. Soon there will be a racing schedule and all that this entails. The 1997 race sched­ule is to be resolved and published following the Spring Meet­ing. You will probably find it in some form in every February Conference c 1 ub news letter.

Recently I have spent some time soliciting folks to form the Competition Committee and Members at Large. If you want to know who agreed, wait and check your Appendix M of the rules book to see who's who. I hope you all approve. In times of stress, this group, and your Contest Board Reps. are there to help both of us. Use them as sounding boards to work through your heated issues. I know I will. At year's end, the Competition Committee will form the selection committee for the Driver of the Year. Pay attention and give them some help. Something else I have been fiddling with is our scales. We have 4" ramps and extensions, and we had 4-112" load cells.

The two really are not supposed to go together. I could have raised the ramps 112" or gone for 4" pads. Rather than go higher (bad for low air dams) I traded our used heavy duty 4 112" pads for some used heavy duty 4" pads. It turns out that Bill Elliot thought that his Longacre pads looked a little scruffy so he traded them in on some new ones? and we got his old Longacre load cells. I tested our new pads with our old control box to verify their compatability. I sent the data back to Longacre to see if our old control box needed recalibration. NOPE! Our new/used pads match our control box perfectly.

Regarding the scales at the track - The scales will generally be available for your weighing starting noon on Saturday. From pass to pass, from day to day the scales are very consistent. You will have plenty of opportunity during the weekend to assure your­self that you weigh more than your log book's minimum race weight. (Log books & minimum weights will be another story.)

More on scales - We will continue the practice of spot checks. For a qualifying session, on Pre-Grid, either Chris or I will notify a class of cars within the group that they are to respond to the scales after that qualifying session. Cars that don't, and cars that are too light, will lose their qualifying session's times.

Special Notice Jim Swanson Memorial Fund

Last year, following the sudden death of Conference Treasurer Jim Swanson, a memorial fund was established for the purpose of providing a lasting tribute to Jim. Over the months since Jim's death, the fund has grown to nearly $6000. The Swanson family, Ruth, Greg, Eric & Michelle, have decided that they want the fund to be used to develop an Emergency Response Truck for use at Portland International Raceway under the management of Cas­cade Sports Car Club. Of all the options that were put forth, the family felt that the E-Truck idea probably would have been the one supported by Jim if he were still with us.

The family realizes that the fund, by itself, is not sufficient to make the Emergency Truck a reality and have asked Cascade to find a way to make it happen. A club committee has already been formed to actively look for a 3/4 ton pickup that can be made into a fully functional E-Truck. The club already owns most of the equipment; the large capacity fire bottle and other safety equip­ment such as a jaws-of-life that will be needed for the truck. When a suitable truck is acquired by the club, it will be prepared with monies from the fund and it will be painted with the appropriate wording reflecting that it is the Jim Swanson Memorial Emergency Response Truck.

The Swanson family wishes to express its thanks to all who con­tributed to the fund.

We wanted to let you know that Julie is doing well. She had her bone marrow transplant on Christmas Eve. The week before she had extensive chemo­therapy and radiation. She made it through this phase with little side effects. The transplant went well and mom is doing fine too. (Kathleen was the donor). Julie is now being treated as an outpatient but we have secured an apartment close to the hos­pital so she can be readmitted immediately if neces­sary. Hopefully we will only have to be there for a few months.

Steward's Report February 1997

Coming from the Spring Meeting, I have a couple of other things to report. First, there's how we are going to handle yellow flag passing incidents. A couple of times last year, people lost one qualifying time but still had a great starting position. This really got your E-Board Representatives' goat. They asked Charlie and me to remedy the situation. Well of course Charlie is gone so Chris and I are on the hook. We talked it up some, and came up with the following: Passing under the yellow during practice is a minimum $25. Passing under a yellow flag during the first quali­fYing is a minimum of$25 and loss of that qualifYing time. Now pay attention, yellow flag passing during the final qualifYing(normally Sunday) will be minimum loss of qualifY­ing times. As you'd expect, stupendously flagrant offenses will go up from there. True, there is nothing more unsafe about yel­low flag passing on Sunday, but it will have more meaning.

Somewhere in the Competition Rules, or in the P & P, the Stew­ard is supposed to "establish" the hourly rate for tear-downs. Talk-

ing to independent repair shops sensitive to our racing scene, I came up with a rate of $40 per hour. That is U.S. funds. Sorry, I didn't scope out comparable rates north of the border. From this point in the tear-down process the money situation gets a little involved. My suggestion to everyone is that before we go too far down this path, both parties should learn about their responsibility and their relationship with Conference.

One last thing which actually came from the Fall Meeting - Sound. People have been clutching/coasting past Sound. This cannot be! We can not jeopardize the hosting club's relationship with the track requirements, codes or jurisdictions. A few can not play games and threaten our racing venues. Fix it!

SCCBC 1997 Event Supplementary Regulations ICSCC

Your application/entry to the event constitutes acceptance of these Supplementary Regulations. Infractions will result in penalties being assessed to the driver.

I. All events are to be held on the 1.1 mile road course in a counter clockwise direction. 2. Open to cars eligible under ASN Canada FIA, CACC, SCCA, IMSA, or ICSCC current regulations. 3. Insurance shall be as per ASN Canada FIA and ICSCC regulations. 4. All competitors, entrants, crew members and guests must sign the official release agreement and waiver. In

addition all minors require a signed Canadian "minor waiver" for each event (available at Registration). 5. NSF cheques will be charged an additional $25.00 Canadian fee. 6. Competitors affected by a race cancellation will be notified by telephone, if possible, or by first class letter. 7. Alcohol is NOT PERMITTED at Mission Raceway Park! You are responsible for the behavior of your crew

and guests. 8. Registration & Tech hours, and procedures for handling Late Entries as per the race announcement. 9. Driver's Services and the Official Notice Board are located in the Tech building at Start/Finish. 10. No racing engines may be started prior to 8:50am. Warm as quietly as possible until 9:00am. 11. The scales will be open Saturday from noon and Sunday all day. 12. No skateboards or roller blades. Bicycles and small motorized vehicles allowed by permission of the Clerk of the

Course only. Permission may be withdrawn at any time. NO ONE UNDER 16 ALLOWED TO OPERATE! 13. Refueling not allowed in pregrid. Fueling in the Hot Pits requires a crew member assigned only to manning a fire

bottle. Excess spillage will result in a penalty. 14. NO SMOKING allowed in Hot Pits, Pregrid, or any Mission Raceway Park Building. 15. Only ONE support vehicle allowed in Paddock/Pit area. Pregrid roads MUST remain clear. All Support

vehicles and trailers must be parked perpendicular to the track. 16. NOISE RULE: No race vehicle may exceed 95 decibels (dba) at 50 feet. 17. Damage to the track, grounds or buildings, regardless of cause, will be charged to the driver responsible. 18. The Clerk of the Course has the right to call a driver's meeting at any time during the weekend. 19. If entries exceed the number of cars allowed on the track (determined by the Race Chairman) for a particular

group, drivers and cars entered as an "additional entry" will be restricted from participating, based on the date the entries were received. This is in order to allow participation by those for whom the event is their primary event, including novices upgrading to a championship event.

20. All entries for this event shall present, at tech inspection, empty sealable container(s) marked with the driver's name and license number, capable of holding 2 gallons ofliquids. These are to be used to remove all oil, cleaners, brake fluid, etc. from Mission Raceway Park. There will be no oil drums provided.

21. All hazardous waste spills are to be reported to the Clerk of the Course. Anyone caught dumping oil will be FINED and BANNED from the raceway!

22. Contact with the cones on the front straightaway will result in the following penalties: 1st Offence: warning! 2nd Offence: Practice- $100.00 fine, QualifYing -loss of qualifYing time, Race- stop and go penalty

23. Tire scrubbing is not allowed at any time during practice or qualifying sessions. Scubbing is allowed only on the pace laps preceding the initial green flag starting a race.

24. The importation and use of leaded fuels for use in motor vehicles is permitted in canada only for use in racing vehicles. Leaded fuel is not available for sale at gas stations in Canada.

25. No open fires anywhere! Barbecues will be the only exception as long as they are away from any combustible source such as gas cans, gas tanks or fuel cells, etc.

26. No tents or camp sites set up until after 5:30pm Friday night. No overnight camping at the track Sunday night. 27. Gates are locked for the evening at I 0:30pm and reopened at 6:30am. DO NOT disturb the resident caretakers! 28. Special event Canadian Formula Drivers Association (CFDA) will be run in accordance with CACC rules &

regulations.
