The New CGIAR
Food security, global change and international agricultural research for development
Jimmy W. SmithDirector General, ILRI
ASARECA General AssemblyEntebbe, Uganda, 14-16 December 2011
Changing Global Context Long period of neglect of
agriculture
The shock of food price crisis
Pressing global food security, poverty and environmental agendas
Whole of the CGIAR was less than the sum of its parts
A revitalized and focused agenda will trigger increased investments
New Strategy and Results Framework (SRF) for system
outcomes
3
Reduce rural poverty
Improve food security
Improve nutrition and health
Sustainably manage natural resources
Reduce rural poverty
Improve food security
Improve nutrition and health
Sustainably manage natural resources
New CGIAR structure
CGIAR Research Programs (CRPs)Instruments for planning and conducting AR4D under
SRF. Implemented by lead centre and a range of partners.
Built and measured on 3 core principles:
1. Impact on 4 system-level outcomes, ensuring consistency between SRF and CRP: reduced rural poverty improved food security improved nutrition and health sustainably managed natural resources
2. Integration across CGIAR core competencies, strengthening synergies and avoiding overlaps
3. Appropriate partnerships at all stages of impact pathways
CGIAR Strategy and Results Framework
--the CGIAR research program portfolio--
Poverty alleviation; Food security; Nutrition & health; Sustainability
& resilience
CRP 1.1Integrated agricultural
production systems for dry areas Outputs: Improved
technologies, policies and institutional arrangements that increase resilience, productivity and resource access by most vulnerable people
Outcomes: Innovation system approaches adopted; investments in drylands increased; small farms sustainably intensified and diversified; more equitable access to, and better management of, natural resources by women
CRP 1.1Integrated agricultural
production systems for dry areas What: Sustainable, resilient
and economically viable production systems that improve food security and livelihoods in drylands
How: Integrated solutions developed through breeding, soil management, etc... At farming systems levels
Who: More than 250 international, regional and national partners
CGIAR Research Program 3.7More meat, milk and fish by and for
the poor ILRI (leader), WorldFish, CIAT, ICARDA
Double goal More animal-source food available & affordable for the poor Pathway out of poverty for poor producers
New way of doing our business Value chain approach Focus, focus, focus: 9 value chains, 4 in ASARECA Stimulate and support large development interventions
Starts January 2012; $100m over 3 years
CRP 3.79 target value chains
Pigs
Aquaculture
Sheep & goats
Dairy
CRP 4
Outcomes Increased abundance of tree products Tree genes and forests conserved for future use Improved environmental services Reduced vulnerability to the effects of climate change Increased investment in tree and forest resources
Objectives Enhance smallholder tree product and marketing systems Conserve tree and forest resources Improve environmental services and landscapes Enhance adaptation and mitigation to climate change Enhance investments in forests, trees and people
CRP 6 Forests, trees & agroforestry
CRP 7Climate change, agriculture and
food security What: By 2020, reduce poverty by 10%;
lower number of malnourished rural people by 25% in targeted regions;reduce greenhouse gas emissions by equivalent to 1,000 million tons of CO2
How: Adapt to, and overcome, climate change threats to food security in vulnerable rural communities;identify and test pro-poor mitigation and adaptation policies and technologies
Who: More then 400 partners, including climate change research community
Partnerships are Imperative To strengthen global governance
To generate and use global public goods To support generation and use regional and
national public goods
To leverage influence and investments from global to local level
To derive greater synergies within the CGIAR
