REQUEST FOR PROPOSALS Sustainable healthcare design is increasingly seen as a logical extension of a healthcare organization’s mission to care for people—to “First Do No Harm.” At the most immediate level, sustainable design is about providing an enhanced healing environment focused on stress reduction, safety and high indoor environmental quality for patients, their care providers, and families. The U.S. Green Building Council – South & Central Florida Chapters’ Emerging Professionals Committees are seeking entries for their 2015 Natural Talent Design Competition (NTDC). This year’s NTDC will focus on the LEEDv4 for Healthcare rating system. Successful proposals ultimately will support a national movement for designing healthcare facilities that not only heal humans, but also the environment around them. This Competition provides an applied learning experience in the principles of integrated design, sustainability, innovation, and social consciousness, all of which are components of the LEED® Green Building Rating System TM. This Competition is directed toward the notion that a sustainable future must incorporate the sustainable design of structures of every type. The challenge exists in identifying how the planned structures within our cities can prove to have the greatest potential.

RFP No.: NTDC2015 RFP Name: USGBC South Florida Chapter – Natural Talent Design Competition 2015 Due Dates: June 13th (Notice to Compete) & September 4th (Final Proposal)

A full proposal will consist of a 30% conceptual design for a new medical office building for Baptist Health South Florida, located in Pinecrest, FL, presented in a 20-page report including drawings and renderings as well as a digital board of the proposed design summarizing its concepts and innovative strategies. A complete Request for Proposals document and forms may be found at www.usgbcsf.org/ep/ntdc. Responses will only be accepted from those who have completed the Notice to Compete by 11:59pm EST June 13th, 2015. Inquiries concerning this RFP should be directed to David C. Top prize will be a team registration to Greenbuild 2015 in Washington, D.C. Come help “LEED” the charge for sustainable healthcare! The responsibility for submitting a proposal on or before the deadline is solely and strictly that of the Proposer. The USGBC is not responsible for delays in submission, regardless of cause. Any proposals received after the deadlines will not be considered.

BACKGROUND ON THE U.S. GREEN BUILDING COUNCIL The U.S. Green Building Council (USGBC) and its community are changing the way buildings and communities are designed, built, and operated. USGBC is committed to a prosperous and sustainable future through cost-efficient and energy-saving green buildings. USGBC works towards its mission of market transformation through its LEED green building rating system, robust education offerings, a nationwide network of chapters and affiliates, and the annual Greenbuild International Conference & Expo. USGBC is a diverse group of builders and environmentalists, corporations and nonprofits, teachers and students, lawmakers and citizens that share the same vision of a sustainable built environment for all within the next generation. Today, USGBC consists of 76 chapters, 12,800 member organizations, and 193,000 LEED professionals. LEADERSHIP IN ENERGY & ENVIRONMENTAL DESIGN (LEED)

LEED is a green building certification program developed by USGBC that recognizes best-in-class building strategies and practices. To receive LEED certification, building projects satisfy prerequisites and earn design points to achieve different levels of certification. Prerequisites and credits differ for each rating system, and teams choose the best fit for their project. LEED is an internationally recognized green certification system that provides building owners and operators a concise framework for identifying and implementing practical and measureable green building design, construction, operations and maintenance solutions.

USGBC CHAPTER NETWORK

USGBC Chapters are a part of a national nonprofit organization whose mission is to transform the way buildings and communities are designed, built, and operated, enabling an environmentally and socially responsible, healthy, and prosperous environment that improves the quality of life. It is built of a network of architects, engineers, designers, developers, real estate agents, and various other professionals involved in the construction and continued operations of buildings and communities.

USGBC EMERGING PROFESSIONALS

USGBC Emerging Professionals are the energetic and dynamic leaders of tomorrow’s green building movement. The program is geared toward individuals out of school and under 30, but does not exclude anyone who may be interested. USGBC Emerging Professionals seek to engage all those who are interested in learning about and advocating for sustainable building practices.

USGBC STUDENTS

Representing college and university-based groups of students, USGBC Students provides a way for hundreds of young leaders to come together and participate in hands-on green building experiences on their own campuses through service initiatives. USGBC helps students integrate sustainability themes into their coursework and advocate for sustainable university practices and policies. USGBC Students recruits, connects and equips the next generation of green building leaders by empowering them to transform their campuses, communities and careers.

GREENBUILD INTERNATIONAL CONFERENCE & EXPO

Greenbuild is the world's largest conference and expo dedicated to green building. The ideals and passion of the green building community come alive at Greenbuild. Greenbuild brings together industry leaders, experts and frontline professionals dedicated to sustainable building their everyday work, and a unique energy is sparked. Participants are invigorated, inspired, and find themselves equipped to return home with a renewed passion and purpose. Greenbuild 2015 will take place in Washington D.C. from November 18-20.

BAPTIST HEALTH PRESCRIBES HEALTHY ENVIRONMENT, HEALTHY COMMUNITY

The Greater Miami Chamber of Commerce has selected Baptist Health South Florida as a winner of its inaugural Sustainable South Florida Award for environmentally friendly practices. Green practices enable Baptist Health to conserve energy, resources, materials and capital, and to place greater focus on improving community health.

Eco-friendly building projects include West Kendall Baptist Hospital at SW 96 Street and SW 162 Avenue. The hospital is one of the first acute care hospitals in the region to be certified as a green building through the U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) program. Other LEED-certification projects include the conversion of Homestead Hospital and the South Miami Medical Arts Building. Those buildings will conserve energy and water due to green building practices.

Baptist Health’s commitment to the environment dates back to 1972, when an energy-efficient plan was implemented for Baptist Hospital. That plan was the vision of Brian E. Keeley, an up-and-coming executive who led the building team with a passion for the environment. Nearly 40 years later, as president and CEO of Baptist Health, Mr. Keeley remains committed to green policies and construction.

INTENT OF NTDC 2015 “Hospitals make significant contributions to their communities by providing a wide variety of services. They are also major employers, with healthcare comprising approximately 16% of the national and regional economy. Hospitals operate all day everyday, making their environmental footprint large in many communities,” according to the EPA. Dating back to the days of ancient Egypt, hospitals have been places where people come to get better and heal themselves; however, is it not ironic that modern healthcare facilities do so while putting a strain on the local ecology – in essence making the surrounding environment sick? There is an innate relationship between healing patients in a hospital room and healing the natural environment around them. The Natural Talent Design Competition aims to provide students and young professionals a better understanding and highlight this principle, as they will be the designers of tomorrow creating the next generation of hospitals and healthcare facilities. NTDC OBJECTIVES

• Broaden environmental education in the building professions within the university system • Empower students/young professionals within the green building movement to become future leaders • Expose students and young professionals to the design process and develop their communications skills • Highlight the presence, efforts, and initiative of students and emerging leaders in the green building

movement • Promote exemplary designs of future designers to USGBC National, the USGBC Chapter Network, and

Greenbuild • Utilize LEED TM as a guideline for building design and performance and improve upon its effectiveness to

reach the healthcare industry • Recognize and award students and emerging green builders for their dedication, creativity, innovation, and

commitment to sustainable design • Expose local healthcare providers and developers to green concepts and encourage green renovations of

existing hospitals to generate local green jobs, stimulating not only the South Florida economy, but revitalizing our healthcare industry

PARTICIPANT ELIGIBILITY

• All applicants MUST be either an emerging professional (age 30 or under on January 1st, 2015) OR a full-time student at a college/university.

• All applicants MUST reside, work, or attend school within the boundaries of Alabama, Georgia, South Carolina, Florida or Puerto Rico.

• Applicants may work in teams of up to five members. • All work and ideas will be the sole, original work of team members. • By June 13, 2015, applicants must send a Notice-to-Compete Form (available at www.usgbcsf.org/ep/ntdc/)

via e-mail to [email protected]. A team number will be assigned within 24 hours upon receipt and should be used as identification for all submissions from then on.

• Only one entry per team will be accepted. • Each participant may only be on one team. • Teams are encouraged to incorporate Integrated Project Design (IDP) and have, for example, an architect,

engineer, construction, and communications person to help divide the workload and cover the major disciplines.

GENERAL SUBMISSION REQUIREMENTS PROPOSAL

Your team is to submit a 30% conceptual design proposal for the Medical Center in Pinecrest, FL written to Baptist Health South Florida . Using the LEEDv4 New Construction for Healthcare Score Card (available at www.usgbcsf.org/ep/ntdc/) indicating credits you plan to implement to make the medical center at minimum a LEED Certified building. Assume that all prerequisites are met. Submit a no more than 20-page summary of your renovation including drawings and renderings (guidelines outlined on the following page). Budget will be limited to $25 million for the entire construction. CAD drawings will be provided after upon execution of a release agreement. Purpose: Medical Office Building Size: 48,000 SF (3 floors) with a 77,520 SF Parking Garage (3 floors) LEED Certification Goal: Certified (40 to 49 points) Budget: $25,000,000 (Construction)

EXEMPLARY PERFORMANCE

Additional points will be given to teams that are able to incorporate therapeutic design and Living Building Challenge elements into their design. To find out more about these philosophies, please see the competition website at www.usgbcsf.org/ep/ntdc. Should your team attempt these points, please state so explicitly and include an “Exemplary Performance” narrative outlining the strategies you incorporated.

PROPOSAL SUBMISSION REQUIREMENTS

• 1-page Cover Page

! Must contain RFP Number, RFP Name, Team Number, and Submission Date

• 1-page Executive Summary ! Highlights of the project (both technical and aesthetic) ! Why should Baptist Health South Florida choose your design?

• 10-page Project Narrative (charts and tables do count as pages)

! Description of concept or inspiration ! LEED Certification highlighting what level you achieved (Certified, Silver, Gold, Platinum)

• A copy of your filled-out LEED Scorecard should be shown here o Select all points that you believe are feasible and achievable for this

project o NOTE: you MUST achieve at minimum CERTIFIED (40-49 points) o NOTE: assume all prerequisites are met

! Sustainability and Building Performance Narrative • Highlight TWO (2) credits you that you implemented in each of the following

categories and explain why those strategies are innovative o Location and Transportation o Sustainable Sites o Water Efficiency o Energy & Atmosphere o Materials & Resources o Indoor Environmental Quality o Innovation (if applicable) o Regional Priority (if applicable)

• Up to eight (8) pages of drawings or renderings (must be designed on 11” x 17” size) ! Layouts should be considered miniature versions of presentation boards ! Sheets MUST have a title block ! Show a floor plan for a typical exam room, lobby area, patient room, and highlight a

feature area that incorporates most of your LEED elements and point them out ! Highlight any special materials and technology used; key aesthetic feature areas ! Show an overall site and building rendering or elevation views. A screen capture of a

computer model, hand sketches, renderings, CAD drawings, or photographs of a hand-built 3D scale model are all permissible forms of submission.

PRESENTATION BOARD SUBMISSION REQUIREMENT

• Teams are limited to only ONE (1) 24”x36” digital board to summarize their information. • Participants MUST prepare a Digital Presentation Board (24”x36”) utilizing elements from your 11”x17”

drawings. • The digital presentation board will be a summary of your project proposal including materials, renderings,

innovative technologies, etc. • The only identifying information allowed on the presentation boards will be the Team Number. • Teams will e-mail the presentation board separately using the free file transfer service (www.hightail.com).

SUBMISSION PROCEDURE All text documents will be on 8.5” x 11” (with the exception of drawings), single spacing, with uniform 1” margins at 11 point Arial font. All submissions will be in PDF format. PDFs for each deliverable will be bound into a single document. Proposal submission will be e-mailed to [email protected] by 11:59PM Eastern Time on the due date. Presentation Board submissions will be file transfered to [email protected] by 11:59PM Eastern Time on the due date utilizing (www.hightail.com). Please use the naming conventions below. Example:

• Only ONE (1) team from the entire competition will be chosen • Registration for the entire team to attend Greebuild 2015 (travel expenses not included)

• LEED Green Associate Courses & LEED Green Associate Exam Prep Materials for entire team 3rd Place

• Full year membership for entire team to local USGBC Chapter NOTE: ALL Finalist submissions will be presented to Baptist Health South Florida for consideration of

implementation. Submissions will also be utilized as a guideline to “LEED” the way for more sustainable healthcare in Florida.

DISCLAIMER USGBC is not liable for lost or misdirected, late or substantially incomplete entries, as well as any entries containing text/images that identify the designer to jurors. The decisions and opinions of the jurors represent their professional viewpoints, not the opinion of USGBC. All prizes will be awarded at the discretion of USGBC and all decisions are final. All drawings, photographs, photocopies and other physical materials submitted to the competition become the property of the USGBC and will not be returned. It should be emphasized that this competition is purely conceptual. Consideration of implementation of the proposed schemes is at the discretion of the property owners. Upon registering for this competition, all competitors agree to waive any and all claims against the USGBC as a result of the competition. Also, by registering, the entrants transfer unlimited use for publication, exhibition and electronic posting of all entries to the USGBC. All images must either be created by the team or sufficiently cited. Failure to do so will result in disqualification. This competition, headed by the USGBC Emerging Professionals Committee, has no intention to award or grant any building contracts for the designs submitted in this competition.
