ACCOUNTS.CAPITAL.
The authorised Capital of the Association remained unaltered throughout the year under review, viz., 59,800 shares of £1 each, of which 59,754 shares had been issued, fully paid, at 31st December, 1954 £59,754 0 0
LOANS FROM MEMBERS.Members' Loan Account No. 5— "Wenela Air Services.” To cover the cost of the establishment of “ Wenela
Air Services ” including the purchase of aircraft, spares, etc., Members’ Loan Account No. 5 was established at a figure of £250,000.

INCOME AND EXPENDITURE.Costs.— The recruiting and administration costs (including Head Office, Compound and Hospital Expenses)
of supplying Native Labour to Members during the year amounted to £14 2s. 3d. per capita, as compared with £13 14s. 2'51d. per capita for the year 1953.
CHARGES TO MINES FOR NATIVE LABOUR SUPPLIED.Gold Mines.— During the year the charge to Gold Mines for Native Labour supplied was increased from
6d. per shift worked to 7-375d. per shift worked to meet the increased cost of obtaining Native labour. All expenditure by the Association during the year was met from the Native Labour Pool Account, to which account the above charges were credited.
TROPICAL AREAS ADMINISTRATION.The total number of Tropical Natives employed on the mines at 31st December, 1954, was 50,771 as compared
with 44,156 at 31st December, 1953.The total number of Tropical Natives engaged during 1954 was 44,944 as compared with 38,660 in 1953.Death Rate of Tropical Natives employed.— The death rate from disease for the year 1954 was 2-08 per
thousand per annum as compared with 1-74 per thousand per annum for 1953.The corresponding accident death rates were 2-78 and 2-81 per thousand per annum respectively.
H E A L T H OF NATIVES.The Report of your Chief Medical Officer (Dr. Frank Retief) is attached. The death-rate during the years
1954 and 1953 among Native labourers employed by Members of the Association was as follows :—

The above figures are based on deaths occurring on the Mines, and do not include deaths occurring among recruits and repatriates in the Association’s Depots. These latter number 126 (vide Mortality Return) and if included, the death-rate from disease only for 1954 is increased to 2-53 per thousand per annum, as compared with 2-45 for 1953.
The welfare of Natives in Mine Compounds received the earnest attention of the Transvaal Mine Medical Officers’ Association and the Compound Managers’ Association throughout the year.
DEPOTS (JOHANNESBURG, W ELKOM , W IT B A N K AND BREYTEN.)During the year the total number of Natives who passed through the Association’s Depots was 450,933.
Included in this figure are 98,863 time-expired Natives for repatriation, viz., East Coast 64,321 and Tropicals 34,542. The total amount of cash handled was £831,932.
PAYM ENT OF ACCIDENT COMPENSATION TO MINE NATIVES.The operations of the Central Medical Boards, established at Johannesburg, Witbank and Welkom to determine
the degree of incapacitation sustained by Natives through mine accidents during the year, were as follows :—■

STATISTICS.To present a more accurate picture of Native labour, the statistics set out in this Report are now based on the
Natives actually distributed to mines as opposed to the numbers received at the Association’s depots.
PORTUGUESE GOVERNMENT.The Association learned with pleasure of the following Government appointments in the Portuguese Province
of Mozambique :—(a) The re-appointment of Flag-Captain Gabriel Teixeira as Governor-General for a further term of four years.(b) The appointment of Major Pinto Teixeira and Commandante Barros as Provincial Secretaries, and(c) The appointment of Dr. Juvenal Carvalho as Secretary-General.
AIR TRANSPORT OF NATIVES.During the year, the air transport of Natives in Tropical Areas was further extended and services now operate
from Francistown to Mohembo, Katima Mulilo, Mongu, Blantyre, Lilongwe and Fort Hill. Approximately 58,000 Natives were transported to and from the Mines by this medium during 1954.
“ Wenela Air Services.”— On the 1st July, 1954, the Association established its own Tropical Areas Air Transport Organisation under the title of “ Wenela Air Services ” and this organisation now operates the complete airlift with the technical and managerial assistance of Africair, Limited— the Company responsible for carrying out the experimental airlift. The Association’s air fleet now comprises eight Dakota D.C.3 aircraft.
Yellow Fever.— To meet the requirements of the Union Government Health Authorities, innoculation and detention for a period of eight days applies to all recruits to be airlifted— even in respect of Natives from areas which (according to the World Health Organisation) are not yellow fever endemic areas.
JOHANNESBURG DEPOT.Hospital.— The new three storey Hospital Block was completed and occupied during December, 1954.Records of Service of Mine Native Labourers.— It is anticipated that the new Records of Service Building
will be completed early in 1955 and that the Union Native Affairs Department will commence the issue of Reference Books to Mine Natives. This will enable the Records of Service Department to commence the compilation of accurate information concerning Mine Native labourers.
ORANGE FREE S T A T E DEPOT, W ELKOM .The building programme at the Association’s Orange Free State Depot at Welkom was virtually completed
by the end of the year.MECHANISATION OF S TATISTICAL AND ACCOUNTING PROCEDURES.
The investigation into the accounting, statistical and Depot procedures was completed during the year and a number of important changes effected.
ACCLIMATISATION OF TROPICAL NATIVES.As the experimental reduction in the acclimatisation period for Tropical Natives from 26 days to 8 days
had proved successful, it was decided to continue to apply the reduced period until further notice.
CONDITIONS OF EM PLOYM ENT OF UNDERGROUND N ATIVE LABOURERS.Rates of Wages.— In view of the importance attached by the Mining Industry to the position of Underground
Boss Boys, the minimum rates of pay for such Natives was increased as from the 1st June, 1954, from 3/7d. per shift to 4/- per shift.
SILICOSIS MEDICAL BUREAU.With a view to alleviating the serious overcrowding at the Association’s Johannesburg Depot Hospital as
the result of the accommodation of Natives for examination by the Silicosis Medical Bureau, it was decided to erect a building to house an X-ray unit from the Bureau to expedite the handling of cases. An agreed rental would be charged for the use of this building to the Bureau.
SOUTH AFRICAN IN S TITU TE FOR MEDICAL RESEARCH.It was decided to renew the Association's Supplementary Grant of £2,500 per annum to the Institute for a
further period of five years from the 1st April, 1954, the total grant by the Associat’on for year remaining at £7,500.Following on the resignation from the Board of Management of the Association of Messrs. S. R. Fleischer
and W . H. A. Lawrence, the Association’s representation on the Board of Management of the Institute was amended during the year and at the 31st December, 1954, was as follows :—

Report to the Members of the Witwatersrand Native Labour Association, LimitedWe have examined the books and accounts and vouchers of the Association and have satisfied ourselves of the existence of the securities. W e have obtained all the information and explanations which, to the best of
our knowledge and belief, were necessary for the purposes of our audit. In our opinion proper books of account have been kept by the Association so far as appears from our examination of such books, which incorporate the audited returns of the Tropical Areas Administration. The above Balance Sheet and annexed Income and Expenditure account are in agreement with such books.
In our opinion, and to the best of our information and according to the explanations given to us, the above Balance Sheet and annexed Income and Expenditure account give the information required by the Companies Act, 1926, as amended, in the manner so required and give a true and fair view, respectively, of the state of the Association’s affairs at 31st December, 1954, and of the Income and Expenditure of the Association for the yearended on that date. CEN TR AL MEDICAL BOARD FOR ASSESSMENT OF MINE ACCIDENTS.During the year 5,249 accident cases were examined by the Central Medical Board at the Johannesburg
depot and their disability estimated, whilst 865 cases were dealt with by the Central Medical Board at the Welkom depot.
SILICOSIS ACT, 1946.The following table shows the number of Natives admitted to the Johannesburg Depot Hospital for
examination by the Silicosis Medical Bureau in terms of the Silicosis Act, 1946.
Of the total of 5,765 cases dealt with, compensation, as under, was awarded to 3,285 Natives in terms of the Silicosis Act, 1946 :—
