Why PNPs Require Renewal

1. What are the goals of the PNP?

2. Where are we meeting the objectives and where are we falling short?

Do we have the right mix of streams? Are minimum language requirements high enough? Should the role of social capital criteria be strengthened? How can the needs of business and agricultural sectors be

met? Do we have the right balance of federally- vs. provincially-

selected economic class immigrants? What are the implications of increasing the PNP’s share of

total economic class admissions?

3. What are the PNP’s strengths and challenges from Manitoba’s perspective?

How is the PNP meeting the needs of business? What is the significance of the PNP to the agricultural sector? What can other provinces learn from Manitoba? What can Manitoba learn from the experiences of other

Francophone Immigration

• Between 2008-2017, 4,009 immigrants landed in Manitoba and identified French as their official language spoken, making up 2.4% of total landings in the province during this period.

• In 2017, approximately 77% of all French-speaking immigrants came to Manitoba through the MPNP.

Goal: International Students (who want to immigrate) are employed in an occupation related to what they studied in Manitoba

• Better labour market outcomes for students and employers

Example: If a student completed a Business Administration Program,related jobs may be:

• NOC 0: Financial managers, Other administrative service managers

• NOC A: Financial and investment analysts, Human resources Professional

• Forecasted in-migrant demand

• Specifies which are regulated occupations and designated trades

• Specific in-demand occupations for each Skilled Worker stream

• Specific language, experience, education and certification requirements for each in-demand occupation

Regional Priorities

• Priority EOI draws will be conducted for candidates who demonstrate the intent to settle in communities outside of urban centres

• Pilot in development to support rural business succession planning

• Intent to increase growth in both English- and French-speaking communities in all regions of Manitoba

Impact on Settlement Service Providers

• Integration support programs will remain important for all newcomers to ensure the best possible settlement outcomes

• Manitoba CFP to fill in service gaps for clients whose needs are not being sufficiently addressed by federal programs

• Manitoba remains committed to ensuring that supports are available across the province and that supports provided are not duplicated

Impact on Language Training Service Providers

• Language training for principal applicants will ideally be reduced due to a better matching of skills and language proficiency levels at time of nomination; language training with clear labour market outcomes will remain important

• Higher English/French proficiency dependants may require less Stage 1 language training eventually but, as the renewed criteria is not yet in place, the impact on SPOs will be downstream

• Business Investor and Skilled Worker applications with a spouse who demonstrates official language proficiency at CLB/NCLC 5+ may change the number of lower CLB/NCLC clients seeking services
