Following up on my March President’s Message and the three main issues that came from the Annual

Meeting:

1. Residential Traffic Calming: The Board approved the motion presented by the Safety Committee to

request from Prince William County the installation of pole-mounted speed displays on Waterway

Drive. A meeting has also been set with the Potomac District Supervisor Maureen Caddigan and

staff from her transportation department to discuss traffic and speeding on Waterway.

2. Spillway Project: Buck Arvin and Ned Greene continue to work with the engineers at the VA DCR

on the controlling probable maximum precipitation numbers for the Montclair Dam.

3. Common Area Utilization Ad Hoc Committee: Linda Cheng-Khan and I have finalized the list of

members and appointment letters were mailed. Dates and times of the meetings will be published

in The Montclairion.

Over the next couple of months we will have many events that will need volunteers, to include Montclair

Day and the Triathlon. Please consider volunteering a couple of hours of your time to ensure the success

of these events.

Manager’s MessageBeach and Park Etiquette

We are nearing the opening of the beaches for the summer season and are excited about another great year

of activities and family fun in Montclair. As you are aware, Montclair offers numerous amenities for use

by our residents and their guests. Those locations are Beaver Landing, Dolphin Beach, West Beach, Kid’s

Dominion, and Hockersmith Park. Each of these areas offer opportunities for your recreation enjoyment

During the summer season, these locations (with the exception of Hockersmith Park) are staffed with

Recreation Guards. These guards are tasked with ensuring that those making use of these amenities

have the required Recreation Photo ID and a valid 2016 sticker on their ID for the season, as well as

enforcement of the posted rules and regulations. Most of these guards are teenagers that live right here

in Montclair. These kids are performing an invaluable service to the community and are worthy or your

respect and appreciation.

Please understand that if you show up at one of these locations without proper identification, you will

not be granted access, which is not the fault of the Recreation Guard. The guards cannot allow anyone in

the beach or park without valid identification, and that is for your protection and for the protection of the

community as a whole. We will also have Recreation Guard Supervisors and a Manager on duty to assist

the guards in the performance of their duties.

Lifeguards will also be on duty and staffed by a third party contractor. Many of the lifeguards are also

Montclair residents. Their supervisor will be in regular contact with our staff to ensure adequate coverage

and life preservation service at the beaches.

If at any point in the summer you have an issue with either a Recreation Guard or a Lifeguard that cannot

be sufficiently handled by a supervisor or manager, please contact the MPOA office at (703) 670-6187.

Remember, these people are your friends and neighbors, and should be treated as such. I am sure that

with your cooperation we will have an exceptional summer season!

Solicitors in Montclair

As the weather gets warmer, residents may encounter an increased amount of door-to-door activity

within the neighborhood. Aside from certain private sub-associations, MPOA does not have specific

guidelines prohibiting this activity, and defaults to the restrictions put into place by Prince William

County. Most private entities are required to obtain a permit for door-to-door activity, and must exhibit

the permit to any resident upon request. Exceptions to this rule include the following: co-op sales related

to farm produce, newspapers, firewood and Christmas trees; political party or candidate activity; and

charitable, educational, or religious activity. Door-to-door activity is not permitted from one-half hour

after sunset to one-half hour before sunrise. If a solicitor visits your home outside of the designated hours,

or is unable to provide the required permit, you may contact the PWC Police Non-Emergency line for

assistance at (703) 792-6500.

Amendments to Community Guidelines Article 4, Section 4.7 Recreation EquipmentMPOA owned recreation equipment falls into two broad categories sporting equipment, such as basketballs, volleyballs, etc., and support equipment for Community Events, including and limited to tables, chairs, traffic cones, and trash barrels such as tents, PA systems, etc. The primary use of all recreation equipment is to support MPOA sponsored activities.

Amendments to Community Guidelines Article 4, Section 4.7.1 Use of Recreation Equipmentb. Support equipment. When not required for any function of the MPOA, support equipment may be made available to a group as long as they

meet the following criteria is met:• The requestor is a member of the Association in good standing;• The group is based in Montclair;• The group is not political in nature;• At least 75 percent of the membership of the group is made up of individuals who live in Montclair, except for groups affiliated with

elementary, middle, and high schools whose boundaries include any part of Montclair; and• An Equipment Request Form , enclosure (2), is filled out and submitted to the MPOA Office at least two weeks before the requested date

for the equipment• No support equipment will be made available on days of scheduled Community Events. Any equipment checked out on days

leading up to a Community Event must be returend to the MPOA office no later than two business days prior to the scheduled date of the Community Event.

Amendments to Community Guidelines Article 5, Section 5.4.26 Major AlterationsRequirements & Restrictionsa. Construction materials should be stored to minimize the visual effect on surrounding properties;b. No debris shall accumulate during construction. Excess material must be removed immediately and disposed of properly;c. Reference MPOA Declaration, Section 6.7, Foundation and Masonry Walls for all major alterations that require a solid foundation.d. For all sub-associations, all requests for major exterior alterations and additions must be approved by the sub-association board; ande. For Water’s Edge Townhome Association, front stoops/porches are not to be may be enclosed with railings or lattice on a case-by-case basis;f. For Heritage Series Homes, any accessory additions must be completed in the same exterior materials, colors, and style of the house, i.e. garages,

non-temporary outbuildings.

Amendments to Community Guidelines Article 5, Section 5.4.45 Tree RemovalRequirements & Restrictionsa. The Covenants Committee must grant approval PRIOR to any tree greater than 4” caliper being removed.b. No live vegetation marked “no-cut” areas on the original plans may be cut without PRIOR approval from the Covenants Committee.c. The Covenants Committee shall allow the removal of a tree that is obviously dead or diseased beyond recovery.d. A comprehensive report on the tree’s condition, health, safety, and/or value by an arborist, urban forester, or other competent tree professional

prior to approving or denying a removal request may be required.e. Pruning may recommend in lieu of removal.f. Removal of tree stumps in the front yard is required. Stumps in other locations may require removal.g. Replacement of trees removed may be required.h. The BOD may require removal of a tree.i. A copy of the appropriate County Permit must be submitted to the MPOA for any tree removal within the RPA buffer zone.j. For Southlake Landing and Southlake Cove, lot owners are responsible for the removal and replacement of dead trees on their property.

Replacement will be with another tree of comparable type, size, and shape upon maturity.k. For Water’s Edge Townhome Association, replacement of trees is required for any trees removed within Water’s Edge Townhome Association.

Replacements must be made with another tree of comparable type, size and shape upon maturity either be of the same species or a Virginia native tree. Limited exceptions to this rule may be considered by the Water’s Edge Townhome Association Board of Directors based upon extenuating circumstances, e.g. limited light and survival potential, likely damage to utilities or property, unavoidable encroachment on neighboring yards. The tree replacement approval is to be completed by the WETA Covenants Committee or the WETA Board of Directors. Suggested replacements include: Eastern Redbud, Flowering Dogwood, Southern Hawthorn, Alleghany Serviceberry, American Hornbeam, and Sweet Bay Magnolia. Not recommended replacements include: Leyland Cypress, Silver Maple, Ash, Quaking Aspen, Poplar, Willow, Bradford Pears, Mulberry, Black Walnut.

It’s always heartwarming to hear stories about the early days of Montclair. But January of this year was especially exciting. Out of the blue, I received an email from our very first resident!

Françoise, her husband Cecil R. Jones, and their two daughters moved in to their home on Edgewood Drive back in 1972. While a few other homes were under construction (about 25!), theirs was the first to be occupied. She loved the house, built from plans advertised in Better Homes and Garden, and called it their “little wooden chalet”.

Françoise has fond memories of those days, “It was a beautiful place to live....we made lots of friends as people started to move in...some of the first residents were the Taylors’, the Schultz’s, the Mullany’s....just to name a few.” Country Club Lake, as it was called back then, was a much different place - about 1,500 acres of wilderness with a lake. And if that sounds exciting, consider this other comment from Françoise. “There was a small security patrol as we were the only residents...and the officer once stopped by to alarm us about wild boar being around, and to make sure we would not let our dog out ...at night, we would hear the sound of deer walking on the deck.”

Cecil R. Jones (USA, retired) was a project manager for the corporation which developed Montclair; responsible for the division of lots,

building and sewer permits, road construction, etc. In those early days, they quite literally lived in “his” community. Mr. Francis M. Coffey – who bought the original land and built the dam in 1963 and Jim Sheker – “The Great Impostor” – were regulars at the Jone’s house. (See our history book on Montclair at.http://www.blurb.com/ebooks/58499-montclair-virginia-40th-anniversary for more on both these men; one gentleman and one villain!) Unfortunately, Cecil became ill in the late 1970’s; they eventually moved to Florida where he died in 1982 from cancer.

Françoise was kind enough to send me some old pictures and the original plaque her husband received in 1976. It reads, “Cecil R. Jones, In Appreciation for Outstanding Leadership and Dedication to our Community, 1969 – 1976, Country Club Lake Property Owner’s Assn., Inc.” It is now ‘back home’ and on display in the MPOA building.

With the summer season about to unfold, boating and swimming activity will begin to increase on Lake Montclair. Now is a great time to refresh your safety training and prepare your boat as there is a good chance most of us will be having a great time on the lake at some point.

Take a Boat Safety CourseAlthough a boating safety course is not required in Virginia for any individual operating a vessel 10 HP or under, you should not dismiss the importance of obtaining one. The benefits of a boat safety course include:• Becoming familiar with family boating

basics.• Learning about the relationship between

boating and the environment.• Gaining supervised practiced of the skills

and techniques a boat pilot needs (e.g. knot tying, navigating, un/docking, mooring, anchoring).

• Receiving a lower rate on your boat’s insurance.

Courses are provided by various non-profit organizations and foundations such as the U.S. Coast Guard Auxiliary and BoatUS.

Take Swimming LessonsThe importance of swimming lessons for water safety can’t be overstated. Everyone and especially children should be able to swim. Sadly, this is not the case and every day 9 people die by drowning in the U.S. That’s also why you should never let a child play in the proximity of a pool or a lake unsupervised. On a lighter side, swimming has a lot of benefits in itself:• The health benefits of swimming are

numerous. It trains the cardiovascular system, is a low-impact exercise and a great whole body workout.

• There are also several psychological benefits of swimming. A swim session at the pool or in a lake relaxes the mind, uplifts the spirit.

• Being able to swim opens up a lot of recreational possibilities that wouldn’t be safe to practice otherwise (e.g. kayaking, boat fishing).

Swimming lessons are available in Montclair for both adults and children through the Southlake Recreation Center and the Montclair Country Club.

Take a Basic CPR and First Aid ClassBeing trained in CPR and first aid can be invaluable when someone is in serious medical distress. These techniques can help save someone who has suffered a heart attack, a near-drowning accident or any number of other emergency situations. Drowning is the

leading cause of accidental death for children ages 1-4 and it only takes one minute for a child to drown. Anyone can learn CPR and become trained in first aid. Knowing what to do in an emergency medical situation can mean the difference between life and death. Classes provided through the Red Cross can found at Quantico Marine Base. Test and Maintain Your Life JacketsLifejackets should be tested and maintained at the start of each season. The federal law says your lifejackets must be in good shape before you use your boat. Test the life jackets in shallow water to make sure that it fits. When correctly fastened, the life jacket should stay in place and not ride up. You can test the fit of a child’s flotation device by picking the child up by the shoulders of the jacket. It’s also worthwhile to test a life jacket in slightly deeper water to measure the freeboard. Freeboard is the distance between the surface of the water and the bottom of the user’s mouth. With more buoyancy, the freeboard will be higher. Last, check your lifejacket often for rips, tears and holes. Also check to see that seams, fabric straps and hardware are okay. You should find no signs of waterlogging, mildew odor or shrinkage of the buoyant materials. Lifejackets in poor shape should be cut up and thrown away and replaced for each member in your family and/or guests riding in your boat.

If you find yourself at Dolphin Beach or walking across the dam one Friday evening this summer and spot a collection of boats on the lake don’t be alarmed: this is no naval takeover. The bevy of boats you’ve stumbled upon is part of one of Montclair’s newest resident-run social groups: the Montclair Flotilla.

The Montclair Flotilla is a group of Montclair residents who love Lake Montclair. The group started in spring 2014 when its founders noticed that many residents were not taking advantage of the lake and all it has to offer. “The idea was born from the belief that Lake Montclair is truly the heart of our community,” says co-founder Joe Perez. The founders wanted to encourage residents to spend more time on the lake, whether it be fishing, swimming, boating, or simply relaxing. “Other waterside communities often hold huge flotillas where hundreds of boats and people on rafts meet up for a big parties on the water,” shares Perez. “The founders thought, ‘Wouldn’t that be something if we could do that here?’ Thus the Montclair Flotilla was born.”

Stocked with delicious food and friendly faces, the boats make their way to the meetup location on the first Friday of the month, May through October. Some bring dishes to share, while others light up the grill and serve hot dogs right from their boat. Perez likens the meetup to “one big potluck in the middle of Lake Montclair.” On the warmer evenings, kids and adults alike can be found cooling off in the water as they swim alongside the flotilla. While the weather and attendance may change with each month’s Happy Hour, one constant is the welcoming atmosphere. “What’s most striking about any of the Montclair Flotilla events is how wonderful the people are,” remarks Perez. “You get to know neighbors who you have never met. There is nothing like it and anyone from Montclair can participate.”

No kayak or canoe? No problem! You don’t need to own a boat to join in on the Flotilla’s fun. “A main motive for starting the group was to provide a way for people who do not live on the lake or who do not own a boat to be able to enjoy this beautiful resource,” says Perez. The Dolphin Beach pier acts as a pickup location for anyone who would like to attend that does not have a boat. Those who do own a pontoon boat, canoe, kayak or raft can make their way to the meetup location in front of the dam and

tie in with the other boats.

Off the water, the Flotilla keeps up with all things related to Lake Montclair on their Facebook group. According to Perez, “some members look for advice on issues related to boating, swimming, fishing or anything related to Lake Montclair, and others have used the Facebook group to request help after being stranded on the lake.” Beyond serving as a support group, the Montclair Flotilla’s Facebook group is great for sharing photos of lake events, fish and other wildlife, and scenic shots of the lake.

In addition to their Friday Happy Hours, the Montclair Flotilla will be introducing two new events in 2016: the Senior Boat Cruise and the Holiday Boat Parade. The Senior Boat Cruise is a leisurely tour of Lake Montclair for seniors and those who are disabled. Participants will be picked up at Dolphin Beach by one of several volunteer boats. The Holiday Boat Parade, inspired by Dale and Linda Stoutenburgh, promises a dazzling display of decorated boats on the lake that can be enjoyed from Dolphin Beach or any other lakefront common area. More information on both of these events can be found on the Flotilla’s Facebook group.

The Montclair Flotilla will kick off their summer season on Friday, May 9 at 6 p.m. with their monthly Happy Hour. Whether you swing by on your boat or wait for a pickup at the Dolphin Beach pier, you’re in for a good time with a great group.

GroupsMontclair Lions ClubOn Saturday, March 19 2016, the Montclair Lions club sponsored its 11th Winter Classic charity Texas Hold-em Tournament at the Dumfries Fire and Rescue Squad. This year the club made a goal to make a significant contribution to the extensive sight surgeries facing baby Nur Agermoune of Woodbridge. Baby Nur was diagnosed with infant glaucoma upon her birth at Virginia Hospital Center in February 2014. Thank you to everyone who pitched in to make the 2016 Winter Classic such a huge success. A heartfelt thank you goes out to the non-Lions spouses, family members and friends that made this successful event possible. We also had the honor of having Pop’s Beach, a 92 year old WWII Vet, join in the game and lead us in the Pledge of Allegiance to kick off the tournament. Thank you Pops for your service and joining us.

Our dear friends Lionel and Barbie Ward once again added to the style of our event and provided some excellent entertainment during our first break. The many players who attended our event for the first time were impressed with the total quality of our event, especially the entertainment. Thank you Lionel and Barbie for helping. SchoolsHenderson Elementary SchoolMarch was a busy month at Henderson. Our Henderson PTCO had a tremendous turn out for the Donuts with Dads community event. We had 215 Dads and individuals that “love and care” like a dad attend.

We are so proud that Henderson continues to lead with Children’s Engineering and the integration of STEM. Henderson had five teachers present at the International Technology and Engineering Educators’ Convention at the National Harbor in Maryland: Corinne Doerr, Colleen Kenderick, Lisa Jacobsmeyer, Merle Leduc, and Dr. Molly Oria.

On March 31, Henderson “kicked-off ” our Watch DOGS (Dad of Great Students) initiative with eighteen dads attending and signing up to participate in activities throughout the building. This initiative is being lead by our counselor, Emily Hess.

Also in March, our Huskies exceeded the school-wide goal of donating six hundred food items to ACTS. We thank our counselor, Emily Hess, for leading our Huskies to success. Mrs. Bevans and Ms. Nuckles colored their hair blue for the day to celebrate exceeding the

goal. Our SCA sponsored mismatch day which is always a favorite dress-up day at Henderson.

On April 1, the students at Henderson celebrated exceeding their school-wide goal of six million minutes read with a book character parade. Thank you to the one hundred plus parents that attended our celebration. Please visit our school web site to see all the book characters that came to our parade.

Henderson will “purple-up” during the month of April to celebrate our military families. Please visit our web site as we post how we celebrate the Month of the Military Child. April also saw the start of our Boys’ Running Club and Girls’ Fitness Club. Approximately 50 Huskies will participate in each club training to reach their goal to run in the Henderson Fun Run 5K on June 5, 2016.

During the month of April the community will notice more construction taking place at Henderson. We will get an addition of eleven classrooms that will attach to our Kindergarten wing, parallel our first grade wing, and wrap around the back of the building. After this year long construction project, we will no longer have learning cottages. We will also be the recipients of two new play grounds.

On April 19, Henderson celebrated thirteen years as a School of Excellence with a pep rally involving all students and staff members. Our annual Spring Scoop sponsored by the Henderson PTCO was held on April 29, 2016. This year along with Spring Scoop, we also celebrated Henderson’s thirtieth birthday. Staff, students, and community members both past and present had a great time!

Col Rusiecki will argue that the last gasp of the Wehrmacht on the Western Front was not a mere whimper, as some historians charge but an effort to extract every last bit of pain possible. AssessmentsAssessments are $530 when paid in full, or $55 when paid monthly. Monthly assessments are due on the first of the month, May through February. Any assessment not received within nine days of the due date will incur a $35 late fee. Payments placed in the dropbox at the MPOA office after 5 p.m. on the 10th will not be processed until the next business day and will be considered late. evening events - 6 p.m.Let the celebration begin! Head to Dolphin Beach and enjoy music, food, and of course, fireworks. Our food vendors will keep you stuffed with delicious American fare. Dance the night away to the sounds of The Lone Rangers, performing until the start of the fireworks show.

fIreworks - 9 p.m.End the day with a bang at one of the best fireworks displays in the area. Fireworks may be launched earlier in cases of inclement weather, so please arrive early.
