provides students with skills they need to succeed and provides the manufacturing
industry in Sheboygan County with more skilled workers.

Executive Summary
The workforce crisis, or so called ‘skills gap,’ has raised awareness of the
need for a more timely and targeted dialog between manufacturers and
schools. In a sense, employers are the customers of schools, and a
systemic approach to hear the workforce needs of employers and drive
change based on the ‘voice of this customer’ has been absent. A co-
operative, Red Raider Manufacturing, which focuses exclusively on
collaboration between employers and the schools district, is being formed
in the Sheboygan Area School District (SASD) at both North High School
and South High School. Authentic learning is the main focus of Red Raider
Manufacturing. Students learn the basic elements of entrepreneurship
and get a taste of the real manufacturing world. When given adult-like
responsibilities, the students begin to demonstrate skills in
communication, math, problem-solving, team work, and marketable
machining and welding skills.
Through Red Raider Manufacturing:
The manufacturing industry is provided with more skilled workers.
Post-Secondary institutions get more and better-trained students.
The students get an excellent applied education.
The program receives financial support to continue evolving its
technical education.
This upfront financial support will be returned to our partnering businesses by lowering their training costs and increasing production totals for years to come.

1.0 The Situation
Employers today are finding it difficult to fill certain positions because of lack of candidates with applicable skills. This is the so-called "skills gap.”

Manufacturers
One root cause of the "skills gap" problem is a disconnection between our 9-12 school system and the evolving workforce skill-set demanded.
Employers also have concerns about future workforce skill-set needs. Talent management processes of employers do not have a strong voice in curriculum development within our school system.
In school districts, more detailed and targeted academic and career planning is now being required. Counseling and career planning is beginning in earlier grades, not just high school grades.
Interest and aptitude assessments of students to help guide them is greatly enhanced by experiential learning, project based learning, and contextual exposure to workers and jobs.
A limited amount of collaboration between school districts and manufacturers currently exists, and shows positive results.
Increased collaboration with Lakeshore Technical College.
There are MANY programs to provide targeted and general skill-set learning experiences, but there is a weak system of coordination to effectively and consistently connect students with these programs and with workplace professionals and experiences.
School districts and manufacturers have expressed a desire to expand cooperation and collaboration, however, urgent daily demands of school and manufacturer personnel (typically guidance counselors and HR professionals) take dedicated attention away from the manufacturer - education collaboration.
Red Raider Manufacturing and local manufacturers can share and mutually fund a dedicated resource unencumbered by other responsibilities, motivations, politics, crises, or distractions to act as a facilitator of connections and a clearinghouse of programs, volunteers, and students.

program, and to relocate/expand the Auto/Electro-Mechanical
program. Begin steps necessary to advance into Component 2 by the
