Minutes of Board Meeting
The Board of Control of the Kentucky HighSchool Athletic Association met at the K.H.S.A.A.Building, Lexington, on Saturday, December 21,
1974. The meeting was called to order by Presi-dent W. P. Wheeler at 9:30 A.M. with all Boardmembers. Commissioner J. B. Mansfield, and As-sistant Commissioners Tom Mills, Billy Wise andLouis Stout present. Conley Manning was presentrepresenting the State Department of Education.The invocation was given by Franli Simpson.
Ray Story moved, seconded by Arthur Hawk-ins, that the reading of the minutes of the Sep-tember meeting be waived since members of theBoard had received copies of these minutes. Themotion was carried unanimously.
President Wheeler introduced Mr. Eldon Da-vidson, new Board member representing Section6. Mr. Davidson replaced Jim WiUiams who re-signed his membership on the Board when he ac-cepted a new position with the Somerset Boardof Education.
Mr. Eldon Davidson presented the eligibilitycase of Rick Barnes, a student at Monticello HighSchool. Rick is ineligible under By-Law 6, Sec-tion 1, Transfer Rule. Following comments by Mr.Davidson, Rick's mother spoke before the Boardon Rick's behalf. President Wheeler thanked Mrs.Barnes and assured her that her comments wouldbe taken into consideration and that she would beinformed of the decision of the Board. After a dis-cussion of the case, Mr. Davidson made the motionthat the eligibility of Rick Barnes be restored.The motion failed for lack of a second.
Prin. Wilbur Jamerson and Coach FrankieFrancis of Wheelwright High School came beforethe Board to present the eligibility case of MichaelB. King. Michael is ineligible under By-Law 6,
Section 1, Transfer Rule, Michael is currentlyliving with his grandparents in the Wheelwrightschool district. He came to them from Madison,Ohio, when his parents separated and he couldno longer have a home with either. The Board re-stored his eligibility in that his grandparents werestanding in place of his parents. The motion wasmade by Louie Martin and seconded by JackFultz. It carried unanimously.
Commissioner Mansfield presented the follow-ing eligibihty cases to the Board of Control forconsideration, all of whom are ineligible under By-Law 6, Section 1, Transfer Rule:

Roy Dale Richardson, Estill County HighSchool

Board failed to take the necessary action to re-store their eligibility.
Mr. Mansfield then presented the case of
Claude Hentcliey, a student at duPont ManualHigh School, who is inehgible under By-Law 4,
Age. After hearing the case the Board failed to
take tlie necessary action to restore his eligibility.
The case of Randy Hager, a student at PhelpsHigh School, who is ineligible under By-Law 5,
Section 3, Enrollment, was then presented. Randyhas not been in attendance for the required threemonths this semester. No action was taken to re-store his eligibihty.
The Commissioner presented the case of RickStockstill, a student at Georgetown High School,who is ineligible under By-Law 5, Section 1, En-rollment. Rick was unable to attend school thefirst semester of this school year because of anin.iury sustained in a football scrimmage. Upon amotion by Ray Story and a second by ArthurHawkins, the Board voted unanimously to restorethe eligibihty of Rick Stockstill.
The next case presented was on behaK of JohnStone, a student at Henry Clay High School. Johnis inehgible under By-Law 5, Section 3, Enroll-ment. After hearing the facts in the case andupon a motion by Louie Martin and a second byRay Story, the Board voted unanimously to re-
store the eligibihty of John Stone at Henry ClayHigh School.
Mr. Hendree Milward, representing the Powell,Walton, Milward Insurance Company, came beforethe Board to explain and offer a liabiUty poUcyfor Board members and executive officers. Afterhe completed his presentation, members of theBoard asked several questions pertaining to situa-
tions which would or would not be covered underthis policy. President Wheeler then thanked Mr.Milward and he departed. After considerable dis-
cussion, George Sauer made the motion that theBoard purchase the hability poUcy from thePowell, Walton, Milward Insurance Company in
the amount of one million dollars ($1,000,000.00)
at a three year premium rate of $2,739.00. FairceWoods seconded the motion and all members votedaye.
Prin. Harold Storm and Ath. Dir. HobertHodges, of Laurel County High School, came be-fore the Board requesting that Laurel CountyHigh School be changed from Class AAAA, Re-gion III, District 2, to Class AAA, Region III, Dis-trict 2, in football. Mr. Storm explained that thereason for the request was based upon severalthings. He explained that the football program atLaurel County was only five years old and hadnot advanced to the level of other Class AAAAschools. For financial reasons he did not think his
school could travel the required distance to com-pete with those schools in the district his schoolhad been assigned. He presented letters from theprincipal of each of the schools in the lower classstating that they did not object to the move. Afteranswering questions from Board members theythanked the Board for their time and departed.Following a lengthy discussion, during which it

The Board of Control set up eight regions inwrestling for 1974-75 school year. The region, thename of the manager, the site, and the schoolsassigned to each region are listed below. If yourschool plans to enter a team and is not listed inany region, will you please contact this office orthe regional manager nearest you.

INFORMATIONSTATE HIGH SCHOOL BASKETBALL
TOURNAMENTS(Boys and Girls)
The 1975 State High School Boys and GirlsBasketball Tournaments will be held in FreedomHall, Louisville, on March 19-22 and at EasternKentucky University, Richmond, on March 26-29,respectively. The first session of the tournamentis scheduled for Wednesday afternoon. There aretwo sessions for each of the days, Wednesday,Thursday, Friday and Saturday.
On or after February 1, 1975, K.H.S. Boys'State Tournament, P. O. Box 7502, Lexington,Kentucky 40502, will accept mail orders for com-plete sets of tickets for the tournament. The or-ders for the boys' tournament will be filled afterthe schools have received the tickets allotted tothem under the plan of distribution set up by theK.H.S.A.A. Board of Control. The orders from the300 member schools will take all the box seats onthe sides, all the cliair seats below the boxes andchair seats in the center chair section. For thepast several years those remaining have been inthe corner and end sections.
Tlie prices of tickets per set (8 sessions) forthe boys' tournament are as follows: end boxseats, $32.00; side balcony chair seats, $32.00; endbalcony chair seats, $20.00. Each order must in-clude a remittance of 25c for postage and insur-ance on the tickets, and checks should be madepayable to K.H.S. Boys' State Tournament. Or-ders for individual session tickets will be accept-ed during the February 10-28 period, and shouldnot be included with orders for complete sets oftickets mailed prior to that time. Tickets availa-ble for individual session tickets will be sidebalcony chair seats at $4.00 a session and end bal-cony chair seats at $2.50. All seats in FreedomHall are chairs. An over-the-counter sale will be-gin at Freedom Hall on March 11 and continuethrough the tournament.
The prices of tickets per set (8 sessions) forthe girls' tournament are as follows: side chairseats are $32.00; the side bleacher seats are $24.00and the end bleacher seats are $16.00. Only com-plete sets of tickets may be ordered by mail.Checks or money orders should be made payableto Girls' State Tournament Ticket Sales. Mail or-
ders will be accepted on or after February 1.
Tickets for individual sessions may be purchasedat the tournament site any time during the tourn-ament.
Attention, Swimming Coaches!
The events for the State Swimming Meets for1975 will be the same as those listed in theK.H.S.A.A. Constitution and By-Laws, SwimmingRegulations on pages 58-59. The only differencebeing the 400 Yard Freestyle which is 500 yardsin the National Federation Rules. The NationalFederation Rules will be used begirming in 1975.
The Class AAA Meets will be held at thePlantation Club in Louisville on February 21-22.The Class AA will be held at Eastern KentuckyUniversity on April 4-5. The following schoolshave indicated they will have teams.

Mr. Mansfield reported that it was deemedadvisable to employ a different firm to audit thebooks of the K.H.S.A.A. He recommended that thefirm of Monroe and Associates of Lexington beemployed. Cecil Reid moved, seconded by LouieMartin, that the recommendation of the Commis-sioner be approved. All members voted aye.
Fairce Woods reported that many schools in
his area were having a problem with officials notreporting for their assigned games in basketball.Other members of the Board reported the sameproblem. Following a discussion of the situation,
Commissioner Mansfield was instructed to informall assigning secretaries that failure to show upfor an assigned game by an official, unless provi-dentially prevented from doing so, is cause forsuspension for a one year period since this is aviolation of By-Law 28, Sections 7 and 8.
Assistant Commissioner Mills requested thatthe Board consider changing the date for the draw-ing for the State Basketball Tournament fromFebruary 22 to February 21. This would permitthe drawing to take place on Educational Tele-vision where it could be viewed throughout Ken-tucky. Fairce Woods moved, seconded by JackFultz, that this change be approved. All membersvoted aye.
President Wheeler appointed George Sauer,Arthur Hawkins and Louie Martin to serve on aCommittee to study and make recommendationson athletic insurance coverage for member schools.This Committee is to report its findings to theBoard at the January meeting.
Jack Fultz moved, seconded by Fairce Woods,that all bills of the Association for the period be-ginning September 1, 1974, and ending November30, 1974, be allowed. The motion was carriedunanimously.
The next meeting date for the Board wasscheduled for January 24, 1975, at 9:30 A.M., atStouffers Inn in Louisville.
There being no further business, the meetingwas adjourned at 2:30 P.M.

EDITOR'S NOTE: These interpretations of the1974-75 National Federation Wrestling Rules donot set aside nor modify any rule. They are madeand published by the National Federation of StateHigh School Associations in response to situations
presented.

1. Situation: Wrestlers of Team A report for com-petition in: (a) one-piece uniforms commonly usedfor international competition; or (b) two-pieceuniforms consisting of bermuda lengtli shorts andproperly cut shirt; or (c) full-length tights overwhich is worn a one-piece uniform with a shirt
cut so the front and back are level with the armpits but the dip under the arm is cut below themid-point between the wrestler's waist and armpit.
Ruling: The uniforms in (a), (b), and (c) are il-
legal. Wrestlers will be given a maximum of threeminutes to secure uniforms which comply withthe rules. Failure to comply with the requireduniform shall result in a forfeit.
2. Situation: In a multiple school tournament be-ing conducted in one day, there are: (a) eightschools invited, and it is announced four placeswill be scored; or (b) 16 teams are invited, and it
is announced six places will be scored.Ruling: Wrestlers are limited to no more thanfour full-length matches during a day. Full-lengthmatches are those for which the time limit is spe-cified by rule and are six minutes in length forchampionship or five minutes in length for con-solation. In (a) it would be possible for a schoolto conduct an eight team tournament wrestlingbacli to four places because this would consist ofa maximum of four matches for any wrestler. In(b) it would not be possible for a wrestler towrestle-bacli because of the four-match limitation.Comment: The purpose of the rule change is toprotect the health of wrestlers. When wrestlersare permitted to compete in more than stipulatedby rule, there is a greater possibiUty they willtire and be subject to injury. This should beavoided. In adopting the rule change, the com-mittee was aware there are taliedown tourna-ments being conducted in various areas. Thesetournaments usually consist of two-minute match-es and because they involve only a single sliill
are not included in the limitations.
3. Situation: During the third period, Bl is suc-cessful in executing a stand up and escapes. Thismaneuver puts Bl one point ahead of Al, and heis content to avoid Al. When the wrestlers do tie
up, Bl malies no attempt to take Al down andblocks attempts by Al to secure a takedown.Ruling: The referee will stop the match and warnBl for stalling if he has not previously beenwarned or penahzed. Whenever it is necessary to
warn a wrestler for stalling in the neutral posi-
tion or to penalize a wrestler, the match shall bestopped and the warning or penalty clearly indi-
cated and wrestling resumed as following an out-of-bounds.4. Situation: In the second period of a match, Alwho is ahead 2 to 1 is successful in applying thefigure-4 scissors to the body of Bl. Al flattens Blto the mat but does not attempt to turn Bl.
Ruling: When it is apparent Al is not working to
turn Bl, a stalemate will be declared. The matchwill be stopped and restarted as following an out-of-bounds. If this tactic is repeated, Al will bewarned or penalized for stalling. If Al has notbeen warned, the match will not be stopped forwarning. However, if he has been warned, thematch will be stopped when penalizing.
5. Situation: From the starting position on themat, Bl is successful in executing a stand up andjust as he is about to escape Al locks both handsaround the ankle of Bl. Bi turns and attempts to
control Al by grasping his leg.
Ruling: After it is obvious neither wrestler canimprove his position, the referee shall declare astalemate. The fact Al has locked his handsaround the leg of Bl to prevent him from scoringresults in a stalemate situation when neitherwrestler is able to improve his position.
6. Situation: From a neutral position, Al at-
tempts the double leg but is successful in grasp-ing only one leg of Bl and locks his hands. Blcounters by applying a crossface and is able tomove around so he is hip-to-hip with Al and hashim off his base and picks up the far ankle.
Ruling: Bl has earned a takedown and shall beawarded 2 points. This is true, even though Almaintains hands locked high around one leg of Bl.
7. Situation: From a starting position on the mat,Bl attempts a single switch. In order to counterthis move, Al locks his hands around the leg of
Bl. Neither wrestler can improve his position.
Ruling: A stalemate shall be declared as soon asit is obvious Bl cannot complete his move be-cause Al has locked his hands around the leg. If
this act is repeated by Al, he will be warned orpenalized for stalling.
Comment: It is a stalemate when either competi-tor has his hands locked around one leg of his
opponent in order to prevent him from scoring.
Ihe revision is an expansion of the provisionpreviously contained in the rule which specified
locking the hands around one leg of an opponentto prevent an escape was a stalemate. When it is
apparent the wrestler locking his hands aroundone leg of an opponent has prevented his op-ponent from scoring, a stalemate shall be declared,and the match restarted as following an out-of-
bounds. The referee will allow only minimal timeto see whether wrestlers can improve their posi-
tions. If they cannot, a stalemate will be declaredor the offender penalized for stalling.
8. Situation: Al has his opponent in a pinningsituation near the edge of the mat. As Al turnsthe torso of Bl away from the boundary, Bl movesso the lower part of his body is outside the wrest-ling area. The supporting parts of Al remain in-
bounds as do the shoulders of Bl.
Ruling: Wrestling shall continue as long as theshoulders of Bl are within the inbounds area.
Near-fall points may be earned in this situation.
9. Situation: Al is successful in getting a grape-vine on the leg of Bl and grasping the arm on thesame side, thereby, turning the shoulders of Bltoward the mat. Wrestling is near the edge of
the mat and in an attempt to avoid the fall Blbridges so that his head touches outside theboundary line and the rest of his body is withinthe wrestling area. The shoulders of Bl are with-in one inch of the mat for several seconds.
Ruling: Wrestling will continue even though thehead of Bl is touching out-of-bounds. Because theshoulders of Bl are over the wrestling area, Almay earn points for a near-fall.
