MINUTES OF BOARD MEETINGThe Board of Control of the Kentucky High School
Athletic Association met at the Hyatt Regency, Lex-
ington, on Friday, March 16, 1979. The meeting wascalled to order at 9:00 A.M. by President JackBurkich. All Board members. Commissioner TomMills, Assistant Commissioners Louis Stout and Billy
V. Wise were present. Conley Manning was present
representing the State Department of Education andDarrell Wells represented the State School BoardsAssociation. The invocation was given by GlendonRavenscraft.
Denzil J. Ramsey moved, seconded by Denval
Barriger, that the minutes of the January meeting be
approved. The motion passed unanimously.
Commissioner Mills gave the results of the recent
balloting for Board membership for Section 2 and 5.
The balloting in Section 2 was as follows: Reathel
Goff, 9; Robie Harper, Jr., 26; Bill Van Winkle, 6.
Fairce 0. Woods who was unopposed for election in
Section 5, received 34 votes.
Mr. Mills gave a report on the following recom-mendations of the Football Committee:

The Committee discussed the lodging and mealallowance allowed for participating teams in the foot-
ball playoff games. By motion of Joseph McPherson,seconded by Denval Barriger, and a unanimous vote,
the Football Committee recommends that the mealallowance by increased from S2.00 to $3.00 for
thirty-eight (38) persons per meal and the lodging
allowance be increased from $4.00 to $5.00 for
thirty-eight (38) persons.
2. By motion of Norman Passmore, seconded byDenval Barriger and a unanimous vote, the Football
Committee recommends that Section 11-C under the
Rules and Regulations Governing Football Champion-ship be amended to read as follows:
The championship shall be determined by the won/loss record within each football sub-district or district
based upon the games played that count toward the
sub-district or district record. In the case of a tie be-
tween two teams, based upon the won/loss record,
the team that won the game contested between the
two tied teams shall be declared the champions. Shouldthree or more teams tie for the championship based
upon the won/loss record, the championship shall be
determined by the following plan: Each team shall
receive one point for each game won by any four of
their defeated opponents (including sub-district, dis-
trict and non-district games); except the game played
between the teams tied for the championship andeach of their defeated opponents shall be omittedwhen calculating points to break the tie. If the tie re-
mains after a team's highest points have been counted,
an additional game will be counted until the tie is
broken. Only games played with Kentucky teams
shall be counted. If a tie results after the above plan
has been applied, it shall be broken by the Board of
Control.
Norman Passmore made a motion, seconded byJoseph McPherson, that the recommendations of the
Football Committee be approved. The motion carried
unanimously.
There was a discussion of new proposals to be
submitted by the Board and the principals of the Big
8 Conference at the forthcoming Delegate Assembly.A list of these proposals appear elsewhere in this
issue of the ATHLETE and copies have been sent to
all member school representatives and Delegates.
Barney Thweatt moved, seconded by Zeb Blanken-ship, that these proposals be submitted to the Dele-
gate Assembly. The motion passed unanimously.
Commissioner Mills gave a brief report on the
Boys' State Basketball Tournament and on how the
people of Rupp Arena, Convention Bureau and others
had worked to see that the tournament was a success.
After a lengthy discussion on the present playoff
system in basketball, Barney Thweatt made a motion,seconded by Glendon Ravenscraft, that the Basketball
Committee send out a survey to determine the wishes
of the member schools concerning the classification
of schools in basketball. The motion carried unani-
mously.
Mr. Mills explained that many schools were not in
agreement with the Board's decision to sanction
Soccer as a spring sport and requested that the SportsCommittee give further study to this subject. President
Burkich requested that the Committee meet prior to
the April meeting of the Board and be prepared to
make recommendations at that time.
Barney Thweatt moved, seconded by Pete Grigsby,
that all bills of the Association for the period beginn-
ing January 1, 1979, and ending February 28, 1979,be allowed. The motion carried unanimously.
The next meeting of the Board of Control wasscheduled for April 20, 1979, 9:00 A.M., at the
K.H.S.A.A. BuUding, Lexington.
There being no further business, the meeting ad-
journed.
1979 K.H.S.A.A. ANNUAL MEETINGThe business meeting of the K.H.S.A.A. will be
held on Friday, April 20, at 2:00 P.M., in the Ken-tucky High School Athletic Association Building,
560 East Cooper Drive, Lexington, Kentucky.As provided in Article IX, Section 1, of the K.H.
S.A.A. Constitution, the following changes in the
Constitution and By-Laws will be acted upon by the
Delegate Assembly.
