The SEAP process in Kainuu
• The CoM adherance application was made by the
Regional Council of Kainuu in 2014
• The Sustainable Energy Action Plan was developed
during STEP project by an external expert (Benviroc Oy,
open tender), with a local steering committee, in 2014
(accepted by Regional Board March 2015)
• Implementation started in 2015; coordinated by Kainuu
Climate Project (2015-2016)
• Energy efficiency and self-sufficiency of buildings
developed by EEO project (2016-2018)

SEAP for Kainuu
• The SEAP sectors: municipal buildings,
equipment/facilities, residential and tertiary
buildings, road transportation, industry outside
the EU emissions trading system and municipal
waste management
• Kainuu set a target to reduce emissions in SEAP
sectors by 25 %, compared to year 2009
• The target is in line with the Kainuu Climate
strategy 2020, even though the Climate strategy
included all emission sectors in Kainuu

Replacing oil with renewable sources of energy in heating:
• Karhulanvaara School in Suomussalmi replaced oil with
wood chips
– Annual emission reduction 900 t CO2 eq
• District heating centre in Vaala replaced oil with wood
chips
– Annual emission reduction 400 t CO2 eq

SEAP for Kainuu: CONCLUSIONS
• Emission reduction target will be achieved
– 25 % reduction by 2020 compared to 2009
– A 25 % decline in emissions means an emission reduction of 156
kt CO2 eq by 2020 (143 kt CO2 eq reached by 2014 – 2015)
• Regional coordination is essential
– small municipalities can’t achieve big changes alone
• Transportation is the most challenging sector in sparsely
populated areas – innovations needed!
• Innovations developed in Kainuu can support sustainable
development also in metropolitan areas, if clean &
sustainable solutions are exported to metropolititans

Examples of industry in Kainuu fostering SD &
climate change mitigation
• Transport and logistics: Transtech Ltd is a leading European
manufacturer of double deck rolling stock and an important contract
manufacturer of demanding engineering workshop products. The
company is located in Otanmäki, Kainuu. Transtech Oy is a member
of Škoda Transportation Group.
• Renewable energy & circular economy: In Kajaani, Kainuu St1
Nordic is building a bioethanol plant on the industrial estate which will
use sawdust from local sources as raw material. Sustainable,
sawdust-based production has high export potential especially in the
Nordic countries. Ecosystem (triple helix RDI cooperation) is under
developing around the ST1 plant, including professor in bio
production.
• Wood product industry & wood construction: Kantola - industrial
area in Kuhmo, Kainuu: broad knowledge pool of the. Products: sawn
timber, CLT panels, log houses, surfaced timber, wooden elements,
windows and planning services for timber construction etc.
KAINUU REGION: 70% of all energy consumed is
produced in the region, of which 65% renewable
