Nearly half o f the Jewish pop ulation of the world

c o n g e s t e d i n c i t i e s , w h i c h a r e t h e f i r s t p o i n t o f a t t a c k .

Then came the war . The Jews sa w the rein an o ppo r-

tunity to show the Christian pop ulation that in spit e

of all the persecutions o f the past t hey were ready to

f o r g e t t h e i r t r a g i c h i s t o r y a n d t o b e g i n l i f e a n e w i n a

united and regen erated Russia . Thou san ds of Jewish

yo u ng men who had been fo rce d to l e ave Ru ssia to

secure the e ducation which their own country denie d

them returned voluntarily to the colors even though

they knew that all hope of preferment and promotion

was close d to them . On the field of bat tle t he Jewish

soldiers d isplayed cour age and intelligence which won

the respect of their fighting comrades and gained for

hundreds of them the much desired cross of St . G e o r g e ,

granted for distinguished valor in the face of the

e n e m y ; while thos e who remained at home op ened and

e q u i p p e d h o s p i t a l s f o r w o u n d e d s o l d i e r s w i t h o u t d i s t i n c -

t i o n o f r a c e o r c r e e d , c o n t r i b u t e d g e n e r o u s l y t o a l l p u b l i c

f u n d s , a n d , i n b r i e f , g a v e t h e m s e l v e s a n d t h e i r p o s s e s s i o n s

u n s p a r i n g l y t o t h e R u s s i a n c a u s e .

I t a p p e a r e d a t f i r s t a s t h o u g h t h e l o n g d e s i r e d u n i o n

w i t h t h e R u s s i a n p e o p l e w a s a b o u t t o b e r e a l i z e d . But

it soo n develo ped t hat the chai ns which bound the Jews

of Russia to their past could not be broken . Forces

which they could not po ssibly control doo med them

t o t h e g r e a t e s t t r a g e d y i n t h e i r h i s t o r y . The Pa le i n

which the y lived was Polish i n origin and population .

Poles and Jews were fellow victims of the Russian o p-

p r e s s o r ; but instead of being united by the common

b o n d o f s u f f e r i n g , t h e y w e r e s e p a r a t e d b y r e l i g i o u s a n d

r a c i a l d i f f e r e n c e s a n d a b o v e a l l b y d i s s e n s i o n d e l i b e r a t e l y

fostered among them by the Russian rulers until it d e-

During the ten months of the Russian occupation

o f G a l i c i a t h e J e w s o f t h a t s e c t i o n s u f f e r e d e v e n m o r e

seve rely t han did the Jews who dwelt in the Russi an

P a l e . F o r h e r e t h e J e w s w e r e t h e s u b j e c t s o f t h e e n e m y

emancipation but was forced upon the government by

a Conference o f Progressive Deput ies of the Duma held

at Petrograd in January, 1915, resolut ions were pass ed

t o e x t e n d n o h e l p w h a t e v e r t o t h e P o l i s h D e p u t i e s i n a n y

of their nationalist projects in t he Duma because of

t h e i r a t t i t u d e t o w a r d t h e J e w s .

The Po lish week ly, " G l o s Polsky," published in

P e t r o g r a d , c o n t a i n s a n i n t e r v i e w w i t h P r o f e s s o r M i l y u k o v

o n t h e P o l i s h q u e s t i o n :

A t s e v e r a l c o n f e r e n c e s o f R u s s i a n , P o l i s h a n d J e w i s h

communal worker s which took pl ace in Petrograd and

Mosco w in Januar y, 1915, the maj orit y of the Russians
