1 The Islamic Economy 1) By : Marzuki Usman* Please allow me to tell the story of my own experience from the time when I ignored the Islamic Economy to the time I finally, Alhamdulillah, came to believe strongly that the Islamic Economy is the only economic system that is blessed by Allah. I started to study economics in 1963, the year I was accepted as a first year student of the Economics Department of Gajah Mada University, in Yogyakarta. I completed my bachelor study in 1968 and joined the Ministry of Finance, Republic of Indonesia, as a junior staff to the Office of Special Assistant to the Minister of Finance. In year 1973, I was accepted as a graduate student at the Department of Economics, Duke University in Durham, North Carolina, USA. I finished my course works and was an eligible candidate for PhD in Economics. However, due to unfavourable circumstances, in 1975, I only ended up in obtaining my Master's degree in Economics from Duke University. I, then, returned to work for the Ministry of Finance. The Islamic Economy 1)

Please allow me to tell the story of my own experience from the time when I ignored the Islamic
Economy to the time I finally, Alhamdulillah, came to believe strongly that the Islamic Economy is the
only economic system that is blessed by Allah.
I started to study economics in 1963, the year I was accepted as a first year student of the Economics
Department of Gajah Mada University, in Yogyakarta. I completed my bachelor study in 1968 and
joined the Ministry of Finance, Republic of Indonesia, as a junior staff to the Office of Special Assistant

To be an economist has become my profession from the period since I returned to work for the
Ministry of Finance in 1975 until the current year 2017. In the past years, I was a strong follower as
well as a believer of the western economic principles which strongly believe in the market forces.
Accordingly, I strongly believe the following tenets:
1. The power of Supply and Demand Theory and its practices;
2. There is no such thing as a free lunch. You have to pay in order to be able to obtain or consume
goods and services;
3. The price of land is rents. The price of labour is wages or salaries, and the price of money is
interest rates.
4. The motive of consumer is maximum satisfaction by consuming goods and services. And the
motive and business firm is maximum profit.
5. The function of the government is to supply Public Goods and Public Services. And the
government enjoy having enormous resources by imposing taxes and levies to citizens.
6. We believe to the international trade, especially free trade by export and import in order to
maximize welfare of the people.
7. The market force is always in place due to the Invisible Hands Theory of Adam Smith.
Furthermore, in my career as government official, I started to be The Director of Investment and
Government Wealth Management in Ministry of Finance. Then, I was appointed as Commissioner for
Banks and Non Banks Financial Institution (Banks, Insurance, and Non Banks Financial Institution).
Next, I was promoted to be The Head of Security Exchange Commission (SEC). Where was to revive
the soul of Indonesia Stock Exchange (Bursa Efek Indonesia ) in 1989. In 1998 I assisted Mr. Tanri
Abeng to set up the Ministry of State Own Enterprises. Finally, I was appointed as Minister of Tourism
and Minister of Investment and Head of Investment Board, and Chairman of Professional Fraction of
Suplemen National People’s Assembly (MPR) in 1999.
When Islamic Development Bank (IDB) started to introduce an Islamic banking idea in Indonesia, I
was very skeptical about such idea. Why? Because when I asked a question to an expert from IDB at
that time regarding how he would make a financial decision without taking into account interest rate
factor on a hypothetical case of building a road on a hill, specifically whether the road will be built
along the hill or a tunnel will be made through the hill, and he answered that at the end of the day we

would still need at least one conventional bank to serve as a benchmark to measure our financial
efficiency. Thus, since the practice still involved the use of interest rates in making financial decision,
my skepticsm at that time seemed to be justified.
Since this kind of experience has been existing in many fields of economic practices, it led me to the
conclusion that it was impossible to practice economy without interest rates. Accordingly, we would
still need to have interest rates as the price of money in order to measure the efficiency of an
economic system.
However, when finally I had a considerable ample amount of time on my hands, I had the opportunity
to read and study Al Qur'anul Karim, I managed to come to the following findings and conclusions;
1. Usury, Ar Riba is haram. Usury is against Allah’s laws. That means, in Islamic Economy there is
no need to have Banks and Non Banks Financial Institution, nor Stock Exchange Institution.
2. No need to impose taxation, because imposing taxes is haram practices.
3. To finance producing public goods and public services, it will be handled by Baitul Mal, the
institution which receives money from Zakat and charity (Sadaqoh)
4. The Baitul Mal can also can replace the function of Banks, Non Banks Institution and the Stock
Exchange Institution to fiancé investment activities.
5. Education and training is fully financed by Baitul Mal. Hence every citizen will enjoy free cost for
education and training.
6. Private property is being recognized and protected by the state. The one who owns the land, will
also own whatever mineral wealth under his land.
7. Poor people will be looked after by the state.

Sistem Ekonomi Islam

1. Pendahuluan.
Ilmu Ekonomi, pada awal bermula berasal dari Ilmu Sosiologi, yang kemudian memecah
menjadi disiplin ilmu tersendiri. Kemudian, didefinisikan sebagai Ilmu yang mengajarkan
bagaimana seorang individu dan atau unit usaha sebagai pelaku ekonomi (Economics Agent)
mengalokasikan sumber daya ekonomi (sumber daya alam, sumber daya manusia, barang
kapital, dan wira usaha / Entrepreneur) untuk memprodusir / membuat barang dan atau jasa,
untuk memuaskan kebutuhan manusia. Lalu, diasumsikan bahwa sumber daya ekonomi itu
terbatas, dan pelaku ekonomi selalu berprilaku mengoptimalkan kepuasan dan atau
keuntungan.
Pemahaman pemikiran ekonomi seperti ini, sudah mulai dianut pada abad ke 19 (tahun 1800
an) hingga sampai kepada hari ini. Dan buku acuannya (text book) dimulai oleh Adam Smith
dengan bukunya, “Wealth of Nation”. Beliau ini dianggap sebagai mbahnya para ekonom
sedunia.
Adapun Adam Smith, beliau ini adalah seorang sosiologist yang berkiprah di Kerajaan Inggris
Raya. Beliau ini terkenal dengan konsep, “Invisible Hand” (Tangan Tak Kantara, atau Tangan
Tuhan) yang mengatur tercapainya keseimbangan pasar.
Kemudian diikuti pula oleh ekonom David Ricardo dari Perancis, yang terkenal dengan Teori
Perdagangan Internasional. Dan, juga kemudian lagi, oleh Jean Baptist Say, yang terkenal
dengan Hukum Say (Say’s Law), yang mengatakan, bahwa “Pasar itu selalu mencapai titik
keseimbangan”. Beliau ini dikenal sebagai Tokoh Ekonomi Klasik, yang terkenal dengan
Dalil, “Untuk waktu jangka panjang (Long Term), semua orang pasti terjamin pekerjaannya
(Full Employment). Masalah yang terpenting adalah Inflasi.

Kemudian, ketika di dunia ini, setelah Perang Dunia ke II mengalami masa Depresi Yang
Berkepanjangan, yakni yang ditandai dengan banyaknya pengangguran dan terjadi deflasi,
maka muncullah Tokoh Ekonomi Keynesian, yang dipelopori pemikirannya oleh Prof. John
Maynard Keynes, seorang ekonom dari Kerajaan Inggris. Beliau mengatakan bahwa dalam
waktu dekat (jangka pendek), alias Short Term, masalah utama adalah banyaknya
pengangguran (Unemployment), dan Masalah Harga boleh diabaikan. Dan, pemerintah ikut
campur tangan untuk mengatasi kesulitan ekonomi.
Didalam abad terkini, ahli Ekonomi Klasik dikenal sebagai golongan Moneterist, yang
kebijakan ekonominya, biarkanlah hukum pasar yang berlaku, dan fokus terutama kepada
kebijakan Moneter, yakni mengatur jumlah uang yang beredar sebagai penggerak
ekonomi bangsa.
Dilain pihak, para ahli Ekonomi Keynesian, dikenal sebagai golong ekonomi Fiscalist, yang
kebijakan ekonominya mengharuskan pemerintah melalui Kebijakan Fiskal untuk
mempercepat pertumbuhan ekonomi bangsa, yakni melalui Budget Negara (APBN).
Dewasa ini para pendekar ekonomi Neo Klasik adalah seperti : Milton Friedman, Don Patinkin,
Martin Bronfenbrenner, Paul Vocker. Sedangkan pendekar Ekonomi Neo Keynesian seperti :
Walter Heller, John Due, Richard, dan Peggy Musgrave, Alan Greenspan, dan seterusnya.
Kedua blok Pemikir Ekonomi ini selalu mengatakan bahwa tidak ada Makan Prei (There is no
such a free lunch), dan selalu ada harga barang. Untuk Uang, ada ongkos dana (cost of
fund), yakni suku bunga, dan ada cost of Money (Ongkos Uang), yaitu biaya yang harus
dibayar kepada para pengelola dana. Dan, untuk membiayai kegiatan negara, maka warga
negara wajib membayar pajak.
Dan, pengajaran seperti ini sudah diterima oleh seluruh manusia ekonom di dunia, sebagai
suatu keharusan, agar sistem ekonomi disuatu negara itu berjalan secara effisien dan effektif.
Melanggar sistem seperti ini berarti sistem ekonomi itu tidaklah effisien dan tidak pula effektif.
Dan, negara itu akan menjadi kacau balau alias amburadul !

Dan, negara-negara Islam juga sudah terlalu lama mengaminkan sistem perekonomian
seperti ini. Penulis sendiripun sudah termasuk kedalam ekonom yang membebek kepada
sistem yang diajarkan oleh mereka-mereka yang tidak mensyukuri nikmat Allah. Kebanyakan
tokoh-tokoh ekonom itu adalah keturunan Yahudi !
Dan, alhmadulillah, akhirnya penulis telah menyadari, bahwa selama ini penulis sudah
melaksanakan Sistem Ekonomi Yang Melawan Kepada Perintah Allah. Audzubillah
mindzalik! Ya Allah Robb, yang Maha kuasa, hamba mohon ampunanMu atas kebodohan ini.
Amin.
2. Sistem Ekonomi Islam.
Didalam sistem ekonomi Islam tidak mengenal atau diperkenalkan adanya bank sebagai
lembaga pembiayaan. Dan, juga tidak diperlukan lembaga perpajakan untuk membiayai
pekerjaan-pekerjaan yang tidak mau dikerjakan oleh sektor swasta, yaitu, pengadaan barang-
barang publik, seperti : jembatan, jalan, selokan, pengairan, pemungutan dan pemusnahan
sampah, pendidkan, penerangan, rumah sakit dan sebagainya. Ini adalah barang dan jasa
yang pada dasarnya dunia usaha tidak mau memprodusirnya (membuatnya). Kenapa?
Karena ia tidak bisa menjual dan memperoleh keuntungan dengan membuat atau
mengadakan barang-barang publik itu.
Kenapa bisa terjadi seperti ini?. Jawabannya, setiap orang yang membaca perintah Allah
didalam Al Qur’anul-Karim, Surah ke 64, Surah AT-TAGABUN ayat 16, yang menyerukan
kepada hamba Allah agar ia bertakwa dan suka bersedekah (berinfaq), dan janganlah kikir,
dan selalu memberi barang-barang atau hal-hal yang dia sukai.
Sebagai akibatnya, uang yang terkumpul di Baitul Mal, bukan saja uang zakat, akan tetapi
lebih banyak uang infaq dan sedekah yang tidak ada ongkosnya, alias tidak ada Cost of Fund
yang harus dibayarkan. Setiap orang yang mencintai Allah (taqwa), maka ia dengan senang
hati dan ikhlas, memberikan sedekah sebanyak mungkin. Jadi, pada Baitul Mal tidak ada Cost
of Fund yang harus dibayar kepada si pemberi sedekah. Bandingkan dengan uang tabungan
di Bank, yang Bank harus membayar bunga kepada sipemilik dana. Dan Bank memungut lagi
apa yang dikenal dengan nama Cost of Money, untuk mengkelola dana rakyat itu.

Padahal, menurut ajaran Allah, orang yang mengurus dana, seperti para bankir dan para
birokrat tidak boleh minta dibayar (Cost of Money), dan lebih bagus kehidupannya
dibandingkan dengan rakyat yang dia urusi. Dalam hal ini, iblis secara licik membisiki kepada
para bankir dan birokrat. “Karena usaha dan upaya engkaulah, maka dana ini bisa
berkembang. Karenanya, anda adalah wajar dibayar mahal sekali atau digaji lebih mahal dari
pada orang kebanyakan atau rakyat atau ummat. Bahkan dibisiki oleh Iblis ”bahwa rakyat itu
malas, bodoh, miskin dan sombong lagi !”
Jadi, pada prinsipnya, pada sistem ekonomi Islam terkumpul dana yang besar sekali, yang
dikelola oleh Baitul Mal, tanpa adanya bunga dan interest margin yang harus dibayar kepada
sipemilik dana. Adapun sistem pembiayaan kegiatan ekonomi kepada para pengusaha,
adalah sistem bagi hasil dan bagi resiko, yang telah disepakati oleh pengusaha dengan Baitul
Mal (Badan Amil Zakat – BAZNAS). Dan, pekerjaan barang-barang publik (public goods)
semuanya dibayar oleh Baitul Mal, yang Dana Sedekahnya melimpah ruah sehingga bisa
membiayai pembangunan Infra-struktur diseantero bumi Indonesia. Dan, menurut perkiraan
penulis, ekonominya akan berkembang pesat sehingga bisa menguasai dunia.
3. Kesimpulan.
Penulis mengusulkan supaya Republik Indonesia melaksanakan Sistem Ekonomi Islam ini,
yang akan bisa membawa negara Indonesia mengatasi kemiskinan dan keterpurukan sistem
ekonomi dewasa ini. Dan Insya Allah Indonesia akan menjadi negeri yang kaya, adil, dan
makmur dan diridhoi Allah. Amin.
Sistem Ekonomi Islam ini adalah sistem yang diridhoi Allah, karena sistem ini sesuai dengan
Firman Allah didalam Al Qur’anul-Karim, Surah ke 64, Surat AT-TAGABUN, ayat 16. Bagi
saudara-saudara kita yang beragama lain, silahkan menyumbang seperti apa yang dilakukan
