Key Messages

1. National standards are a must to ensure sustainable industrial areas.

2. India went through a process and the “need” for standards is getting stronger.

3. Standards must bring in multiple benefits – for industry, environment, people.

4. Standards can be applied for existing and new industrial parks.5. Necessary capacities are to be built – notification of standards,

certifying agencies, training of planners etc.

Page 4: The Indian Case: the process, stakeholder implication ...siaconference2017.com/.../2016/05/Groupe-2-Raghu-Nukala-.pdfThe Indian Case: the process, stakeholder implication, priorities,

The Process Followed

□ Review of different Indian and international standards available.

□ Customisation after intensive stakeholder consultations.

□ Pilot testing in existing and new industrial areas.

□ A draft national standard is under development.

□ Targeted to be notified by the Bureau of Indian Standards.

□ Promotion targeted by the national and state ministries – example, grants from national and state agencies (industry ministry), ease if regulations from environment ministry.

Benefits

□ Standards help check how good an industrial area is and identify gaps

□ Ensure adequate infrastructure & services - ease of business for companies- amenities for workers/employees- improved environmental management

□ Promote additional investments, entrepreneurs, employment, tax revenues

□ Access to finance, grants etc.□ Improved image, marketing opportunities

Strategic Decisions to be taken by a Country for Implementation

□ Define criteria/standards.□ Decide on levels of application – minimum (bronze), medium (silver), high-

end (gold)?□ Decide on application - voluntary or legally binding?□ Decide on Certifying Agency – public agency or industry led or independent

agency?□ Link Standards to benefits – access to finance, grants schemes, ease of

business etc.□ Innovate infrastructure and service delivery mechanisms to cut down costs.□ Undertake capacity building of authorities, planning agencies, consultants
