The campus has 287 study/bedrooms, all with private bathrooms, telephones and cable television. It also has: a reception desk open 24 hours a day; a restaurant, a self-service canteen and a coffee lounge, all catering for international dietary needs; a bank; a travel agency; a laundry service; a post office; an internet point; a recreation room; facilities for outdoor and indoor sports; an infirmary. Introduction

Employment injury schemes are part of the socialsecurity branch in charge of the workers' insurance foroccupational accidents and diseases. Traditionally, theyprovide for compensation and coverage of the medicaland rehabilitation costs of the injured and sick workers.Increasingly, the prevention of the occupational risks isbecoming part of the mandate of these schemes andmany world wide experiences and best practices showthat these schemes can play very important role to thispurpose.

In some countries the competencies, roles,responsibilities and spheres of action of theseinstitutions in prevention activities has been alreadyincorporated in the legal framework. These institutionsare the main generators of information on theoccupational accidents and diseases. Many times,based on this information,research and analysis studiesare undertaken and thenthat provide the basis for thedecision- and policy-making processes at national andsectoral level. These institutions are key actors in thenational governance of the OSH and in the planningand implementation of National Programmes of OSH.

Another strategy frequently used by these institutions isthe promotion of the economic benefits of investmentsin occupational safety and health. As set by ISSA,"linking prevention to accident insurance compensationcan enable effective mechanisms to reduce bothaccidents at work and occupational diseases, toincrease productivity and to provide an incentive foremployers to boost preventive activities in anenterprise, as it directly impacts on the contributionrate paid exclusively by the employer". It could alsohave direct and immediate impact in the efficiency ofthe schemes.

Other activities in which these institutions are involvedare the organization of the information andawareness-raising campaigns directed to employers,workers and general public, as well as the provision oftechnical advice and promotion of the compliance withthe OSH regulations, the training and skillsdevelopment on OSH and health promotion, thedevelopment of the recognition-based incentives, etc.

To explore these strategies and to study themappropriately, the International Training Centre, is

organizing this workshop in cooperation with theSafework and the Social Security Department of theILO. Through this workshop, ILO intends to disseminateits international experience and facilitate knowledgesharing and discussion of selected innovative andsuccessful strategies to promote OSH preventive andproactive approaches of the employment injuryschemes.

Objectives

The general objective of the course is to strengthen thecapacity of employment injury institutions for themanagement of the occupational accidents anddiseases and the promotion of the prevention approachon occupational safety and health. Upon completion ofthis course, participants will be able to:

� To describe the ILO principles and experience onNational OSH governance, and the role andfunctions of employment injury schemes ininternational labour standards and other relatedinstruments.

� To describe the organizational models of theemployment injury schemes of selected countries aswell as its policies, strategies and best practices onprevention activities.

� To advise in the implementation of policies,strategies and approaches of employment injuryschemes addressed to the prevention ofoccupational accidents and diseases.

� Establish conclusions and recommendations on thefeasibility of applying different analyzed approachesand experiences to national and institutionalcontexts.

� To transfer knowledge on the different best practicesto promote OSH from the employment injuryschemes.

Participants' profile

The course is aimed at:

� decision-makers of ministries and institutions incharge of social security and occupational safety andhealth,

� employers' and workers' organizations representativesinvolved in the governance of the OSH and socialsecurity,

� technical staff from employment injury institutions,� other people from training institutions involved in

OSH and social security issues.

Methodology

The methodology will be centred on the participants andthe learning process, with the support of facilitators.The training methodology will use active methods forlearning, making use of the knowledge and theexperience of participants, promoting a permanentcommunication among participants, through group work,and discussions, that will facilitate their own totalintegration and participation in the course activities.

Participants will also be presented with pertinentdocumentation as a follow-up to the presentations inorder to expand the knowledge about the specifiedtopics.

A permanent monitoring of the learning process will beconducted throughout the training by the courseco-ordinator. At the end of the course, an individualend-of-course evaluation questionnaire will be used toallow participants to express their view about thetraining.

Applications

The cost of participation, excluding international airtravel, is EUR 3,250 (course fees EURO 1,570 andparticipant subsistence EURO 1,680) payable inadvance by the participant or his or her sponsoringorganization. This covers tuition fees; the use oftraining facilities and support services; trainingmaterials and books; accommodation and full board atthe Centre's campus; a standard daily allowance forincidental expenses; and emergency medical care andinsurance.
