Johnson, New York staged a mammoth demonstration today of its confidence in President Roose- velt's- recovery program. Virtually all business establish- ments closed at 1 P. M. for a parade of 250,000 marchers, climaxing a two-day avowal of faitii in the NRA. The celebration began last night with a rally at Madison Square Gar- den at which General Johnson spoke. The country is about one-quarter of the way o u t of the depression, Johnson said. Eighty-five per cent of employers are enrolled under the NRA. Now the nation must guard against the counsel of discredited leaders, fhose who when the banks were closed in March demanded an "economic czardom." Some of these same leaders, Johnson intimated, are saying: Scores 'Short Memories' "We are on our way out. The President's recovery program had nothing to do with it. Let us aban- don the whole thing and go back to the good old days." Such people display "short mem- ories—short sight—short sportsman- ship," Johnson said. "No man can put his finger on any particular cause and say that was why this country has been lifted about a quarter of the way out of the March depths since Franklin Roosevelt became Presi- dent," he declared. "But any man can be very sure that there was chaos—then swift and intelligent action—and then nation-wide im- provement so definite and certain that nobody now denies it." The Recovery Administration ad- mits it has made mistakes and may make more, Johnson said. It does not resent honest, constructive criticism. Notables View Parade "But I do believe that it is right to call attention to misunderstand- ing and to misrepresentation and sabotage of men who stand and who always have stood for the very reverse of what this administra- tion is trying to do," he said. Those who hear this group's gratuitous advice Johnson said •would do well to ask: "What advice was this authority giving in 1927, 1928, and 1929? Under what flag does he march?" Johnson, Mrs. Franklin D. Roose- velt, and Grover A. Whalen, local NRA chairman, were in the re- viewing stand for today's parade. Others in the reviewing party were Governor Herbert H. Lehman, Gov- ernor A. Harry Moore of New Jer- sey and Governor Wilbur L, Cross or Connecticut. The parade began at 1:30 P. M. at Washington Square. The marchers proceeded up Fifth Ave- nue to 72nd Street. nuM MI Seventh Ward G.O. P. Enjoys Resort Trip Nearly 100 attended a bus ride to Coney Island conducted last night by the Seventh Ward Republican Club. Buses left the clubrooms, Oak and Poplar Streets, at 7 P. M. and guests enjoyed an evening at Coney Island amusements. Augustine Muscente, Republican candidate for Alderman, and Charles Colacurcio, candidate for Supervisor, were among those who made the trip. Anthony Falcone was chairman in charge of the ride, the club's second this year. Leaders from the miners' ranks declined to call their position a strike. They described it as a "sus- pension of work," designed entire- ly to bring operators in Washington to terms and effect early comple- tion of a coal code. "When the code Is adopted," one man said, "We'll go back to work." United Mine Workers of America officials professed opposition to the holiday. William Hargest, acting head of District No. 5, said union leaders had told the miners to re- main at work until a code is adopt- ed. He claimed the holiday started in miners' ranks. Code Negotiations Blocked WASHINGTON, Sept. 13. — Spokesmen for organized labor charged today that powerful finan- cial interests were obstructing coal code negotiations in order to pile up surpluses of low-cost coal. The assertion was made that a deliberate policy of over-production would result in widespread slack- ening of mine activity after the code, with higher wage rates and bans on price slashing, goes into operation. Many of the sales being made now to railroads and utilities are at prices below the cost of pro- duction, in some cases being as low as 90 cents a ton. Faced with these charges, the NRA sought to speed up negotia- tions in conferences with the two new committees of operators se- lected after yesterday's public hearings. One committee is work- ing on the code itself, the other on administration of the code. NRA issued a statement saying, "It has become apparent that va- rious provisions of the code can be rewritten in a manner to iron out many objections and make the code satisfactory to a larger per- centage of the industry." In connection with the charges of the labor leaders, complaints al- ready have been made that the lumber code has resulted In un- employment rather than reemploy- ment. This is attributed to the frenzied production at low wage scales before the lumber code be- came effective. ership Sets Off Huge New York Celebration

by a personal appeal from General Hugh S. Johnson, New York staged a mammoth demonstration today of its confidence in President Roose­velt's- recovery program.

Virtually all business establish­ments closed at 1 P. M. for a parade of 250,000 marchers, climaxing a two-day avowal of faitii in the NRA. The celebration began last night with a rally at Madison Square Gar­den at which General Johnson spoke.

The country is about one-quarter of the way o u t of the depression, Johnson said. Eighty-five per cent of employers are enrolled under the NRA.

Now the nation must guard against the counsel of discredited leaders, fhose who when the banks were closed in March demanded an "economic czardom." Some of these same leaders, Johnson intimated, are saying:

Scores 'Short Memories' "We are on our way out. The

President's recovery program had nothing to do with it. Let us aban­don the whole thing and go back to the good old days."

Such people display "short mem­ories—short sight—short sportsman­ship," Johnson said.

"No man can put his finger on any particular cause and say that was why t h i s country has been lifted about a quarter of the way out of the March depths since Franklin Roosevelt became Presi­dent," he declared. "But any man can be very sure that there was chaos—then swift and intelligent action—and then nation-wide im­provement so definite and certain that nobody now denies it."

The Recovery Administration ad­mits it has made mistakes and may make more, Johnson said. It does not resent honest, constructive criticism.

Notables View Parade "But I do believe that it is right

to call attention to misunderstand­ing and to misrepresentation and sabotage of men who stand and who always have stood for the very reverse of what this administra­tion is trying to do," he said.

Those who hear this group's gratuitous advice Johnson said •would do well to ask:

"What advice was this authority giving in 1927, 1928, and 1929? Under what flag does he march?"

Johnson, Mrs. Franklin D. Roose­velt, and Grover A. Whalen, local NRA chairman, were in the re­viewing stand for today's parade. Others in the reviewing party were Governor Herbert H. Lehman, Gov­ernor A. Harry Moore of New Jer­sey and Governor Wilbur L, Cross or Connecticut.

The parade began at 1:30 P. M. at Washington Square. The marchers proceeded up Fifth Ave­nue to 72nd Street.

Coney Island conducted last night by the Seventh Ward Republican Club. Buses left the clubrooms, Oak and Poplar Streets, at 7 P . M. and guests enjoyed an evening at Coney Island amusements.

Augustine Muscente, Republican candidate for Alderman, a n d Charles Colacurcio, candidate for Supervisor, were among those who made the trip. Anthony Falcone was chairman in charge of the ride, the club's second this year.

Hardware And Paint Dealers Organized

The Yonkers Retail Hardware and Paint Association was formed at a meeting last night at 503 South Broadway. The following offi­cers were chosen: G. B. Affleck, president; Max Good friend, treas­urer, and Fred Schall. secretary.

There were 22 dealers who signed the roster last night but it is ex­pected that about 20 more in the city will enroll In the association within the coming week.

The members agreed to close their shops two nights a week a n d to abide strictly by the Sunday clos­ing regulations. On Mondays, Wed­nesdays and Friday nights the stores will close at 9:30 P. M. and on Saturday nights at 10 o'clock.

The association will meet on the first Tuesday of each month.

than 20,000 miners in Western Pennsylvania declined to go into the pits today, declaring they would remain out until a code for the bituminous coal industry is adopted.

Leaders from the miners ' ranks declined to call their position a strike. They described it as a "sus­pension of work," designed entire­ly to bring operators in Washington to terms and effect early comple­tion of a coal code.

"When the code Is adopted," one man said, "We'll go back to work."

United Mine Workers of America officials professed opposition to the holiday. William Hargest, acting head of District No. 5, said union leaders had told the miners to re­main at work until a code is adopt­ed. He claimed the holiday started in miners' ranks.

Code Negotiations Blocked WASHINGTON, S e p t . 13. —

Spokesmen for organized labor charged today that powerful finan­cial interests were obstructing coal code negotiations in order to pile up surpluses of low-cost coal.

The assertion was made that a deliberate policy of over-production would result in widespread slack­ening of mine activity after the code, with higher wage rates and bans on price slashing, goes into operation.

Many of the sales being made now to railroads and utilities are at prices below the cost of pro­duction, in some cases being as low as 90 cents a ton.

Faced with these charges, the NRA sought to speed up negotia­tions in conferences with the two new committees of operators se­lected after yesterday's public hearings. One committee is work­ing on the code itself, the other on administration of the code.

NRA issued a statement saying, "It has become apparent that va­rious provisions of the code can be rewritten in a manner to iron out many objections and make the code satisfactory to a larger per­centage of the industry."

In connection with the charges of the labor leaders, complaints al­ready have been made that the lumber code has resulted In un­employment rather than reemploy­ment. This is attributed to the frenzied production at low wage scales before the lumber code be­came effective.
