HISTORY OF JAWHAR JAWHAR was established in 2004 by former
Prime Minister Y.A.Bhg Tun Abdullah Bin
Ahmad Badawi which aims to ensure that the
administration of waqf, zakat and Hajj matters
throughout the country is more organized,
systematic and effective. It also aims to
improve the effectiveness and efficiency of
service delivery systems to a more brilliant,
glorious and distinguished level
“the Government will develop the funding mechanism through various resources namely land and waqf property under the jurisdiction of the States Islamic Administration. The State Islamic Administration will then need to deliver their responsibilities in fard kifayah to actively develop the economic state of the ummah in our strive for the development of human capital.”

FUNCTIONS OF DIVISION
WAQF DIVISION
• Conducting studies, preparing reports and making recommendations on issues related to waqf;
• Coordinating the waqf efforts
• Overseeing the progress of waqf iconic projects
BAITULMAL DIVISION
• Overall administration of zakat, wasiat, khairat, sedekah, luqatah mal, inheritance of any kinds, syubhah mal, fidyah and kaffarah
RESEARCH AND INTERNATIONAL COOPERATION DIVISION
• Overall coordination of haji/umrah, initiative of global zakat and international cooperation in the strategic thrusts

WAQF MANAGEMENT LEGISLATION
IN MALAYSIA
Relevant affairs lie entirely under the authority of
the Sultan in every state.
List II, State List, Ninth Schedule, Federal
Constitution placed under the jurisdiction of
states in Malaysia. It provides:
"... Hukum Syarak and the law of the self and
the family of those who profess Islamic religion,
including Hukum Syarak in relation to the Islamic
wakaf and the definition of membership,
arrangement, and event of Shariah courts which
shall have jurisdiction over the people who
profess Islamic religion and only on any matter
included in this paragraph ...

Waqf in Malaysia is evolving from time to time based on the growing
