For most actors it is the alignment of instruments to achieve your (common) desired end state For the EU it is: "the strategically coherent use of EU tools and instruments" Why is the EU equipped to conduct the Comprehensive Approach ? We have all elements / instruments "in-house", and at a scale beyond other actors The world's largest trading block The world's largest donor of Development assistance Includes: Diplomatic Security Defence Financial Trade Development Humanitarian aid EU External Action Common Security & Defence Policy (CSDP) Common Foreign & Security Policy (CFSP) External Action Diplomacy Development Defence & Security Comprehensive Approach Diplomacy Political Development Economy Trade Defence & Security Rule of Law Comprehensive Approach CommissionCSDP Geographic & Multilateral Directorates CRISIS PLATFORM 10 Phase 1 establishment of an-EU wide strategic approach A genuine strategic Comprehensive Approach is much broader than purely CSDP. The appropriate Geographic MD will prepare the political framework for crisis approach thus setting: The political context articulating what the crisis is why the EU should act EUs interests and objectives what instruments are best suited to act One of the instruments could be CSDP, and thus PSC would task a CMCOne of the instruments could be CSDP, and thus PSC would task a CMC Three phases to Crisis Management (1) The Comprehensive Approach CSDP Diplomacy Trade Development Delivery in country Strategic Concept EUSR / Delegations Brussels - PFCA / Regional Strategy The Comprehensive Approach to be avoided (1) The Comprehensive Approach to be avoided (2) The Comprehensive Approach current example The Comprehensive Approach is broader that "just" the EU Includes: Diplomatic EU delegations in 170 countries Security Police INTERPOL, EUROPOL, UN Agencies Defence UN (DPKO), AU (PSC), NATO, ASEAN Trade WTO, Free-trade Agreements (TTIP) Development UN, ODA, NGOs, Civil Society Humanitarian aid UN OCHA, NGOs + 28 Member States bilateral activity Diplomacy Political Development Economy Trade Defence & Security Rule of Law Comprehensive Approach CommissionCSDP Geographic & Multilateral Directorates CRISIS PLATFORM Comprehensiveness & CSDP CSDP INTCEN CMPD CPCC KORTENBERG PARTNERS EUMS Political Strategic Planning Operation Planning Conduct CMPD CPCC OHQ Mission Operations EUMS Crisis Management Concept (CMC) CSO MSO CONOPS OPLAN CONOPS OPLAN Political Framework for Crisis Approach MilitaryStrategicLevel PoliticalStrategicLevel Berlin+ with recourse to NATO assets and capabilities Autonomous (very small scale) COUNCIL/PSC Autonomous Military OHQ Options EU OHQ at SHAPE Designated EU OHQ EU OPSCEN CivilStrategicLevel PoliticalStrategicLevel COUNCIL/PSC Autonomous Civil OHQ Options CPCC 21 Phase 2 CSDP Planning phase (CMC to mission launch) The CMC will be prepared by CMPD, with input from key services, not least EUMS and CPCC. It will define CSDP strategic objectives and added value MSO and CSO will be used when complexity requires greater detail. IMD will be required for any externally appointed OpCdr CONOPS and OPLAN will be OpCdr owned, with assistance from EEAS services to ensure continuity of planning For a rapid reaction there will be a fast track process using only the OPLAN Three phases to Crisis Management (2) 22 Phase 3 Implementation, review, and closure At least as important as the first 2 phases Strategic Reviews will be triggered: before termination and/or due to significant change in political context on demand at the initiative of the EEAS services EU Delegations will be closely involved in the review process. For closure, the modalities for transfer to non- CSDP instruments will be included if appropriate.
