    ENFORCEMENT REPORT March 2015

    The Enforcement Report for March 2015 includes data for January 2015 on the following tables:

  • NPDES Facility Inspections:

    ENFORCEMENT SECTION JANUARY 2015 DATA

    The Enforcement Unit NPDES inspector conducted inspections at 11 facilities with NPDES Permits. Inspection of these facilities is a required part of the NPDES program.

    Stormwater Facility Inspections:

    The Stormwater Unit inspectors conducted inspections at 59 facilities with Construction and Industrial Stormwater Permits. Inspection of these faci lities is a required part of the Stormwater program.

    Expedited Payment Program:

    Eight (8) Sett1ement Offers . totaling $303,000 in penalties were issued in this reporting period. The Settlement Offers were issued for alleged effluent and/or reporting violations of NPDES Permits. Please refer to Table 4 for a list of specific Settlement Offers and amounts.

    Stipulated Orders:

    Ten (1 0) Stipulated Orders were issued in this reporting period. The Stipulated Orders were issued to the following NPDES Permittees: the California Water Service Company on January 7, 2015 in the amount of $15,000; HART Renaissance Apartments LLC on January 7, 2015, in the amount of $6,000; the Los Angeles Department of Water and Power on January 7, 2015 in the amount of $6,000; Mr. Sumermal Vardhan on January 11, 2015 in the amount of $1,500; Vintage Capital Group LLC on January 13, 2015 in the amount of$2,500; 450 S. Western LLC on January 13,2015 in the amount of$1,500; Safeway Inc. , Vons Division on January 13, 2015 in the amount of $2,500; the Los Angeles Department of Water and Power on January 23, 2015, in the amount of $9,000; the Golden State Water Company on January 30, 2015 in the amount of $3,000; the Oxnard Union High School District, on January 30, 2015, in the amount of$3,000.

    Notices ofNon-Compliance:

    Twenty-six (26) Notices of Non-Compliance (NNCs) were issued in January to industrial facilities for fai ling to submit the FY 2013-2014 annual report that was due on July 1, 2014. Please see Attachment 1 for a list of specific NNCs and their status.

    Notices of Violation:

    Seventeen (17) Notices of Violation (NOVs) were issued in January to industrial facilities for failing to respond to the NNC issued in January for fai ling to submit the FY 2013-2014 annual report that was due on July 1, 2014. Please see Attachment 2 for a list of specific NOVs and their status.
